간호사의 윤리적 가치관, 직무만족도 향상을 위한 윤리적 딜레마에 관한 연구

본 연구는 간호사의 윤리적 가치관과 직무만족도 향상을 위해 윤리적 딜레마를 알아내고 이들 간의 관계를 파악하기 위한 서술적 상관관계연구이다. 연구대상자는 K도 S지역에 근무하는 간호사 167명을 대상으로 실시하였으며, 연구 도구는 간호사의 윤리적 딜레마, 윤리적가치관, 직무만족도를 사용하여 측정하였다. 2015년 3월 5일부터 6월 20일까지 수집된 자료는 SPSS WIN 19.0 Program으로 분석하였다. 연구결과, 간호사의 윤리적 딜레마는 평균 평점 2.63±0.97점, 윤리적가치관은 3.18±1.35점, 직무만족도는 3.14±0.80점으로 나타났다. 윤리적 딜레마는 성별과 학력, 윤리적 가치관은 연령과 결혼상태, 직무만족도는 근무상태에 유의한 차이가 있었다. 그리고 윤리적 딜레마와 윤리적가치관(r=.07, p=.01), 윤리적 딜레마와 직무만족도(r=.03, p=.01)에서 관계가 있었으며, 윤리적 가치와 직무만족도는 순 상관관계(r=.25, p=.01)가 나타났다. 따라서 간호사가 올바른 윤리적 가치관을 갖고 직무만족도를 향상시킬 수 있는 실질적인 간호지침 및 교육프로그램 개발이 필요하다. This study aims to investigate correlations among the Ethical Dilemma, Ethical Value, Job Satisfaction of Nurses. The subjects were 167 people, the working nurses in S area K Province, Korea. The instruments used the Ethical Dilemma, Ethical Value, Job Satisfaction of Nurses. The data was collected from March 5, 2015 to June 20, 2015 and analyzed through SPSS WIN 19.0 program. The study results appeared average score was ethical dilemma 2.63±0.97 points, ethical value 3.18±1.35 points, job satisfaction 3.14±0.80 points. There were statistically significant differences ethical dilemma was appeared was gender and level of education, ethical value was age and marital status, and job satisfaction was employment status. And it was appeared correlation between ethical dilemma and ethical value(r=.07, p=.01), between ethical dilemma and job satisfaction(r=.03, p=.01), and positive correlations between ethical value and job satisfaction(r=.25, p=.01). Therefore, it is important to establish of right values, manage the job satisfaction of nurses. Furthermore, practical nursing guide and development of nursing education program is necessary, too.

노인주거복지시설 사회복지사들의 윤리적 의사결정 딜레마의 내용과 해결유형에 관한 질적 사례 연구 : 경기도 ○○노인주거복지시설 사례를 중심으로

사회복지 전문직은 휴먼서비스를 제공하는 분야로 고도의 윤리적 통찰과 결단이 요구되는 윤리 지향적 전문직이라고 할 수 있다. 하지만 윤리에 대한 사회복지학계의 이론적이고 실천적인 관심은 아직도 부족하다. 그간 수행된 사회복지 윤리관련 연구들은 하버마스의 보편윤리사상을 사회복지실천현장에서 활용할 수 있는가에 대한 탐색적 논의, 사회복지 실천 가치와 윤리가 지향하고 있는 내용, 자기결정과 관련된 문제 등 주로 이론적 논의에 머무르고 있다. 사회복지 실천현장에서 윤리적 문제는 여러 가지가 있을 수 있겠으나 그 중 가장 빈번하면서도 사회복지사들에게 부담으로 작용하고 있는 것은 바로 윤리적 의사결정이라고 할 수 있을 것이다. 따라서 본 연구는 사회복지사들이 실천현장에서 실제로 겪고 있는 윤리적 의사결정 딜레마의 내용과 결정 과정 그리고 해결유형을 살펴보고자 질적사례연구방법으로 연구문제에 접근했다. 연구에 필요한 자료는 경기도 ○○노인주거복지시설에 근무하고 있는 10명의 현직 사회복지사들로부터 심층면접을 통해 수집했으며 수집된 자료의 분석은 Stake(1995)가 제안한 4단계에 따라 수행되었다. 연구결과 연구 참여자들이 윤리적 의사결정의 딜레마에 직면하여 이를 해결하는 유형을 가치론적 결정형, 절충형, 회피형으로 분류했다. 사회복지사들이 실천현장에서 직면하는 윤리적 의사결정 딜레마의 양상과 원인 그리고 결정과정은 매우 복잡하고 다양한 것으로 나타났다. 그럼에도 불구하고 본 연구에서 찾을 수 있는 함의는 연구 참여자들은 윤리적 의사결정 모델과 같은 이론적 기준에 의해 의사결정을 하는 것이 아니라 기관의 정책, 전문가의 조언, 기관 관계자들의 견해는 물론 자신의 가치관, 클라이언트의 구체적 상황 등 모든 맥락을 최대한 고려하여 의사결정을 하는 경향이 강하다는 점이다. 따라서 사회복지사들이 윤리적 의사결정을 좀 더 유연하게 극복해 나갈 수 있도록 윤리적 민감성을 높이는 방안이 강구되어야 할 것이다. 위를 위해서 슈퍼비전 과정에서 윤리적 민감성에 대한 과정을 포함하고 이를 지도할 수 있는 윤리슈퍼비전전문가의 양성 방안도 고려할 수 있을 것이다. 또한 담당 사회복지사들이 감당하기 벅찬 윤리적 문제도 적지 않게 발생되는데 이에 대한 대응으로 기관의 관계자, 성직자, 학계와 같은 외부 전문가들로 구성한 사회복지실천현장윤리위원회의 실효성 있는 운영도 검토해볼 수 있을 것으로 사료된다. Social welfare is a profession which provides human services and can be called as a profession that promotes ethics. It requires acute ethical insight and decision making. However, theoretical and practical interest towards ethics is still insufficient in the social welfare area.The existing studies concerning ethics in social welfare are mainly about exploratory discussions on whether universal ethics theory by Habermas is applicable to actual sites, contents of what the value of conducting social welfare and ethics are promoting and problems related to personal decisions.There could be various problems related to ethics at the social welfare work site but the most common of all and the most stressful of all to social workers would be ethical decision making. As a result, this research approaches the problem with qualitative case study method to observe the contents of ethical decision making dilemmas, decision making process, and types of solutions. Materials necessary for the research was attained through in depth interviews with 10 social workers working in 00 elderly facility in Gyeonggi-do. Analyzing of the accumulated data was done accordingly with 4 processes suggested by Stake(1995).As a result of the research, 3 patterns were found in dealing with ethical decision making dilemma, "party that makes decision based on theory of value", "party that compromises", and "party that avoids". Aspects, causes and decision making processes of ethical decision making dilemma that social workers face on site, turns out to be very complicated and diverse. However, one common thing that the research found was that research participants did not make decisions depending on theoretical standard like "Ethical decision making models" but had a strong tendency to make decisions by considering every related context. For example, he or she would not only consider the policy of the organization, advice from professionals, and opinions of the personnel of the organization, but also, personal values and other specific situations.Thus, there needs to be a measure that would enhance ethical sensitivity in order to help social workers overcome ethical decision making more easily. This could be possibly done by including a course about ethical sensitiveness in the supervision process and rearing experts on supervision related to ethics. Also, problems that social workers in charge cannot manage occur at times. As a response, effective running of "On site social welfare ethics committee", consisted of experts outside the organization like related personnel of the organization, clergy, and academics, should be considered as well.

지적장애인거주시설 사회복지사의 윤리적 딜레마 경험

본 연구는 지적장애인거주시설 사회복지사의 윤리적 딜레마 경험을 이해하고자 현상학적 연구방법을 수행하였다. 충남에 있는 지적장애인거주시설 사회복지사 15명을 대상으로 심층 면접을 한 후 Colaizzi의 분석단계에 따라 분석하여, 54개의 주제, 15개의 주제묶음, 7개의 범주를 도출 하였으며, 그 결과는 다음과 같다. 범주는 ‘원 가정 복귀과정에서의 윤리적 딜레마’, ‘자기결정이 어려운 장애인들의 기본적인 욕구를 해결하는 과정에서의 윤리적 딜레마’, ‘장애인의 알권리와 비밀보장의 윤리적 딜레마’, ‘기관 내 구성원과의 가치관 차이에 대한 윤리적 딜레마’, ‘서비스제공의 불평등으로 인한 윤리적 딜레마’, ‘지속되는 윤리적 딜레마’, ‘윤리적 딜레마 극복을 위한 노력’ 등이었다. 본 연구결과를 통해, 장애인거주시설에 근무하는 사회복지사들이 실천 현장에서 적용할 수 있는 구체적이고 명백한 윤리적 지침의 필요성을 제언한다. This study was performed using phenomenological method in order to understand experience of social workers' ethical dilemma at Intellectual Disability Residential Service. The Data were collected through in depth interview with 15 social workers at Intellectual Disability Residential Service in Chungnam. After the interview data were analyzed by Colaizzi's phenomenological method, 54 categories, 15 theme clusters, and 7 themes has been drawn. The themes were as follows, ‘ethical dilemma in the process of returning home’, ‘ethical dilemma on the solving process of the basic needs for the disabled lack of self-determination’,‘ethical dilemma between the right to know of the disabled and confidentiality’, ‘ethical dilemma due to the different values among staff’,‘ethical dilemma due to the inequality of the services’, ‘continuousness of ethical dilemma’, and ‘efforts to overcome ethical dilemma’. As the results of this study, researcher suggested on the necessity of specific and clear ethical guideline for the social workers at Intellectual Disability Residential Service.

정보비대칭 수준에 따른 정보공유의 윤리적 딜레마와 비윤리적 행동에 관한 연구

The purpose of this study is to empirically examine the unethical information sharing by information asymmetry. I will confirm the effect of ethical dilemma, unethical intention and behavior by the information asymmetry. A research method used the structural equations. The analysis showed causal relationship that ethical dilemma and unethical intention and behaviors by the information sharing. In particular, The ethical dilemma by position level showed different from the factor between dilemma and intention. As a result, the organization should manage differently ethical issue according to position level. The contribution in this study has expended an interpretation scope of broken windows theory from social science and explained a discriminative management of the ethical dilemma by position level from the practical view. A Future study should investigate an unethical behavior reduce by information security systems. 본 연구의 목적은 조직 구성원들의 정보비대칭 수준에 따른 비윤리 정보공유를 실증적으로 검정하는 것이다. 정보비대칭 상황에 따라 조직 구성원들의 정보공유 딜레마, 비윤리적 공유의도와 행동의 차이가 있는지를 확인하고자 한다. 연구 방법은 구조방정식을 사용하였다. 분석결과, 정보공유의 윤리적 딜레마, 비윤리적 의도, 비윤리적 행동은 서로 인과적 영향력이 있다고 나타났다. 특히, 직급별로는 윤리적 딜레마와 비윤리적 의도 간에 윤리적 딜레마의 세부 요인들이 다르다고 나타났다. 이에 연구 결과로서, 조직은 직급 수준에 따라서 윤리적 이슈를 다르게 관리해야 한다. 본 연구의 기여도는 사회과학 관점에서 깨진 유리창 이론의 해석 범위를 넓혔으며, 실무적 관점에서 직급별로 윤리적 딜레마 관리가 다르게 요구된다고 설명하였다. 향후 연구는 정보보안 시스템에 의해서 비윤리적 행동이 감소하는지 조사할 필요가 있다.

경미저작권 침해범죄의 윤리적 딜레마 해소방안에 관한 연구

본 연구는 저작권법 위반 등 경미범죄 위반사범에 대한 처벌 과정에서 발생하는 윤리 적 딜레마 해소방안을 모색하는 데 연구목적이 있다. 구체적으로 Blanchard & Peal의 윤리적 의사결정모델을 이용하여 저작권법 위반 관련 경미범죄 위반사범에 대한 처벌 과정에서 발생하는 윤리적 딜레마 해소방안을 모색하기 위한 제도적․정책적 개선방안을 제시함으로써 개인적•조직적 수준의 윤리적 딜레마를 최소화 할 수 있는 다각적 해결 방안을 제시하고 있다. 본 연구에서 경미저작권 침해범죄에 따른 윤리적 딜레마 해소를 위한 갈등해결 방안은 다음과 같다. 먼저 경찰 수사절차상 특례방안으로 경미 저작권 침해사범에 대해서 통고처분에 의한 범칙금 부과로 전환하고, 청소년의 경우 저작권위원회에서 교육이수 조건부로 경찰서장이 훈방권을 행사하도록 하여 검찰이나 법원까지 가지 않고 경찰 수사단계에서 사건종결을 하는 윤리적 딜레마 해소방안을 제시하고 있다. 또한 교육이수 조건부 경찰서장 훈방권 행사 등 경찰 수사 절차상 개선방안도 제시하였다. 이를 통해 청소년 선도•보호 효과와 수사절차 간소화로 인한 비용 절감, 그리고 저작권 보호교육을 통한 계도 효과를 거양함으로써 저작권 침해범죄의 처리과정에서 부딪히는 개인과 조직차원의 윤리적 딜레마를 슬기롭게 해소할 수 있는 방안이 될 것이다. We are encounter many difficult situations with ethical dilemmas that are sometime difficult to resolve. Ethical dilemmas occur when values are in conflict. The advent of the information communication society, copyright infringement crime has spread widely and massively. The central aim of the paper is to examine the way to resolve the ethical dilemmas in copyright infringement crime, with a specific reference to ethical decision making process theory. Specifically, this study is to explore the resolving ethical dilemmas of non-profit and non-habitual copyright infringement behaviors in South Korea.

기업상담자의 윤리적 딜레마에 관한 인식

Objectives The purpose of the present study is to examine specific contents of the ethical dilemma perceived by workplace counselors and to explore their conceptual structure. Methods IThe research procedure is as such: First, Focus question was developed to extract ideas from research participants, and the idea statements were collected targeting 20 workplace counselors, and yielded the final 57 items through the overall editing process. In the next stage, 30 workplace counselors rated the similarity and the degree of importance of the final 45 statements. Finally, in order to draw a concept map of the ethical dilemma perceived by corporate counselors, a multidimensional scale analysis was performed with raw data of similarity classification. Results Workplace counselors' perception of ethical dilemma showed 2 dimensions and 8 cluster. The first dimension of the horizontal axis was interpreted as ‘counseling relationship’ and ‘counseling information’, and the second dimension of the vertical axis was interpreted as ‘counseling operation’ and ‘the role of counselor’ Cluster analyses by Average connection method showed eight clusters, ‘conflicts of confidentiality’, ‘conflict over the principle of exception to confidentiality’, ‘issue of releasing counseling records’, ‘confidentiality conflicts of organizational issues’, ‘conflict over the operation of the counseling system.’, ‘multiple relationships and boundary confusion’, ‘conflict of perspectives on counseling roles’, ‘differences in perception of the role of counselors’. Conclusions The present study is meaningful in that it is the first study to explore the contents of the ethical dilemma recognized by the workplace counselors experienced in the workplace counseling field. The information revealed from the present study can provide a back ground data to expand the understanding of ethical dilemmas recognized by workplace counselors in corporate and organizational counseling sites and to improve the ethical sensitivity of workplace counselors. 목적 본 연구는 기업상담자들이 인식하는 윤리적 딜레마의 구체적인 내용들을 확인하고 이들의 개념적 구조를 탐색하는 데 목적이있다. 방법 본 연구의 절차는 다음과 같다. 먼저 연구 참여자의 아이디어를 추출할 수 있는 초점질문을 개발한 후, 기업상담자 20명을 대상으로 질문지를 통하여 아이디어 진술문을 수집하고 이를 종합, 편집하여 최종진술문 45개를 도출하였다. 다음으로 기업상담자 30 명을 대상으로 각 진술문을 자극으로 하여 유사성에 따라 진술문을 분류하고 중요도를 평정하였다. 마지막으로 기업상담자가 인식하는 윤리적 딜레마의 개념도를 그리기 위해서 유사성 분류 원자료를 가지고 다차원척도 분석을 실시하였다. 각 진술문이 2차원 공간상에서 적절하게 배치될 수 있음을 확인한 후 이 좌표값을 가지고 군집분석(Ward 방법)을 실시하였고 유사성 분류 원자료를 이용하여 다른 위계적 군집분석 방법인 평균연결법을 실시하여 Ward 방법을 타당화하였다. 결과 기업상담자들의 윤리적 딜레마에 관한 인식은 2개의 차원과 8개의 군집을 보여주었다. 맥락과 윤리적 딜레마의 내용을 종합적으로 고려하여 가로축인 1차원은 ‘상담관계’와 ‘상담정보’, 세로축인 2차원은 ‘상담운영’과 ‘상담자 역할’로 해석되었다. 군집은 1사분면부터 시계방향으로 군집 1은 ‘비밀보장 갈등 이슈’(8개), 군집 2는 ‘비밀보장 예외원칙 갈등’(5개), 군집 3은 ‘상담기록 공개 이슈’(6 개), 군집 4는 ‘조직 내 비밀보호 갈등’(4개), 군집 5는 ‘상담 시스템 운영 갈등’(3개), 군집 6은 ‘다중관계 및 경계혼란’(5개), 군집 7은‘상담 역할에 대한 관점 상충’(7개), 마지막으로 군집 8은 ‘상담자 역할에 대한 인식 차이’(7개)로 명명되었다. 결론 본 연구는 기업상담 현장의 기업상담자가 인식하는 윤리적 딜레마의 내용을 탐색한 최초의 연구라는 점에서 의의가 있다. 특히기업 및 조직 상담 현장에서 상담자들이 인식하는 윤리적 딜레마에 관한 이해를 확장시키고 기업상담자들의 윤리적 민감성을 향상시킬 수 있는 기초자료로 활용될 수 있을 것으로 기대된다.

학교상담자의 윤리적 딜레마 상황에 대한 도덕적 주의력이 지각된 스트레스 및 소진에 미치는 영향

이 연구의 목적은 학교상담자들의 윤리적 딜레마 상황에 대한 도덕적 주의력이 지각된 스트레스 및 소진에 미치는 영향을 파악하여 연구모형을 검증하는데 있다. 전국의 학교상담자 317명을 대상으로 자료를 수집하였고 구조방정식 모형을 통하여 자료를 분석하였다. 연구결과 윤리적 딜레마 상황에 대해 민감하게 관찰하고 인식하는 지각적 도덕 주의력은 학교상담자의 지각된 스트레스 및 소진에 영향을 미치는 것으로 나타났다. 하지만 윤리적 딜레마 상황에 대하여 고려하고 성찰하는 성찰적 도덕 주의력은 학교상담자의 지각된 스트레스 및 소진을 완화하는데 효과가 있다고 볼 수 없었다. 또한 지각적 도덕 주의력과 성찰적 도덕 주의력, 지각된 스트레스 및 소진은 서로 높은 상관을 나타냈다. 본 연구는 학교상담자가 윤리적 딜레마 상황에 직면하였을 때 이를 민감하게 지각하는 것만으로도 지각된 스트레스와 소진을 경험할 수 있음을 확인하였고 학교상담자가 윤리적 딜레마를 경험할 때 지각된 스트레스 및 소진과 같은 부정적 영향을 인식하고 관리할 필요성을 제기하였다. 또한 윤리적 딜레마 상황에 대해 민감하게 지각하는 것이 스트레스나 소진과 같은 부정적인 감정으로 이어지는 것이 아니라 윤리적 딜레마 상황에 대한 대처 능력의 향상으로 부정적 감정을 경험하지 않도록 돕는 학교상담자를 위한 윤리교육의 필요성과 학교상담 윤리 연구의 방향에 대해 제안하였다. The purpose of this study is to examine the effects of moral attentiveness on perceived stress and burnout on the ethical dilemma of school counselors and to verify the research model. The data were collected from 317 school counselors nationwide and analyzed by structural equation modeling. The results of the study showed that the authors identified that perceptual moral attentiveness of ethical dilemmas related to an increased level of counselor burnout and perceived stress among the participants. However, reflective moral attentiveness of the ethical dilemmas did not have a relationship with participants’ burnout and perceived stress. This study is meaningful in verifying that the experience of school counselor s ethical dilemma induces exhaustion and perceived stress. Ethical dilemma The perception of a sensitive situation does not lead to negative emotions such as stress or exhaustion but to the need for ethical education for school counselors to help them to experience negative emotions by improving their ability to deal with ethical dilemma situations, and suggested the direction of research.

상담자의 윤리적 민감성 측정 도구 개발 연구

본 연구의 목적은 국내 상담자의 윤리적 민감성 측정 도구를 개발하는 것이다. 본 연구에서는 문헌 고찰을 통해 상담자의 윤리적 민감성을 ‘상담 상황의 윤리적 딜레마를 인식하고 해석하는 능력’으로 정의하고, 윤리적 민감성의 구성요소를 ‘중요한 사실의 지각’과 ‘다른 사람에게 미칠 결과의 지각’으로 설정하였다. 상담자의 윤리적 민감성 측정 도구는 한국적 상담 상황의 윤리적 딜레마 사례 3개와 반구조화 질문 문항 각 2개로 구성된 상황 판단적 지필 검사이며, 응답자의 서술형 답변을 질적 연구 방법으로 분석하고 구조화한 채점 체계를 갖추었다. 윤리적 딜레마 사례는 상담경력 7년 이상의 숙련 상담자 10명의 심층면담을 통해 수집한 윤리적 딜레마 경험과 상담교육전문가 9명의 평정을 통해 선정한 윤리 요목 10개에 기초하여 개발되었으며, 질적 연구 방법에 따른 신뢰 가치성을 검증하는 과정을 통해 최종 3개로 확정되었다. 채점 체계는 ‘중요한 사실의 지각(0∼3점)’과 다른 사람에게 미칠 결과의 지각(0∼2점)의 두 영역으로 구분하고, 각 영역에 채점 기준, 상세 채점표 및 응답 예시를 구조화하였다. 채점 기준은 3개의 사례에서 모두 동일하나, 상세 채점표와 응답 예시는 상담자 18명의 사례별 응답 반응을 질적 연구 방법으로 분석하고 그 결과에 따라 다르게 설정하였다.

사회복지 행정영역에서 수퍼비젼과 윤리적 딜레마에 관한 연구

본 연구는 사회복지 행정영역에서의 윤리적 딜레마에 관한 연구를 통해 사회복지사들이 겪고 있는 윤리적 딜레마 상황에 직면하여 바람직한 의사결정을 도출해낼 수 있는 방안을 모색하고자 한다. 사회복지 전문직에 있어서 윤리 문제의 중요성을 인식하고 사회복지 윤리강령을 제정하는 한편, 사회복지학 전공 교과 과정에 ‘사회복지윤리와 철학’을 개설하여 윤리적 문제를 주요 이슈로 다루어 왔다. 하지만 실천, 교육현장의 변화와 욕구에도 불구하고 사회복지학계의 이론적이고 실천적인 관심은 매우 부족했다. 사회복지 실천 현장에서 여러 가지의 윤리적 문제 중에서 사회복지사들에게 가장 부담으로 작용하고 있는 것은 바로 윤리적 의사결정이라고 할 수 있다. 따라서 사회복지 실천 현장에서 전문가로서 역할을 수행하기 위해서는 윤리 문제의 중요성에 대하여 인식을 전화하고 윤리적 딜레마 상황을 고려하여 올바른 의사결정을 내릴 수 있는 윤리적 방법과 절차를 모색해야 하는 필요성이 제기된다. 본 연구에서는 사회복지 실천 현장에서 이루어지고 있는 다양한 윤리적 딜레마에 관한 연구를 통해 슈퍼비전 과정에서 윤리적 민감성에 대한 이해와 슈퍼비전 전문가의 양성 방안도 고려할 수 있을 것이다. This study seeks to find ways to make desirable decisions in the face of ethical dilemmas experienced by social workers through research on ethical dilemmas in the social welfare administrative field. Recognizing the importance of ethical issues in the social welfare profession, we have established a social welfare code of ethics, and have opened ‘Social Welfare Ethics and Philosophy’ in the social welfare major curriculum to address ethical issues as a major issue. However, despite changes and desires in practice and education, the theoretical and practical interest in social welfare academia was very insufficient. Among the various ethical issues in social welfare practice, it can be said that ethical decision-making is the most burdensome for social workers. Therefore, in order to perform a role as an expert in social welfare practice, there is a need to increase awareness of the importance of ethical issues and to seek ethical methods and procedures to make the right decision by considering ethical dilemma situations. In this study, through research on various ethical dilemmas occurring in social welfare practice, it will be possible to understand ethical sensitivity in the supervision process and consider ways to train supervision experts.

자율운항선박 인공지능의 윤리문제에 대한 소고 - 사고 알고리즘을 중심으로 -

제4차 산업혁명이 시작되면서 주목받기 시작한 인공지능은 선박에도 적용되 어 자율운항선박 개발이 진행되고 있다. 자율운항선박은 선원의 승선유무와 원 격조종자의 조종여부에 따라 총 4단계로 구분되며, 완전자율운항선박은 인간의 개입 없이 설계자가 설계한 알고리즘에 따라 최적의 결정을 내리게 된다. 그러 나 인공지능의 자율성과 예측곤란성이라는 특징으로 인하여 완전자율운항선박 의 결정이 예측하기 어려우며 이러한 결정이 항상 윤리적이라고 기대하기 어렵 다. 그러나 인공지능의 예측불가능성을 인공지능의 자율성에 의존해서는 안되므로 인간의 가치가 반영된 인공지능의 알고리즘이 설계되어야 한다. 특히, 충 돌의 위험을 피할 수 없는 상황에서 인공지능이 어떠한 원칙과 기준에 따라 결 정을 내리는 것인지 이러한 과정을 결정하는 사고 알고리즘에 대해 설명가능하 고 이러한 결정이 사회 구성원들에게 합리적으로 받아들여져야 한다. 이와 같은 인공지능의 윤리문제에 대한 논의는 자율주행자동차 분야에서 가 장 활발하게 이루어지고 있다. 그러나 인간의 가치가 일관성과 보편성을 가지 기 어렵다는 한계가 있다. 특히, 윤리적 딜레마 상황에서는 ‘실천이성의 이중성’ 으로 인하여 이성적이며 윤리적인 판단과는 다른 결정을 내리게 되며, 윤리적 이라는 행동에 대한 기준 역시 지역·문화·경제 상황에 따라 다르게 인식하고 있다. 그 결과 인공지능의 윤리적 가이드라인의 필요성에 대해 인식하면서도 사고 알고리즘에 대한 구체적인 기준을 정립하는 것에 대해서는 회의적이다. 자율주행자동차의 윤리적 딜레마 상황을 예견하여 사용과정에서 발생하게 될 현실적인 문제를 완벽하게 대응할 수 없다는 것이다. 그러나 문제가 발생한 이 후 대응책을 마련한다는 것은 현실적으로 발생한 피해를 구제하기 위한 조치일 뿐 근본적인 문제를 해결하는 방법이 아니다. 특히, 전 세계 해역을 운항하는 자율운항선박은 전 세계 구성원들에게 합리적으로 받아들여지는 결정을 내려 야 한다. 따라서 국제해사기구를 중심으로 자율운항선박과 관계된 사고 알고리 즘을 포함한 윤리적 가이드라인을 마련하고 이를 개별국가에서 정책적으로 반 영함으로써 자율운항선박 개발 단계부터 사용단계에 이르는 전 과정에서 프로 그램 개발자와 이해관계자가 윤리규범을 준수하고, 축적된 정보를 기초로 보완 작업을 통해 자율운항선박의 윤리문제에 대응해 나가야 할 것이다. However, due to the characteristics of Artificial Intelligence such as autonomy and unforeseeability, the decision of a fully autonomous ship cannot always be expected to be ethical. However, Artificial Intelligence should make decisions that reflect human values. Especially in situations where the risk of conflict is unavoidable so called accidental algorithm, it should be able to explain what principles and criteria Artificial Intelligence makes decisions and these decisions should be reasonably accepted by society. This discussion of the ethical issues of Artificial Intelligence is the most active in the field of self-driving cars. However, there is a limitation that human values are difficult to have consistency and universality. In particular, in ethical dilemma situations, "Dualism of Practical Reason" makes decisions different from rational and ethical judgments, and standards for ethical behavior are also recognized differently depending on regional, cultural, and economic situations. As a result, while recognizing the need for ethical guidelines for Artificial Intelligence, it is skeptical about establishing specific standards. Because the ethical dilemma situation of self-driving cars cannot be predicted and fully responded to the real problems that will arise in the process of use. However, coming up with countermeasures after the problem occurs is only a measure to remedy the damage that has occurred in reality and is not a way to solve the fundamental problem. In particular, Maritime Autonomous ships operating in waters all around the world must make decisions that are reasonably accepted by world society. Therefore, Ethical guidelines, including accidental algorithms, should be prepared by the International Maritime Organization and reflected their legal system in individual countries. In the entire process from the development stage to the use stage, program developers and stake-holders will have to comply with Ethical standards and respond to Maritime Autonomous Surface Ships’s ethical issue through complementary work based on accumulated information.
