        해양수산과학기술 창업활성화를 위한 기술지주회사 모델 연구

        본 연구는 해양수산과학기술 분야의 창업 활성화와 기술사업화를 촉진하기 위한 기술지주회사 모델의 개발을 목표로 한다. 한국의 공공기술 창업 현황과 정책, 해양수산 시장의 성장 잠재력, 그리고 과학기술의 현재 상태 및 직면한 도전 과제를 종합적으로 분석함으로써, 공공기술의 상업화와 창업을 촉진하는 구체적인 방안을 모색한다. 특히, 해양수산 분야는 연구개발 성과의 기술사업화와 창업이 미흡한 상황이기 때문에 기술지주회사 모델을 통한 창업 활성화가 필요한 것으로 분석된다. 본 연구는 Isenberg의 창업생태계 모델에 기초하여 한국해양과학기술원 연구자를 대상으로 심층면담과 설문조사를 통해 기술사업화 및 창업 요인의 현황을 분석함으로써 기술지주회사 설립의 타당성을 제시하였다. 연구 결과, 해양수산과학기술 창업 활성화를 위해서는 정책, 시장, 인적 자본, 지원, 자금, 그리고 문화의 6대 요소가 상호 작용하는 통합적 접근이 필요함을 보여주었다. 또한, 6대 구성요소의 상호작용을 활성화시키기 위해서는 'KIOST 홀딩스'와 같은 기술지주회사의 설립이 요구된다. 정부와 관련 기관은 연구개발 지원 확대, 창업 및 기술사업화에 대한 인센티브 제공, 그리고 기술지주회사 및 연구소기업에 대한 법적, 재정적 지원 체계를 구축해야 한다. 결론적으로, 해양수산과학기술 창업 활성화를 위한 기술지주회사 모델의 도입은 해양수산 산업의 지속 가능한 발전과 글로벌 경쟁력 강화에 중요한 역할을 할 것으로 기대된다. This study aims to develop a technology holding company model to activate entrepreneurship and facilitate technology commercialization in the field of marine and fisheries science and technology. By comprehensively analyzing the current status and policies of public technology entrepreneurship in Korea, the growth potential of the marine and fisheries market, and the current situation and challenges faced by marine and fisheries science and technology, this study seeks to explore concrete measures to promote the commercialization of public technology and entrepreneurship in this field. In particular, in the marine and fisheries field, technology commercialization and entrepreneurship of research and development results are insufficient, so it is analyzed that revitalization of entrepreneurship through the technology holding company model is necessary. Based on Isenberg's startup ecosystem model, this study analyzed the current status of technology commercialization and startup factors through in-depth interviews and surveys with researchers at the Korea Institute of Ocean Science and Technology, and analyzed the feasibility of establishing a technology holding company. The research results suggest that an integrated approach is needed in which six major elements of policy, market, human capital, support, funding, and culture interact to revitalize marine and fisheries science and technology startups. In order to activate the interaction of the six major components, the establishment of a technology holding company such as 'KIOST Holdings' is necessary. Government and related agencies need to expand R&D support, provide incentives for entrepreneurship and technology commercialization, and establish legal and financial support systems for technology holding companies and research-based startups. Such support will lay the foundation for the sustainable development and global competitiveness of the marine and fisheries science and technology sector. The introduction of a technology holding company model for activating entrepreneurship in marine and fisheries science and technology is expected to play a crucial role in the sustainable development and enhancement of global competitiveness in the marine industry. This study suggests that the establishment of technology holding companies like 'KIOST Holdings' could serve as a foundation for implementing these strategies, marking an important step towards overcoming the limitations of Korean marine and fisheries science and technology and activating entrepreneurship and technology commercialization in this sector.

        기술기반 창업 활성화를 위한 이공계 창업교육에 관한 연구

        Entrepreneurship has been considered as an engine to lead economy, which has been resulting in a focus on entrepreneurship educationto promote entrepreneurship. This paper focuses on science and engineering students, and analyzes the relationship between entrepreneurshipeducation and entrepreneurship level. The response results of 950 students (34 universities) were as follows. First, the entrepreneurshiplevel of science and engineering students are a little high but not as significant more than non-science and engineering. Second, scienceand engineering students have an impact on the level of entrepreneurship about entrepreneurship courses. Third, entrepreneurship coursesand clubs have an effect on entrepreneurship level. As a conclusion, we have to improve the quality of entrepreneurship education,recognize startup as a credit, and build up entrepreneurship education ecosystem through the local area network.

        Science and Technology ODA Strategy with Uganda

        우간다는 30년에 걸친 장기 국가발전 계획인 『Uganda Vision 2040』을 통해 현대적이고 번영하는 사회로의 변화를 모색하고 있다. 이 장기계획에서 제시하고 있는 목표 달성을 위해서는 주요 산업에서의 생산성 증대와 이를 뒷받침할 과학기술 역량 제고가 필요하다. 본 연구의 목적은 우간다 국가개발계획의 목표, 과학기술 역량 및 환경, 한국의 ODA 전략 등을 고려하여 우간다에 대한 과학기술 ODA 중점 분야 및 전략을 제시하는데 있다. 특히 본 연구에서는 『Uganda Vision 2040』의 3번째 중기전략인 NDP 3의 주요 이슈 및 프로그램과의 연계성을 고려하였다. NDP III의 5개 목표와 핵심 과제에 대한 검토를 통해 우간다 과학기술 ODA 전략 실행을 위한 5가지 핵심 영역을 도출하였다. 첫째, 석유화학, 에너지 등 미래 핵심 산업 기술 확보를 위한 연구개발 활동을 주도할 종합연구기관의 설립 및 운영 지원이 필요하다. 둘째, 현지에서 개발된 기술에 사업적 가치를 더하고, 이를 기술이전이나 창업으로 연결할 수 있도록 기술사업화 시스템 정비 및 활성화 지원에 대한 고려가 가능하다. 셋째, 생산 기술, 공정기술 개발 및 확산을 위한 산학협력 전문조직 설립 및 운영 지원이 필요하다. 넷째, CSR 형태로 우간다의 제약생산을 지원하는 등 신약 생산 및 개발 기술지원을 고려해 볼 수 있다. 다섯째, 지식재산 창출 지원 사업의 확대와 함께 지식재산 제도 개선, 전문인력 양성 시스템 구축 지원이 필요하다. Uganda is seeking a transformation into a modern and prosperous society through a 30-year long-term national development plan called ‘Uganda Vision 2040’. In order to achieve the goals presented in this long-term plan, it is necessary to increase productivity in major industries and to enhance the science and technology capabilities to support them. The purpose of this study is to present the key areas and strategies for science and technology ODA for Uganda. This study proposes five key areas for the implementation of the Uganda S&T ODA strategy in consideration of the connection with the five objectives and core projects of NDP III (2020/21~2024/25), the third in a series of six NDPs for Uganda Vision 2040. The first is support for the establishment and operation of a comprehensive research institute that will lead R&D activities to secure future core industrial technologies such as the petrochemical and energy industry. The second is activation support of the technology commercialization system to add business value to the technology developed locally and connect it to technology transfer or start-up. The third is support for the establishment and operation of specialized industry-academia cooperation organizations to develop and spread production technology and process technology. The fourth is support for new drug production and development technology, such as supporting pharmaceutical production in Uganda in the form of CSR. Fifth is the expansion of the intellectual property creation support project and support for the improvement of the intellectual property system.

        과학기술창업 교육프로그램 개발 및 적용 효과

        본 연구의 목적은 초․중·고등학생들에게 상상-도전-창업 정신과 역량을 함양할 수 있는 기회를 제공함으로써 미래 창조경제 의 기틀을 마련할 차세대 기술창업인재(Entrepreneur)를 육성하는 데 필요한 교육프로그램을 개발하고 그 적용 효과를 검증 하는데 있다. 이러한 목적을 달성하기 위하여 사례조사와 문헌 연구를 통해 교육프로그램을 개발하고 전문가에게 타당성을 위해 검토 및 자문을 받았다. 또한, 과학기술창업교육 프로그램의 현장 적합성 및 효과성을 검증하기 위해 한국과학영재학교 에 시범 적용하였으며, 학생 만족도 조사를 하였다. 이러한 목적에 따른 연구의 결과는 다음과 같다. 첫째. 국내외 중등학교와 국내 초중등학교의 과학기술창업교육 사례 및 유형 조사·분석하였으며, 이와 함께 국내 과학기술창 업교육 운영자와 경험자를 대상으로 사례 연구와 분석을 통해 과학기술창업교육 프로그램 개념 분류체제 및 모델을 구안하 였다. 둘째, 과학기술창업교육을 위한 34차시의 프로그램을 개발하였다. 셋째, 과학기술창업 교육프로그램의 현장 적용성을 검증하였다. 한국과학영재학교 150명의 학생을 대상으로 시범 적용하였 으며, 수업 후 만족도 조사를 실시하여 양적 연구를 실시하였다. 연구 분석결과를 요약하면, 첫째, 강좌를 이수한 학생들은 강의 중심의 운영뿐만 아니라 기술창업과정을 체험할 수 있는 체험 프로그램과 대학과 연계된 프로그램에 참여하길 희망하 였다. 둘째, 참여 강사로 동문선배 창업가와 기술창업 CEO 등 전문가에 의한 실제 사례 위주의 경험담을 통한 보다 직접적인 학습과 체험을 희망하였다. 연구활동 지원부분에서는 동아리 활동을 희망하였고, 기술창업 동문 네트워크 활성화 등 전문가 의 조언을 직접 얻을 수 있는 멘토링 지원을 요구하였다. The purpose of this study is for elementary, middle, high school students Imagine - a challenge - to foster the entrepreneurial spirit and skills opportunities the creative economy to provide a framework for future generation technology entrepreneurship talent develop training programs are required to develop and to verify that the effect is applied. In order to achieve this object through case studies and literature review develop training programs and were reviewed for relevance and advice to professionals. The results of the study according to this purpose. First, domestic and international secondary schools and the local primary and secondary schools science and technology entrepreneurship education and practice type were investigated and analyzed, domestic science and technology entrepreneurship education and operator experience with this subject the development of science and technology entrepreneurship education program concept classification systems and models through case studies and analysis. Second, for the science and technology entrepreneurship education developed a program of 34 periods. Third, we verified the applicability of the field of science and technology entrepreneurship education program. Trial was intended to apply to Korea Science Academy 150 students, implemented a quantitative study to conduct satisfaction surveys after class. Thus, these finding is below. First, we hope to participate in a technology start-up process, you can experience the College Experience Program and associated programs, as well as the center of lecture students who complete the course are. Second, the senior lecturer in alumni participation by expert entrepreneurs and technology start-ups, including CEO driven by the experiences of real-world examples we hope to learn and experience more direct. Research activities was supported in part hope the club activities, expert advice alumni network of technology start-ups enabled mentoring support was required to obtain directly.

        The Role of the University in the Innovation Ecosystem, and Implications for Science Cities and Science Parks: A Human Resource Development Approach

        In the 21st Century, scientific discovery and technological development are fueled by unprecedented changes in knowledge, societal needs and wants, engineering designs, materials, and instrumentation. Such rapid global changes pose major opportunities and challenges for the innovation ecosystem—especially in developing countries. In particular, our models for human resource development and engagement must evolve so as to better prepare leaders in higher education institutions, research institutes, science cities and science parks, businesses and industries, and governments. Universities throughout the world must play a greater role in both the research and practice of human resource development and engagement for the knowledge-based and creative economies. This paper explores the current and potential talent development and talent engagement dimensions of universities in economic development, and research and practice in education and policy—with implications of such dimensions for science cities/science parks. The paper highlights the importance of a greater role for universities, in collaborating with business/industry and governments, in examining new economics-sensitive and values-sensitive models for education and human resource development so as to better understand and support innovation in global contexts.
