      • 일대일로와 한중열차페리 연계추진 방안

        The Chinese government is working on a program called “One Belt, One Road” which will strengthen the economic ties between Central Asia, South East Asia, Middle East, and Europe. The Korean government suggested a program called “Eurasia Initiative” in order to develop relationships with Northeast Asia countries. In order to achieve this, they proposed two programs called “Trans Korea Railways” and “Trans Siberia Railways”. However, the problem is that North Korea is hindering the railway to China and Russia, which is also hindering the way to Europe. As a result, Korea has to find a new way to transport goods to China and Europe. One of the best ways to do this is to connect Pyeongtaek and Yantai through rail ferry. The purpose of this research is to connect China and Korea through the rail ferry system and to extend Korea’s transportation of goods all the way to Europe and back. China’s economy is one of the fastest growing economies in the whole world. As China becomes crucial in the world economy, Korea needs to find a way to regulate international trade more conveniently. There are three strategic ways to develop this rail ferry system between Korea and China. First is to strengthen the linkage of logistics hubs between Korea and China. Second is to facilitate the truck ferry system. Third is to find a method to maximize the efficiency of logistics transportation. First, to strengthen the linkage of logistics hubs between Korea and China, the two countries need to connect the rail ferry between Pyeongtaek and Yantai. After that Korea needs to go further and extend the transportation to Jinan, Jeongjou, and Xian, which are some of the most important logistics hubs in China. Secondly, Korea needs to facilitate the truck ferry system because the reclamation of Pyeongtaek Port is still on-going. And in order to activate the rail ferry system, the reclamation of Pyeongtaek Port has to be firstly done. Another benefit of the truck ferry system is that the transportation of Yantai and Jinan only takes around 4 hours and 45 minutes. Lastly, to find a method to maximize the efficiency of logistics transportation, Korea and China would need a fast ferry. Also, both countries would need some high-tech machines that would be able to move the containers efficiently. Another method is to share logistics in the containers so that a variety of companies could choose which empty containers to deliver to their consumers. The final method to maximize the efficiency of logistics transportation would be to improve and amend the logistic laws between the two countries. If Korea and China are able to accomplish the rail ferry system, they would be able to develop an efficient logistics transportation system and improve the way of trading goods to Eurasia countries.

        한-중-일 카페리를 이용한 Korea Mini Land Bridge 복합운송의 잠재화물 연구 -인천항을 중심으로-

        천과 부산은 인접국가인 중국, 일본과 많은 카페리 네트워크가 형성되어 있으며 이를 활용하여 삼국 간 활발한 화물운송이 이루어지고 있다. 최근 중국-인천 간 카페리, 인천-부산 간 트럭, 부산-일본 간 카페리를 이용하여 중국 일본 간 수출입화물을 운송하는 Korea Mini Land Bridge 복합운송이 시행됨에 따라 본 연구는 이를 활성화 시키고자 수행되었다. 현재 제한적으로 운영되고 있는 Korea Mini Land Bridge 복합운송을 인천항을 중심으로 활성화시키기 위하여 현황을 분석하고 이를 통하여 잠재화물을 분석하고 대상지역 및 대상화물을 분석하였다. 대상지역과 대상화물을 도출하기 위하여 해당지역간 수출입품목 분석, 화물단가 분석, 품목별 운송특성분석을 실시하였다. 분석 결과, 중국의 다롄, 단동, 웨이하이, 스다오, 칭다오 항로와 일본의 시모노세키, 후쿠오카 항로가 선정되었으며, 대상품목으로 대일본 수출 품목은 섬유 등 의류관련제품, 자동차관련부품, 수산물, 조제식품류 대일본 수입 품목은 섬유 등 의류관련제품, 고가 전자부품류, 기계, 강재류 등인 것으로 분석되었다. Recently, International hub ports of the world have been focusing on secure multimodal transportation system which linking the road, rail and air transportations and serving their shippers various transportation options. The Incheon Port which is a representative hub port of the Pan-Yellow Sea region maintains 10 car ferry routes to China. The other hub port of Korea, Busan port is the hub of Northeast Asian and has 3 car ferry routes to Japan. This Study suggests the possible way of developing the Korea Mini Land Bridge (KMLB) as a new model of Multimodal Transportation System of Korea?China- Japan``s sea and land transportation. Especially, for the Incheon port, a hub port of the Korea-China car-ferry networks, this paper proposes possible ways to activate and create potential cargo within KMLB not only for the Korean routes and also China-Japan routes. In order to fulfill this, this paper analyzed the trade items, cargo value between those countries, and figured out the characteristics of the car-ferry cargo. According to the result of its analysis, the routes for Dalian, Dandong, Weihai, Qinhuangdao, Qingdao, Shimonoseki, and Fukuoka were chosen.

        The purpose of this study is to keep the safety of the car ferry passengers and vessels by investigating and analyzing vessel safety management systems in Korea and China. To this end, we investigated Korea-China car ferries and the current status and causes of global marine accidents corresponding to the sizes of the vessels from Korea and China. Furthermore, we investigated car ferries' crew management and safety management. As a result of the analysis of the ferry accident, the causes of human error and ship's age were the greatest, but the ship's companies showed a negative stance regarding the age restriction. It seems that it is necessary to utilize the near-miss accident reporting system and differentiate the management of ship's aging. Also, it was analyzed that both the ship company and the crew of the ship need to strengthen their awareness of safety management.

        한중 물류환경의 변화가 화주의 열차페리에 대한 태도와 선택의도에 미치는 매개효과에 관한 연구

        Taking note of the rapidly evolving global logistics environment in and around China, we have focused onthe Korea-China Train Ferry (KCTF) as a new transportation and logistics system that can actively and efficiently copewith changes in the trade and logistics environment between Korea and China. The discussion on the construction of theKCTF, which was stalled for years, has been re-ignited in light of China’s Belt and Road Initiative and Korea’s Eurasiainitiative. This study aims to examine whether changes in the logistics environment are important to shippers who arepotential customers of the KCTF in the future. In particular, we examine whether the changing China logistics environmenthas a statistically significant effect on attitudes toward and intention of choosing the KCTF as a transport mode. The result of our analysis confirms a partial indirect effect, i.e. a moderating effect, on the link between attitude andchoice intention.

        대륙횡단철도-열차페리-해저터널 연계를 가정한 국토공간구조의 변화분석

        본 연구는 한중 열차페리와 한일 해저터널이 대륙횡단철도 및 아시안 하이웨이와 연계되는 상황을 가정하여 이들 사업이 우리나라 국토공간에 미치는 파급효과를 파악하는 것이 목적이다. 연구결과 연계 시 국토공간에 미치는 영향은 긍정적인 것으로 도출되었다. 부분적인 결과를 볼 때 모든 지역이 동일한 결과를 나타내는 것은 아니고, 중국의 환황해권은 기존의 해상경로가 더 효과적인 것으로 나타났고, 이외 지역은 연계될 시 그 효과가 더 좋은 것으로 분석되었다. 본 연구는 구체적으로 연구되지 못한 연구분야의 연구 시발점이라는 점에서, 후속연구와 관심을 위한 기초자료가 될 수 있다는 점에 큰 의의를 가진다. 또한 대규모 인프라 연계사업이 국토공간내 연계에 따른 파급의 규모, 영향권 변화, 균형발전의 기여정도를 네트워크를 구축해 구체적으로 분석하고 정책적 제언을 시도한 점에서 학문적 기여가 있다고 사료된다. This research aims to grasp ripple effect of land space by assuming the linkage of transcontinental railway, asian highway, rail ferry and undersea tunnel. The result of research was drawn positively. But all region don't have same result. Pacific Yellow Sea of Chnia has better route on the present sea transport. The other region has better route on changing network. This research has some academic significants as a research start in an unexplored field and basic research for following research. Also, Academic contribution is in attempt to analyze effect size, change of effect and contribution of balance development by linkage of ultra infra structure and gives political proposals for related research development.

      • 한중 열차페리의 필요성에 관한 연구

        It is time for Korea to review the validity of rail ferry between Korea and China for effective system in rapidly changing trade and logistics environment of Northeast Asia. The railroad link with North Korea is important in terms of how the rail ferry between Korea and China connects the railroad system of China through rail ferry from Inchon Harbor and Pyeongtaek Harbor, but the rail ferry between Korea and China has a great significance considering political conditions on the Korean Peninsula and Northeast Asia. Rail ferry is the transport method of installing total 2 thousand meter long railroads on the deck of 10,000 ton vessels. Rail ferry can transport train, vehicle, and passengers at the same time, is inexpensive because it can connect railroad traffic in cut off area due to geographical conditions as river, lake, stream, and ocean, bulk transport is possible with convenient overland transportation, and is being evaluated as an effective combined freight type that combines eco-friendly railroad transport. Considering increased trade volume in Korea by conclusion of the FTA since the establishment of diplomatic relations with China, the necessity of expansion of logistics infrastructure, economic activation policy of northeast and western inland areas by One belt, One road policy of China, massive resource development of Central Asia, and formation probability of new transportation market according to the economic development, further review on logistics system between Korea and China using rail ferry would be needed in strategic terms. Also, in addition to the technical review on transportation and civil engineering, review on political⋅diplomatic⋅economic contents would be essential between the two nations for Korea China Rail Ferry, prediction of passenger and freight flows, review on calculation of operating expense, economic effects, and financing measure needs to be done, and operation of research consultative group between Korea and China would be needed.

        한중 카페리 선사의 컨테이너 운송의 경쟁력에 대한 연구

        As a G2 nation, China has emerged, as a major player in the international economic community, while it s relations with Korea has been particularly close as ’ its no.1-exporting nation. The car ferry route between Korea and China has been in existence long before the establishment of diplomatic relations between the two countries and has been a major contribution towards the exchange of personal and material goods between nations. The purpose for this paper is to examine container traffic volume of the Korea- China car ferry routes and investigate perception differences among car ferry companies, liners and forwarders regarding the competitiveness of car ferry routes and to assits car ferry companies in devising effective marketing strategies to attract. Through the analysis of container traffic volume by port, it has been discovered that the activation of the port has provided a significant contribution and speed and trust are importance to car ferry companies and liners in comparison the forwarders. The paper enable car ferry companies to understand various criteria in their competitiveness and it also helps their to decide marketing strategics which to do priority in their field.

        퍼지이론을 도입한 한ㆍ중 카페리 선사의 서비스 요인 중요도 분석에 관한 연구

        한ㆍ중 항로는 우리나라와 중국 간 해운협정을 통해 안정적인 해운시장으로 자리매김하고 있으며, 특히 한ㆍ중 카페리 운송시장은 이러한 환경에서 세계 최대의 시장으로 성장하였다. 하지만 시장의 급격한 성장은 수급불균형 현상을 발생시킬 가능성이 있고 치열한 경쟁을 야기시킬 수 있다. 따라서 본 연구는 한ㆍ중 카페리 선사의 서비스 요인 중요도를 제시하여 경쟁력 강화를 모색하는 것을 연구의 목적으로 하였다. 먼저 선행연구 및 델타이법을 통해 한ㆍ중 카페리 선사의 서비스 요인을 선정하였다. 다음으로 퍼지분석을 통해 각 요인들의 중요도를 평가하였다. 그 결과 한ㆍ중 카페리 선사와 이를 이용하는 화주들은 하역의 신속성, 통관의 신속성, 운송의 정시성을 가장 중요한 요인으로 선정하였다. 반면에 저렴한 운송운임, 운항속도, 내륙 연계운송, 선원 및 육상인력의 전문성에 대해서는 두 집단 간의 중요도 인식에 차이를 보였다. 결과적으로 본 연구에서는 화물의 신속한 운송을 위해 한국과 중국 간 통관 문제 및 피견인 트레일러 상호 주행 등의 협력이 조속히 이루어져야 할 것을 시사점으로 제시하였다. The route of Korea and China situates stable shipping market by the agreement on maritime transport between two countries. Epecially, the Car-ferry shipping market between Korea and China is growing up the world's largest markets in this situation. But, the rapid growth of markets have the possibility of imbalance between supply and demand. In addition that heavy competition can be arisen. The aim of this study is to analyze the ways to reinforce competitiveness of Car-ferry shipping companies(CFSCs) between Korea and China routes through suggesting importance weights of service factors. Firstly, evaluating service factors of CFSCs between Korea and China routes are selected by reviewing literatures and Delphi method. Secondly, importance weights of service factors are calculated using Fuzzy method. As a result, Shipper and CFSCs between Korea and China routes select 'agility of loading and unloading', 'agility of customs', and 'punctuality of transportation' as the most important factors. On the other hand, the two groups are shown the perception gaps on the factors such as 'reasonable shipping cost', 'voyage speed', 'multimodal transportation', and 'professionality of manpower'. The implication of this study is that Government of Korea and China Have to cooperate agreement for mutual drive towed trailer and customs to speedy transportation.
