This paper aims to explain an aspect of Political Idea in the Meiji era by analyzing their thought of UEKI Emori and KATO Hiroyuki. Three points will be demonstrated throughout the analysis.(1)Their thought involved the logic which affirms both Universal Community and state;(2) Their idea was formed by the influence of Johann Caspar Bluntschli(1808-81);(3)Their vision in the Meiji era directed the inner structure in modern Japan on the Political Idea.

I consider how patriotism,one of the main ideology of western political thought, was translated, and was related with the evolution of nationalism or cosmopolitanism in Meiji era of modern Japan. Famous civilian thinkers, FUKUZAWA YUKICHI, UEKI EMORI and others, interpreted the intellectual tradition of patriotism as the vital spirit to built the civilized and democratic state, and then exerted themselves to reform the Meiji state by importing its spirit of patriotism positively. In the latter half time of Meiji era, while the governmental power transformed the idea of patriotism to the ruling ideology that meant the subjection and loyalty to Emperor, several progressive thinkers, KINOSHITA NAOE, UCHIMURA KANZOU and others, inherited the intellectual tradition of patriotism, and emphasized its idea as the tough-minded spirit to criticize and resist the mistaken policy of Meiji government.

Shimizu Shikin started out as a civil rights activist and was a woman reporter and writer. The period in which Shikin was active was a time when women became members of the modern nation, but were given a status distinct from men. Shikin was a woman who raised the issue of gender discrimination as a feminist, rebelled against the discriminatory legislation of the Meiji government, and at the same time decided to divorce by reflecting on the contradictions in the private sphere. She also caused a rift by calling for a departure from the patriarchal order through questioning the logic of the "good wife and wise mother," the normative image of women presented by the modern state. Thus, examining Shikin in the historical context of modern Japan is useful in that it allows us to understand specifically how each of her problematic views was formed and what their meanings and limitations were. This paper attempts to examine issues related to women in modern Japanese society from the perspective of women of the time through Shimizu Shikin, who, on the basis of her active writing activities, advocated the awakening of Japanese women.
