        Global Scenario of Open Access Publishing: A Decadal Analysis of Directory of Open Access Journals (DOAJ) 2003-2012

        The present study aims to assess the growth of open access journals at a global level. The concept of Open Access (OA) publishing is being well received among academic circles and as a result we can see more and more scholarly content is being made these days available in open access format. The present study is simply an attempt to assess the trend and growth of open access journals during the last decade, viz. for the period 2003-2012, for which data has been retrieved from the Directory of Open Access Journals (DOAJ), which as of date hosts more than 9700 journals from 120 countries across the world covering major languages of the world. But keeping in view the period of our study the data has been retrieved as per our applicability, which as a result confines our study to 8453 journals only. The directory covers 18 main subject areas having 76 sub-disciplines, each having on average 118.53 journals. During the entire decade the number of countries which entered into OA publishing rose from 49 to 120 with a growth of 144%, and if this growth rate continues to be the same for the next five years, viz. by 2018, the world will turn into 100% open access. At the continental level Europe leads the tally by publishing a maximum of 3140 OA journals contributed by 43 countries across Europe, which again is the highest number from any continent.

      • Quality open access publishing and registration to Directory of Open Access Journals

        With the fast development of open access publishing worldwide, Directory of Open Access Journals (DOAJ) as a community-curated online directory that indexes and provides access to high quality, open access, peer-reviewed journals, has been recognized for its high criteria in facilitating high quality open access scholarly publishing and used as the portal for accessing quality open access journals. While the numbers of journal application to be inclusion in DOAJ in Asia are kept increasing dramatically, many editors of these journals are not very clear about the idea or concept of the open access which have been embedded in the application form containing 58 questions falling into several different criteria categories. The very commonly seen misunderstanding of the required item, inaccurate or vague or incomplete and even missing information, poorly organized website, non-transparent process of publishing, especially no open access statement and copyright statement, or conflicts between the policy statements would cause much more communication between the reviewer and the editor and delay the completion of the review. This article gives an in depth introduction to DOAJ criteria and detailed introduction to the general process on how to register to DOAJ, suggestions based on application review also is given for journal editors to better prepare for this application. And it is the most important for editors to keep in mind that to be indexed by DOAJ is not just about filling a form, it is about truly change and adapt to best practices in open access publishing.

        전주기 오픈액세스 통합 지원체제 구축을 위한 프레임워크 개발

        This study was conducted to develop a framework for establishing an integrated open access support system that supports life-cycle process of scholarly publishing based on open access. By analyzing the internal and external scholarly publishing support systems such as AccessON and article submission and peer review system, and conducting a survey of editorial in chiefs, editorial board members, and editorial managers of academic organizations, we extracted factors that should be considered to support the entire scholarly publishing cycle. Based on this, we designed a framework for building a life-cycle open access integrated support system, and defined systems and key functions to support each stage of scholarly publishing, from article discovery and access, submission, peer review, editing, publishing, and disssemiating and monitoring. The developed framework was finalized through a quantitative evaluation and review process by experts in scholarly publishing, open access, and platform and systems. Based on the developed framework, it will be possible to support sustainable open access scholarly publishing for Korean academic organizations in the medium to long term. 본 연구는 오픈액세스를 기반으로 학술출판의 전주기를 지원하는 오픈액세스 통합 지원체제 구축을 위한 프레임워크를 개발하는 것을 목적으로 한다. 국가오픈액세스플랫폼 AccessON과 논문 투고심사시스템 같은 기존의 학술출판 지원 시스템을 분석하고, 학술단체의 편집위원장, 편집위원, 편집간사 등을 대상으로 한 설문을 통해 학술출판 전주기 지원을 위해 고려되어야 할 요소들을 도출하였다. 이를 기반으로 학술논문의 검색 및 활용, 투고, 심사 및 편집, 출판, 논문의 배포 및 모니터링에 이르는 학술출판의 각 단계를 지원하는 시스템과 주요 기능을 정의하는 전주기 오픈액세스 통합 지원체제 구축을 위한 프레임워크를 설계하였다. 설계한 프레임워크는 학술 커뮤니티 전문가들의 정량평가와 검토 절차를 거쳐 완성도를 제고하였다. 개발된 프레임워크를 토대로 중장기적으로 국내 학술단체의 지속가능한 오픈액세스 학술출판을 지원할 수 있을 것이다.

        학술논문 오픈액세스와 저작권법 관련 쟁점 연구

        최근 학술논문의 오픈액세스(Open Access)에 대한 논의가 많이 이루어지고 있다. 학술논문의 오픈액세스를 통한 지식의 공유는 문화 및 관련 산업의 향상발전에 이바지함을 목적으로 하는 저작권법의 궁극적인 목적에 부합하는것으로 생각된다. 공적자금의 지원을 받아 이루어진 연구로 저작된 학술논문에 대하여는 더더욱 공중에게 오픈액세스하는 것이 필요하고 이를 위하여는 저작자와 학술지, 출판업체 등의 협의에 의한 자율적인 공개에 의존하기보다는 법률로 규정하여 그 이행을 의무화하는것이 필요하다고 본다. 저작권법에 법률 조항을 도입시에는 저작자와 학술지, 출판업체 등에 일률적으로 제공의무를 부과하는 방식보다는 독일, 네덜란드의 경우와 같이 저작자에게 2차 공표권을 부여함으로써 이들의 권리를 직접적으로 침해하지 않으면서도 일정기간이 경과한 후에 공중에게 무상으로 제공할 수 있도록 하는 규정을 도입하는 것이 바람직하다고 판단된다. 구체적인 입법과정에서는 최초 공표 후 오픈액세스까지의 엠바고 기간과 관련하여 필요한 기간 등에 대한 조사 및 의견수렴을 통하여 합리적인 기간을 도출하고 이를 법률에 구체적으로 규정하는 것이 필요하며, 우선적으로 공적자금을 지원받은 학술논문에 대하여 오픈액세스를 적용하고 점차적으로 그 외의 다른 논문에도 확대해가는것이 급격한 시행으로 인한 반발 및 충격을 최소화할 수 있다고 여겨진다. 아울러, 장기적으로는 오픈액세스 대상 학술논문도 정기적인 학술지에 공표되는 논문외에 단편 학술논문, 기타 논문 등 그 대상을 넓혀나가는 논의도 활발히 이루어져야 할 것으로 생각한다. Recently, there has been a lot of discussion on the open access of academic papers. The sharing of knowledge through open access of academic papers is believed to be consistent with the ultimate goal of copyright law aimed at contributing to the development of cultural and related industries. For academic papers written with research funded by public funds, it is necessary to have more open access to the public. For this purpose, it is necessary to make implementation obligatory by the law rather than relying on the authors, academic journals and publishers to autonomously disclose them. The introduction of the legal provisions in the copyright law requires conferring a secondary publication right to authors as in the case of Germany and the Netherlands rather than imposing a provide obligation to authors, academic journals and publishers. I think it is considered desirable regulation that provides free of charge to the public after the period expires without directly infringing on their rights. In the specific legislative process, it is necessary to draw up a reasonable period and to specify it in the law through investigation and compiling opinions on the necessary period in relation to the embargo period from the first publication to the open access, and primary applying open access to academic papers funded by public funds, and gradually expanding it to other papers is believed to minimize the backlash and shock from the sudden enforcement. In addition, in the long term, I think that it is necessary to actively discussion on the subject of open access academic papers, such as short academic articles and other papers, in addition to those published in periodical journals.

        Comprehensive Approach to Open Access Publishing: Platforms and Tools

        The Open Access Initiative is gaining momentum due to the worldwide availability of advanced digital tools, online publishing platforms, and systems for tracking academic contributions. Several declarations and initiatives, including Plan S, have already laid a foundation for moving away from subscription to full and immediate open-access publishing. The global initiatives imply targeting journals satisfying the upgraded quality and visibility criteria. To meet these criteria, a comprehensive approach to Open Access is recommended. This article overviews the essential components of the comprehensive approach, increasing transparency, adherence to ethical standards, and diversification of evaluation metrics. With the increasing volume of quality open-access journals, their indexing with free databases and search engines is becoming increasingly important. The Directory of Open Access Journals and PubMed Central currently free searches of open-access sources. These services, however, cannot fully satisfy the increasing demands of the users, and attempts are underway to upgrade the indexing and archiving of open-access sources in China, Japan, Korea, Russia, and elsewhere. The wide use of identifiers is essential for transparency of scholarly communications. Peer reviewers are now offered credits from Publons. These credits are transferrable to their Open Researcher and Contributor iDs. Various social media channels are increasingly used by scholars to comment on articles. All these comments are tracked by related metric systems, such as Altmetrics. Combined with traditional citation evaluations, the alternative metrics can help timely identify and promote publications influencing education, research, and practice

        Practical Advice for South Korean Medical Researchers Regarding Open-Access and Predatory Journals

        In recent decades, the volume of scholarly literature worldwide has increased significantly, and open-access publishing has become commonplace. These changes are even more dominant in South Korea. Comparing the periods of 1981-2000 and 2001-2020, the number of medical articles produced in Korea increased by 16.8 times on the Web of Science platform (13,223 to 222,771 papers). Before 1990, almost no open-access articles were produced in South Korea, but in the last 10 years open-access publications came to account for almost 40% of all South Korean publications on Web of Science. Along with the expansion of literature and the development of open-access publishing, predatory journals that seek profit without conducting quality assurance have appeared and undermined the academic corpus. In this rapidly changing environment, medical researchers have begun contemplating publication standards. In this article, recent trends in academic publishing are examined from international and South Korean perspectives, and the significance of open-access publishing and recent changes are discussed. Practical methods that can be used to select legitimate publishers, including open-access journals, and identify predatory journals are also discussed.

        오픈 액세스 수용에 영향을 미치는 요인의 학술지 발행기관별 차이 및 학문분야별 차이에 관한 연구

        The purpose of this study was to examine the differences among journal publishers and among academic disciplines on factors influencing the adoption of open access. Through the analysis of previous studies, we identified five such factors: journal publishers' attitudes, ability, confidence, social influence and material resources available for open access. The results show that a significant difference among journal publishers from social influence factor. This result implies that efforts toward journal subscribers to have a positive attitude and material resources are important factors for journal publishers. There was a significant difference among academic disciplines in terms of journal publishers' attitudes and ability factors. The findings of this result imply that academic journals need to share more information about open access and that priority should be given to journals that have the ability to influence the adoption of open access. 본 연구는 오픈 액세스 수용에 영향을 미치는 요인이 학술지 발행기관에 따라 그리고 학문 분야에 따라 어떠한 차이가 있는지를 밝히고자 하는 것을 목적으로 한다. 선행연구의 분석을 통해 학술지 발행기관의 오픈 액세스에 대한 태도, 능력, 자신감, 발행기관에 대한 사회적 압력 및 물질적 자원의 다섯 요인이 도출되었다. 학술지 발행기관에 따라서는 사회적 압력이 유의한 차이가 있는 것으로 나타났다. 이는 발행기관 회원들의 긍정적 인식을 위한 노력과 해당 기관에 대한 물질적 자원이 중요한 것임을 보여 주는 것이다. 학문분야에 따라서는 오픈 액세스에 대한 태도와 능력에서 유의한 차이가 있었으며, 이는 오픈 액세스에 대한 홍보 강화 및 능력이 있는 학문분야의 학술지를 오픈 액세스의 우선 대상으로 삼을 필요가 있음을 보여 준다.

      • Opinions of Korean science editors on open access policies, editorial difficulties, and government’s support for publishing

        The Korean government has supported scholarly scientific journal publishing since 1971 through the Korean Federation of Science and Technologies (hereafter the Federation). To ensure that this funding is used as efficiently as possible, the views of science editors should be considered. This study measured the opinions of Korean science editors on open access policies, difficulties during editing, and the government’s support for publishing. From November 28 to December 10 of 2013, web survey invitations were emailed to 368 journal editors listed by the Federation. The web survey tool Surveymonkey was used to create a questionnaire that consisted of ten items, including the research category for each journal. Out of the 368 editors, 82 responded to the survey (22.3%). Sixty-nine editors (84.1%) had already accepted the open access or free access policy. Of the 13 editors of journals without open/free access policies, seven hoped to adopt a policy within three years. The most difficult tasks in journal publishing were adding a journal to international databases, operating with an inadequate budget, and recruiting professional manuscript editors. Editors want the Federation to increase budgets to cover full-text extensible markup language production costs, to provide guidelines for adding journals to international databases, and to provide programs for training professional manuscript editors and a plagiarism detection system. Most science editors in Korea have already adopted an open/free access policy. Training professional manuscript editors, using plagiarism detection system, and producing full-text extensible markup language should be considered as important items for journal publishing support from the Federation.

        한국기록관리학회지의 오픈액세스 출판 전환 과정 기록

        이 논문은 한국기록관리학회지를 오픈액세스 학술지로 전환하는 과정을 기록한 것이다. 이 과정을 이해하기 위하여 상용DB업체와 학회, 공공DB운영기관 사이에서 벌어진 저작권을 중심으로 한 갈등과 업체와 도서관 사이의 학술DB 가격에 대한 갈등문제를 설명하였다. 또한 최근 국내의 문헌정보학 분야와 인문사회분야 학회들의 오픈액세스 선언의 의미를 설명하였다. 한국기록관리학회지를 오픈액세스로 전환하는 과정에서 부딪힌 출판비 문제, 논문 유통의 문제, 학술지 출판과 관련한 제도의 변경 등 학술지 출판사로서 실무적인 사안들을 처리한 방법과 과정을 기록하고 문제점들도 드러내고자 했다. 또한 이 논문은 기록관리학회지의 오픈액세스 전환을 학술논문의 지식커먼즈를 실현하려는 과정으로 설명하였다. This paper is a record of the transitioning of the Journal of Korean Society of Archives and Records Management to open access. To understand this process, this paper explains the meaning of the conflict over the copyright among commercial journal aggregators, scholarly societies and public sector aggregators. In addition, this paper explains the declarations for open access transition in scholarly societies in the fields of library and information science and other humanities & social sciences in Korea. This paper records the practices and problems that the scholarly society as a publisher has faced in related to securing the journal publication cost, expanding the channels of distribution, and reforming the regulation of the journal. This paper also attempts to understand this transition process as making a knowledge commons.

        오픈액세스 논문 출판에 대한 동향연구

        서비스 유료화로 제공되는 해외 전자저널의 구독료 상승은 국내 대학들의 라이센스 갱신을 더욱 어렵게 만들고 있다. 미국의 대학들과 유럽의 일부 정부에서는 구독료 상승문제를 해결하기 위한 목적으로 여러 형태의 오픈액세스 모델을 파일럿 형태로 시도하고 있다. 한편, 국내에서는 아직 오픈액세스 접근 모델에 대한 연구자들 사이에 필요한 논의가 적절히 이루어지지 않았고, 새로운 라이센스 계약 사례도 찾기 어려운 상황이다. 이 논문에서는 미국과 유럽에서 Elsevier 출판사를 상대로 시도되는 오픈액세스 기반의 다양한 모델을 소개하였고, 국내에서의 적용 가능성도 정성적으로 살펴보았다. It has become the heavy burden for many domestic colleges to renew the e-journal paywall licenses because major publishers keep raising license fees to access the new articles in Korea. In order to overcome these costly expenditure, the universities in US and the several governments in EU attempted the new models of open access option in the form of pilot contract with major publishers. Unlikely, there is no active discussion regarding open access options among domestic scientists, which may limit the generation of creative models in Korea. In this paper, the cases of US and EU negotiations with the Elsevier publisher were introduced and also evaluated in a qualitative manner whether any combined models could be applicable to future consideration.
