        지방자치단체의 남북교류협력 활성화를 위한 입법론적 검토

        중앙정부만이 통일의 주체가 되는 것은 아니다. 통일에 관한 사무를 국가의 독점적 사무로만 보기는 어려운 것이다. 따라서 정치적 상황에 따라 변동은 있을지라도, 남북의 교류와 통합의 과정에서 지방자치단체의 역할론은 앞으로도 지속적으로 등장할 것이다. 지방자치단체의 남북교류협력을 활성화하기 위해서는 지방자치단체의 역할 강화 및 지속적이고 안정적인 추진 기반의 마련 등이 필요하고, 이를 위한 근거 입법의 제정이 시급하다고 본다. 남북교류협력에서의 지방자치단체의 주체성 인정 문제, 남북교류협력사업을 추진하는 지방자치단체에 대한 중앙정부의 재정 지원, 지방자치단체가 추진하는 협력사업의 특례 규정 마련, 중앙과 지방자치단체, 그리고 지방자치단체 간의 협의체의 설치, 지방자치단체 남북교류협력사무만을 전담하는 조직의 구성 및 전문인력의 운영, 지방자치단체 남북교류협력에 관한 전반적인 사항을 담은 계획의 수립・시행과 이를 위한 별도의 위원회 설치 등을 도입・실현하거나 해결하기 위해서는 독자적인 법률의 제정을 통하는 것이 가장 효율적이거나 근본적일 수 있다. 이에, 본 연구에서는 이러한 사항들을 입법적으로 규율하기 위해 총 22개의 조문으로 구성된 가칭 「지방자치단체 남북교류협력에 관한 법률」 제정안을 제안하였다.

        우주 쓰레기 제거기술을 활용한 우주무기 개발 개연성 고찰 및 우주기동전(Space Maneuver Warfare)의 이해

        According to the studies recently published through advanced maui optical and space surveillance technologies (AMOS) Conference 2021, LEO conjunction assessment revolves around not on operating satellites but space debris such as rocket bodies and non-operational satellites, hence suggesting a solution through space traffic management. Against this backdrop, the issue of active debris removal (ADR) has emerged to the surface as an international challenge throughout the globe. In step with this, the United Nations General Assembly approved a resolution calling on nations to halt tests of direct-ascent anti-satellites, to which U.S. and twelve other nations included Republic of Korea were original signatories. ADR techniques are also actively being researched in the civil sector, and these commercial services, if successfully developed, could possibly be utilized for military use as well. As such, this paper will help readers' understanding for the current status of ADR techniques, space threat assessments, on-orbit rendezvous and proximity operations by looking at previous cases, reflecting on space-faring nations' ADR techniques and its development probability in relation to space weapons. As a conclusion, this study will propose the needs of developing space propulsion system by understanding Space Maneuver Warfare in preparation for the future space battlefield.

      • 지방자치권 보장을 위한 중앙정부 행정규칙 정비방안 : 행정안전부 행정규칙을 중심으로

        Today, the function of the government is gradually expanded and specialized as the nature of the country changes into a social state. As a result, the number of administrative rules is increasing naturally, and the number of administrative rules affecting local autonomy is also very large. However, administrative rules and their expansion inevitably result in an infringement or restriction of local autonomy. Local governments may be subject to various restrictions under the administrative rules of the central government in carrying out their own affairs in their functions and authorities. In the end, this study begins with the question of whether it is possible to enact administrative rules that have a practical effect on the autonomy of local governments. In order to solve this problem, this study derives the limitations of administrative rules in the area of local autonomy based on the analysis and review of the actual cases of the Ministry of the Interior and Safety. For the purpose of resolving the limitations of autonomous functions or autonomy, which are the main contents of the constitutional local autonomy system, this study argues that it is necessary to interpret more strictly the Principles of Statutory Reservation and Legislative Delegation under the Constitution or to modify existing interpretations. In conclusion, this study presented the direction or standard of readjustment of administrative rules to guarantee local autonomy in four aspects: first, minimizing the number of administrative rules governing local governments; second, preparing the grounds for the establishment of administrative rules at the legal stage; third, expanding the application of the Rule against Blanket Delegation; fourth, strictly applying the Principle of Re-delegation.

        지역 및 산업간 거래를 고려한 지역 주력 제조업의 생산 감소 효과 분석

        Purpose This paper analyzes the impact of the decrease in the production of the major regional manufacturing industries considering regional and inter-industrial transactions. Design/Methodology/Approach The 10 major industries were selected using a data of Beak of Korea and Korea Institute for Industrial Economics and Trade. The impact of production reduction in the major regional manufacturing industries was analyzed using the Ritz-Spualding model. Findings The most regions were found to have a greater impact within the region than outside of it. On the other hand, Jeonbuk had a relatively large out-of-region impact compared to other regions. For Chungbuk, Gangwon and Jeju regions, the effects within and outside the region were similar. However, in the case of value-addition, it was found that, unlike other regions, Chungbuk, Gangwon and Jeju regions had more negative effects outside the region. These results confirm that the decrease in the output value of the major manufacturing industries in the region can affect other regions through the linkage structure between regions. Research Implications It is implied that it is necessary to establish a policy plan for decreasing production of the major regional industries by considering the relevant structure of each region.

        양성자 조사법에 의한 PT-IGBT의 Turn-off 스위칭 특성 개선

        Proton irradiation technology was used for improvement of switching characteristics of the PT-IGBT. Proton irradiation was carried out at 5.56 MeV energy with $1{\times}10^{12}/cm^2$ doze from the back side of the wafer. The I-V, breakdown voltage, and turn-off delay time of the device were analyzed and compared with those of un-irradiated device and e-beam irradiated device which was conventional method for minority carrier lifetime reduction. For proton irradiated device, the breakdown voltage and the on-state voltage were 733 V and 1.85 V which were originally 749 V and 1.25 V, respectively. The turn-off time has been reduced to 170 ns, which was originally $6{\mu}s$ for the un-irradiated device. The proton irradiated device was superior to e-beam irradiated device for the breakdown voltage and the on-state voltage which were 698 V and 1.95 V, respectively, nevertheless turn-off time of proton irradiated device was reduced to about 60 % compared to that of the e-beam irradiated device.

      • 확산법에 의한 Bi-2223 초전도상의 제조 및 성장기구에 관한 연구

        According to spread volume of B(BiPbCuO) layer, composition ratio and each stage of sintering process, we studied stability of high Tc superconductor phase and generation and growth movement of superconducting phase. The dual layer composed of SrCaCuO and BiPbCuO compound were prepared to develop the Bi-2223 superconductor[108K] through interaction and diffusion during sintering process. The dual layer samples were sintered at 830.deg. C for 0-210 hours. From the result, the optimum conditions were : spread volume(A:B=1:0.6), sintering time(210h) and composition ratio(A:S $r_{2}$C $a_{2}$C $u_{2}$- $O_{x}$, B:B $i_{1.9}$P $b_{0.5}$C $u_{3}$ $O_{y}$) at 830.deg. C.. C.C.C.
