        도선사 자격증명제도 개선 방안

        A person who intends to become a maritime pilot shall have sea experience as a master, pass the apprentice pilot test and pilot test, and obtain a license from the Minister of Oceans and Fisheries. In Korea, the government limits the number of pilot licenses, considering the demand for pilotage. An inherent problem exist in the apprentice pilot test system as it conducts a relative evaluation based on test scores without an absolute evaluation standard. The purpose of this study is to identify problems of the current pilot test system and to suggest ways to improve the pilot certification system. In this study, the history of amendments of the pilot certification system in the Pilotage Act was investigated, and implications were derived by examining international standards for pilot certification, and a survey was conducted on 77 incumbent pilots. Consequently, a plan to improve the domestic apprentice pilot test and a step-by-step implementation plan for pilot certification system improvement were presented. The results of this study are expected to be utilized not only for the development of the government policy on pilot certification and for related academic basic data. 도선사가 되려는 사람은 선장 경력을 갖추고 도선수습생 전형시험과 도선사 시험에 합격한 다음에 해양수산부장관의 면허를 받아야 한다. 우리나라는 정부에서 도선 수요를 감안하여 도선사 면허의 수(數)를 제한하고 있어서 도선사 면허를 위한 도선수습생전형시험은 절대적 평가기준 없이 응시자 시험성적에 따라 상대평가를 실시함에 따라 문제의 소지가 있다. 본 연구의 목적은 도선사 시험제도에 대한 문제점을 도출하여 개선방안을 제시하는데 있다. 본 연구에서는 국내 도선사 시험제도 변천 내역을 조사하였고, 도선사 자격기준에 관한 국제기준을 분석하고 현직 도선사 77명에 대한 설문조사를 실시하였으며, 연구의 결과로써 국내 도선수습생 전형시험의 개선방안과 도선사 자격증명 제도개선의 단계적 실행방안을 제시하였다. 본 연구의 결과가 도선사 자격증명에 관한 정부의 정책 개발뿐만 아니라 관련 학술적 기초자료도 활용될 수 있을 것으로 기대한다.

        This present study was to investigate whether a pilot`s physical fitness and cardiopulmonary function has a direct relation with the pilot test. This study has been written after numerous studies have been conducted on the efficient selection process of pilot candidates attending the department of aeronautical science, hoping to select future caliber candidates with exceptional pilot aptitude abilities. In order to obtain variables related to pilot test, 12 variables were used and based on the students` physical fitness and the cardiopulmonary function that may ultimately decide the pilot test excellence group and the non-excellence group. Through t-test analysis, it was discovered that 4 variables had an effect on the classification of the pilot test group. Logistic regression analysis showed that flexibility, maximum heart beat, and PEI had significant influence on the classification of the pilot test excellence group and the non-excellence group.

        지하 복합플랜트 운영 중 확장을 고려한 격자형 지하공간 파일럿 테스트

        격자형 또는 주방식 공법은 수평으로 매장된 광물을 채굴할 목적으로 적용되는 공법이다. 본 연구에서는자연 암반을 암주로 사용하는 주방식 공법을 지하공간 건설에 적용하기 위해 설계와 파일럿 테스트를 수행하였다. 파일럿 테스트가 수행된 지역은 기존 골재 광산을 운영하는 곳으로 양호한 암반 조건과 적당한 심도를 보유하고 있었다. 파일럿 테스트 부지는 연구 결과 적용이 가능한 광산을 기반으로 접근성, 지반조건 등을 검토하여 후보지를 결정하였으며 상세 지반조사와 설계를 통해 부지 조성공사를 수행하였다. 파일럿 테스트는 암주형상을 8×8 m로 공간의 단면을 8×12 m 크기로 설계되었다. 시험발파를 통해발파패턴을 결정하고 89공 3 m 굴진 단면 발파를 수행하여 총 92 m 굴진을 완료하였다. 현장 측정을 통해 평균 폭 12.5 m, 평균 높이 8.3 m을 확인하여 연구에서 고려하는 단면 모양과 유사하게 굴착공사를진행할 수 있었다. The grid-type or room-and-pillar method is applied for the purpose of mining horizontally buried minerals. In this study, design and pilot test were performed to apply the room-and-pillar method which uses natural rock as a rock pillar to the construction of underground space. The area where the pilot test was conducted was in stone mine and had good rock conditions with an appropriate depth (about 30 m) to apply the pilot test. The pilot test site was selected by reviewing accessibility and ground conditions and then site construction was performed through detailed ground investigation and design. The pilot test was designed with a column shape of 8×8 m and a cross-section of 8×12 m. The blasting pattern was determined through test blasting at the site, and blasting of 3 m excavation with 89 holes was performed. Through field observations, the average width of 12.5 m and the average height of 8.3 m were measured. Therefore, it is possible to proceed similar to the cross-sectional shape considered in the design.

        헬리콥터 조종사의 적성검사에 관한 연구 - 진단 모형을 중심으로 -

        Securing excellent pilots is not only directly linked to the military's improved combatcapabilities, but also a way to minimize human and property losses from aircraft accidents. Therefore, a scientific method is needed to diagnose pilot aptitude from the pilot selectionprocess and select those with high accident potential, those who are dropped out of the flight training process, and those who are not suitable for pilot life in advance. Developed countries have implemented pilot aptitude tests to solve these problems early on, but so far, the Korean Army has not introduced a pilot aptitude test system that uses diagnostic tools in the helicopter pilot selection process. Therefore, in this study, scientific diagnostic tools are developed for selecting helicopter pilots, and through this, it is predicted that the number of people who are likely to be dropped out of the training course and who have the potential for accidents will be selected in advance and eliminated in the selection process. In this context, prior research examined the key factors involved in the pilot aptitude test. Through this, the aptitude test items were developed and aptitude tests were conducted on student pilots currently in flight training, and the results of flight training were analyzed.

        해상음주측정불응죄에 관한 고찰

        It provides that, a pilot who did pilot or a sailer who operated or instructed to operate a steering gear under the influence of alcohol may be subject to sobriety test. Nonetheless, it cannot be justifiable to punish a person, under influence of alcohol, who instructed a sober man to operate a steering geer and reject to sobriety test. For example, it is because the case of punishing a person who instruct another person to operate a steering geer will be the same with the case of subject a person who ask another person to operate a car. Also, because the crime of refusal of sobriety test is to consider the influence of alcohol necessary to punish the act of piloting and sailing under the influence of alcohol, you should reject a breathing test at the first stage and ask a blood test. In addition, for the collection of blood sample asked by sailer and pilot, at the time of testing, it requires that, medical staffs, such as, medical doctor, nurse or police officer, which belongs to maritime police and was educated about blood sample collection, should do the job.         Ground Test and Evaluation of a Flight Control System for Unmanned Aerial Vehicles

        UAV(Unmanned Aerial Vehicle) has become one of the most popular military/commercial aerial robots in the new millennium. In spite of all the advantages that UAVs inherently have, it is not an easy job to develop a UAV because it requires very systematic and complete approaches in full development envelop. The ground test and evaluation phase has the utmost importance in the sense that a well-developed system can be best verified on the ground. In addition, many of the aircraft crashes in the flight tests were resulted from the incomplete development procedure. In this research, a verification procedure of the whole airborne integrated system was conducted including the flight management system. An airborne flight control computer(FCC) senses the external environment from the peripheral devices and sends the control signal to the actuating system using the assigned control logic and flight test strategy. A ground test station controls the mission during the test while the downlink data are transferred from the flight management computer using the serial communication interface. The pilot control box also applies additional manual actuating commands. The whole system was tested/verified on the wind-tunnel system, which gave a good pitch control performance with a pre-specified flight test procedure. The ground test system guarantees the performance of fundamental functions of airborne electronic system for the future flight tests.

        수심 1,000 m 해역에서 심해광물 예비양광시험을 위한 시험선 및 양광시스템 기본 운영방안

        A pilot lifting test(PLT) at a 1,000 m deep sea can be planned as the middle stage of developing the mining technology of the deep-sea mineral resources such as manganese pavement and seafloor hydrothermal deposit. In this paper, the fundamental factors including the test ship and the lifting system comprized of handling equipment, lifting and supply pipes, lifting pump, buffer tank, and power system required for the PLT, have been investigated. And the basic design of the control and monitoring for PLT has been suggested. The operation and the mob and demob of a test-ship, the shipping, installation, interface and unload of the equipments, the deployment and recovery of the underwater equipments such as lifting pipes, lifting pump, and tank, as well as the overall procedures of PLT have been considered and presented. The results of this study can be used as a useful guide of the deep-sea mineral lifting test in the next stage of the development. 심해 망간각이나 열수광상 등 해저광물자원을 개발하기 위한 과정의 일환으로 수심 1,000 m 해역에서심해광물의 예비양광시험(pilot lifting test, PLT)이 계획될 수 있다. 본 연구에서는 PLT 수행을 위해 필요한시험선과 핸들링 장비, 양광관, 공급관, 양광펌프, 동력장치 등 양광시스템 선정과정에서 고려하여야 할 요소와제어계측 장비 등에 대한 설계요소를 제시하였다. 또한 시험선 운영 및 양광시험을 위한 시험선 이동, 장비의선적, 배열 및 설치, 양광관, 양광펌프, 수중탱크 등 수중 장비의 배열 및 회수 방안, PLT 전과정에 대한 계획을제안하였다. 본 연구결과는 향후 심해저 양광시험 수행시 유용한 지침으로 활용될 수 있을 것이다.

        NCS 기반 일학습병행자격 문제원형 파일럿 테스트 결과 분석- 전기전자, 재료, 건설, 디자인분야 -

        This study as a follow-up to the completion of the development NCS-based new occupational qualification and prototype questions for 'Work and Learning in Parallel' qualification, aimed to analyze the results of a pilot test of prototype questions developed for the 'Work and Learning in Parallel' qualification. A pilot test was conducted with current industrial workers using 45 prototype questions developed for the 'Work and Learning in Parallel' qualification for the four fields of electric & electronic, material, construction, and design. After the test, two written reviews (the first for written evaluation, and the second for field evaluation) were completed on the appropriateness of the questions, answers, question difficulty, evaluation methods, distribution of marks, evaluation time, and precautions for evaluation. The results of the final analysis of the pilot test. The first review (for written evaluation) revealed problems like a large deviation in expected scores, the omission and ambiguous relevance of competency units, and an insufficient number of questions, and suggested the adjustment of the distribution of marks, and the modification of questions demanding fundamental answers. The second review (for field evaluation) pointed out the lack of universality in question development, and required the modification of questions not reflecting field realities, the development of specific and creative questions, and a review of evaluation methods. This study further emphasized the necessity for a competent authority responsible for the 'Work and Learning in Parallel' qualification on behalf of the industry, and institutional support for the early settlement of the qualification system. 이 연구는 NCS 기반 신 직업자격 검정기준과 일학습병행자격 문제원형 개발의 완료에 대한 후속과제로서, 일학습병행자격에서 개발된 문제원형의 파일럿 테스트 결과를 분석하여, 일학습병행자격의 효율적 운영을 위한 정보제공을 목적으로 실시되었다. 전기전자, 재료, 건설, 디자인 4개 분야에서 개발된 45개 종목의 일학습병행자격 문제원형을 활용하여, 산업현장에 근무하는 재직근로자를 대상으로 파일럿 테스트를 실시하고, 문제원형에 대하여 문항의 적절성, 정답의 적절성, 난이도의 적절성, 평가방법의 적절성, 배점의 적절성, 평가시간의 적절성, 평가시 유의사항 적절성 등에 대한 검토내용을 1차 지필평가용과 2차 실무평가용으로 구분하여 작성하도록 하였다. 45개 종목에 대한 파일럿 테스트와 문제원형 검토내용을 취합한 자료를 최종 분석한 결과는 다음과 같다. 먼저 1차 지필평가에 대한 의견은 예상점수에 대한 편차가 높고, 능력단위 누락 및 관련성이 모호하며, 문항수가 충족되지 않고, 평가시간에 대한배점 조정의 필요성, 답을 제시할 때 근원적 답의 요구 등의 이유로 보완이 필요한 것으로 나타났다. 2차 실무평가에 대한 의견은 현장 내용과의 불일치 문항, 구체적으로문항을 개발하여 제시할 필요, 창의적인 문항으로 보완 필요, 현장성과 다양성 필요, 문형개발에 대한 보편성 필요, 평가 방법에 대한 재검토 필요 등으로 보완이 필요한것으로 나타났다. 이 연구의 결과, 일학습병행자격 문제원형의 완성도와 현장성이 떨어지므로 이를 강화하기 위해서는 해당 산업계를 대표해서 일학습병행자격 문제출제 업무를 전담해서수행할 부서를 지정하고, 자격시스템의 조기 정착을 위해서 제도적인 장치가 마련되어야 함을 제안하였다.
