한국적 자치경찰제의 도입방안에 관한 연구

16대 대선에서 승리한 노무현 당선자는 자치경찰제의 도입과 경찰의 독자적인 수사권 부여를 대선공약으로 제시하였다. 이에 따라 또다시 자치경찰제와 경찰의 수사권 독립에 관한 논란이 일고 있다. 본 논문에서는 자치경찰제 도입의 논의와 구상이 비교적 구체화되었던 1980년대 이후 자치경찰제 도입의 논의와 구상들을 검토해 본다. 특히 1999년 상반기에 경찰법개정법률안이 마련되었음에도 불구하고 하반기부터 논의가 줄어들고, 2000년 이후 자치경찰제 논의 자체가 중단된 원인을 고찰해 보는 바, 그 원인을 자치경찰제 도입과 관련해서 이해관계를 가지는 각 국가기관들간의 갈등이라는 관점에서 분석해 본다. 그리고 향후 소위, '참여정부'에서 자치경찰제 도입에 관한 논의가 있을 것임을 감안하여, 우리나라에서 자치경찰제를 도입하는 경우, 어떤 방안이 우리나라의 실정에 맞는 한국적 자치경찰제가 될 것인가, 또한 어떤 방안이 지역주민을 위한 자치경찰제가 될 것인가를 중심으로 그 도입방안을 모색해 본다. 즉 조직, 관리, 인사, 경찰권의 배분이라는 4가지 측면에서 그 도입방안을 제시하고자 한다. President Roh Moo-hyun, succeeding the election for President of sixth, presented introduction of The Local Police System(LPS) and grant towards independent investigation of police as the election pledge. This is leading to the controversies which are The Local Police System and independent investigation of police anew. In study, investigate having the controversies and ideas on introduction of the Local Police System since the 1980s, when it started to draw in outlines of the controversies and the ideas on introduction of the LPS. Particularly, the first half of 1999, although Police Law was made ready for, from the second half of it, the controversies little by little faded out and after 2000, after investigating suspended factors that LPS itself doesn't go further, analyze the factors, considering complications which have interests among national organizations with introduction of LPS. In case of introducing LPS in what is call "the Participatory Government" try to find introduction plans, laying stress on what kinds of plan suit korean LPS? or what kinds of plan are LPS for local residents? Present introduction plans, considering 4 dimensions organization, management, personnel, and division of police power.

참여정부가 출범하면서 경찰처에서는 2003년 3월부터 본청과 각 지방경찰청 단위로 보직공모제를 실시하였다. 보직공무제는 보직관리를 행함에 있어 소속 경찰기관내에서 공개모집을 통하여, 인사행정의 투명성과 공정성을 높이고, 우수 경찰공무원의 활용을 극대화하고자 실시한 것이다. 그러나 경찰청이 처음으로 실시한 인사제도인 만큼 많은 문제점이 노정되었고, 이 제도의 정착을 위해서는 이번 실시를 계기로 실태에 대한 분석이 요구된다. 본 논문에서는 보직공모제도가 현실적으로 어떠한 의미가 있으며, 공모, 자격심사, 최종선발이라는 3가지 구성요소를 기초로 하여 실제로 어떻게 이루어지는가 고찰한다. 또한 2003년 3월부터 경찰청 및 각 지방경찰청 단위로 실시한 보직공모제도의 실시현황과 실태를 검토·분석해 보고, 보직공모제가 가진 문제점과 개선방안을 제시해 본다.

Assessment with Using the Handheld Graphing Technology in Mathematics Classroom

In this paper, we discuss how to assess students` understanding of concepts during class, after class and in regular exams in the mathematics classes using the handheld graphing technology. We show some methods of assessment that are compatible with the class using the handheld graphing technology. Theses methods are adjustable to students` learning during class, homework after class or in regular exams. As feedback of these methods we give students additional opportunity to understand concepts by giving additional concept provoking problems or giving additional help if necessary.

The Learning and Teaching of Transcendental Functions through Sound and Music

In this paper, we present a new environment of learning and teaching of trigonometric, exponential and logarithmic functions the most difficult parts for students to learn among functions, through sound and music, students like the most. First, by using sound and music, we try to arouse student`s interest. Second, we let students see and hear properties of transcendental functions so that students can understand and remember them easily. Finally we encourage students to compose their favorite song using transcendental functions so that students can understand and remember them easily. Anxiolytic and Antidepressant Activities of Ginsenoside Rb1

The psychopharmacological profile of ginsenosides has not yet been confirmed systematically although various neuropharmacological activities associated with them have been investigated. In the present study, the psychological activities of Rb1 were investigated to evaluate whether it can be used in treatment or prevention of psychological disorders. Rb1 was intravenously injected at doses of 0.2, 2, 5 and 10 mg/kg. The effects of Rb1 on the CI- ion influx were investigated using IMR-32 human neuroblastoma cells. Moreover, locomotor activity, forced swimming activity, activity on rotating rod and activity in elevated plus-maze were tested in mice. Rb1 increased the CI- influx into the intracell region in a dose-dependent manner. Rb1 did not cause change in behavior in total open field when locomotor activity was tested, however it increased activities, especially, such as rearing frequency in center area. Administration of Rb1 at 0.2 mg/kg significantly reduced activities on rotating rod however administration at high dosages had no effect on them. Rb1 administration decreased animal immobile time in a water chamber in a dose dependent manner, and increased the strong mobile time of animals. In conclusion, the present results demonstrate that Rb1 contributes to the psychopharmacological effects of ginseng and may be used in treatment or prevention of psychological disorders such as anxiety or depression.

역대정부의 자치경찰제 도입방안과 비교 연구

본 연구는 우리나라 역대 정부의 자치경찰제 도입방안을 살펴보고, 정부(안)들을 비교해 본다. 따라서 본 연구는 첫째, 자치경찰제 도입방안에 관한 선행연구를 위하여 문민정부 이후, 현재까지 제안된 자치경찰제 도입방안들에 대해서 논의한다. 역대정부에서 제시된 자치경찰제 도입방안의 주요 내용을 논의한다. 셋째, 역대정부 자치경찰제안을 몇가지 비교기준 즉, 실시단위, 조직구조, 사무배분, 인사관리에 기초하여 이들 방안들을 분석해 본다. 뿐만 아니라 기존의 선행연구들에서 제안한 도입방안과도 비교 논의하고, 이것을 종합적으로 분석 평가한다. 이상의 분석결과를 근거로 자치경찰제 도입방안을 제안해 보면, 첫째, 실시단위는 시·군·자치구 단위로 도입하고, 둘째, 자치경찰조직을 기초단위에 설치하며, 셋째, 자치경찰의 사무는 생활안전, 지역교통, 경비사무 등을 수행하도록 하고, 넷째, 자치경찰관은 특정직 지방공무원 뿐만 아니라, 기능직 공무원 등도 임명하며, 다섯째, 광역기능으로서 광역시·도 단위에 자치경찰에 대한 통합·조정기능을 부여하도록 한다. The national government of Korea plans to establish autonomous local police systems as way to increase autonomy of local governments including city, gun, and province. It expected to bring significant changes in local policing in many ways once the new systems are introduced. This study aims to explore proper ways of introducing autonomous local police system by comparing the alternatives presented by the current Lee Myung Bak and previous governments. The comparisons are conducted in terms of four standards including execution scope(unit), organizational structure, task apportionment, and personnel management. Based upon the results of the comparisons, this study proposes the following alternatives: First, the autonomous local police systems need to be introduced on a basis of primary local governmental unit. Second. the autonomous local police must be in charge of livelihood protection, local traffic, and local security. Third, not only the local public officials being in charge of law enforcement but also other officials including technicians are to be allowed to become autonomous local police officers. Fourth, regional governments, the large local governmental units, have to exercise the function of integration and coordination.

자치경찰제 관련 법(안)의 비교연구

정부의 자치경찰법(안)은 국립경찰이 창설된 이후, 최초로 자치경찰제의 도입을 주요내용으로 하고 있다는 점에서 그 의의를 가진다. 그러나 우리나라 경찰에서 처음 실시하는 제도인 만큼 모든 여건을 고려한 신중한 방안이 되어야 한다. 정부의 자치경찰법(안)이 기초단위로 자치경찰제를 실시한다는 것에 근거하고 있기 때문에 광역단위의 실시를 동시에 주장하는 입장과 차이를 보이고 있다. 즉, 의원발의 입법(안)으로 제시된 자치경찰법(안)은 광역과 기초단위로 분리하여 실시를 해야 한다는 주장이 제기되었고, 현재, 이것이 의원입법(안)으로 국회에 제출된 상태다. 본 연구에서는 정부가 국회에 제출한「자치경찰법안」과 전국시ㆍ도지사협의회에서 입안한 시ㆍ도공동안으로, 유기준 의원이 대표발의한「자치경찰법안」을 비교ㆍ검토하고자 한다. 즉, 이 양(안)의 주요내용을 검토해 보는바, 5가지의 주요 변수에 근거하여 비교 검토해 보면서, 그 시사점을 찾고자 한다. Last year, The government presented the Local Police Law Bill. Its main content is the introduction of the Local police system in korea. But The Local Police Law Bill must be carried out carefully. The Local Police Law Bill by the government presented is to execute the Local police system essentially to the basis unit. But There is no the contention to execute to the global unit. On the other hand, The bill which Assemblyman proposes is different from the plan of the government. This is to propose in the Governer association of korea. The bill which Assemblyman proposes is to execute the Local police system essentially to a wide[large] area, that is metropolitan region. This is to propose in the Governer association of korea. This paper try to compare two kinds plans. one plan is to execute the Local police system of the small unit, another plan is to execute the Local police system of the large unit. We compare two kinds plan based on 5 variables and propose desirable plan.
