지역사회서비스투자사업의 활성화에 미치는 영향에 관한 연구 : 지방정부와 지역사회 역량을 중심으로

지역사회서비스투자사업은 중앙정부 주도의 복지서비스 제공방식에서 탈피하여, 지방정부가 해당 지역사회의 복지수요를 발굴하고 이에 적합한 서비스를 기획·제공하는 상향식(Bottom-Up) 사업이다. 본 연구는 지역사회서비스투자사업의 지역 간 편차가 발생하고 있는 현상에 주목하여, 지방정부와 지역사회의 역량이 지역사회서비스투자사업 활성화에 미치는 영향을 분석하고자 하였다. 이를 위해 본 연구는 실증분석과 더불어 지역사회서비스 지원단과의 인터뷰를 실시하였다. 분석결과 지역사회서비스투자사업의 활성화에는 지방정부의 재정적, 행정적 역량이 중요한 것으로 나타났으며, 지역사회서비스 지원단 인터뷰 결과에서도 이들의 중요성을 확인할 수 있었다. 이러한 결과를 통해 본 연구는 지역사회서비스투자사업의 활성화를 위해 지방정부가 관련 예산확대와 함께 유사한 목적 또는 대상에게 제공되는 기존의 사업들을 재편해야 함을 주장한다. 또한 사업을 전담하는 인력 및 조직을 신설하거나 서비스 개발 및 집행에 대한 매뉴얼 개발 및 보급이 필요함을 주장한다. The community service investment project is a bottom-up project in which local governments find out the welfare needs of the local community and plan and provide the appropriate services by moving away from the central government-led welfare service delivery system. The purpose of this study is to analyze the effect of local government and local society capacity on the activation of the community service investment project. This study conducted an empirical analysis and interview with community service support teams. As a result, the financial and administrative capacities of local governments are important for the activation of community service investment projects. The results of this study suggest that local governments should review welfare and social service’s overlap and duplication with the expansion of related budgets in order to activate community service investment projects. It also argues that it is necessary to establish a manpower and organization dedicated to the project, and to develop and disseminate manuals on service development and execution.

지역사회복지서비스 청년사업단 사업의 효과 -인천지역을 중심으로-

본 연구는 인천지역을 중심으로 취업 취약계층인 실업 청년을 위한 일자리 확보와 취약한 사회서비스 개발 및 확충으로 국민의 복지를 향상하고자 한 지역사회서비스 청년사업단 사업의 효과를 인천광역시에서 선정한 6개의 청년사업단의 제공인력과 서비스이용자 대상의 만족도로 평가하고자 하였다. 기본적으로 인천지역을 중심으로 현 사회가 요구하는 창의적 인재 양성의 기틀 마련과 이에 대한 사회적 요구를 본 청년사업단 사업을 통해 새로운 관점을 제공한 측면들을 만족도 결과로 살펴볼 수 있다. 보건복지부 지역사회서비스 청년사업단 사업에 대한 본 연구는 사회의 관점이 사회의 요구에 따라 결정되며 사회의 요구는 사회의 변화에 근간을 둔다는 측면에서 시사점을 도출하고자 하였다. 지역사회서비스제공의 체계적인 관리를 통해 서비스대상의 높은 만족도를 얻을 수 있었으며 성과관리 가운데 다음과 같은 주요한 결과들을 도출할 수 있었다. 내용면에서는 다문화가정 아동 Total-Care 서비스, 인지건강증진 서비스, 아동청소년 대상의 독서능력지수 향상 서비스, 영재교육서비스, 아동학습 멘토링 서비스, 사례관리 서비스를 들 수 있으며 2009년 하반기인 6월부터 12월까지 6개월 동안 인천지역을 중심으로 진행된 지역사회서비스 청년사업단 사업에 대한 만족도조사로 지역사회서비스 사업에 대한 긍정적인 활성화를 독려한 측면을 살펴볼 수 있다. Ministry of Health and Welfare suggest social service that causes relative losses in people`s mind and it drastically weakens the meaning of family as a solution for poverty. This family crisis brings negative effect on mental, physical growth to achieve growth into whole people. Public service sector including welfare in management of results and evaluation of satisfaction with service expressed high satisfaction in Incheon servant people. After analyzing the results of the study, the following suggestions were made. First, Those people who get the social service has growth of score in many ways. Second, According to a perception of service satisfaction, those who local people answered that this service has to long term with specific system. It is necessary to make the system on social service related education service, guideline in details, and assessment during service in many local. For this, it is imperative to expand concerns and understandings of managers about social services. This is not to get accomplished people working for organization but get accomplished concerns of servant`s division and administrative supports.

지역사회서비스투자사업의 사회적 경제 전략 - 인천지역 사례 연구 -

본 연구는 인천광역시 지역사회서비스투자사업 중 2개의 프로그램인 광역 자활기업 「소통과 나눔」의 ‘장애아동학습지원’ 및 사회적 협동조합 「M 커뮤니티」의 ‘즐거운 아침, 행복한 학교’를 대상으로 지역사회서비스투자 사업에서 사회적 경제의 성장 가능성을 분석하였다. 현재 지역사회서비스투자 사업의 특성상 대인사회서비스, 이용기간의 2년 제한, 이용자의 소득계층별 본인부담금 등 때문에 제공기관, 이용자, 관리운영자(지자체 및 지역사회서비 스지원단)간의 상호호혜성, 신뢰, 지속가능성이 어려운 현실과 제공기관 등록 제에 의한 제공기관들간 무한경쟁 상황은 기존의 영리추구 제공기관들이 사 회적 경제 조직으로 전환하는 것을 제약하고 있다. 이에 따라, 본 연구는 다 음과 같은 지역사회서비스투자사업에서 사회적 경제를 성장시키기 위해서는 다음과 같은 세 가지가 필요하다고 제안한다. 첫째, 사회적 경제 조직을 위한 신규 프로그램 개발, 신규 프로그램 수행 사회적 경제 조직의 확대를 위한 제공지역 확대, 사회적 경제 조직의 안착을 위하여 일정 기간 동안 제공기관 이나 제공인력에 대한 보호 및 모니터링 등과 같은 적극적 지원이 제공될 필요가 있다. 둘째, 제공기관 등록시점부터, 그리고 제공기관과 제공인력에 대 한 연간 교육에서 사회적 경제에 관한 교육과 컨설팅 이수를 제도화할 필요 가 있다. 셋째, 적극적 지원 및 교육·컨설팅을 이수하고 적극적 지원을 받은 사회적 경제 조직이 지역사회서비스투자사업에서 어떻게 성장하는 가를 중기적으로 모니터링하여 다른 사회서비스분야에서도 사회적 경제가 성장할 수 있는 정책적 시사점을 도출 하는 것이 필요하다. This study examined the two development cases of social economic organizations in the Community Social Services Investment Programs(CSS) of the Metropole Incheon. It makes clear the success conditions for social economic organizations in the CSS: new programs, close cooperation between social economic organizations, the Metropole government and related institution, active protection and favors for social economic organizations despite of unlimited competition between service providers. Next the study proposed some suggestions for the development social economic organizations in CSS : various active measures as mentioned above, training and consulting of social economy for providers, active monitoring about development process of the social economic organizations in CSS, finding lessons for the promotion for development of the social economic organizations in other social services.

청년사회서비스사업의 운영실태와 개선과제: 사업관계자 FGI와 설문조사 중심의 고찰

본 연구의 목적은 시행 3년 차를 맞은 보건복지부 청년사회서비스사업의 전반적인 운영 현황을 점검하여 이를 토대로 사업 발전을 위한 개선방안 및 향후 발전전략을 제시하는 것이다. 이러한 연구목적을 달성하기 위해 본 연구는 2021년 청년사회서비스사업에 참여하고 있는 사업담당자 및 서비스 제공인력 대상으로 문헌고찰, FGI 인터뷰 및 설문조사의 세 가지의 연구 방법을 활용하여 폭넓은 정보와 데이터를 수집하여 분석했다. 연구 결과, 사업담당자들은 청년사회서비스 사업에 대해 정체성 혼란을 겪고 있으며, 몇 가지 개선이 필요한 쟁점 사항들이 발견되었다. 이와 관련하여 본 연구에서는 사업 확대 방안을 모색하기 위해 다음과 같은 개선방안을 제시했다. 첫째, 청년 사회서비스사업의 서비스 제공인력의 근로조건을 개선할 필요가 있다. 둘째, 청년 사회서비스사업단을 확대하고 제공 서비스를 다양화할 필요가 있다. 셋째. 지원체계의 역할과 책임을 명확화할 필요가 있다. 더 나아가 보건복지부 청년사회서비스사업의 내용과 운영체제를 지역사회서비스투자사업의 주요 항목으로 전환할 필요가 있다.

지역사회서비스투자사업 품질평가 현장조사방법 개선 방안에 관한 연구

This study aimed to analyze the issues on the methodologies of field research for the investment project of the community services by the reviews of quality assessment system and process on the existing the investment projects in the consumers’ point of view, and to establish the field research process on the investment project of the community services so as to contribute the enhancement of its quality. Hence, the literature reviews were performed on the quality assessment system and the field research for the existing the investment project of the community services in this study. To analyze the practices of the field research, the issues on the methodologies were defined upon face to face in-depth interviews to the project support team which was the main body of the investment project of the community services and service providers, diagnosing first paper research focusing on survey; second, face to face interview as a supplement way; third, users’ satisfaction research as an indirect way; fourth, physical environmental research by paper work; fifth, quality assessment focusing on the providers; sixth, the problems of research vendor selections, and establishing 11 steps of assessment process mainly for field research. It was suggested to be required of 1) preparation of legal system guideline for the organization of field research team, 2) strengthening the education for field research team, and 3) separate manual development of field research for the team, with respect to the quality assessment system to enhance the quality of the investment project of the community services as the policy. 본 연구는 기존의 지역사회서비스투자사업 품질평가 체계 및 절차를 수요자 중심의 관점에서 검토하여 지역사회서비스투자사업의 현장조사의 방법론적 쟁점을 분석하고, 지역사회서비스투자사업의 현장조사 절차를 수립하여 궁극적으로 지역사회서비스투자사업의 품질향상에 기여하는데 목적을 두었다. 이에 본 연구는 기존의 지역사회서비스투자사업의 품질평가 체계와 현장조사를 위한 문헌을 검토하고, 현장조사의 현황을 분석하기 위해 지역사회서비스투자사업의 주체인 지원단과 서비스제공기관의 현장방문 심층면담을 통하여 현행 현장조사의 방법론적 쟁점으로 첫째, 서면조사 중심의 서면조사, 둘째, 부수적 방법으로서의 면접조사, 셋째, 간접방법으로의 이용자 만족도 조사, 넷째, 서류확인 물리적 환경조사, 다섯째, 제공기관 중심의 품질평가, 여섯째, 현장조사 기관 선정의 문제점 등을 진단하고 현장조사중심의 평가 업무 절차 11단계를 수립하였다. 정책적으로 지역사회서비스투자사업의 품질향상을 위한 품질평가체계와 관련하여 첫째, 현장조사단 구성의 법적 제도적 지침마련, 둘째, 현장조사단의 교육 강화, 셋째, 현장조사단을 위한 별도의 현장조사 매뉴얼 개발이 필요하다는 제언을 하였다.

미술심리치료를 위한 사회복지정책 : 지역사회서비스혁신사업을 중심으로

최근에 미술치료가 민간영역을 넘어 공공영역의 지역서비스 행정지원 부분으로 사회복지사업 부분의 주요 사업으로 미술치료를 포함한 심리치료 사업을 장애아로부터 일반 사회복지 다양한 수요자들로 확대되고 있다. 이에 따른 미술심리치료에 대한 관심이 고저 되어오고 있다. 또한 미술심리치료의 전문성을 가지고 내담자에게 진단과 치료의 높은 질을 제공하기 위한 정책으로 ‘사회복지서비스‘와 ‘의료서비스‘ 등으로 방향을 잡아가고 있다. 본 연구방법은 사회복지정책과 관련되어 지역사회서비스 혁신사업을 위해 기존 논문을 사용하여 SWOT 분석을 하였다. SWOT 분석으로 미술치료를 위한 사회복지 정책대상 측면과 정책결정 측면(전문성과 사업관리 효과성) 그리고 정책집행 측면(위탁기관과 미술치료사)에서 현황과 문제점을 분석하였다. 분석결과 사회복지정책으로 지역서비스 혁신사업인 미술심리치료는 보건의료서비스 정책 강력추진과 정부차원에서의 미술치료 사회복지적 지원 그리고 경쟁위탁형의 도입으로 전문성 확보 전략들이 도출되었다.

지역발전 전략으로서 지역사회서비스 투자사업의 활용 가능성에 관한 연구

본 연구는 지역의 자원을 발굴하고 지역주민의 삶의 질을 제고시키는 지역사회서비 스투자사업의 특성상 사업의 접근방식, 지역자원 발굴과정에 따라 사업의 진행양상이 전혀 다르게 나타날 수 있다는 것을 염두에 두고 새로운 지역발전의 전략으로서의 단서를 탐색하는 것을 목적으로 하고 있다. 이를 위해 “지역사회서비스투자사업”의 개발과정 및 포괄보조내 우선순위 선정과정이 이용자와 지역사회 변화를 통해 도시환경을 개선하였는가에 주목하고, 지역사회서비스투자사업을 추진 중인 낙후지역을 선정하여 사례 연구를 진행하였다. 이를 통해 지역사회서비스투자사업이 내생적 지역개발 수단으로 작용하기 위해서는 서비스 발굴 및 기획단계에서 지역주민의 욕구를 반영하는 것이 중 요함을 알 수 있었다. 이러한 점에서 강원도 지역자율형사회서비스투자사업의 성공적인 추진을 위해서는 단체장의 관심이 매우 중요하고, 차별화된 지역 특성을 고려한 다양한 사업을 적극적으로 발굴·기획하는 노력이 필요하다. 향후 지역사회서비스투자사업이 활 성화되어 사회서비스 제공과 지역의 개발이 동반성장하길 기대한다. The purpose of this study is to investigate the characteristics of the community service investment project which exploit local resources and improve the quality of life of local residents. And to explore clues as a strategy for new regional development. For this purpose, attention was paid to the fact that the process of development of the "Community Service Investment Project" and the process of selecting priority within comprehensive assistance improved the urban environment through user and community change. Case study was conducted. It is important to reflect the needs of local residents in the service discovery and planning stage in order for the community service investment project to function as an endogenous regional development means. In this regard, it is very important for the head of the group to pay attention to the successful implementation of the autonomous social service investment project in Gangwon province, and it is necessary to actively explore and plan various projects considering differentiated regional characteristics. It is hoped that community service investment projects will be activated in the future and that social service provision and local development will grow together.

새로운 사회구조변화에 대응한 지역사회서비스의 개선방안 모색

보건복지부는 2007년 지역사회의 창의적 아이디어를 통해 지역별 여건 및 수요 등을 고려한 사회서비스 개발, 양질의 일자리 창출 등을 목적으로 하는 지역사회서비스투자사업(Community Social Service Investment)을 시행하였다. 지역사회서비스는 2007년 국고보조사업으로 시작되어 불과 몇 년 사이에 양적인 측면에서 매우 급속한 성장을 보였다. 이러한 성장에 기초하여 지역사회서비스투자사업도 초기 개별보조방식에서 지난 2012년 포괄보조방식으로 전환되었다. 이는 지역 수요를 반영한 보조금 총액편성을 통해 지역 실정에 맞는 사업운영과 지방 재정운영의 자율성이 확대된 것이다. 이에 본 연구는 양적인 성장을 해온 지역사회서비스가 과연 그동안 지역 실정에 맞는 사업운영을 해왔는지 그 관리 실태를 점검해보고자, 전남 지역사회서비스투자사업의 실태조사를 공급자 측면(서비스 제공기관)과 수요자 측면(서비스 이용자)으로 양분하여 실시하였다. 공급자 측면에서는 제공기관들의 서비스 제공현황, 사업추진 상 애로사항 등을 파악하였고, 수요자 측면에서는 서비스 이용현황 및 만족도, 신규사업 발굴 의사 등을 파악하였다. 동 조사결과 향후 지역사회서비스의 지역성과 자율성을 담보하고 활성화되기 위해서는 공급자 측면에서는 지역의 욕구에 기반한 다양한 대상자 발굴 및 사업 개발, 전남형 지역사회서비스 모델개발 및 확산, 대상자 선정기준의 조율, 표준매뉴얼의 개발 및 보급이 필요하였고, 이용자 측면에서는 이용자 선택권 증진을 위한 보다 적극적인 정보제공 방법 강구, 다양한 계층의 이용대상자 확대를 위한 신규사업 개발, 자생적 시장형성을 위한 이용자 기준 확대가 시급한 것으로 나타났다. The Ministry of Health and Welfare started 'Community Social Service Investment' which had a purpose of development of social service and making qualifiable job corresponding local condition and demand. Community social service has been grown rapidly quantitatively just in a few years since 2007. Based on this growth, community social service investment has been changed from individual subsidy to comprehensive subsidy in 2012. In consequence, it can be possible to manage business in response to local demand and financial autonomy. In this respect, this study is purposed to examine the management of current community social service, and divides analysis unit into supply and demand to achieve this goal. This study analyses the present providing condition of service, the managerial difficulty on the side of supply and the current access of service, satisfaction, and producing new business on the side of demand. According to this result, it is needed that the supply must discover various recipients and businesses based on local need, develop model building, agree on selecting criteria, create standard manual and the demand need more active information to increase choice, producing standard manual and the demand need more active information to increase choice, producing new business for diverse target, extending per-user in order to making voluntary market. All of this is needed to ensure and actualize locality and autonomy of community social service.

지역사회서비스투자사업(CSI)에서 분권형 정부간 관계에 대한 탐색적 연구 - 지방자치단체 담당자의 인식조사를 중심으로 -

이 논문은 사회투자정책의 일환으로 2007년 보건복지부에 의하여 도입된 지역사회서비스투자사업을 실제 수행하고 있는 지방자치단체 담당 공무원의 인식조사를 토대로 지역사회서비스투자사업이 구현하고 있는 분권형 정부간 복지관계의 운영현황을 탐색적 수준에서 진단하고 발전방안을 모색하고자 하였다. 지역사회서비스투자정책에서 분권형 정부간 관계의 핵심은 바로 지방정부의 재량과 자율성(중앙정부에 대비한)과 자율성에 걸맞는 책임성을 어떻게 조화시킬 것인가에 있다. 인식조사에 대한 분석결과를 토대로 분권형 사회서비스투자사업으로 인해 확보된 지방자치단체의 권한과 정책재량의 효율화를 위한 구체적인 개선방안으로 몇 가지를 제시하였다. 첫째, 지역사회서비스 투자사업의 추진에서 지방자치단체의 역량의 강화가 필요하다. 둘째, 지방자치단체의 정책역량을 강화하기 위한 지역사회서비스투자사업의 자문기관과 전문기관을 확보하는 것이 필요하다. 셋째, 사업의 성과관리를 위한 정보관리체계의 구축이 필요하다. 넷째, 중앙정부는 지역사회서비스투자사업의 통제기준을 명확히 제시하여야 한다. This study examines the reality of decentralized intergovernmental welfare- relationship of community social service investment(CSI) which implemented at 2007 as a social investment policy based on the questionnaire to the local bureaucrat who are incumbent. The core of decentralized intergovernmental relationship in welfare policy is to harmonize the autonomy and accountability of local government, so the questionnaire to the bureaucrat is organized based on two concept. Based on the result this study proposes several implications to make CSI effective. First, strengthening the capacity of local government to implement CSI autonomously. Second, ensuring some organizations which can help local government to develop and manage CSI projects. Third, building the information management system on CSI for performance management. Forth, making and presenting standard which is used to control CSI by central government.

지역사회서비스투자사업 제공기관 직급별 교육요구조사 : 아동재활치료서비스를 중심으로

본 연구의 목적은 지역사회서비스투자사업 제공기관 종사자를 대상으로 직급별 교육 필요도와 직무 실행도 인식을 분석하여 교육요구를 파악하는 것이다. 이를 위해 경기지역 지역사회서비스투자사업 중 아동재활치료기관 종사자 619명의 자료를 수집하였으며, 수집된 자료는 t-검정을 통해 분석하였다. 연구결과, 교육 필요도와 직무 중요도의 차이를 보이는 항목은 기관장의 경우, 전문자격분야 10개, 사업운영관리분야 2개, 고객관리분야 4개, 서비스개발 및 마케팅분야 4개이었고, 실무자의 경우 전문자격분야 3개, 사업운영관리분야 2개, 고객관리분야 2개, 서비스개발 및 마케팅분야 5개였다. 치료사의 경우는 35개 모든 교육내용의 필요도 및 직무 수행도 간에 차이가 크게 나타났다. 본 연구결과는 지역사회서비스투자사업 종사자들의 교육방향을 수립하는데 기초자료로 활용될 수 있을 것이다. The purpose of this study is to analyze educational needs and perception of job performance in the community service investment program service providers. Data were collected from 619 service providers and was analyzed by t-test. In the case of the director, there was a significant difference in 10 professional qualification areas, 2 business management areas, 4 customer management areas, and 4 service development and marketing areas. In the case of the practitioners, there was a significant difference in 3 professional qualification areas, 2 business management areas, 2 customer management areas, and 5 service development and marketing areas. In the case of the therapist, there was a significant difference in all 35 areas. These findings offer theoretical background and practical implications for the education direction of community service investment program service providers.
