본 연구자는 장용학의 특성과 한계를 동시에 살펴볼 수 있는 장용학 에세이에 관한 연구가 총체적인 장용학 연구에 있어 하나의 작업으로 중요한 의미를 지닌다고 생각한다. 비판적 성향과 함께 때로는 인간적 체취를 느낄 수 있는 장용학 에세이를 모색하는 것은 시대와 현실을 직시한 장용학의 세계관을 파악하는 중요한 단서가 될 것이다. 이에 본 연구자는 사회적 지성과 역사적 양심의 소재들을 담고 있는 장용학 에세이를 보다 면밀하게 살펴봄으로써 장용학 세계관의 새로운 해석의 토대를 마련하고자 한다. 장용학 에세이는 인생 전반에 걸친 교양 · 체험 등에 의한 소규모의 自己顯示이면서, 비평적 지식인으로서의 그가 택한 윤리적 선택의 방향을 우리에게 알려준다. 그의 에세이를 통해 구현된 메시지가 민중의 애환과 사회구조적 모순의 실상을 보여준다는 점에서, 장용학 에세이는 정치적일 수밖에 없다. 또한 장용학 에세이는 현실의 특수한 성격을 드러내고 있으며, 이에 따른 비판의식은 독자를 자각한다. 본 연구에서는 장용학 소설의 주제와 관련시킨 에세이와 장용학 소설이 추구하는 주제밖에 산재하고 있는 인생과 세속의 현상들을 대상으로 한 에세이로 구분한다. 이러한 에세이에 관한 연구를 통해 본 장용학은 주체 의식과 역사적 양심을 지니고 있으며, 사회적 지성과 현실 비판을 갖춘 사람이라 말할 수 있을 것이다. 반면에 독선적인 자기해석의 한계를 보여준 장용학의 어느 에세이를 통해서도 알 수 있듯이, 그의 기질이 때로는 我執에 가까움을 알 수 있다. 그럼에도 그의 본질은 인간의 惡이 아닌 善에 근거하고 있음을 알 수 있다. 다시 말해서 장용학 에세이에 전반적으로 나타나듯이, 그의 자존심이자 筆力의 지향점은 ‘正義’를 축으로 한 道德性(人間性)에 있다고 본다. This study examines the characteristics and limitations of Yonghak Jang on the basis of his essay. This study is important as it is one of the few comprehensive studies of Yong-hak Jang. Yong-hak Jang’s essay can sometimes sense human body odor with a critical inclination. This essay serves as an important clue to understanding the world view Yong-hak Jang adopts to face the prevailing times and its realities. Therefore, this study closely examines Yonghak Jang’s essay, which contains themes of social intelligence and historical conscience. Yong-hak Jang’s essay depicts a small, self-present moment by way of its culture and experience throughout life. It reveals people’s joys and sorrows as well as the structural contradictions of society. Thus, this essay is political. Yong-hak Jang’s essay reveals the special character of reality, and his critical mind recognizes the reader. In this study, we divide the essay in terms of it either being related to the subject of Yong-hak Jang’s novel, or not being relevant to the subject of the novel. Yong-hak Jang is the owner of a sense of identity and historical conscience. He is a person of social intelligence and practical criticism. On the other hand, his singular personality shows the limits of his self-righteous self-interpretation. Nevertheless, the essence of his being is steeped in good rather than evil; in other words, Yong-hak Jang’s essay is based on the issue of morality (humanity) in pursuit of justice.

대체역 제도 개선방안 연구-그리스와 핀란드 사례를 중심으로

For decades, conscientious objectors have been punished. Controversy has been raised over human rights violations, such as infringement of individual freedom. Against this backdrop, the Constitutional Court in 2018 ruled that punishing conscientious objectors without providing an optional alternative is not consistent with the Constitution. Accordingly, an Alternative Military Service Policy is being implemented in 2020, and two years later, research on how to diagnose and reorganize the system is needed. In particular, the current issue is that the service period is twice the active duty period, and the service field is limited to Correctional facilities. On the other hand, most of the preceding studies were conducted before the implementation of the system, and the studies after the implementation are extremely limited. This study selects and investigates countries with similar internal and external environments to Korea in the context of 'historical institutionalism'. Through this, it is intended to provide a policy supplement logic different from existing research. This study focused on Finnish and Greek cases and conducted a case analysis focusing on the period of service, the field of service, the type of service, and the screening system. Based on the above overseas case analysis, the main implications are as follows. The first period of service requires gradual re-establishment. It was suggested that the service period be considered in combination with the service field (difficulty), service type (whether or not it is possible to commute), and the examination system(Application or Examination), but gradually reduced by 1.8 times in the short and medium term and 1.5 times in the long term. In addition, in terms of service field and form, Korea is currently unified into correctional facilities and camp service, but in the future, it is necessary to expand from non-military areas to various public interest fields. On the other hand, assuming that the system is relaxed in the examination system, it is necessary to maintain strict Examination to prevent abuse. 지난 수십년 간 양심적 병역거부자들은 처벌되어 왔으며, 개인의 자유권 침해 등 인권침해의 논란이 제기되어왔다. 이런 상황에서 2018년 헌재는 선택적 대안의 마련 없이 양심적 병역거부자들을 처벌하는 것은 헌법에 불합치한다는 판결을 내렷다. 이에 따라 2020년 대체복무제가 실시되고 있으며, 2년이 지난 현 시점에서 제도의 진단과 개편방안에 대한 연구가 필요하다. 특히, 현재 대체복무자들의 복무기간을 현역 2배인 점, 복무분야를 교정시설로 한정한 점은 쟁점사항이 되고 있다. 한편 대체복무제도와 관련된 선행연구들은 제도 태동 이전에 수행된 연구가 대부분이며, 시행 이후 연구는 지극히 제한적이다. 이 연구는 ‘역사적 제도주의’ 맥락에서 한국과 대내외적 환경이 유사한 국가를 선정하고 심층 조사함으로써 기존 연구와 다른 정책 보완 논리를 제공하고자 한다. 이 연구는 핀란드와 그리스 사례에 주목하고, 복무기간, 복무분야, 복무형태, 심사체계를 중심으로 사례분석을 수행하였다. 이상 해외 사례분석을 토대로 주요 함의점은 다음과 같다. 첫째 복무기간은 재정립이 점진적으로 필요하다. 복무기간은 복무분야(난이도), 복무형태(출퇴근 가능여부), 심사체계(신청주의 혹은 심사주의)와 함께 종합하여 고려하되 단·중기적으로 1.8배, 장기적으로 1.5배로 점진적 감축을 계획할 것을 제안하였다. 또한 복무분야 및 형태에 있어서도 현재 한국은 교정시설, 합숙복무로 단일화되어 있으나 향후에는 비군사적 영역에서 다양한 공익분야로 확대가 필요하다. 반면, 심사체제에 있어서는 제도가 완화된다는 가정을 하면, 악용방지를 위해 엄격한 심사주의를 유지할 필요가 있다.
