ICJ의 勸告的 의견에 관한 一考察

An advisory opinion is the judicial opinion of a standing international tribunal on a legal question whether or not related to an existing international dispute referred to ther tribunal by an international entity. The opinion does not bind the requesting entity, nor any other body nor any State, to take any specific action; in general there may be at most an obligation on the requesting entity to regulate its conduct on the basis that the view of the regal situation expressed in the opinion is correct. This essay is an overview in the viewpoint of the advisory opinions of the ICJ conferred with binding force. It analyzes the expectations and alienation of the functions of advisory opinions in the process of errecting and abolishing the regulation of conferred binding force to see the international relations towards the advisory opinion. Many see that the disputes arisen in the international organization originate in the confrontation of the nations, but it can also include more specialized disputes as the function of the international organization expands. In a way to resolve the disputes in peaceful way, an article is erected in the multilateral treaty to advocate the advisory opinion in more positive view while such article is found to be more diversifed and specialized in quoting. Additionally, discussion over the contents and the effect of the conferred advisory opinion is becoming more and more complex. In a process of increasing the role of the international organization, solving disputes through the article which gives the binding force to the advisory opinion is requesting the ICJ to play more roles in the international relations. On the other side, it can also limit the role of ICJ, in the growing function of the international organization. When discussing over the growing role of the ICJ, it can be said that it's vital to fully comprehend the function of ICJ in the real world as well as reviewing the role of ICJ in the near future.

國際機構에 의한 領域管理의 法的 側面에 관한 硏究

International organization can exercise any specific range of the jurisdiction for any specific territory of the international society. This study is purposed to review the legal matter by analyzing the territory management of such international organization. For this purpose, this study is to analyze the provisional ruling of UN in East Timor as it becomes the central case. Because it is judged that in the meaning 'UN Transitional Authority in East Timor (UNTAET)' bears the overall responsibility in ruling the local area, the role of the international organization in the territory management has been made in the most direct way. Therefore, this study firstly makes general survey for the concept regulation of territory management by the international organization and also the past case as UNTAET becomes its subject matter. And then, after arranging the basis for authority of the international organization in territory management, this study reviews the authority and legal position of the international organization as UNTAET becomes its example, and the conclusion is made with the study subject hereafter. In conclusion, the territory management of UN is the same as that of the system under League of Nations, and there will be two aspects, namely, one is the benefit for inhabitants, which is the preservation and attainment of independence and the other is order preservation of the whole international society such peace maintenance and dispute prevention. In case such trial is analyzed in legal aspect, it will be profitable to analyze it, considering that 'International Characteristics' and 'Domestic Characteristics' have coexisted.

Although auditory training is one of the main elements of aural rehabilitation, its limitations in terms of time andcost give many hearing-impaired adults less opportunity to achieve better speech perception skill. This studydevelops an auditory training program for mobile devices that was then applied to an adult listener suffering frombilaterally moderate-to-severe sensorineural hearing loss to examine its efficacy. The training program had 4 levels(i.e., discrimination, advanced discrimination, identification with a closed-set condition, and identification with anopen-set condition) and each level was planned to be completed in one week. To examine whether the subjectachieved enhanced speech perception, the vowel, consonant, and sentence tests before- and after the training wereevaluated to compare the two training scenarios. After 4 weeks of auditory training using a mobile device, theresults showed that performance in the consonant and sentence tests largely increased except for the vowel test thatproduced 100% correct scores in before- and after training. These results suggest that a moderate amount ofauditory training using a mobile device is effective when it is used to improve the speech perception ofhearing-impaired adults.

최근의 공격은 URL과 사이트를 속이는 형태와 지능화된 악성코드를 침투하는 기술적 은닉기법을 이용한 공격이 사용되고 있다. 그러나 상대적으로 피싱보안 기술들은 아직 피싱 수법들을 따라가지 못하는 경우가 많다. 이에 본 연구에서는 웹 환경의 급변화함에 따른 개방된 정보교류 강화를 위해 웹서버와 클라이언트 간 네트워크 단에 프락시서버를 설치하여 유해사이트 분석 및 피싱URL을 화이트도메인리스트와 비교하여 필터링하고 안정된 웹 기반의 정보교류를 할 수 있도록 설계하여 최소한의 규제와 능동적인 제어를 통해 피싱차단 할 수 있는 설계 및 구조를 제시하고 이를 검증하고자 한다. Recently, Phising attack uses trick of URL and sites, and technical concealment method which infiltrates sophisticated malicious code. However, sometimes Phising security technology cannot cover all of Phising methods.Consequently, this research proposes inspection to solve this problem. First, we can instal Proxy server for a strong open information of web environment between web servers and clients. Therefore, it compares and analyzes harmful site and Phising URL with White domain list, and filters them. Finally, designs for stable web based information so that we can block Phising with least regulation and active control. So the purpose of this paper is introducing this design system and structure, and inspect them.

급성중독 응급실 환자에서 Zolpidem 검출과 농도: 일개 중독분석실 229명 사례

Purpose: Non-benzodiazepine hypnotic drugs (including zolpidem) are associated with an increased risk of suicide and suicidal ideation. Considering the wide usage of zolpidem, this drug should be considered a possible etiology for stupor or coma in any patient exposed to this drug. However, there are no reports on zolpidem blood levels in emergency department patients in Korea. We therefore reviewed the analyzed data of a toxicology laboratory at one university affiliated hospital. Methods: The sex, age, chief symptoms, suspiciousness of poisoning, and presumption of poison were analyzed from January 2018 to June 2019. The detection frequency and level of zolpidem in the patient blood were compared to the mental changes presented, which is the main consequence of zolpidem. Results: A total of 229 toxicological analyses, requested to a toxicological laboratory at one university affiliated hospital, were reviewed. Among 229 patients, the mean age was 54.3±20.7 years old with 113 women and 116 men. 8.7% of patients have psychiatric illness and 39.7% were poisoned intentionally. The chief symptoms detected were: mental change 55.0%, gastrointestinal 14.4%, cardiovascular 10.5%, focal neurological 7.4%, respiratory 3.5%, none 8.7%, and unknown 0.4%. A request for detailed reports revealed that causative poisons were specified only in 20.1% cases. Zolpidem was detected in 22.3% cases (51/229), with median blood level 1.26 mg/L (interquartile 0.1, 5.06 mg/L) and urine 0.90 mg/L (interquartile 0.11, 5.6 mg/L). Furthermore, zolpidem was more frequently detected in toxicology analysis of patients where mental change was the primary symptom, as compared to other symptoms (32.5% vs. 9.7%, p<0.01). Conclusion: This study reported the blood level of zolpidem in suspected poisoning patients admitted to the emergency department.

8W급 Light engine module 제작 및 분석

8W급 Light engine module(LEM) 의 제작을 위하여 다음과 같은 공정을 거쳤다. 우수한 방열효과를 얻기 위하여 양극산화 알루미늄 기판을 적용하였으며, 광원의 색좌표 및 색온도의 균일한 분포를 갖기 위하여 형광체 시트를 적용하였다. 효율이 뛰어난 8W급 LEM 제작을 위하여 방열시뮬레이션(ICEPAK) 과 광학시뮬레이션(Light Tools)을 사용하여 최적화된 설계를 하였다. 제작된 8W급 LEM은 광학특성 및 열특성을 분석하였다. 광효율은 64.62 lm/W, 연색지수는 80.83으로 측정되어 비교군보다 우수한 특성을 보였다. 열저항의 경우 3.46 ℃/W로 비교 시료보다 우수한 특성을 보였다. The effect of 8W light engine module(LEM), fabricated by anodic aluminum oxide(AAO) substrate, on illumination is investigated. The AAO and remote phosphor sheet in illumination act as a high pass thermal radiation and uniform light characteristics. At an injection power of 8W, the enhancement in the luminous efficacy as high as 64.62 lm/W and a color rendering index(CRI) as high as 80.83 are realized with AAO and remote phosphor sheet as compared to a conventional illumination. Also, thermal resistance as low as 3.46 ℃/W is realized with AAO and remote phosphor sheet as compared to a conventional illumination.
