경제학의 변용과 해외지역연구의 방향 : 국제경제학과 지역경제학의 통합화 현상을 중심으로

It is widely recognized that area studies in Korea are in question. While scholars in this field have devoted significant efforts to identify its characteristics as an independent academic discipline, relatively less endeavors have made to elaborate its methodology and to enrich its contents. In this context, contributions by economists to area studies are essential to upgrade the discipline's scientific level. In spite of growing needs on economic information of foreign states in the real world and the applicability of economics methodology to area studies, interactions between two academic fields are yet to be developed. The on-going metamorphosis in economics brings significant implications on area studies. Most of all, the integrating trends between regional economics and international economics is the most relevant development for area specialists to watch. The birth of new economic geography, yet to overcome controversies about its identity, might be the end result of the trends. It can be a useful tool to analyze evolution among regions, which is again one of quintessential parts of area studies. The current thesis also addresses suggestions to make area studies in Korea to be a full-fledged academic discipline.
지방정부의 다자간 국제협력 활성화 방안에 관한 연구 : 강원도의 경험을 중심으로

지방정부의 대두는 21세기 국제사회의 중요한 현상으로 부상하고 있다. 비교적 짧은 기간에도 불구하고 국제사회에서 지방정부의 역할은 양자간협력에서 다자간협력으로 급속한 진화과정을 거쳐 발전되어 오고 있다. 지방정부 국제협력의 전통적인 형태인 양자간협력은 세계화와 더불어 이미 보편화된 상태이다. 근년에 들어서는 점점 더 많은 지방정부들이 다자간협력체 결성을 통해 국제협력을 도모하고 있다. 본 논문은 다자간협력이라는 지방정부의 새로운 국제협력 방안을 분석대상으로 하고 있다. 우선 제2장에서는 지방정부의 국제협력의 진화과정을 분석하고 있다. 제3장에서는 한국 지방정부 다자협력의 가장 앞선 사례인 강원도의 동아시아 협력체계 구축의 정책추진경험을 개념화한 후 이를 심층 분석, 평가하고 있다. 결론에서 지방정부의 다자간협력 추진과정에서 대두되는 문제점을 명시하고, 향후 여타 지방정부들이 다자간 국제협력을 추진하기 위한 전략을 제시하고 있다. The 21st century witnessed the rise of local governments unto international scene. In spite of the relatively short history, the role of local governments in international society underwent an evolutionary process at a rapid pace: from bilateral to multilateral. Bilateral cooperation, the traditional form of local cooperation is already widespread with the emergence of the age of globalization. In these days, more and more governments seek the way to cooperate with international partners by forming a multilateral agency. The paper aims at analysing such a new type of international cooperation by local governments as multilateral cooperation. It first analyzes the evolutionary process of international cooperation by local governments in Chapter Two. Then, an in-depth study is attempted to describe and evaluate the best-practice case example of multilateral cooperation of local governments in Korea, the experiences of the Gangwon province in building international cooperation networks in East Asia. As a conclusion, the paper identifies problems arisen in the process of implementation and proposes strategies to promote multilateral cooperation movement for other local governments.
