전기통신사업법 선불통화권의 접속체계 및 이용자보호 : 이동통신서비스를 중심으로

The objective of this study is to present the measures for pre-paid access system and user protection (Clauses 3, 4 and 5 of Article 32 of the new act) under the Telecommunications Business Act. The Article 28 of the Enforcement Decree of the Telecommunications Business Act prior to February 2010 obligated the service-based carriers to subscribe to the guarantee insurance with the government as the beneficiary for the total value of pre-paid card issued. The minimum amount of the guarantee insurance must be 1/5 or more of the carrier’s capital registered in “Switchless Resale Services”. The pre-paid related issues were handled by the Central Radio Management Office. Under the new Telecommunications Business Act amended in February 2010, the user protection (Clause 3 of Article 32 of the act) provision obligates the common carriers to also subscribe to the guarantee insurance when issuing the pre-paid card. Furthermore, it allows beneficiaries other than CRMO. Therefore, it is important to review the pre-paid access system and user protection issues and present the measures when preparing the lower level laws (Enforcement Decree or Announcement). 본 연구의 목적은 전기통신사업법상 선불통화권의 접속체계 및 이용자보호(신설법제32조 제3항, 제4항, 제5항) 방안을 제시하는 것이다. ’10년 2월 이전, 전기통신사업법 시행령 제28조는 별정통신사업자를 대상으로 선불통화권 발행총액을 국가를피보험자로 하는 보증보험에 가입할 의무를 부여하고, 보증보험가입 총액의 최저금액은 “설비미보유재판매” 등록기준 자본금의 1/5 이상으로 하였다. 그리고 선불통화권 관련 업무를 중앙전파관리소에서 처리하였다. 그러나 ’10년 2월 개정된 전기통신사업법 이용자보호(법제32조제3항)는 기간통신사업자도 선불통화권 발행 시 의무적으로 보증보험에 가입하도록 하고 있다. 또한, 중앙전파관리소 이외의 피보험자를 지정할 수 있도록 하고 있다. 따라서 하위법령(시행령, 고시) 마련 시 선불통화권의 접속체계 및 이용자 보호를 위한 과제를 검토하고 그 방안을 제시하는 것은 중요하다.

Among various applications of the High Altitude Long Endurance (HALE) Unmanned Aerial Vehicle (UAV), this paper has a focus on the Global Positioning System (GPS) utilizing pseudolite and its improved performance, particularly during the multi-purpose missions. In a multi-purpose mission, the HALE UAV follows a specified flight trajectory for both navigation applications and missions. Some of the representative HALE missions are remote exploration, surveillance, reconnaissance, and communication relay. During these operations, the HALE UAV can also be an additional positioning signal source as it broadcast signals using pseudolite. The pseudolite signal can improve the availability, accuracy, and reliability of the GPS particularly in areas with poor signal reception, such as shadowed regions between tall buildings. The improvement in performance of navigation is validated through simulations of multi-purpose missions of the solar-powered HALE UAV in an urban canyon. The simulation includes UAV trajectory generation at stratosphere and uses actual geographical building data. The results indicate that the pseudolite-equipped HALE UAV has the potential to enhance the performance of the satellite navigation system in navigationally degraded regions even during multi-purpose operations.
DGPS Enhancement to GPS NMEA Output Data: DGPS by Correction Projection to Position-Domain

<P>Most Differential Global Positioning System (DGPS) correction formats are based on range information, and thus typical DGPS systems can be implemented only on correction message-readable or raw observable-providing devices. There is no other way to improve an already-calculated position than a ‘block shift technique’, which has a very limited applicability. This paper suggests an algorithm to project measurement correction directly to position domain data without requiring raw pseudorange data. By post-processing methodology, we evaluated the performance of our new algorithm compared to conventional DGPS, which requires raw pseudorange data; the observed difference between them was only 0·1 mm . The proposed correction projection algorithm can be used with commercial off-the-shelf receivers that provide National Marine Electronics Association (NMEA) format data. Our testing with a U-blox LEA-5H receiver resulted in a drastic reduction of horizontal Root Mean Square (RMS) error from 4·75 m to 1·09 m.</P>

<P>A novel UHF band RFID tag antenna, which can be effectively mounted on metallic objects, is presented. Using the inductively coupled feeding technique, the proposed antenna consists of two symmetric shorted radiating elements and feeding loop. The feeding loop is excited so that the currents on the radiating elements are out of phase with the equal amplitude. The proposed tag antenna gives smaller variation of the antenna performance than that of conventional tag antennas when the tag is mounted on the various sizes of the metallic objects. © 2006 Wiley Periodicals, Inc.
