      • A Study on ActivationA Study on Activation Plan for Construction Management(CM) in Korea

        The more professional and systematic Construction Management(CM) system came into request to achieve business target effectively, as construction industry had grown at the trend of complication, specialization and high-tech dramatically in Korea. In this trend, ‘Responsible construction type CM’ was refreshingly introduced to contract with CM system for general construction works at the time of revision 「Construction Industry Framework Act」 in May 24, 2011. Responsibility Supervision(RS) system was converted into ‘Acting director right CM’ system at the time of general revision, from 「Construction Technology Management Act」 to 「Construction Technology Promotion Act」 in May 14, 2014. In this manuscript the results of the analysis between domestic RS system and advanced country CM system are summarized. It aims to draw up the future-oriented construction policy proposals in order to boost domestic CM system based on the results. The policy proposals for construction are suggested about the expansion plan of CM application target, training plan of CM expert, restructure organization plan of the Ministry of Land, Infrastructure and Transport(MOLIT) etc.

        공공 CM사업의 시공단계 CM성과 저해요인 분석에 관한 연구

        The sustainable growth of Construction Management(CM) market depends on clients’ acceptance from positive project outcomes of CM services. Achieving the positive outcomes requires CM firms’ competency and efforts as well as regulatory environments. Equally, it is critical to understand and overcome barriers of CM performance, which cause inefficiencies and under-performance of CM services. The objective of the study is to identify and discuss the barriers of CM performance during construction stage in public CM projects based on the FMEA technique. Major findings basically suggest that the proper level of CM fee and flexibility in CM regulations is the core to improve CM performance during construction stage in public CM projects.

        최근 국내에서 건설사업관리(Construction Management, CM) 계약사례가 점차 증대되고 있다. CM업무의 원활한 수행을 위해 국토해양부 등에서는 CM 업무지침을 공표하고 있으며, 이러한 CM 업무지침은 CM계약 이후의 CM 업무수행지침을 의미한다. 하지만 CM 발주경험이 부족한 발주기관에서는 CM 업무수행지침 외에 CM발주부터 CM 용역계약까지의 업무지침을 필요로 하고 있다. 즉, CM 발주사례가 부족한 기관에서는 CM발주를 위한 기획업무부터 CM업자(Construction Manager, CMr) 선정까지의 업무지침이 실무적으로 도움이 될 수 있다. 따라서 본 연구에서는 기존 CM 발주업무를 조사 및 분석하여 발주기관의 CM 발주단계에 중점을 둔 단계별 업무지침을 표준적인 절차로 구성하며, 이를 프로세스 모형으로 구축하였다. 제시된 업무지침과 모형은 전문가 설문조사로 활용성을 검증하였다. 제시된 업무지침은 CM발주에 경험이 없는 발주기관의 경우에도 CM기획, 입찰, 선정, 계약단계의 단계별 발주업무에 활용이 가능하도록 하여 CM 발주업무의 효율성 제고에 기여할 수 있다. Recently, CM(Construction Management) contracts are gradually increasing. In this trend, the MLTM (Ministry of Land, Transport and Maritime Affairs) announced a CM business guideline. The guideline is focused on businesses after the CM contract. However, contractors that experiences of CM order are not sufficient require a business guideline from CM order to CM contract with a business execution guideline for CM. That is, the guidelines from planning of CM order to selection of CMr(Construction Manager) help the contractors to apply in practice. Therefore, this study develops a business guideline for each stage focusing on a CM order stage of a contractors as a standard process by analyzing existing CM order businesses. Usability of the suggested CM business guideline and its process model is verified by questionnaire of experts. It is expected that the CM business guideline will provide efficiencies in performing an order business of CM by allowing the contractors that the ordering experiences are lack to support order business of each stage, which include planning, bidding, selection and contract of CM business.

        공공 건설사업의 효율적 건설사업관리수행을 위한 제도개선방안 - 총사업비관리지침을 중심으로 -

        In large public construction projects with a certain size or larger that need to be carried out over a number of years, the Authority must secure a budget for construction project management activities by the construction manager. There is no problem if the project management budget secured by the issuing Authority and the project management budget executed by the issuing Authority are the same, but if not, various problems will arise. Therefore, in this study, the following measures were proposed to improve the system for efficient operation of construction project management: First, the construction project management terms and tasks specified in the statutes and the guidelines of government agencies should be unified and the standard for calculating consideration should be unified. Second, the total project cost management guideline should be specified so that the missing construction project manager can receive compensation for the technical proposal. Third, if the project cost is changed in the long-term continuous construction project, the construction project management expense should be adjusted accordingly. Fourth, if construction project management service is required from the Authority, the basis for consignment to a specialized institution should be specified in the total project cost management guideline.

        CM전문회사의 현장관리조직 운영실태 분석

        This study is aimed at offering basic data for enhancing the organizational structure and productivity of on-site construction management (CM) employees. To accomplish the objective, the organizational operation system and employee evaluation of domestic CM companies were analyzed by site scale to promote efficient operation. The findings are as follows. First, in terms of CM workforce, the employees handling architecture, electricity, and machines represented the highest proportion. As for qualification, top engineers were dispatched to both large-scale and small-scale CM sites more than any other employee. Second, the results on CM organizational productivity are as follows. The per capita sales increased as the service payment increased. In terms of scale, the site worth less than a billion won had per capita sales of 76 million won, about 5 times less than the site worth 5 billion won or more whose per capita sales were 371 million won. The monthly per capita sales also increased as the service payment increased. However, the difference was minimal, about a half of the difference in per capita sales. These findings would be useful for companies that have no systematic criteria for CM organization selection and evaluation.

        제주지역 소규모 건설사업관리 사례 분석

        It is difficult to build a only small housing in a urban or rural region because a owner meets lots of risks from planning, feasible study, estimation, design to construction. Conflicts or disputes owing to the improper communication between stakeholders like the owner, designer, contractor, sub-contractor, and manufacturer may cause the construction project to delay or stop. Thus, construction management can be a key success factor to the small construction projects. Many construction projects are built in Jeju. The middle and large projects have competent management personnels, but the small projects need a person or a company to help to complete the project goals. This research shows two case projects. One is the multi-family housing in an urban area and the other is single-family housing in a rural area in Jeju. A construction manager participates in both projects to support the owner. And the research proposes the client-customized construction management platform for small construction projects.

        CM 업무에서 BIM 도입 우선항목 도출

        Although the number of projects applying Building Information Modeling (BIM) has increased, most construction industry groups that have adopted BIM are large construction corporations and architecture firms. BIM has had small effect because most of the application areas have been reviewed in part for construction error and clash detection. This study analyzed the necessity of original task improvement and the expected effect of BIM adoption in high-rise buildings in the increasing market size of Construction Management (CM) corporations. It also considered standards that have been suggested for BIM adoption. First, eight items were reclassified from the perspective of task-oriented action for the CM tasks of the Construction Management Association of America (CMAA), and high-priority tasks for improvement were derived from the perspective of productivity. Next, the expected effect of BIM adoption was investigated from previous studies and survey, and its applicability was analyzed in original tasks that need improvement. Although a detailed application method was not suggested for the potential improvement of tasks and lacked expert for survey, this study will provide standards to be considered by CM corporations that might investment in the adoption of BIM. Furthermore, the reclassified CM tasks could be used not only in the construction of high-rise buildings, but also that of other buildings.

        책임감리가 건설사업관리(CM)로 전환시 도입된 역량지수(ICEC)에 대한 도로건설기술자들의 인식 분석(III) - CM과 역량지수 적용을 중심으로 -

        Recently the organizations related construction express frequently their opinion to MOLIT at the time of introducing the ICEC gradesystem and converting a system from responsibility supervision (RS) to construction management (CM). However there was no datato investigate the recognition of road construction engineers about the policy change. In this study, a questionnaire survey wasconducted and analyzed twice to the road construction engineers on the CM and ICEC grading system at the Korea Institute ofConstruction Technology Education. The trend of response from the road construction engineers was verified through the surveyseparately from other institutions. This study analyzed the results and introduced a desirable policy proposal to promote aninternational competitiveness of the engineering industry. 최근 책임감리제도가 CM제도로 전환되고 ICEC 등급체계가 도입되는 과정에 건설관련 단체들은 국토교통부에 수시로 의견을 제시하고 있다. 그러나 그 정책 변화에 대하여 도로건설기술자들이 어떻게 인식하고 있는지 조사된 자료가 없다. 본 연구에서는 건설기술교육원에서 직무교육을 받고 있는 도로건설기술자들을 대상으로 CM과 ICEC 등급체계에 대하여 2차례 설문조사를 실시하고 분석하였다. 도로건설기술자들의 응답 추세는 외부 기관에 별도로 의뢰한 설문조사를 통하여 검증하였다. 그 결과를 토대로 하여 엔지니어링업계의 국제경쟁력을 높일 수 있는 건설정책 개선안을 도출하였다.

        건설현장 CM인력의 직무스트레스 분석 및 해소방안

        본 연구는 젊고 유능한 CM인력의 안정적인 확보를 위해, 건설현장 CM인력의 직급별 직무스트레스를 평가하여 분석하고 이를 기초로 향후 CM인력의 업무효율성 향상을 위한 직무스트레스 해소방안을 제시하고자 한다. 연구결과, CM인력들은 모든 직급에서 직무스트레스를 받고 있는 것으로 나타났고, 전반적으로 스트레스 수준이 높음을 알았다. CM인력의 직무스트레스를 효율적으로 낮추기 위한 항목으로는 직급별로 심각 수준으로 나타난 항목들에 대한 해소방안을 우선적으로 모색하는 것이 필요하다. 또한, CM인력의 직무스트레스를 효과적으로 해소하기 위한 방법으로는 우선적으로 현재 시행되고 있는 스트레스 해소활동에 대한 적극적인 홍보가 이루어질 필요가 있고, 직무스트레스 유발요인에 맞는 프로그램을 구성하여 실효성 있는 활동이 시행되어야 하며, 시기와 방법에 맞게 효율적인 수행을 위한 회사차원의 적극적인 재정적 투자가 선행되어야 한다. 본 연구는 건설현장 CM인력의 직무스트레스 해소를 위한 구체적인 활동프로그램과 수행방법 등을 제시하지 못한 한계점을 가지고 있다. 향후 CM인력의 직무스트레스 해소를 위한 구체적이고 효과적인 활동방안을 모색하는 후속연구가 필요하다. 그리고, 설계사무소 기술인력의 직무스트레스 해소방안에 대한 연구도 추후 수행할 필요가 있다. 따라서, 본 연구진은 후속연구를 통해 본 연구의 한계점을 보완할 예정이다. To ensure the hiring of capable and stable young construction managers, this study aims to assess and analyze the job stress experienced byconstruction managers at construction sites based on their positions. Subsequently, it intends to propose a plan for alleviating job stress toenhance the work efficiency of construction managers in the future. This study revealed that construction managers across all positionsexperienced high levels of job stress. To effectively reduce this stress, it is essential to address the specific stressors identified for eachposition. Furthermore, implementing existing stress relief activities actively, tailoring programs to address factors contributing to job stress, andexecuting company-wide initiatives in a timely and efficient manner are crucial steps. While this study did not provide detailed activityprograms and performance methods for alleviating job stress among construction managers, future research should focus on developingspecific and effective plans for this purpose. Additionally, further studies should investigate measures to relieve job stress among technicalpersonnel in design offices. Consequently, the researchers intend to address these study limitations through follow-up studies.

        건설사업관리(CM) 안전관리정보시스템 개발에 관한 조사연구

        This study suggests a safety management model for construction management (CM) suitable to domestic conditions so that inefficiency resulted from the operation of construction projects by public and private institutes according to different systems can be eliminated for the securing of systematic and efficient safety management. Based on the suggested safety management model, this study also develops a safety management information system that can efficiently and consistently manage and maintain a large quantity of information, and give necessary supports in a speedy way in the managing of construction projects.
