본 연구의 목적은 교육부의 특별교부금 사업으로 추진되어 온 영어교육강화사업이 중등학 교 학생들의 영어학업성취도에 미치는 효과를 분석하는 것이다. 분석자료로는 한국학술정보 원의 '에듀데이터(2009~2011)'와 한국교육개발원의 '단위학교 특별교부금 국가시책사업 현황' 자료를 결합?사용하고 중학교와 일반계 고등학교를 대상으로 고정효과와 임의효과 모형을 추 정하였다. 영어교육강화 사업은 ‘영어회화 전문강사 배치’, ‘원어민 보조강사 배치’, ‘영어전용 교실 구축’, ‘영어교육격차해소’ 사업으로 구분하여 사업의 성과를 평가하였다. 분석결과에 따르면 임의효과모형보다 고정효과모형이 타당한 분석결과로 판명되었고 중학 교급에서 영어회화 전문강사 배치와 영어교육격차해소 사업을 실시한 학교의 영어 보통학력 이상 학생비율은 통계적으로 유의미하게 증가하였고 영어 기초학력미달 학생비율은 감소하여 긍정적인 사업성과를 보였다. 반면, 원어민 보조강사 배치 여부는 학업성취도에 유의미한 영 향을 주지 못했고 영어전용교실 구축사업은 오히려 보통학력이상 학생비율을 감소시키는 결 과를 보였다. 고등학교급에서는 영어회화 전문강사 지원 사업만 영어 보통학력이상 학생비율 을 통계적으로 유의미하게 향상시켰고, 다른 사업들은 유의미한 영향력이 없었다. 이상의 결과는 학교급별로 선별적인 영어교육 정책수단을 채택하되, 중·고등학교에서 공통 적으로 확산해야 할 사업은 영어회화 전문강사 지원 사업이며, 중학교급에서는 영어교육소외 계층 학생을 대상으로 한 원어민 화상강의 및 EBSe 영어교육 방송강의 활용 등이 지속적으 로 추진되어야 한다는 점을 시사한다. The purpose of this study is to identify the influence of communication-based English Education Policy forced by the Department of Education with the government grant-in-aid using the 'Educata' from KERIS. This study is focused on measuring the effectiveness of the instruction of a English conversation teacher, teaching of native English lecturer, the construction of English classroom and the special programs for low income and the disadvantaged students. The process of the analysis consists of two phases: the random effect model and the fixed effect model based on panel data and LM and Hausman tests are adopted to decide the appropriate statistical model. According to the results of the fixed effect models, the results indicate that at the middle school level the instruction of English conversation teacher and the special programs for low income and disadvantaged students influence the students' better performance in achievement test. At the high school level, only the English conversation teacher program displays the positive effects on the English achievement test. This implies that Department of Education in Korea should drive the English Education policy differently according to the school level and be cautious to expand the native-English lecturers. In addition, excellent school cases and programs in using the English classrooms must be discovered and diffused to the other schools with relatively less experiences.

English conversation lecturers have been deployed in Korean Middle and High schools since 2009. In particular this study explored who English conversation lecturers are and what they think needy about the training program. The interview data from the first 5 trainees were discussed and analysed. The questionnaire data from the second 92 trainees were collected and analyzed quantitatively. The analysis of the data indicates that although most trainees who participated in the training programs followed up the process of the program, they wanted some teaching practice during the training period before going into school and some guarantee for their status. To accomplish the goals of the training program, more practical and organized curricula have to be planned in order to help the trainees in their later teaching. (Daejeon Maebong Middle School)
