        제주도 지하수 질산염 농도의 시·공간적 변화 특성: 장기(1993-2015) 모니터링 자료의 평가

        1993년부터 2015년까지 관측된 제주도 지하수 장기모니터링 관측정(N = 4,835)에서 수집된 지하수 수질자료(N = 21,568)를 기반으로 질산성질소의 시공간적 변동 특성을 평가하였다. 제주도 지하수의 질산성질소 농도의 중앙값은 2.5 mg/L로서 다른 국가나 대륙의 조사 결과에 비해 다소 높거나 유사한 것으로 나타났다. 또한 지하수 용도, 행정구역 및 고도 별로 유의한 차이를 보였다. 특히, 산간 지역에 비해 저지대 해안가에 위치한 농업 및 주거지역에서 농도가 높음을 확인하였다. Mann-Kendall 및 Sen’s slope 분석을 활용한 질산성질소 농도의 추세 분석 결과, 하류 저지 대에 비해 중산간지역에서의 질산성질소 농도 증가 경향이 뚜렷하였다. 제주도 내 토지 피복의 시계열 변화 특성과 결부 지어 보면, 중산간지역의 오염 증가 추세는 농업지역의 확장 등 인위적 활동 증가에 기인한 결과로 판단된다. 반면,기지정된 지하수자원특별관리구역에서는 전반적으로 질산성질소 농도의 감소 경향이 나타났는데, 이는 지하수 관리 측면에서 수질관리를 위한 적극적인 정책이 유효함을 시사한다. 본 연구에서는 제주도 지하수의 질산성질소 오염관리를 위한 적정 방안을 제안한다. The spatio-temporal variations of nitrate concentrations in groundwater of Jeju Island were evaluated by an analysis of time series groundwater quality data (N = 21,568) that were collected from regional groundwater monitoring (number of wells = 4,835) for up to 20 years between 1993 and 2015. The median concentration of NO 3 -N is 2.5 mg/L, which is slightly higher than those reported from regional surveys in other countries. Nitrate concentrations of groundwater in wells tend to significantly vary according to different water usage (of the well), administrative districts, and topographic elevations: nitrate level is higher in low-lying agricultural and residential areas than those in high mountainous areas. The Mann-Kendall trend test and Sen’s slope analysis show that nitrate concentration in mid-mountainous areas tends to increase, possibly due to the expansion of agricultural areas toward highland. On the other hand, nitrate concentrations in the Specially Designated Groundwater Quality Protection Zones show the temporally decreasing trend, which implies the efficiency of groundwater management actions in Jeju. Proper measures for sustainable groundwater quality management are suggested in this study.

        This study approaches geometrically to different means such means such as arithmetic, the geometric, and the harmonic mean which are handled in the present cumculum of highschool mathematics and tries to give different definitions to these means and to find out another mean. It compares these means with each other on figures through Euclidean geometry. It makes a special study of the properties of each mean and the rrlations among these means about positive real numbers. It also introduces Inverse points and Harmonic points by generalizing more the geometric and the harmonic means.

      • 土地公示制度의 改善方向에 관한 硏究

        We can divide problems involving public land notificaton macro one and micro one. 1) Problems from the micro perspective include the ones relating land register real. For example, coincidence between practical characteristics of land and that of register book should be secured and fuctions of land register administration should be changed and land registration and building registration must be written at the same register book to promote the public confidence at the registration system. We also manage land value notification system comprehensively trough streamlining land laws. and we must nuify under one system current diversifid land value notification system to solve lots problems caused by current systems. 2) From the macro perspective, we try to revise current land notification system. For example, land speculation caused a lot of social problems including antipathy between classes. So I'd like to propose so-called Basic Land Law to prevent land speculation form spreading across the country. Therefore, Basic Land Law should contain such substances as land register, real estate registration, zoning standards, and land value notification standards. Real estate registration administration should be separated from the court and another independent office should be established to emplement land administration efficiently.

      • 고속회전 하는 정밀부품을 위한 연질/경질 코팅의 트라이볼로지적 특성에 관한 연구

        Recently, rotating elements which use mechanical and electrical systems have been utilized for high speed and accuracy to increase the performance. The most important thing to get a more reliable system is to understand the friction, wear and characteristics which has an effect on various coated surfaces. In this study, the tribological characteristics of various soft/hard materials were investigated by using a custom-built pin-on-reciprocator tester. From the experimental results, it was found that the friction coefficients of the soft material coated surfaces were lower under various normal loads due to thier self-lubricating ability and material transfer to the counter surface.

      • 土地法의 性格에 관한 硏究

        We can devide the land law in the public land law and private land law according to the dicho tonomous system of law classification. But rapid industrialization and urbanization have caused a lot of problems such as labor problems, unfair trade by economic monopoly, and land speculation. Labor problems can be solved with the helf from the labor law, mono-poly and unfair trade can be solved with the helf from economic law, other social problems can be solved by the so-called social law. But the land law, which doesn't have clear definition and its system, use public land regulations including land texation to solve the land problems. There are a lot of land laws which have the social law characteristics as well as both public law characteristics and private law characteristics. But no one claims that the land law has the soial law characteristics Therefore, this writer said that the land law has social law characteristics because of following reasons. 1) Land is natural one and the foundation of everything in the world, So one of its characteristics is common goods which no individual can own. Therefore it emphasis on its, social and common goods characteristics 2) As mentioned above, land is regulated by both the private law and the public law and there are several land laws which have social law characteristics 3) In the modern industrialized society land law, which realizes one of the constitutional ideals, is necessary to coodinate conflicts which are raised from both realization public interest goals such as common use for the public interest and improving public welfare and prottection of the private right. Therefore we should review laws related land from the different point of views, such as social justice and legal stability. Because we can not solve social problems which are raised by the land with the help from current land laws. We should redifine the legal concept of land and make a new basic land law which has social law characteristics. From the these kinds of point of views, this writer try to redifine the legal concept of land. The legal concept of land is defined as having common interest and harmonious use concept which coodinate both private land law and public land law rather than public interest concept which causes a lot of misunderstandings. To solve social problems related to land, which will cause conflicts private interest and pubilc interest such as 1) the ones arised from land use, between profit and sale 2) the ones caused from land trade, evaluation and taxation 3) the ones raised from land registration cadaster and land registration, we should make the basic land law modeled from Taiwan. I am sure that the basic land law will be a means to direct and correct life space use.

      • 국가균형발전3대특별법과 한국의 Vision

        참여정부는 그동안 수도권 일극 집중 등 강력한 중앙집권체제로 불균형 발전된 국토공간 구조의 큰 변혁을 시도하기 위하여 국가균형발전 3대 특별법을 제정하고 추진 중에 있다. 이는 신행정수도 건설을 비롯하여 각 지방자치단체와 지방대학이 중심이 되어 지역혁신체계를 구축하고 지방의 자립능력을 강화하여 지방분권과 국가균형발전을 이룩하고자 하는 야심찬 비전의 입법이라 할 수 있다. 그러나 본문에서 살펴본 바와 같이 기존법과의 법체계상의 특별법적 지위의 문제, 불균형지표개발 및 우선순위 설정의 문제, 국가균형발전위원회의 법적 성격 등의 문제, 재원조달을 위한 국가균형발전특별회계의 문제뿐만 아니라 신행정수도 건설을 둘러싸고 국론분열 양상이 심화되고 헌법소원이 계류 중에 있다. 국가균형발전위원회는 최근 신행정수도의 건설지로부터 전국토의 각 지역이 'ㅁ' 자형 내지 방사형의 도로망 구축으로 2시간대의 국토생활권을 만든다고 발표한바 있다. 아울러 지역혁신체계구축과 지역특화산업 cluster에 의한 국민소득 2만불 달성과 선진국진입을 앞당기며 장기적으로 동아시아권의 중추적 기능을 담당한다는 것이다. 이러한 일련의 야심찬 비전은 세계화시대 우리 한민족의 웅비를 위하여 당위성을 갖는다고 할 수 있다. 그러나 과연 한정된 자원 및 자본과 인력으로 당면한 국가균형발전의 얼마만큼 성취할 수 있을 것인가? 야심찬 의욕만 가지고 비전의 성취가 그대로 달성되는 것은 아니다. 국가균형발전 3대 특별법이 상호 유기적 연계 속에서 병행추진 되어야 할 사안이다. 국가균형발전시책과 지방분권화는 밀접한 관련이 있기 때문에 분권·자치추진과 균형발전 정책의 연계성 확보가 필요하다. 지방분권이나 신 행정수도 건설 등은 국가균형발전을 위한 조건중의 하나이기 때문이다. "지역 간 균형 발전이 곧 국가발전 이다'. 국가균형발전의 명제는 우리 역사상 집중과 중앙집권의 관성을 극복해야만 하는 어려운 과제이다. 국가균형발전을 통해 국민통합과 국가경쟁력 강화라는 두 가지 과제를 성공적으로 이루어 내야 할 것이다. 중앙정부 스스로 중앙집권체제를 분권화 하여 유연하고 효율적인 국가체제를 구축하려는 개혁노력과 함께 지방자치단체도 자치, 혁신 참여를 통한 스스로의 자생을 갖추려는 끊임없는 노력이 요청된다. The current government, which is called the participation government, enacted and enforced the three special laws for balanced national development. The primary purpose of these laws are to promote balanced national development and decentralization by building regional innovation system and improving local governments' self-reliance. However, these three special laws caused many problems. Therefore, in this study, this writer tried to find out those problems and then suggested policy alternatives to solve them. Policy alternatives offered to solve those problems are as follow. Firstly, it was suggested that those three special laws should be implemented simultaneously to promote balanced national development. Secondly, it was advised that decentralization and balanced national development should be linked together because balanced national development policy and decentralization are closely related each other. Thirdly, since decentralization and the construction of new administrative capital are regarded as preconditions for balanced national development, we can not achieve national development without balanced one. Therefore, obtaining the goal of balanced national development is one of the most difficult tasks which we can only achieve by overcoming our traditional centralization tendency and culture. Lastly, we should obtain our common goals of achieving national unity and strengthening national competitive power by way of balanced national development. That is, the central government should have willingness to decentralize its power in order to build a flexible and effective national system, and local governments must do their best to survive in this stormy world via promoting local self government and their innovation.

      • ON THE ARC LENGTH UNDER INVERSION

        Two points P and P' of the plane are said to be inverse with respect to a given circle (0)_(R), if OP·OP'=R^(2) and also if both points are on the same side of O. Circle (O)_(R) is called the circle of inversion and the transformation which sends point P into point P' is known a s an inversion. In this paper we consider the curves in two dimensional Euclidean space R^(Z) and prove that the length of a regular new curve segment β(t) of the inside curve α(t) under inversion is equal to the length of a regular curve segment a(t) by scalar multiple.

      • 경기도 용인시(경희대학교) 주변지역의 지하수 오염현황

        Recently, the concern about groundwater pollution is increasing. And, groundwater was one of the major water resource used as drinking water by eighty percent of the world population, and its utility as industry water, agriculture water, fresh water was increasing. But, when pollution material was found in housing well, by purifying polluted water, the area of doing thorough conservation management was few. Thus, if water resource being regard as unlimited source, the right view of nature and scientific utility were essential because of the problem of its value. The purpose of this study was that investigated groundwater quality pollution condition in the part areas of Kyunggi-do Suwon Si, Yong-In Si, proposed to efficient management plan for pollution occurrence prevention and groundwater quality development by surveying groundwater pollution source. The result of the study was that the groundwater by use purpose could systematically manage water quality since development beginning, management system about groundwater development with use can established.
