국가연구개발사업 성과평가제도 수용성 및 환류활동에 미치는 영향요인 분석

현행 공급자 중심 평가의 한계점으로 정책효과에 대한 논란이 지속되고 국가연구개발사업 성과평가제도의 실효적인 개선방안 도출을 위해 정책 수혜자 관점에서 성과평가제도 의 적절성이 성과평가 결과의 수용성 및 환류활동에 미치는 영향에 대해 분석하였다. 실증분석 결과, 성과평가제도의 적절성은 성과평가 결과 수용성에 중요한 영향을 미치며, 수용정도가 높을수록 성과평가 결과가 국가연구개발사업 개선을 위한 환류활동도도 높아진 것으로 나타났다, 이는 성과평가 결과에 대한 긍정적 수용성이 성과평가제도 시행의 적절성에 대한 인식을 공유한다는 것을 의미하는 것으로 성과평가 결과(개선점)를 반영할 경우 국가연구개발사업 효과성이 개선될 것이라는 신뢰도가 향상되어 환류 활동도가 높아지는 결과를 가져오는 것을 확인할 수 있었다. As of 2018, the budget for national R&D programs is KRW 19.6 trillion, fourth largest in the world, and the ratio of investment to GDP ranked no. 1 around the world with the high investment intensity. Nevertheless, the current performance evaluation system has limitations, such as provider-centered evaluation. This paper analyzed the effects of the appropriacy of the components of the performance evaluation system on the acceptance of evaluation outcomes and feedback activities from the viewpoint of policy beneficiaries. In addition, it analyzed which feedback activities had contributed to improving the achievement of the goals, improving performance, and budget allocation efficiency of national R&D programs, based on which, effective measures to increase the policy effectiveness of the evaluation system were suggested.

This paper studied a convenient login system for senior citizens. Instead of the traditional complex login service, deployed a simple login service using face recognition from Face - API, one of Microsoft"s cognitive services. The service is convenient for senior citizens who have trouble using their IDs and passwords, and provides them with shuttle bus information, meal information, and programs based on the stored information. Some of the elements that senior citizens will find enjoyable are the ability to predict the age and current mood based on photos registered at the time of signing in.
Structure analysis of anti-enterovirus 71 polysaccharide from the root of Sanguisorba officinalis

Increasing prevalence and pandemic risk of viral diseases urgently need the development of safe and effective treatment. The root of Sanguisorba officinalis (SO) has been traditionally used for infectious diseases. In this study, we aimed to elucidate the structure of polysaccharide isolated from SO that inhibits the infection of enterovirus 71 (EV71) causative agent for hand, foot, and mouth disease. The purified macromolecule (S-a3, 260.4 kDa) was a homogenous polysaccharide consisted of galacturonic acid (26.1%), galacturonic acid-6O-methyl ester (14.1%), glucose (20.2%), arabinose (18.3%), galactose (11.8%), and rhamnose (3.7%) residues. Linkage and NMR analysis exhibited that S-a3 consisted of different types of polysaccharides interlinked together including homogalacturonan, rhamnogalacturonan-I, 1,4-α-glucan, and arabinogalactan. S-a3 significantly inhibited cell death and viral gene expression in the EV71-infected Vero cell, and alleviated EV71-induced body weight loss, death, and paralysis in the hSCARB2 transgenic mice model. Importantly, S-a3 was non-toxic to cells and mice at the effective concentration. The antiviral effect of S-a3 was associated with disturbance of EV71 attachment on host cells. Our findings demonstrate that a polysaccharide of SO can be a safe and effective treatment for prevention of EV71 infection.

<P><B>Abstract</B></P> <P>Energy-saving, high-efficiency cell disruption is a critical step for recovery of thermolabile antioxidant astaxanthin from <I>Haematococcus pluvialis</I> cyst cells of rigid cell-wall structure. In this study, as room-temperature green solvents, 10 types of 1-ethyl-3-methylimidazolium ([Emim])-based ionic liquids (ILs) were compared and evaluated for their abilities to disrupt <I>H. pluvialis</I> cyst cells for astaxanthin/lipid extraction. Among the 10 ILs tested, 3 [Emim]-based ILs with HSO<SUB>4</SUB>, CH<SUB>3</SUB>SO<SUB>3</SUB>, and (CF<SUB>3</SUB>SO<SUB>2</SUB>)<SUB>2</SUB>N anions were selected based on astaxanthin/lipid extraction performance and synthesis cost. When pretreated with IL/water mixtures, intact cyst cells were significantly torn, broken or shown to release cytoplasmic components, thereby facilitating subsequent separation of astaxanthin/lipid by hexane. However, excess IL pretreatments at high temperature/IL dosages and longer incubation times significantly deteriorated lipid and/or astaxanthin. Breaking dormancy: an energy-efficient means of recovering astaxanthin from microalgae

<P><I>Haematococcus pluvialis</I>, in the dormant aplanospore (cyst) status after 30 d of cultivation, accumulates high levels of a superpotent antioxidant, astaxanthin, which has been demonstrated to have enormous therapeutic benefits. However, owing to the robust structure of its trilayered cell wall, the recovery of astaxanthin from the cyst cells remains an energy-intensive process. In the present study, a novel strategy utilizing a short-period germination based on the natural life cycle of <I>H. pluvialis</I> was developed as an energy-efficient pretreatment for the extraction of astaxanthin using ionic liquids (ILs) as green solvents. The germination resulted in damage and deconstruction of the cyst cell wall, and thereby facilitated the extraction of astaxanthin by ILs at room temperature. By this natural pretreatment with 1-ethyl-3-methylimidazolium ethylsulfate for a very short reaction time of 1 min, a high astaxanthin yield of 19.5 pg per cell was obtained, which was about 82% of a conventional volatile organic solvent extraction by strong, 30 000 psi French-pressure-cell homogenization. The maximal astaxanthin-extraction yield from <I>H. pluvialis</I> cells was observed for 12–18 h germination. The germination rate furthermore could be improved by manipulating the nutritional composition (especially the nitrate concentration) of the culture medium. In light of these results, it can be posited that natural germination following the principles of green chemistry can be a uniquely simple method of robust microalgal cyst cell pretreatment and extraction of astaxanthin with room-temperature ILs.</P> <P>Graphic Abstract</P><P>A highly energy-efficient natural pretreatment process of germination to assist ionic liquid-based extraction of astaxanthin from <I>Haematococcus pluvialis</I> is developed. <IMG SRC='http://pubs.rsc.org/services/images/RSCpubs.ePlatform.Service.FreeContent.ImageService.svc/ImageService/image/GA?id=c4gc01413h'> </P>
