부산국제락페스티벌의 현황과 개선방안

오늘날 락페스티벌을 비롯한 대중음악페스티벌은 음악 생산과 소비의 새로운 형식으로 주목받고 있다. 대중음악페스티벌은 국가나 지역의 이미지를 제고하고 문화산업으로서 지역경제의 활성화에 기여할 수 있으며, 페스티벌 주최 측의 입장에서는 성공적인 개최를 통해 경제적 이익을 누릴 수 있다. 출연진의 입장에서는 라이브무대를 통해 자신의 음악적 정체성을 표출하고 팬들과 직접적인 교감을 나눌 수 있고, 다른 뮤지션과 교류하고 외국의 유명한 페스티벌에 진출하는 계기를 마련할 수 있다. 또한 관람객의 입장에서는 다양한 뮤지션과 음악 장르를 직접 접할 기회를 갖고, 무엇보다 유희ㆍ일탈ㆍ자유ㆍ해방의 공간에서 억압되어 있던 자아를 분출할 수 있다. 한편, 아이돌그룹이 사실상 대중음악시장을 장악하고 있고 댄스나 발라드 등 일부 장르만이 기형적으로 발전하고 있는 오늘날의 대중음악 현실에서, 대중음악페스티벌은 대안적 음악활동의 한 가지 방식으로서 자리 잡고 있다. 또한 뮤지컬 위주이긴 하지만 최근 들어 공연산업이 활성화되면서, 음악관계자들의 대중음악페스티벌에 대한 관심도 증대하였고 새로운 페스티벌을 기획하고 개최하는 작업도 늘어나고 있다. 부산국제락페스티벌은 국제 규모를 지향하는 락 장르의 페스티벌로는 국내에서 가장 긴 역사를 지닌 대중음악페스티벌이다. 2009년에 10주년을 맞은 이 행사는 매년 8월 초에 부산 다대포해수욕장에서 무료로 열리고 있다. 부산국제락페스티벌은 긴 역사를 갖고 있음에도 불구하고 아직 그 정체성이 뚜렷하지 못하며, 페스티벌을 상징할만한 대표적 프로그램도 지니고 있지 못한 상태이다. 초기에는 참가국 수가 2000년 5개국, 2001년 10개국, 2002년 12개국 등으로 계속 늘어났지만 이후에는 평균 5~6개국 정도에서 답보하고 있다. 이러한 사실은 부산국제락페스티벌이 ‘국제’라는 타이틀을 내걸고 세계적 규모를 지향하는 페스티벌로서는 아직 미흡한 측면이 많이 있음을 보여준다. 특히 1990년대 후반부터 국내에서 다른 대중음악페스티벌이 개최되기 시작하여 현재 그 수가 상당히 늘어났으며, 앞으로도 새로운 대중음악페스티벌이 계속해서 생겨날 것으로 전망된다. 결과적으로 국내 대중음악페스티벌간의 경쟁이 더욱 격화되고, 내용이 충실하지 않거나 인기가 없는 페스티벌은 위기를 맞고 퇴출되지 않을 수 없을 것이다. 이 연구에서는 국내 대중음악페스티벌로서 오랜 역사를 지니고 있지만 아직도 그 정체성이 미흡한 부산국제락페스티벌의 과거와 현재를 돌이켜보고 미래를 향한 발전전망을 제시하고자 한다. 부산국제락페스티벌에 대해 다양한 방식으로 접근할 수 있겠지만, 이 연구에서는 크게 세 가지 측면으로 나누어 분석하고자 한다. 그것은 프로그램 측면, 조직ㆍ예산 측면, 홍보ㆍ마케팅 측면이다. 이들 세 측면에서 부산국제락페스티벌의 현황과 문제점을 분석한 다음, 그것을 기반으로 개선방안을 도출한다. This study presents some developing strategies for Busan International Rock Festival(BIRF) which has 10 years' long history, while having no distinctive features as one of the leading international music festivals. For this purpose, I examined the major issues and problems faced by the BIRF from three aspects: first, main and accompanying programs, second, organizing committee and its budget, third, promotional marketing. And I analyzed the strong and weak points of the BIRF by comparing to other rock festivals in Korea, and proposed improvement plan for the BIRF based on the analyses. First, in the aspect of programs, charging for admission, a new festival location, program alliance with the world-famous rock festivals, development of various accompanying programs, opening the Asian Indie Band Contest, and secured spaces to bringing up Busan's local bands are needed. Next, in the organizing and budgeting aspect, changing the organizer of the BIRF to an independent legal entity, diversification of its financial resourses, and support at the national and local government level are required. Finally, in the aspect of promotional marketing, the BIRF needs to activate the internet website and internet marketing, and the master class program.

부산지역 국제음악축제 자원봉사자 인력운영 방안

본 연구는 부산시를 대표하는 주요 영화, 연극, 미술, 음악 축제들의 문화자원봉사자 운영 방식과 현황을 부산이라는 지역적 특성에 주목하면서 전반적으로 비교 고찰하였다. 문화자원봉사자를 적재적소에 잘 활용하는 것은 지역 축제의 수준을 높이는 결정적인 요소이므로, 관련 운용 방식을 보다 능률적으로 개선하는 모범 답안을 찾고자 하는 문제의식으로부터 연구는 출발되었다. 본 연구는 먼저 부산국제영화제, 부산국제연극제, 부산비엔날레의 문화자원봉사자 운영 방식과 현황을 고찰하였다. 부산시의 영화, 연극, 미술 분야 축제를 각각 대표하는 위의 3개 축제는 문화자원봉사자 운영에 있어서 모집과 선발, 교육과 훈련, 업무 배치와 분담, 업무 지원과 관리, 사후 평가 등 전체 과정에서 상당히 효율적이고 성공적인 시스템을 구축하였음을 확인하였다. 다음으로 부산의 대표적인 국제 음악 축제인 부산국제음악제, 부산국제합창제, 부산마루국제음악제, 부산록페스티벌의 문화자원봉사자 운용 방식과 현황을 차례로 분석하였다. 이 과정을 통해 4개의 음악 축제들은 전술한 3개 축제들에 비해서 문화자원봉사자 운용 면에서 미숙하고 불완전한 부분이 있음을 도출하였다. 이를 개선하고 보완함으로써 향후 보다 진보된 축제로 나아갈 방안을 다각도로 모색하고 방향성을 제시해 보았다. 이러한 연구 과정을 위해 7개 축제에 대한 선행연구 논문들과 언론 기사 등 다양한 문헌 자료들을 참고하였고, 해당 축제들에서 문화자원봉사 활동에 참가한 자원봉사자들을 대상으로 개별 면담, 모바일 통신 인터뷰, 이메일 인터뷰 등을 진행하였다. 이를 토대로 살펴본 4개 국제음악제들의 자원봉사자 운영 우선순위 취약점은 첫째, 자원봉사자들을 관리․감독하고 지원하는 중앙 시스템의 부재, 둘째 관리․감독 인원의 부족, 셋째 교육과 업무 분담 체계의 허술함 등을 꼽을 수 있다. 이를 해결하고 보완하면서 운영의 효율성을 높이기 위해서는 축제 주최 측의 자발적․제도적 노력에 의한 중앙 관리 시스템 마련, 자원봉사자 네트워크 구축, 관리․감독자의 전문성 제고, 체계적인 교육 보강 등이 우선 실현되어야 할 것이다. 이를 통해 자원봉사자들에 대한 인식과 처우가 개선되고 관리․감독 체계도 효과적으로 보완된다면, 자원봉사자들의 전문성과 책임감, 자긍심 등을 극대화할 수 있을 것이며, 이로써 이들이 문화예술 축제의 성공을 견인하는 튼튼한 버팀목이 되고, 그를 통해 부산시 문화예술 축제의 전반적인 수준을 제고하게 될 것이다. 주요어 : 부산국제영화제, 부산국제연극제, 부산비엔날레, 부산국제음악제, 부산국제합창제, 부산마루국제음악제, 부산록페스티벌, 문화자원봉사자, 자원봉사 활동. This study made a comparative analysis on the current management of cultural volunteers serving Busan’s representative festivals related to films, theaters, arts and music, with local characteristics of the city considered. Since the quality of local festivals heavily depends on whether cultural volunteers for them are put and well utilized in the right place, the study was started with the purpose of finding how to manage more efficiently. For this purpose, the study first examined how cultural volunteers for Busan International Film Festival, Busan International Performing Arts Festival and Busan Biennale to find that the three festival events, respectively best representing films, theaters and arts, have well-established systems that are very efficient and successful in the recruitment and selection, education and training and job placement and allocation of cultural volunteers, job-related supports to those volunteers and the management and post-evaluation of them. Next, the study investigated the current management of cultural volunteers for the city’s main international music events like Busan International Music Festival, Busan International Choral Festival, Busan Maru International Music Festival and Busan Rock Festival. The investigation found that the volunteers for the four music events are less properly and incompletely managed than those for the other three festivals above mentioned. Based on this finding, this study tried to provide lots of ways or directions in which such problems with volunteer management are solved so that international festivals held in Busan can be more advanced. For this, the study reviewed prior researches, articles and literature on the seven international festive events of the city and made one-to-one, mobile and e-mail interviews with cultural volunteers who actually worked for those events. Problems with the management of the volunteers for the four international music festivals include poor systems of education and job allocation, no central system that manages and supervises all cultural volunteers, lack in managers and supervisors and so on. To solve these problems and make more efficient volunteer management, it is more needed to take some measures like establishing the central management system based on festival organizers’voluntary and institutional supports, leading managers and supervisors to be more specialized and strengthening education systems for cultural volunteers. If these measures are implemented so that those volunteers can be better recognized and treated and the system to manage or supervise them be better established, it would bring such effects as maximizing the volunteers’ professionalism, sense of responsibility and pride, ensuring them to firmly prop the success of Busan’s such international cultural and art festivals and improving the overall quality of the festivals. key words: Busan International Film Festival, Busan International Performing Arts Festival, Busan Biennale, Busan International Music Festival, Busan International Choral Festival, Busan Maru International Music Festival, Busan Rock Festival, cultural volunteers, volunteer activities
