        수상태양광 설치 등 수면활동에 관한 법규제의 타당성에 관한 연구

        Recently, floating solar power has come into the spotlight as a renewable energy. However, because of uncertainty of its environmental impact, conflict between green and green (regulation on environmental protection restricts renewable energy supply) has been caused. Even though there is no direct regulation regarding floating solar power, Water Supply and Waterworks Installation Act restricts installation of a floating solar power plant within water source conservation area. Therefore, currently the floating solar power plants has been installed and operated in reservoirs for agriculture or reservoirs for drinking water designated as non-water source conservation area. This study reviews whether it is proper to distinguish the water source conservation area and non-water source conservation area in regard to installation of the floating solar power plant, even though standards for designation of the conservation area are not specificly clear. In addition, it suggests measures to overcome the conflict between green and green, which are conservation of water quality and aquatic ecosystem and supply of floating solar power. Considering studies on environmental impact of floating solar power is in its primary stage, areas where environmental impact is estimated low should be selected as a site for the floating solar power plant, relevant study should be proceeded to accumulate data, and based on the data, unnecessary restriction should be relaxed. Moreover, by clarifying the standards for designation of the conservation area under the Water Supply and Waterworks Installation Act, regulation for differential restriction should be developed based on the standards in order to flexibly restrict the floating solar power in accordance with location, scale, structure, etc. Above measures should be based on that environmental impact of floating solar power should be considered importantly so that renewable energy should be utilized in a “environmental-friendly” way.

      • Solar Power Generation for Compact Hydroponic Plant Cultivation System

        In light of recent trends related to global population growth and climate change, our team took on a task of developing a compact hydroponic plant cultivation system in order to provide a stable food supply. The system we are developing uses sustainable energy and does not rely on traditional methods of fossil fuel power. With our system, plants grow utilizing sunlight and when it becomes unavailable, conserved energy stored on-site is used to assist plant growth with an LED lighting system. Energy conservation patterns and amounts are calculated by assessing meteorological data by obtaining data from JMA (Japan Meteorological Agency). In this paper the process of estimating the appropriate amounts of conserved energy using weather data, data obtained from solar power generation experiments, assessment of weather forecast reliability and compatibility with solar power generation results are described.

        Single-Phase Active Impedance Based Harmonic and Reactive Compensation

        Single-phase active impedance hybrid active power fi lter is design to mitigate harmonic and reactive caused by the ever-increasing nonlinear loads. Nonlinear loads have been increased in residential and commercial as well as industrial sectors. Single-phase nonlinear loads contribute a harmonics and low power factor for the power systems. Single-phase active impedance hybrid active power fi lter was investigated to actively adjust multiple active short circuits. The dominant load current harmonics are compensated due to its multiple short eff ects over the single-tuned LC fi lter. At the same time, the conservative power theory (CPT) base reactive current extraction method was applied to actively regulate the reactive power. The amount of the fundamental fi lter reactive current obtained from CPT determines the reactive power compensation. The results were analyzed and presented in collaboration with the MATLAB/Simulink environment and TMS320F28335 board. The active impedance and CPT based control achieved a harmonic compensation (from 65.96% to 3.20%) and power factor correction from 0.85 to 0.95. Therefore, the active impedance hybrid active power fi lter can be taken as a good candidate for harmonic and reactive compensation with extending the conventional hybrid active power fi lter (HAPF) into multiple active tuned fi lters. It has potential practical benefi t to avoid regular fi eld retuning the passive fi lter in the industry. Moreover, it can also apply for PQ compensation using the existing PPF.

        고대 중국 정치사상에서의 보수와 진보

        본 연구는 선진 諸子들의 정치사상을 보수와 진보의 시각에서 연구하는 것이다. 諸子들 중 그 정통(보수)의 부류에 유가를 두고 진보의 부류에 묵· 도·법가를 설정하여, 이들의 인간, 군주권력과 사회질서 그리고 백성에 관한 이해가 어떠하였는가를 검토하였다. 정통 유가는 선한 천의 이법을 품수한 인간을 상정하기에 인간 본성의 선함에서 모든 사유를 출발시킨다. 공맹의 사상은 군주를 중심으로 사회질서를 구축하고, 나아가 군주가 주축이 되어 백성을 위하는 위민정책으로 전개되었다. 그렇지만 묵자는 백성 중심적이고 현실에 개혁적이며 오로지 백성의 이익에 모든 성인통치의 초점을 맞추고 있었기 때문에 귀족중심적인 유학의 결점을 보완해주는 그 장점이 있다. 자연주의적 성향을 띠는 노장 정치사상의 궁극적인 목적은 오직 安백성이라 할 수 있으며, 그 실행은 역시 천도를 체득한 성인왕에 의해 이루어지는 것이다. 한비자에 이르면 천의 관념은 이미 자연적 천으로 인식되었지만, 전통적인 天관념이 엄연히 군주의 치민에 중요한 기준이 되었으며 오로지 君主만이 治民의 척도인 것처럼 여겨지기도 하였다. 그는 군주의 엄형 준법만이 사회의 엄정한 질서를 가져오고 그와 더불어 백성의 경제적 안정을 이룩하는 것으로 인식하였다. The purpose of this study is to study the ancient Chinese scholars from the perspective of conservative and progressive political thoughts. Research of the traditional Chinese thought, because the distinction between scholars study, has limitations. In this study, the scholars of ancient China(Confucianism, Mohism, Taoism and Legalism) are divided into two classes, the conservative class and the progressive one. Then, in the understanding of human being, the monarch power and social order and the common people, the differences and similarities in their ideas have been studied. Xunzi, such as heretics, but a orthodox Confucian scholars were peoples who believe in the laws of good heaven. Therefore, they saw positive human society, and became a conservative. Confucius and Mencius stressed the role of the monarch to build the social order, and another policies for the common people he will unfold. In the Mozi’s idea, we can observe a reform and people-oriented characteristics. The political ideology of Mozi has the advantages that is to complement the drawbacks of the nobility-oriented Confucian. Humanistic disciplines of Confucius and Mozi is compared with Laozi and Zhuangzi is a naturalistic study. In fact, the views of Laozi and Zhuangzi even for some positive influences to govern for the common people itself may or may not be right. But the role of philosopher-monarch, by the Political Thought of Laozi and Zhuangzi, is only for the common people made . Hanfeizi recognized a natural Heaven’ views that the life and death of human beings not be affected by the Heaven. However, he was used the traditional concept of Heaven as the basis of the monarch power to govern common people. Consequently he explained the purpose of the monarch power to keep law and order and to ensure the economic stability of the common people.

        블럭이 존재하는 2 x 2 요인모형의 검정력 분석

        Powers of rank transformed statistic for testing main effects and interaction effects for 2 x 2 factorial design in randomized complete block design are very superior to powers of parametric statistic without regard to the block size, composition method of effects and the type of population distributions such as exponential, double exponential, normal and uniform. 2 x 2 factorial design in RCBD increases error effects and decreases powers of parametric statistic which results in conservativeness. However powers of rank transformed statistic maintain relative preference. In general powers of rank transformed statistic show relative preference over those of parametric statistic with small block size and big effect size. 블럭이 존재하는 2 x 2 요인모형의 주효과 및 상호작용효과를 검정하기 위한 순위변환 통계량의 검정력은 블럭크기, 효과들의 구성방법 및 지수분포, 이중지수분포, 정규분포, 균일분포를 포함한 모든 모집단 분포하에서 모수적 통계량의 검정력보다 월등한 우위를 보인다. 이는 블럭이 추가된 요인 모형은 블럭과 요인의 상호작용들이 오차항을 증가시켜 모수적 통계량의 검정력을 감소시키는 보수적 성향을 보이나, 순위변환 통계량의 검정력은 상대적 우위을 유지함에 기인한다고 유추할 수 있다. 일반적으로 블럭크기가 작고, 효과크기가 클수록 순위변환 통계량의 검정력은 모수적 통계량의 검정력보다 상당히 큰 격차의 상대적 우위를 보임을 알 수 있다.

        Conservative Approximation–Based Full-Search Block Matching Algorithm Architecture for QCIF Digital Video Employing Systolic Array Architecture

        This paper presents a power-efficient hardware realization for a motion estimation technique that is based on the full-search block matching algorithm (FSBMA). The considered input is the quarter common intermediate format of digital video. The mean of absolute difference (MAD) is the distortion criteria employed for the block matching process. The conventional architecture considered for the hardware realization of FSBMA is that of the shift register–based 2-D systolic array. For this architecture, a conservative approximation technique is adapted to eliminate unnecessary MAD computations involved in the block matching process. Upon introducing the technique to the conventional architecture, the power and complexity of its implantation is reduced, while the accuracy of the motion vector extracted from the block matching process is preserved. The proposed architecture is verified for its functional specifications. A performance evaluation of the proposed architecture is carried out using parameters such as power, area, operating frequency, and efficiency.

        심원(心遠) 송 복(宋 復)선생의 학문의 세계: 박문약례(博文約禮)로 이르는 길

        심원 송 복(1938~ 현재) 선생은 정치사회학자로서 동서고금을 아우르는 통섭적인 학문의 세계를 펼쳐왔다. 현실에 대한 분석을 토대로 지행합일의 정신을 수행해온 그의 학문의 길을 한마디로 박문약례(博文約禮)로 축약해 볼 수 있을 것이다. 박문약례란 널리 학문을 배우고 익히되 대의와 본질을 꿰뚫어 본 후, 이를 예(禮)로서 실천하라는 뜻이다. 심원 송 복 선생은 조직과 권력, 불평등과 계층, 사회이동과 갈등, 리더십과 도덕성, 국가와 역사의 정체성 문제 등 핵심적인 주제들을 두루 살펴왔다. 그는 이주제들의 맥락과 요점을 명증(明證)한 뒤 세상의 변화를 이끄는 지식인의 역할에 솔선수범하였던 것이다. ‘박문약례’에 이르는 길을 심원 선생은 인문학의 내용과 방법을 통해 실현하고자 했고, 그 기본소양을 동양적 가치에서 찾으려 했다. 오늘날 사회과학이 상상력과 창의력, 이야기 구성의 역량을 잃어가고 있는 이유는 인문학의 토대가 빈곤하기 때문이다. 감성과 안목, 사유의 역량을 키워주는 인문학의 기초를 쌓기 위해 심원이 찾아간 곳은 ‘동양적 가치’였다. 그는 고문진보(古文眞寶)속에 들어있는 의미들을 재해석하여 우리 사회에 닥쳐온 인문학의 빈곤을 극복해 보려 했다. 심원은 지식인의 표상으로 수기(修己)와 속탈(俗脫), 화이부동(和而不同)의 선비론을 제시하면서, ‘특혜’를 얻었을 뿐 특혜에 상응하는 도덕과 책임윤리를 갖지 못한 한국사회의 상층리더들을 통렬히 비판했다. 심원 송 복 선생이 학문의 초입에서 주목한 지점은 한 사회의 동력이며 갈등의 원천이 되기도 하고 이를 풀어내기도 하는 권력의 문제였다. 이어 심원은 한국사회의 시공간 압축성장 기간동안 빈번했던 사회이동을 렌즈로 한국사회의 다양한 갈등을 진단하면서 그 갈등을 목표와 수단의 시간지체로 인해 발생하는 비리형 속성을 갖는 것으로 규정했다. 그러나 그는 산업화된 다원사회에서 갈등은 필연적으로 발생하기 때문에 갈등 그 자체를 문제삼을 것이 아니라 갈등을 어떻게 제도화할 것인가에 관심을 두어야 한다고 주장한다. 심원 선생의 학문과 세계관은 ‘현실을 넘어선 현실론’으로 묘사해 볼 수 있다. 한국의 대부분 학자들이 서구의 학문 틀과 개념에 의존해서 현실을 파악하고 대안을 말하려 할 때, 그는 발로 뛰고 가슴으로 느꼈던 체험과 직관을 통해 한국 사회를 예리하게 분석했고, 그 대안 역시 현실에 기반했다. 그러나 현실에 발을 디디며 미래지향의 개혁을 주장하는 심원의 ‘열린사회와 보수’의 정신은 여전히 미완의 과제로 남아있다. This article examines the academic journey and meaning of SimWon, Song Bok (宋復, 1938~ ), forecasting the future tasks. SimWon, as a political sociologist, has walked the world of consilient learning that encompasses all times and places. His academic path, which has been carrying out the academic practice of unifying knowledge and practice, can be summarized as ‘Bakmun Yakrye (博文約禮)’. Parkmunyakrye means to study and learn, by capturing and epitomizing the essence, and finally practice it as a moral principle. Beginning with the problem of organizational power, Song Bok has covered key themes such as inequality and class, conflict, leadership and morality, and national-historical identity issues. After penetrating and clarifying the context and points of these areas, he took the role of an intellectual changing the world. SimWon has insisted that it is because today's social sciences, suffering from 'poverty of philosophy' and by doing so losing their imagination, creativity, and storytelling capacity, lack the foundation of humanities to develop sensibility, discernment, and speculative ability. He tried to find the basic knowledge of humanities in oriental values. He has attempted to overcome the poverty of the humanities facing our society today by reinterpreting the meanings contained in various ancient texts. As a political sociologist, SimWon Song Bok has paid attentions to the issues of power and inequality which are the driving force of a society and the source of conflict. SimWon then diagnosed various conflicts in Korean society through the lens of social mobility, which frequently occurred during the compressed growth of space and time in Korean society. He defined conflicts in Korean society as having corruption-type properties caused by ‘time delay’ between goals and means. However, he argues that since conflicts inevitably occur in an industrialized pluralistic society, we should pay attention to how to institutionalize conflicts, rather than taking the issue with conflicts themselves. ShimWon's academic and world view can be described as 'theory of reality beyond real world'. While most scholars in Korea rely on Western academic frameworks and concepts for understanding reality and talking about alternatives, he sharply analyzed Korean society through the experiences and intuitions he felt with his ‘feet and heart’. He has shown the alternatives based on reality as well. However, Song Bok’s spirit of 'open society and the conservative', which insists on future-oriented reform while stepping into reality, remains an unfinished task.

        식민권력이 반영된 경관의 보존 가치에 대한 연구: 일제 하 형성된 전남 소록도와 인천 삼릉(三菱) 마을을 사례로

        This study attempted to discuss the conservation value of Sorok Island and Mitsubishi Village whose landscape still has the aspects of colonial power during the Japanese colonial period and investigate the meaning of the landscape from a historical perspective through a field study. Both Sorok Island and Mitsubishi Village were formed during the Japanese occupation of Korea. Sorok Island was a place specially designated for Hansen’s disease patients, and Mitsubishi Village was a region where many Korean people were conscribed as the laborers of the Mitsubishi factory and exploited ruthlessly. Now, they still have a discriminated landscape as a horrific disease and poverty-stricken area. These landscapes having a sad and painful history haven’t been properly managed and protected. Instead, they have been continuously ignored for development. Therefore, this study emphasizes the importance of conserving these historical landscapes and suggests dark tourism-based placement conservation.

        IEEE 802.16e 시스템에서 VoIP 트래픽을 고려한 혼합 전원 절약 모드

        본 논문에서는 묵음 억제 기술이 지원되는 VoIP 트래픽에 비 실시간 트래픽을 위한 전원 절약 모드와 실시간 트래픽을 위한 전원 절약 모드를 동시에 적용하는 혼합 전원 절약 모드를 제안한다. 제안한 방법은 사용자들이 통화를 하고 있는 구간에서는 제 2종 전원 절약 모드를 적용하고 상호 침묵 구간에서는 BTE (binary truncated exponent) 알고리즘 혹은 PSID (probabilistic sleep interval decision) 알고리즘을 적용하여 휴지 구간 (sleep interval)의 길이와 위치를 결정한다. 제안한 알고리즘의 성능을 평가하기 위하여 평균 버퍼링 지연 시간, 단말의 에너지 소비 효율, VoIP 패킷의 손실률 등을 고려한다. 시뮬레이션 결과로부터 혼합 전원 절약 모드는 VoIP 서비스의 최대 허용 패킷 손실률을 만족시키면서 단말의 에너지 소비를 제 2종 전원 절약 모드보다 25%까지 낮출 수 있다는 것을 보여준다. In this paper, we propose the method to use power-saving mode (PSM) applicable to non real-time traffic and PSM applicable to real-time traffic simultaneously, for VoIP traffic with silence suppression. The proposed method uses PSC Ⅱ during talk-spurt interval of parties A and/or B and uses PSC Ⅰ or probabilistic sleep interval decision (PSID) method during mutual silence interval, respectively. To evaluate the performance of hybrid PSM (HPSM) based on PSC Ⅱ or PSID method, we present average buffering delay, energy consumption of mobile station and VoIP packet drop probability with simulation runs. Results shows that proposed HPSM decreases energy consumption of mobile station up to 25 % while satisfying the packet drop probability within QoS requirement in case of end-to-end VoIP connection.

        중일관계 갈등의 이슈와 원인 -일본 측 정치동학을 중심으로-

        Since the 1990s China and Japan have maintained a relationship of ‘cold peace' as diplomatic conflicts and people's sentiments against each country were worsened by different views and positions on unresolved political issues. These include historical awareness, territorial disputes over the Senkaku Islands and Taiwan affairs. This study therefore identifies the reason “why discord over the issues has been recently extended and intensified" between the two countries who have previously fostered an amicable cooperative relationship since restoring their diplomatic relations. It especially focuses on the political dynamics of Japan―political, ideological, and security factors. The analysis shows that what mainly causes the phenomenon of a cooling of political relations while the economy is heating up is the change of Japan's political dynamics and that what triggered conflicts between the two around the unresolved political issues was the establishment of an overall conservative swing, pro-Taiwan groups' gaining ground, gaining power, the rise of nationalism, the fading of pacifism and a drive for its conversion into military power. 1990년대 이후 중국과 일본은 미해결의 정치이슈―역사인식 문제, 센카쿠열도 영유권 문제, 타이완 문제―를 둘러싼 입장 차이로 인해 심각한 외교적 갈등과 국민적 감정대립을 초래하면서 ‘가운 평화’상태를 유지하고 있다. 이에 본 논문은 중일 국교회복 이후 우호협력관계를 증진시켜 왔던 중일 간에 “최근 미해결의 정치이슈를 둘러싸고 갈등이 확대․심화되고 있는지”의 문제를 일본 측 정치동학―정치적, 이념적, 안보적 요인―에 초점을 맞추어 그 원인을 분석하였다. 분석 결과 중일 간 정냉경열(政冷經熱)의 현상을 초래하는 데 있어 가장 큰 영향을 미친 것은 일본 정치동학의 변화였으며 특히 총보수화 체제의 확립과 친 타이완파의 득세, 민족주의적 국가이념의 대두, 그리고 평화주의의 퇴색과 군사대국 지향 등이 중국과의 미해결인 정치이슈를 둘러싸고 갈등을 가져온 촉진 요인으로 작용하였다.
