데이터 시대로의 대전환: 빅데이터 기반 데이터 경제와 프라이버시

제4차 산업혁명 시대에서 데이터는 새로운 원유로 여겨진다. 천연자원인 원유는 매장량이 제한되어 있고, 원유 사용에 따른 대기 및 수질 오염, 폐기물 등 여러 환경 문제를 일으키고 있다. 더구나 화석연료의 지나친 사용으로 자원이 고갈되어 자원적 측면에서나 환경적 측면에서 더는 활용이 어려운 지경에 이르고 있다. 그렇지만, 제4차 산업 혁명 시대의 데이터는 원유와는 달리 비경합성, 비소모성, 재생산으로 인한 가치 증가 등 기존 자본재와는 다른 특성이 있다. 즉 사용한다고 해도 원래의 것이 그대로 있으며 무한 복사가 가능하여 그야말로 황금알을 낳는 거위이다. 우리나라의 경우는 좋은 위성 데이터와 지리정보 시스템 및 통계 데이터를 생산 보유하고 있다. 그렇지만 통계에 이들 데이터를 효과적으로 융합할 수 있는 X-Y 코드 시스템이 갖춰지지 않아서 제대로 활용되지 못하고 있으며, 진정한 빅데이터 시대에 진입하지 못하고 있다. 데이터 경제와 프라이버시는 기본적으로 데이터에 기반을 두고 있기 때문에 데이터 구축 및 활용 가능성을 검토하고 이를 바탕으로 데이터 경제를 규명하고, 이로 인해 발생하는 프라이버시 보호와 밀접한 관련이 있다. 프라이버시는 개인정보 보호를 강조하지만, 과도한 프라이버시 보호는 데이터 경제 활성화에 장애가 될 수도 있다. 따라서, 프라이버시와 데이터 경제는 상호·보완적인 관계여야 한다. 프라이버시는 데이터 경제 성장을 위한 신뢰와 안전을 제공하며, 데이터 경제는 프라이버시 보호 방법을 다양화하고 효율화한다. 이러한 상호작용을 위해 법적, 제도적, 기술적, 윤리적, 문화적 노력이 필요하다. 이에는 개인정보보호법 개정, 공공 데이터 개방, 개인 데이터 확대, 암호화 및 익명화 기술 개발, 윤리적 원칙 수립 등이 포함된다. 그렇지만 이와 같은 개인정보 보호와 데이터 경제는 명백히 빅데이터와 데이터 융합에 기반하고 있다. 빅데이터의 가장 근본은 위성 영상, 지리 정보 시스템, 통계 융합인데 우리나라는 아직 데이터 융합에 절대적으로 필요한 통계 데이터에 위치 정보인 X-Y 코드가 없다. 따라서 진정한 의미에서 데이터 경제 시대에 진입했다고 보기 어렵다. 따라서 이 연구는 데이터 경제, 프라이버시, 빅데이터의 상호 관련성을 검토하고 한국에서의 데이터 경제의 발전 방향을 제시하고자 한다. In the era of the Fourth Industrial Revolution, data is often equated to a new crude oil. Crude oil, being a finite natural resource, presents environmental challenges such as air and water pollution, as well as the generation of waste materials. The excessive use of fossil fuels has further exacerbated the depletion of this crude oil, posing difficulties in its sustainable utilization both in terms of resources and the environment. Unlike crude oil, data in the Fourth Industrial era possesses distinct characteristics from traditional capital goods. It is marked by non-consistency, non-consumability, and an inherent increase in value through reproduction. In essence, it functions as a goose that lays golden eggs, as the original remains intact and can be endlessly copied. Korea holds a wealth of valuable data resources, including satellite data, geographic information systems, and statistical data. Regrettably, these resources are not being utilized to their full potential due to the absence of an eective system capable of converging and leveraging these diverse datasets. Consequently, Korea has yet to fully embrace the era of true big data. Eorts should be directed towards establishing a comprehensive system that facilitates the seamless integration of these disparate datasets, unlocking their synergistic potential. Only through such concerted eorts can Korea transition into an era where the intrinsic value of its data is fully harnessed for the benet of society, industry, and the environment. The foundation of the data economy and privacy lies in the examination of the construction and utilization of data. Against this backdrop, this study explores the potential for constructing and using data, recognizing that the data economy is intimately tied to individual privacy protection. While privacy places a strong emphasis on safeguarding personal information, an overly stringent approach to privacy protection may pose a hindrance to the flourishing of the data economy. Hence, achieving a balance between privacy and the data economy becomes crucial, fostering a mutually complementary relationship. Privacy plays a pivotal role in instilling trust and ensuring safety for the growth of the data economy. Simultaneously, the data economy contributes to the diversication and streamlining of privacy protection methods. A harmonious interaction between these realms demands legal, institutional, technical, ethical, and cultural eorts. ese eorts encompass revising the Personal Information Protection Act, opening public data, expanding personal data access, developing encryption and anonymization technologies, and establishing ethical principles. However, the nexus of personal information protection and the data economy is undeniably rooted in big data and data convergence. e core of big data lies in the amalgamation of satellite images, geographic information systems, and statistical data. Notably, Korea currently lacks a fundamental X-Y coordinate—location information—in statistical data, a critical component for successful data convergence. Consequently, it is challenging to assert that Korea has fully entered the era of the data economy. This study delves into the intricate interrelationships among the data economy, privacy, and big data, proposing a roadmap for the development of the data economy in Korea. By addressing the gaps in location information and emphasizing the need for comprehensive regulatory frameworks, the study aims to pave the way for Korea to truly embrace the potential of the data economy.
