본 연구에서는 분류된 5가지 행정모델을 이용하여 현재 국내 행정모델의 특성을 추출하고, 아울러 행정모델의 전환에 대하여 논의하게 되며, 이를 통하여 한국 행정은 기계적 행정모델에서 네트워크 행정모델로의 이행 시점에 있음을 밝히고자 한다. 네트워크 행정모델 하에서는 지식, 정보, 자료, 멀티미디어 등을 통합한 개념인 컨텐츠가 다양하게 공유되는데, 이 중에서 공유 및 활용의 효과가 가장 큰 것이 지식이다. 네트워크 정부모델 하에서는 지식의 의존도가 그만큼 높아지게 된다. 따라서 지식을 효율적으로 이용하기 위한 방안으로 지식접근체계 개념을 도입하여 행정지식을 사용자 관점에서 분류하고, 이를 통하여 대면공유 전략과 지식재사용 전략의 상호 보완적인 활용이 가능함을 제시한다.

The prevalence of PPNG among pretreated gonorrhea cases isolated at the STD clinic of Choong-Ku Public Health Center in Seoul has been studied and reported annually since 1981. In 1991, 123 strains of N.gonorrhoeae were isolated, among which 58(47.1%) were PPNG. In 1992, 98 starains of N.gonorrhoeae were isolated, among which 51(52.0%) were PPNG. In all, 109(49.3%) strains were found to be PPNG among 221 strains isolated between 1991-1992. The prevalence of PPNG in Seoul showed increased tendency till 1989, thereafter, it has been stationary or slightly decreasing.

과립상 세포종은 Schwann 세포 기원으로 생각되며 인체에 비교적 드물게 발생한다. 과립상 세포종은 전신 어느 곳에서나 발견될 수 있으나 주로 혀, 구강, 피부 혹은 유방 등에서 호발하며 드물게 위장관에서 발견된다. 위장관에서는 식도에서 가장 호발하며 다음으로 위, 대장 순이다. 과립상 세포종은 대부분, 특히 위장관에서는 양성이며 소수의 악성 병변이 보고되었다. 이러한 이유와 함께 수술 전의 진단이 어렵기 때문에 과립상 세포종에 대한 근본적인 치료는 현재까지 외과적 절제술이다. 최근에 시도되는 치료방법들로는 내시경적 레이저 치료, 용종절제술, 내시경적 점막 절제술 등이 있다. 저자들은 상부 소화관 내시경검사를 시행하여 식도 과립상 세포종을 진단하고 내시경적 점막 절제술을 시행하여 합병증 없이 퇴원하여 현재 재발없이 경과 관찰중인 1례를 경험하였기에 보고하는 바이다. Granular cell tumors, which occur infrequently, are probably of Schwann cell origin. They can occur almost anywhere in the body but usually affect the tongue, oral cavity, skin, or breasts and are rarely found in the gastrointestinal tracts. The esophagus is the most frequent gastrointestinal site, followed by the stomach and the colon. Granular cell tumors are generally benign, especially in the gastrointestinal tract, some malignant lesions have been reported. For this reason, and also because preoperative diagnosis is difficult, the standard treatment for granular cell tumor has until now been surgical excision. In recent years, other therapeutic methods is endoscopic laser therapy (ELT), polypectiomy, endoscopic mucosal resection (EMR). We report a case of esophageal granular cell tumor which was diagnosed by an endoscopy and managed using an endoscopic mucosal resection without complication.

In recent years, gonorrhea has been pandemic and remains one of the most common STDs in the world, especially in developing countries. For the detection of a more effective therapeutic regimen and assessing the prevalence of Penicillinase Producing Neisseria gonorrhoeae(PPNG), we have been trying to study the patients who have visited the Venereal Disease Clinic of Choong-Ku Public Health Center in Seoul since 1980 by menas of the chromogenic cephalosporin method. In 1998, 93 strians of N. genorrhoeae were isolated, among which 60(64.5%) were PPNG. The prevalence of PPNG in Seoul, which had been decreased to 39% in 1996 after a peak of 74.3% in 1993, is increased to 64.5% in 1998.

<P>The electrochemical kinetic properties of a Li<SUB>4</SUB>Ti<SUB>5</SUB>O<SUB>12</SUB> (LTO)/reduced graphene oxide (RGO) nanocomposite were systematically investigated using cyclic voltammetry (CV). Since there are several factors that influence the electrochemical kinetics of LTO depending on the potential scan rate, the kinetic properties of LTO in the nanocomposite were evaluated by analyzing the scan rate dependence of the voltammetric charge, as measured by CV. When we formed a nanocomposite of LTO and electrically conductive RGO, the number of surface electrochemical reaction sites increased and that of the bulk electrochemical reaction sites decreased. This led to an improvement in the kinetics related to Li<SUP>+</SUP> ion diffusion in LTO. The range of scan rates for which the voltammetric charge was decreased by the kinetic limitations ascribed to diffusion was reduced because of the decrease in the effective diffusion length and the increase in the diffusion area, compared to commercial LTO particles. Thus, unlike previous studies, we report that the improved rate capability of the composite with RGO is ascribed to enhanced diffusion properties in the bulk electrochemical reaction sites rather than an increase in the electrical conductivity, which is a surface property.</P>

<P>Electrochemical properties of MnO<SUB>2</SUB>/multiwall carbon nanotube (MWCNT) composites were investigated by using cavity microelectrodes (CME). Electrochemical kinetics of the MnO<SUB>2</SUB>/MWCNT composites were studied by analyzing the scan rate dependence of voltammetric charge, which was measured by cyclic voltammetry (CV) at various scan rates ranging from 20 mV s<SUP>−1</SUP> to 1000 mV s<SUP>−1</SUP>. Based on several mathematical models, the relationship between voltammetric charge and scan rate was interpreted systematically. At slow scan rates, ion diffusion in MnO<SUB>2</SUB> dominantly determined the rate of the overall electrochemical process. However, the faradaic reaction of Mn<SUP>3+</SUP>/Mn<SUP>4+</SUP> at the MnO<SUB>2</SUB> surface competed with mass transfer in terms of kinetics when the potential scan rate was higher than 400 mV s<SUP>−1</SUP>.</P>

<P> Zinc-manganese mixed oxide (ZMO)/carbon nanotube (CNT) composites are synthesized based on an electronic wiring design for use in Li-ion batteries. The resulting composite consists of ZMO nanoparticles in intimate contact with CNT. The ZMO nanoparticles, which are in the electrical wiring with the CNTs, exhibit an additional conversion reaction involving MnO/Mn<SUB>3</SUB>O<SUB>4</SUB>, resulting in an enhanced reversible capacity up to 1050 mA h g<SUP>-1</SUP>, which exceeds the theoretical reversible capacity of ZnMn<SUB>2</SUB>O<SUB>4</SUB> (780 mA h g<SUP>-1</SUP>). During the synthesis of the ZMO/CNT composite, calcination in the presence of NH<SUB>3</SUB> gas not only inhibits the oxidative decomposition of the CNTs but also reduces the oxidation state of Mn in the resulting composite. The elimination of superfluous oxygen (decrease in oxidation state of Mn in ZMO) leads to a decrease in irreversible capacities during the first cycle, directly related to energy efficiency. </P>

<P>Herein, we report an equivalent circuit model for electrochemical impedance spectroscopic (EIS) investigation of the Na<SUP>+</SUP> ion diffusion process in MnO<SUB>2</SUB>. We combine two constant phase elements (CPEs) active in the desired frequency ranges as the element associated with the diffusion reaction of ions in the solid active materials in a modified equivalent circuit model. Adoption of these CPEs instead of a finite-space Warburg impedance allows for the more precise analysis of measured impedance data for a cavity microelectrode (CME). The dependence of electrochemical properties of manganese oxide (MnO<SUB>2</SUB>)/multiwall carbon nanotube (MWCNT) composites on the MnO<SUB>2</SUB> content is then investigated using this EIS analysis. According to EIS analyzes, series resistance (<I>R</I><SUB>s</SUB>), electron-transfer resistance (<I>R</I><SUB>et</SUB>), degree of frequency dispersion in semi-infinite diffusion, and effective diffusion length is increased with an increase in MnO<SUB>2</SUB> loading amounts in the composites.</P>

<P>The effect of electronic wiring on the electrochemical reaction sites in manganese oxide (MnO<SUB>2</SUB>) was studied by electrochemical impedance spectroscopic (EIS) investigation of MnO<SUB>2</SUB>/multiwall carbon nanotube (MWCNT) composites with and without added conducting agents. The results helped in confirming the effects of the electrical conductivity of the composite on its electrochemical properties. The electronic wiring in MnO<SUB>2</SUB> influences not only the electron transfer reactions at the surface electrochemical reaction sites but also Na<SUP>+</SUP> ion diffusion in the bulk electrochemical reaction sites. Electronic wiring plays a more important role in deciding the rate capability of MnO<SUB>2</SUB> than does the electrical conductivity of the electrode.</P>
