        대학의 제도적 요인이 산학 공동연구에 미치는 영향

        Universities are introducing and utilizing several systems to respond to an environment in which the importance of industry-university cooperation is increasing. The purpose of this study is to analyze the combined effect of institutional factors on industry-university collaborative research. Through a review of the existing literature, we presented a conceptual model in which university institutional factors combinatorially affect industry-university collaborative research. Major institutional factors of universities to promote industry-university cooperation include new professors with industry experience, industry-university cooperation concentration professors, and human resources for industry-university linkages. Six-year data from 2016 to 2021 on institutional factors and industry-university collaborative research were obtained through Higher Education in Korea. Fuzzy set qualitative comparative analysis (fsQCA) was used for data analysis. Seven solutions describing industry-university collaborative research were derived through fsQCA. In the seven solutions, the number of new professors with industry experience, number of non-tenure industry-university cooperation concentration professors, and number of personnel in charge of technology transfer and commercialization served as key conditions. As a result, it is evaluated that the key factors influencing industry-university collaborative research are the number of new professors with industry experience, the number of non-tenure industry-university cooperation concentration professors, and the number of personnel in charge of technology transfer and commercialization. 대학은 산학협력의 중요성이 높아지고 있는 환경에 대응하기 위해 여러 제도를 도입하여 활용하고 있다. 본 연구는 대학의 주요 제도적 요인이 산학 공동연구에 결합적으로 미치는 영향을 분석하는 데 목적이 있다. 이를 위해 기존 문헌을 통해 대학의 산학협력 관련 제도적 요인을 검토하였고, 제도적 요인이 산학 공동연구에 결합적으로 영향을 미치는 개념적 모델을 제시하였다. 주요 산학협력 촉진 제도로 산업체 경력 신규임용 교원, 산학협력중점교수, 산업체 연계인력 등이 있다. 제도적 요인과 산학 공동연구 간의 관계 분석을 위한 자료는 대학알리미 사이트를 통해 확보하였으며, 2016년부터 2021년까지 6년간의 자료이다. 자료 분석에는 퍼지집합 질적 비교분석(fsQCA)이 활용되었다. fsQCA 결과에서 제도적 요인이 산학 공동연구를 설명하는 7개의 솔루션이 제시되었다. 7개의 솔루션에서 산업체 경력 신규임용 교원 수, 비전임 산학협력중점교수 수 및 기술이전·사업화 담당자 수가 핵심 조건인 솔루션이 각각 5개, 5개, 4개이었다. 결과적으로 산업체 경력 신규임용 교원 수, 비전임 산학협력중점교수 수 및 기술이전·사업화 담당자 수가 산학 공동연구에 영향을 미치는 핵심적인 제도적 요인인 것으로 나타났다.

        Path Dependence in Industry-University Cooperation - In terms of Industry’s Voluntary Participation

        Purpose – The Korean university education system is facing innovation and change, including cooperation between industry and university, Therefore It is important to activate the industry-university cooperation. This paper aims to demonstrate the factors that activate industry-university cooperation, particularly about the voluntary participation induction by industry and researching in path dependency perspectives. Research design, data, and methodology – The subject of this research were companies that are aware of the industry-university cooperation program. This research hypothesis is derived from the literature of previous studies of industry-university cooperation, This study have constructs that was defined operationally with reference to previous studies, this research model design to figure out structural relationship among technology leadership of university, university specialization, local network strength, fixation of local economy, recognition of path dependence, participation by industry, performance of industry-university cooperation. From 2017 July. 1 to Sept. 31, questionnaire survey targeting company staff who is involving in industry-university cooperation. 257 questionnaire survey had conducted. 249 investigated data were used for empirical analysis except wrong data. This data were used for AMOS(structural equation) & Regression statistics to verify hypothesis which developed by researcher. Results – The results of this study are as follows. First, technology leadership of universities has a significant effect on voluntary participation by industry. University specialization has significant effect on voluntary participation by industry. Second, local network strength has significant effect on voluntary participation by industry. but fixation of local economy does not affect voluntary participation by industry. Third, recognition of path dependence has moderating effect between Independent(university, company characteristics) and dependent variables(voluntary participation by industry) When recognition level of path dependence is high, preceding factors have a significant effect on voluntary participation by industry than recognition level of path dependence is low. As a result, the degree of recognition of path dependence was shown important variables that induce voluntary participation of industry for industry-university cooperation program. Conclusions – This study suggests that voluntary participation of industry is a very important factor in the achievement of industry-university cooperation. Recognition of interdependence as well as leading factors that encourage voluntary participation of industry is also just as important. If recognition of path dependence was high, Industry's voluntary participation was high.

        산학협력정책의 성과평가

        The purpose of this study was to evaluate the outcomes of the university-industry cooperation policy implemented by the Ministry of Education and Human Resources Development. As such, the study collected and analyzed related laws and amendments, other related-policy and regulations initiated by the Ministry and later presented a performance evaluation model based on a comprehensive review of the literature on performance evaluation. For an evaluation of the university-industry cooperation policy, a set of surveys on the introduction of cooperation policy and personnel exchange between the university and industry and its performance evaluation were conducted. Based on the evaluation result of the policy, the research also examined related literature and carried out interviews with heads of university-industry cooperation teams for a qualitative analysis of the quantitative results. This study reported the mediocre outcome of the policy except the introduction of university-industry cooperation teams and reflection of cooperation outcomes in the faculty performance evaluation; however, the evaluation of the cooperation policy outcomes was reported high in general in terms of cooperation agreement, cooperation research, patent application and registration and technology transfer. This evaluation on effect of the policy was above the average in terms of appropriateness, satisfaction, and effect. This study indicated factors on the policy outcome as the introduction of the university-industry cooperation teams, improvement of the faculty assessment system, financial support of the Ministry, and shift in the awareness among faculty members about the university-industry cooperation. Based on the results, the following recommendations are suggested for improvement: First, both a systematic management of university-industry cooperation system and the government's financial assistance are required for enhancement of university-industry cooperation.hancond, there must be incentive schemes to encourage faculty participation in university-industry cooperation. Lastly, for a significant progress in university-industry cooperation, the government is advised to design and implement policies focusing on their feasibility at universities. 이 연구의 목적은 교육인적자원부가 4년제 대학에서의 산학협력 활성화를 위해 추진한 산학협력정책의 성과를 평가하는데 있었다. 우선 교육인적자원부가 수립한 산학협력 관련 각종 계획 및 법령의 제ㆍ개정 사항 등에 대한 분석을 실시하였으며, 성과평가와 관련된 선행연구를 기초로 하여 산출, 결과, 영향으로 구성된 성과평가 모형을 개발하였다. 산학협력정책에 대한 성과평가를 위해 산학협력 제도 및 산학간 인적교류 활성화 제도의 도입 실태 조사지와 산학협력정책의 성과평가에 관한 설문지를 구안하여 조사를 실시하여 분석하였으며, 산학협력정책의 산출, 결과, 영향에 관한 평가 결과를 기초로 하여 각 평가결과 간의 상호 관련성을 논의하기 위해 관련 문헌에 대한 조사와 함께 산학협력단장에 대한 인터뷰를 실시하였다. 산학협력정책의 산출에 관한 평가에서는 산학협력단 도입, 교수업적평가 시 산학협력실적을 반영 등을 제외하고는 정책추진 효과가 저조한 것으로 조사된 반면, 산학협력정책이 추진된 이후 산학협력협정, 산학협력연구, 국내 특허 출원 및 등록, 기술이전 건수 등이 급속하게 증가한 것으로 나타나 산학협력정책의 결과에 관한 평가에서는 대체적으로 정책효과가 높은 것으로 조사되었다. 산학협력정책의 영향에 관한 평가에서는 산학협력정책의 적절성, 만족도, 효과성 모두가 보통 이상의 평가를 받고 있는 것으로 나타났다. 또한 산학협력정책 결과에 영향을 주는 요인으로 산학협력단 도입ㆍ운영, 교수업적평가제도 개선, 교육인적자원부의 재정지원사업 추진, 산학협력에 대한 대학 경영진과 교직원의 인식 변화인 것으로 조사되었다. 이러한 결과를 바탕으로 향후 추진이 필요한 정책과제로 첫째, 산학협력을 활성화하기 위해서는 산학협력단의 체계적인 운영과 이에 대한 정부의 지원이 필요하며, 둘째, 대학 교원의 산학협력에 대한 적극적인 참여를 유도하는 유인책이 마련되어야 하고, 셋째, 대학의 산학협력을 활성화하기 위해 정부는 현실성 있는 정책을 수립하고 이를 일관성 있게 추진하는 것이 제안되었다.

        기업의 혁신지향적 문화와 의존성이 산학협력 및 산학협력몰입에 미치는 영향

        Purpose The purpose of this study is to analyze the effect of a firm’s innovation-oriented culture and dependence on firm performance through Industry-University cooperation commitment. Design/Methodology/Approach Based on the literature on interorganizational relationships and organizational culture;the relationship between a firm’s dependence;innovation-oriented culture;Industry-University cooperation;Industry-University cooperation commitment and performance was established as 7 hypotheses;and a conceptual research model was created. The data required for the research model were collected through a survey of Daedeok Innopolis firms. Data from 107 firms under the Industry-University cooperation were used to test the research model;and partial least square was used for data analysis. Findings It was found that the dependence of a firm has a positive effect on Industry-University cooperation and Industry-University cooperation commitment. Moreover;the innovation-oriented culture of firms has a positive effect on Industry-University cooperation and Industry-University cooperation commitment. In addition;it was confirmed that Industry-University cooperation significantly affects the Industry-University cooperation commitment. Furthermore;Industry-University cooperation and Industry-University cooperation commitment significantly affect firm performance. Research Implications This study contributed academically in that it empirically revealed the structural relationship between a firm’s dependence;innovation-oriented culture;Industry-University cooperation;cooperation commitment and performance. In addition;these research results provide meaningful implications for promoting industry-university cooperation.

        산학연협력 전문가 정의 도출을 위한 연구

        (Purpose) This study on the intends to derive the definition of industry-university -research cooperation experts in order to build a database of industry-university- research cooperation experts scattered across universities and research institutes. (Design/methodology/approach) In this study, the definition of industry-academia- research cooperation expert and performance-based industry-academy-research cooperation expert definition were first derived through literature analysis through previous studies. FGI analysis was carried out to analyze the suitability and validity of the derived definition of industry-university-research cooperation expert and performance-based definition of industry-university-research cooperation expert. (Findings) Based on the literature study and FGI analysis results, the definition of an industry-university-research cooperation expert and a performance-based definition of an industry-academia-research collaboration expert were derived. An Industry-university-research cooperation experts were defined as those who have professional knowledge and experience for mutual cooperation between industrial education institutions, the state, local governments, research institutions, and industries. In addition, the performance-based industry-university-research cooperation expert drew the final definition by dividing it into technical/academic aspects, economic/industrial aspects, social aspects, and institutional aspects. (Research implications or Originality) In the future, If the results of various aspects are additionally derived, it is thought that it will be possible to judge the experts in various aspects of industry-university-research cooperation.

      • 주거 및 실내계획학과 졸업자, 재학생을 대상으로 한 산학협력 활성화 방안에 관한 연구

        사회 환경 변화로 인해 교육환경의 변화가 요구되고 있으며 이를 위해 다양한 산학협력 모델이 개발되어지고 있다. 본 연구에서는 군산대학교 주거 및 실내계획학과의 산학협력 현황을 조사하고 설문조사를 통한 결과를 바탕으로 전공교육의 산학협력 활성화 방안을 제시하고자 하였다. 연구결과 산학협력은 교육과 취업에 있어서 긍정적인 영향을 미치고 있으며 수요자의 요구가 점차 확대되어가고 있음을 확인하였다. 효과적인 산학협력을 위해서는 성별, 학년별, 전공별 요구사항을 반영하여 차별화된 산학협력 모델의 개발 및 개선이 필요하다는 분석 결과가 도출되었다. 본 연구로 정부, 대학중심의 기존 산학협력에서 교육적, 사회적 변화에 대한 수요자 중심의 보다 심층적인 논의가 가능하게 될 것이다. 또한 정부, 학계, 산업체의 기대에 부응하는 다양한 산학협력의 모델 개발과 시도가 가능하게 될 것으로 기대된다. The industry-university cooperation model is develop for the environment of education because of the changes in the social environment. This study investigates the industry-university cooperation situation of Kunsan Nationnal University Housing and Interior Design. also, it will suggest an industry-university cooperation activation plan of major education pending results of the survey. This survey finds that the industry-university cooperation has a positive effect on education and employment. also, it can be verified that consumer’s needs are expanding. The results of the analysis prove that we need to develop and improve differentiated industry-university cooperation and reflect the requirement by each sex, grade and major for effective industry-university cooperation. This study is to be discussed educational and social changes about Consumer-directed in depth at the existing industry-university cooperation of the government and the center of university. Also, it’s expected that the various model development of industry-university cooperation come up to government, academia, industry expectations and a try.

        기업수요와 대학역량 분석을 통한 산학협력 역량강화 방안 연구

        University-industry cooperation of universities has made a quantitative growth for more than 10 years since independent organizations such as the Industry-Academic Cooperation Foundation(IACF) were established. However, the customized university-industry cooperation with taking into account the characteristics of companies and universities has not been done, and most of the studies have not much considered the characteristics by industry and the size of businesses. The primary goal of this paper is to suggest policy implication for competency enhancement of university-industry cooperation through a study and analysis of university competency and enterprise demand based on characteristics by university and by enterprise, by analysis of demand of the enterprises which are participating in university-industry cooperation programs and by analysis of survey research to their satisfaction with competency of university-industry cooperation. The survey of satisfaction with the competency, from enterprise point of view, has been conducted against companies participating university-industry cooperation programs. The methods of average comparison using T-test and ANOVA against the survey research for competency satisfaction from samples of universities and companies participating their cooperation program have been used. The result of the study shows that university-industry competency of universities to improve are different by the characteristics of enterprises and universities (by industry, by number of employees, by amount of sales, etc). Implication from the study is that one step further actions running tailored cooperation programs to reflect the characteristics and demand of the enterprise are required to maximize and enhance efficiency of university-industry cooperation.

        대학 산학협력 역량의 공간적 패턴 및 군집분석

        This study considered regional differences in the university-industry collaboration of Korean universities and performed cluster analysis to identify the spatial range with high university-industry collaboration connectivity. By university establishment type, it was found that the university-industry collaboration capacity of the major national university was superior overall, especially in the technology transfer & commercialization sector and the infrastructure sector, compared to private universities and general national universities. The spatial pattern of university-industry collaboration capacity showed relatively clear differences by city and province. In terms of university-industry collaboration capacity by sector, it was confirmed that the regional gap was not large in the talent training sector and the infrastructure sector, but the regional gap was relatively large in the technology transfer & commercialization sector and the start-up sector. As a result of the cluster analysis to identify a spatial range with high connectivity in terms of similarity and spatial proximity of university-industry collaboration patterns, it is divided into 15 clusters. It is found that most of major national universities are included in one of 15 clusters where all sectors of university-industry collaboration are strong. Therefore, as a policy measure to achieve regional innovative growth through enhancing the effectiveness of university-industry collaboration, we propose the establishment of a hub & spoke network-type collaboration system in which a major national university acts as a hub and nearby local universities play a spoke role. 본 연구는 한국 대학들의 산학협력 역량의 공간적 패턴을 분석하고, 산학협력 연계성이 높은 공간 범위를 파악하기 위한 군집분석을 수행하였다. 대학 설립유형별로는 거점국립대학의 산학협력역량이 전반적으로 우세하며, 특히 기술이전·사업화 부문과 인프라 부문에서 사립대학이나 일반국립대학보다 우위에 있는 것으로 나타났다. 산학협력 역량의 공간적 패턴은 시·도별 차이가 비교적 명확히 나타났다. 부문별 산학협력 역량에서, 인재양성 부문과 인프라 부문에 있어서는 지역간 격차가 크지 않으나, 기술이전·사업화 부문과 창업 부문에 있어서는 지역 간 격차가 비교적큰 것으로 확인되었다. 산학협력 패턴의 유사성과 공간적 근접성 측면에서 연계성이 높은 공간 범위를 파악하기 위해서 군집분석을 한 결과 15개 군집으로 나누어졌으며, 산학협력 전 부문이 강하게 나타나는 군집에서 거점국립대학이 속해 있는 것으로 나타났다. 따라서 산학협력의 효과성 제고를 통해 지역혁신성장을 달성하기 위한 정책 방안으로 거점국립대학이 허브(hub) 역할을 하고인근의 지역대학들이 스포크(spoke) 역할을 하는 허브 & 스포크(hub & spoke) 네트워크형 협업 체계의 구축을 제안한다.

        국내의 대학 산학협력 평가준거 동향에 대한 연구

        The purpose of this study is to derive implications for improving related policies and evaluation criteria in the future by analyzing trends of evaluation criteria for industry-university cooperation in Korea. For this purpose, five surveys on industry-university cooperation by government departments, major general university evaluations, and evaluation indicators of specialized industry-university evaluations by the Ministry of Education were analyzed. As a result, most of the evaluation criteria for domestic industry-university cooperation have been composed of quantitative indicators and have a limited character as quantitative performance management for government projects. Although the Ministry of Education's evaluation criteria for industry-university cooperation projects has gradually changed to a segmented index considering universities, industries, and regions, it needs to be supplemented for sustainability of industry-universitycooperation. In order to promote sustainable industry-university cooperation in the future, it was suggested that first, it is necessary to supplementation of qualitative Indicators considering each university's characteristics, second, the composition of indicators related to reflect on demand in the process of the cooperation, and third, to build a virtuous cycle system for future operation of evaluation criteria.

        University-Industry Interactions and Innovation in India: Patterns, Determinants, and Effects in Select Industries

        Studies on innovation using innovation system perspective have assigned an important role for university industry interaction. However, most of these studies have been undertaken in the developed countries. In this context the present study, drawing data from a primary survey of firms covering different manufacturing industries and universities in four states of India, attempts at throwing light on a number of issues relating to the status of interaction, inducing factors and the innovative outcomes of interaction. Low levels of university industry interaction notwithstanding, the study suggests that firms that collaborated with universities achieved a higher level of innovative ability.
