        수도권 바이오기업 입지결정 요인에 관한 연구

        This thesis aims to reveal the locational determinants of biotechnology firms in the Seoul Metropolitan Area. It also aims to analyze urban planning strategies responding to the growth of the biotechnology industry. The biotechnology industry has experienced remarkable growth since the 1970s and is drawing attention as the key to overcoming the COVID-19 pandemic. The Korean government has strongly expressed its willingness to foster the biotechnology industry in November 2020. The government announced the biotechnology industry as one of the “Big Three” industries that will propel economic development along with automobiles and semiconductors. The biotechnology firms, capable of multi-breed production in small sizes, prefer employing master’s degree holders employed at relatively lower wages compared to Doctorate personnel. Thus, the availability of master’s human resources in the cities and counties (sigungu) will significantly influence the location decision of biotechnology firms. Furthermore, the biotechnology industry has a high cooperative relationship ratio compared to other industries, which leads to a large agglomeration effect. Therefore, the location of biotechnology companies will be affected by the existence of large conglomerates within the firm’s sphere of influence than the accessibility of the location. The spatial panel regression model was used to identify the locational determinants of the biotechnology firms. The result showed that the number of master’s degree holders and large conglomerates within the firm’s sphere of influence positively impact the number of biotechnology firms in the corresponding cities and counties. Based on the analysis result, this study suggests the urban properties for new biotechnology firms to consider when entering the market. It also proposes guidelines for future urban planning strategies parallel to the development of the biotechnology industry.

        국내외 해양생명공학 산업시장의 장기예측 및 함의

        The marine biotechnology industry is very significant as compared to other industries as one of the driving forces for economic growth in the next generation in Korea. However, the marine biotechnology market has been considered as a component of the biotechnology industry market which made difficult for creating separate research areas in relation to the scope of the relevant industry market as well as making it difficult to establish its own R&D policy strategies. Accordingly, this study was executed to estimate the future long-term market value of the marine biotechnology within the limit of industrial field and to verify the importance of national R&D investment in marine biotechnology on the basis of estimations within the industrial perspective. To this end, we classified the marine biotechnology industry into the four sub-sectors and estimated the domestic and global industrial market in 2010 and 2024. According to the results, the domestic and global market of the marine biotechnology industry will see a remarkable growth by 2024. In particular, the bio-energy, pharmaceutical and functional foods industry markets will achieve astonishing advances. On the basis of the analysis results, Korea has to establish more progressive and aggressive R&D investment strategies to strengthen national competitiveness through the marine biotechnology industry.

        생명공학에 관한 주요 법률의 개정방안 연구

        This Research examines some problems of the domestic laws related to the biotechnology and schemes for improvement of it. This Research examines and reviews the status of the laws related to the domestic biotechnology under the new government systems constituted by the amalgamation and centralization of governmental organization in 2008. In addition, the Research also examines the status of the laws related to the domestic biotechnology in accordance with the purposes of the laws, such as support and promotion of the biotechnology, improvement of the biotechnological infrastructure, effective management of biotechnological results, and proper regulations on the industries related to the biotechnology. After examining the legislative statuses of laws related to the biotechnology, this Research analyzes problems of the domestic laws related to the biotechnology and schemes for improvement of it, such as Biotechnology Support Act, LMO Act, and Life Ethics Act. Suggested schemes for the improvement of domestic laws related to the biotechnology are as below: (1) Enhancement of national biotechnology policy control function. The “Council for Comprehensive Biotechnology Policy” under the Minister of Science and Technology needs to be changed to the “Council for the Biotechnology Policy Adjustment” under the Prime Minister in order to control the conflicts of interest or the unclearness of the department`s service sectors. And participation of the civil experts to the policy making process must be guaranteed. (2) Improvement of systems and controls of laws related to the biotechnology. Laws related to Biotechnology are better to be specialized in the biotechnology support act and the biotechnology regulation act. Establishment of “the Special Committee for Biotechnology Legislative Deliberation” under the Ministry of Legislation as an organization for the adjustment of laws related to biotechnology could be considered. (3) Adjustment of laws related to bio-fusion technology(such as BT+NT, BT+IT). (4) Needs of the Ministry of Legislation`s affirmative adjustments for the related laws and regulation. In order to adjust some inconsistencies of the laws related to biotechnology, the Ministry of Legislation needs to aspire to choose the subject related to biotechnology when the Ministry selects the subjects for the adjustment of laws and regulations.

      • 국가 바이오혁신 전략과 주요 정책과제

        21세기 한국경제의 성장잠재력과 국제경쟁력을 좌우하게 될 바이오혁신은 경공업, 중화학공업, 정보기술산업 중심의 성장동력을 바이오산업 기반으로 이어가는 ‘산업화 4.0’의 중대한 과제이다. 그러나 최근 미래 비전을 가진 산업정책이 실종되는 모습을 보이는 가운데 제조업, 정보기술산업에 비하여 바이오산업은 주요 선진국에 비하여 현저하게 정체되고 있는 것으로 평가되어 깊은 우려를 자아내고 있다. 바이오혁신은 막대한 투자규모, 긴 회임기간, 높은 위험, 필수적 기초연구, 결정적 규제ㆍ공공수요 등의 특성으로 새로운 산업정책 접근이 긴요하다. 본 연구는 바이오혁신의 해외 주요국 동향과 비교하여 한국 실태를 평가하고 바이오혁신의 성공적 진전을 위한 전략과 정책과제를 제시하였다. 4차산업혁명으로 지칭되는 기술ㆍ사회 구조 변화의 메가트렌드에 대응하는 바이오기술 역량 확충을 통하여 바이오경제를 구현하고, 바이오신산업을 육성하며, 제조ㆍ서비스 산업 전반의 바이오 기반 전환을 촉진하여야 한다. 이를 위하여 우선 바이오혁신 정책 거버넌스의 정립이 시급하다. 바이오혁신기본법을 제정하고 바이오선진국의 정책을 벤치마킹하며, 관련 정책조정을 강화하여야 한다. 또한 바이오혁신 요소를 확충하여야 한다. 부족한 전문인력 양성을 확대하고, R&D와 사업화 인프라를 구축하며, 위험자본 공급체계를 강화하여야 한다. 바이오혁신 활성화를 위해서는 적정규제 제도 기반이 필수적이다. 과감한 규제개혁을 통하여 혁신의 걸림돌을 제거하고 혁신을 유도하는 방식으로 규제를 운영하여야 하며 광범위한 법ㆍ제도의 투명성과 예측가능성을 제고하여야 한다. 무엇보다 중요한 과제는 시장친화적 바이오혁신 생태계의 조성이다. 기술이전ㆍ사업화, 창업ㆍ기업성장 등 기업 활동의 여건을 최적화하고 글로벌 최고 수준의 바이오클러스터 형성을 통하여 선진 바이오기업의 유치에 적극 나서야 한다. Bioinnovation, which will determine the growth potential of the Korean economy and international competitiveness in the 21st century, is a crucial task of ‘Industrialization 4.0’. The new milestone connects the growth engines centered on light industry, heavy and petrochemical industry, and information technology industry to the brand new growth source on the basis of biotechnology industry. However, in the circumstance that the industrial policy with the vision of the future has weakened recently, the bioinnovation is regarded as stagnant unlike the manufacturing and information technology sectors, compared with the major developed countries, causing deep concern. Bioinnovation requires a new approach to industrial policy due to its enormous investment size, long investment gestation lags, high risks, burdensome essential basic research, and critical role of regulatory intervention and government demand. This study evaluates the current state of Korean biotechnology sector in comparison with the trends of major countries leading biotechnology industries and suggests strategies and policy tasks for the successful progress of bioinnovation. In the megatrends of technological and social structural changes called the Fourth Industrial Revolution, biotechnology capabilities should be cultivated and utilized to create a Korean version of the bio-economy, foster new biotechnology industries, and promote bio-based transformation across the manufacturing and service industries. First of all, it is urgent to establish bioinnovation policy governance. The basic law on bioinnovation needs to be enacted, and coordination on related policies should be strengthened, benchmarking policies of developed countries. In addition, fundamental factors enabling bioinnovation should be expanded. It is necessary to reinforce the training of scarce professionals, build R&D and commercialization infrastructure, and increase the supply of risk capital. In order to vitalize bioinnovation, a proper regulatory system is essential. Regulation should be operated in a manner that removes obstacles to innovation and induces innovation through drastic regulatory reforms, and enhances transparency and predictability of a wide range of laws and institutions. The most important task is to create a market-friendly bioinnovation ecosystem. It is urgent and critical to optimize the framework conditions of entrepreneurial activities such as technology transfer, commercialization, start-up creation, and corporate growth, and actively attract advanced global biotechnology companies by forming the world’s best bioclusters.

        국내 바이오테크(BT)산업의 특허전략이 기업성과에 미치는 영향에 관한 실증연구

        Biotechnology industry have been spending huge amount of time and money on R&D. Furthermore there are some types of approval systems which are necessarily required for commercialization. Therefore, patent is especially important as a legal instrument for protection of technology in Biotechnology industry nowadays. This study is to find out how patenting strategies affect company performance in Korea biotechnology industry and to induce main issues from analysis related to question, “What do we supposed to consider while trying to making patent strategies.” For such, we used patent-related and financial information of 118 companies in Korea biotechnology industry. In particular, this study tries to apply the patent strategy model of Ernst(1995) on Korea biotechnology industry and to do empirical analysis on the degree of company performance affected by various patenting strategies. As a result of study, Korea biotechnology industries are supposed to be classified into pharmaceutical companies which have high patent activity(Active Patentees) and other pharmaceutical companies which have low patent activity(Inactive Patentees), and NBFs(New Biotechnology Firms) in bio industry which perform patent activity selectively(Selective Patentees). There is difference in company performance by types of patent strategies. NBFs have much benefit more than pharmaceutical companies whose patent activity is low. It means that patent management is needed in Biotechnology industry.

        산업연관분석을 활용한 한국 바이오산업의 경제적 파급효과 분석에 관한 연구

        The biotechnology industry is a technology-intensive high value added area where R&D activities and securing core technology are important. Many countries across the world are nationally supporting and nurturing their biotechnology industry as the so-called next generation growth engine. In addition, the biotechnology industry is emerging as core strategic area, which can lead the world economy following the information technology industry. It is deemed highly important because it can help tackle such difficult challenges we are now facing as aging, environment and energy. This study academically deals with a development plan of the bio-tech industry in Korea. It focuses on the following themes: analysis of economic ripple effect of the Korean bio-tech industry ; suggestion on the development plan for the bio-tech industry in Korea. Figures resulting from the inter-industry analysis of production, value added, labor inducement coefficients and index of the sensitivity and the power of dispersion that indicates the relations between bio-tech industry and other industries show that bio-industry is closely linked to chemical product, agriculture and forestry, fisheries, real estate and social service industry. For the bio-industry's growth, such related industries as chemical product industry should grow together. By strengthening such links between them, the growth of bio-industry will be able to expedite development of other industries, which can be conducive to the growth of the nation's economy. It also should build a bio-industry-friendly industrial-linked structure, and establish local and overseas networks based upon inter-dependent reciprocity.         의약 바이오 벤처기업의 상장사례연구: 에이비엘바이오의 기술특례상장을 중심으로

        바이오산업(Biotechnology industry)은 발전가능성이 매우 높은 고부가가치 산업이지만. 산업의 특성 상 투자이후 수익을 내기까지 오랜 시간이 소요되고 많은 투자가 필요한 R&D 집약적인 산업이다. 바이오산업 중 의약 바이오산업의 경우 글로벌 신약 개발 시 막대한 개발 비용과 장기간의 개발기간이 소요되어 높은 위험을 수반하지만 대신 성공할 경우 특허 등을 통해 장기간 독점적으로 고수익 창출이 가능한 특징을 가지고 있다. 본 연구에서는 국내 의약 바이오산업 벤처기업으로써 2018년 기업공개에 성공한 에이비엘바이오의 사례를 통해 우리나라 바이오 벤처산업의 현황과 벤처기업의 성장에 필요한 대규모 자본조달을 위한 정책 수단인 기술특례상장제도를 고찰한다. 바이오 벤처기업은 고위험 산업이라는 특성으로 인해 주로 모험자본으로부터 초기 자금을 조달하며 기술특례상장제도를 이용하여 주식 시장에 기업공개를 할 수 있는 길이 열려 있다. 기술특례상장은 R&D에 대한 초기 투자의 비중이 커 연구개발비를 자본화 한다고 해도 충분한 이익을 내기 힘든 고기술 기반 산업의 특성을 고려한 제도로써 기술 기반 산업을 영위하는 기업들이 보다 원활하게 자금을 조달하고 산업을 발전시킬 수 있는 밑바탕이 될 수 있다. 그러나 기술특례상장 제도는 기준 미달인 기업에 대하여 악용될 여지가 있으므로 기술력에 대한 충분한 검증이 바탕이 되어야 할 것이다. 이를 위해서는 기술력에 대한 평가과정에서 투명성이 매우 중요한 요인이므로 관련 정보에 대한 철저한 검증이 이루어 져야 할 것이다. 또한 상장이후에도 투자자들을 보호하고 자본시장의 효율성을 확보하기 위해 기술특례상장 요건과 관련된 상황의 변화, 주요사업의 현황, 재무제표 및 주석의 공시가 공정하고 투명하게 이루어짐이 필수적이다. 본 연구를 통해 벤처기업이 고려할 수 있는 중요한 자금조달 수단인 기술특례상장 수단을 에이비엘바이오 상장사례를 통해 살펴봄으로써 향후 벤처기업들의 상장 및 바이오산업의 발전이 보다 원활하게 진행되는데 참고자료로 제공됨으로 기여하고자 한다. Biotechnology industry is one of the fastest growing and high value-added industries. However, companies in this industry have to spend a long time to realize profits due to the nature their business works. They have to invest a large amount of resources for research and development. In case of bio-products in biotechnology industry, companies have to spend a long period for development and therefore, experience high risk. At the same time, companies would experience very high returns on investment in case of success. Thus, raising sufficient and economical capital for consistent investment in research and development is critical for success of biotechnology business. The purpose of this study is to introduce a case of a successful initial public offering (IPO) within biotechnology industry in Korea. In particular, this study examines ABL Bio case on how they were able to raise capital via a special type of IPO known as the IPO system for high technology oriented firms. IPO requires a list of conditions a firm must satisfy. High tech companies including those in biotechnology industry have experienced a difficulty raising capital for investment due to a low profitability during their earlier years of operation. As a result, Korean government introduced a system that lowers the standards of IPO requirements for high technology companies so that they can continue growing and thus positively influence the national economy. However, this system can be misused by companies that are not qualified or be used as a back door means for IPO. Thus, this system must carefully examine companies that apply for this special type of IPO in terms of feasibility of technology and follow transparent processes. In addition, reliable public disclosures after IPO are very important in ensuring capital market efficiency and sustainable growth of biotechnology industry.

        기업 특허자료를 이용한 농어업 및 생물유관산업의 재분류

        The biotechnology has served as a basic knowledge on which several bio-related industries are based. The bio-related industries include `agricultural and fishery industry`, `bio-industry`, `food and beverage industry`, `chemical industry`, `health industry`, and `environmental industry`. Using firm-level micro data, this study carries out an empirical analysis to classify firms into above-mentioned six technology based bio-related industries. Korean Standard Industrial Classification System(KSICS) is commodity or output based industrial classification system which cannot be used in such studies that deal with technology-related issues. In order to investigate technology-related issues among industries we need to classify industries into knowledge or technology based category. In this study, industrial technological location of each firm is determined by applying LDM(Linear Discrimination Method) to IPC(International Patent Code) of Korean granted patent data of firms. The result shows that the industrial classification of firms based on output(KSICS) is quite different from that based on technology.

        한국 바이오산업의 국가혁신체계와 경쟁력 증진방안

        While Korea has achieved a rapid progress in the IT industry, it has not shown any significant success in the biotechnology industry that has high growth rate and technological potential. Thus this paper attempts to evaluate the competitiveness of the Korean biotechnology industry from the view point of the national innovation system (NIS) and clusters, and to find policy measures for improvement. First, we present a model of NIS appropriate for the Korean biotechnology industry environment, on the basis of theoretical background and previous studies on clusters and the NIS. Second, we examine the current state of the biotechnology industry in leading countries and Korea. Third, we analyze cases of successful biotechnology clusters in advanced countries and evaluate the advantages and disadvantages of the Korean biotechnology clusters. Finally, we discuss strategic implications of our study for enhancing the competitiveness of the Korean biotechnology industry. Key factors for the development of biotechnology clusters include close linkages between government, university and industry, knowledge transfer mechanisms, inward foreign direct investment, benchmarking of advanced clusters.

        차세대 해양생명공학사업 추진 전략수립 연구

        The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.
