이 연구는 국제화와 세계화 문제가 사회적 쟁점으로 부각되어 있는 상황에서 지방화와 자치화시대의 전개를 전망하면서, 특정지역을 대상으로 그 지역의 국제화 현황을 실증적으로 분석하고, 그것을 자원으로 하여 지방국제화를 위한 행정대응 방안을 탐구하고자 하였다. 이 목적을 성취하기 위하여 이 문제에 관한 관련조사자료를 활용하였으며, 이 연구문제에 접근하기 위한 조사설문지를 작성하여 우편, 현장조사 방법에 의하여 실증적 자료를 수집하여 활용하였다. 연구결과를 통하여 다음과 같은 사실을 확인할 수 있었다. 이 지역의 국제화조건 자원 현황은 매우 열악한 상황에 처해 있다. 지역의 정치, 경제, 사회, 문화, 교육, 과학기술영역에 관한 30개 항목의 수준 평가 결과는 60-70% 정도가 `그 수준이 낮다. 문제가 많다`에 반응하고 있다. 이 사실은 우리의 지방국제화 상황과 그 문제의 특성의 중요한 단면을 보여 주고 있다. 이제 지방국제화는 국가사회의 국제화와 세계화를 위해서 국가적 측면에서나 지방차원에서 발상의 대전환을 통해 새롭게 조명되어야 할 과업으로 인정할 수 있다. 이와 같은 관점에서 지방국제화는 행정의 전략화, 경영화, 정보체제화, 개방체제화를 기본관점으로 삼는 `지방국제화 종합모형` 을 통해서 구체화될 필요가 있다.

Prostaglandin El(PGEl) is a potent vasodilator and is a useful drug for the treatment of oc- clusive peripheral vascular disease. It has been used systemically via intravenous route or re- gionally via intraarterial route. We tried intravenous regional administration of PGEl for the treatment of a patient with occlusive arterial disease involving left fingers. During the l3th in- jection, the patient complained of severe pain at the injection site during the drug administration. Thereafter, the patient developed painful and severe swelling with blebs on his left hand. Systemic antibiotics were given together with stellate ganglion block of the affected left side. PGE1 was substituted to reserpine, which is subcutaneously injectable, for the second term treatment.

Textures of metallic uranium rods were measured by neutron diffraction. From experimentally measured single and composite pole figures, the crystallite orientation distribution function (ODF) was determined by the harmonic method using a computer program developed for the fiber texture with orthorhombic crystal symmetry. The composite pole figures measured at overlapped peak positions of the diffraction pattern were assumed to be a linear combination of several neighboring single pole figures. The calculated results show that the harmonic method based on this conjecture well recovers the experimentally measured composite pole figures. Anisotropic physical properties such as thermal expansion coefficients and elastic constants due to the texture were evaluated by numerically averaging the second and fourth rank tensors with the calculated ODF, respectively.
Analysis of Agronomic Traits of Soybeans Adaptable to Northern Area of the Korean Peninsula

We have conducted this study to select soybeans adaptable to North Korea using growing degree days (GDD) as a heuristic tool. For analyzing climatic conditions, we assumed that climatic conditions of Longjing, Donggang, and Yeoncheon are similar to the Eastern Coast Northern Zone, Suyangsan Northern Zone, and Suyangsan Southern Zone in North Korea, respectively. The predicted days to flowering of 100 soybeans grown at Longjing, Donggang, and Yeoncheon were in ranges from 7/17 to 7/30, from 7/16 to 7/28, and from 7/30 to 8/10, respectively, while the last date of flowering for completely harvesting were predicted by July 12<sup>th</sup>, August 2<sup>nd</sup>, and August 11<sup>th</sup>, respectively. The predicted days to flowering using GDD were almost similar to the days investigated in the three fields. These results showed that GDD is highly effective in predicting development rates of soybean, such as days to flowering and days to maturity. Although most of the tested soybeans were difficult to adapt to Longjing, we selected 12, 15, and 16 soybean varieties/lines based on the predicted days to flowering and last date of flowering for completely harvesting and yield of the soybeans grown at Longjing, Donggang and Yeoncheon, respectively, for further analyzing effects of the regional characteristics on agricultural traits of the selected soybeans. The 100-seed weight and yield of the selected soybeans grown at Longjing was significantly low compared with those at the other locations. The results implied that the soybeans would be exposed to freezing temperature before R6 stage and the reduced size would contribute to soybean yield loss. Taken together, we concluded that Suwon212, Iksan13 and ‘Shinpaldalkong2’ which were stable in degree of lodging, 100-seed weight, and yield at Donggang and Yeoncheon could be adaptable to Suyangsan Northern Zone, and Suyangsan Southern Zone in North Korea.

A New Leaf Vegetable Perilla Cultivar, "Ilyeop"

“Ilyeop” (Perilla frutescens (L.) Britton), a new cultivar for leaf vegetable, was developed from a cross between Ipdeulkkae1 and YCPL187 at the National Yeongnam Agricultural Experiment Station, RDA, in 2001. For the cultivation of leaf vegetable perilla, the plants are grown with a spacing of 10 x 5 cm between rows and plants and all branches are removed to harvest uniform leaves from main stem, indicating that the amount of the next harvesting leaf is a important characteristic for the growth of the plant. “Ilyeop” grows vigorously and yields high quality leaf with higher amount of the next harvesting leaves composed with a check cultivar, “Ipdeulkkae1”. “Ilyeop” has five days of earlier seed maturity (Oct. 24) than that of “Ipdeulkkae1” under natural condition, less chance of frost damage is expected. The flowering date of “Ilyeop” is same with that of “Ipdeulkkae1” in winter cultivation with night break treatment.
