        재작업의 시공비용성과에 미치는 영향에 관한 분석

        Rework continues to impact both cost and schedule performance throughout the construction industry. Its direct costs alone often tally to 5% of total construction costs. Analyzing the data obtained from 181 owner reported construction projects in the Construction Industry Institute database, this paper assesses the influence of rework on construction cost performance based on various categories of projects. In addition, it identifies sources of this rework permitting further analyses and tries to provide rework reduction initiatives. The results from this study establish that the influence of rework differ by project characteristics and that sources of rework having a relatively greater influence than other sources are not significantly different across different project categories. By recognizing these influences of rework and its sources, the construction industry will be able to reduce rework, ultimately improving project cost performance.

        Identifying the Relationship between Total Quality Management and Sustainable Competitive Advantage from the Construction Industry Perspective

        While it is well-known that Total Quality Management (TQM) can generate and sustain competitive advantage, its process and components have not been clearly identified for the construction industry. This paper aims first to enhance the understanding of TQM Content and Process. Then, drawing various seminal works on TQM and an application of market-based and resource-based theory, a consolidated model identifying the relationship among TQM principles and gaining a sustainable competitive advantage is proposed. Finally, the influence of TQM on sustainable competitive advantage of construction organizations is discussed, thereby interpreting the proposed model. Recognition of TQM's influence will be a starting point, enabling the construction industry to sustain their competitive advantage in the highly competitive global construction market.

        Performance and Practice Use Comparisons: Public vs. Private Owner Projects

        Does the source of project ownership, public vs. private sectors make a difference in project performance? Do public agencies implement to some degree of management practices as private companies when executing capital facility projects? Using the data from 341 projects submitted to the Construction Industry Institute (CII) for benchmarking, this study aims to identify differences in project cost, schedule, and change performance under different delivery systems. Furthermore, utilization of best practices is analyzed in search of plausible explanation of differences in management approach, ultimately bridging the gap in that if ownerships differentiate use of best practices and their performance. The results of the analyses establish that in general, projects of private industry companies outperform those of public agencies with statistical significance in most cases. Derived from this study,significant difference of use of best practices between both sectors may be the important indicators affecting project performance. Lastly, according to analysis results, recommendations are made for both sectors for potential improvement in performance.

        Application of Customized Industry-Specific Metrics to Assessment of Capital Projects Performances

        The pharmaceutical industry is unique in its procedures and methods of manufacture, and thus requires a distinct project management approach. With the consideration of specific facility delivery processes of the industry, assessment of pharmaceutical construction project performance is required as a first step of improving their performance. To do so, industry-specific metrics tuned to the characteristics of the industry are developed, followed by establishment of a hierarchical structure enabling pharmaceutical projects to be properly grouped for performance assessment. Using collected data for producing metric values, descriptive and statistical analyses are performed to assess pharmaceutical project cost, schedule, and dimensional performances by three major types: bulk manufacturing, secondary manufacturing, and laboratory. By utilizing these industry-specific metrics and analyses results, the industry can find solutions to more effectively manage cost, schedule, and other resources for the delivery of pharmaceutical construction projects.

Furthermore, this paper determines that the direct rework costs differ by project types and sources of rework. Finally, it permits the development of rework reduction initiatives. By quantifying and recognizing the different magnitude of rework, the industry can be aware of the waste from rework and develop effective plans for managing rework, ultimately improving project cost performance.

        계약방식에 따른 건설프로젝트 성과의 비교분석 연구 - 실비정산방식과 총액계약방식을 중심으로 -

        건설프로젝트를 수행하는 과정에 있어 계약당사자간에 다양한 계약방식에 기초하여 시설물 건설에 요구되는 업무 또는 서비스를 제공하고 있으나, 건설사업의 주요 성과지표라 할 수 있는 비용, 일정, 안전등의 측면에서 계약방식에 따라 발생할 수 있는 성과의 차이에 대한 실증적 인 비교연구는 미흡한 실정이다. 건설사업이 다수의 건설전문조직과 계약을 기반으로 운영되는 프로젝트라는 특성을 고려할 때 계약방식의 유형에 따라 사업성과에 대한 차이를 비교분석 함으로써 계약방식 선정에 대한 적정 의사결정을 지원하는데 유효한 자료를 제공할 수 있다. 이에 본 연구에서는 건설계약방식 중 실비정산방식과 총액계약방식을 대상으로 건설사업의 주요 성과에 대한 비교 분석을 시도하였다. 계약방식별 프로젝트 성과는 미국 Construction Industry Institute(CII)의 Benchmarking and Metrics(BM&M) 프로그램에서 활용하는 성과측정기준을 기초로 비용, 공정, 안전, 변경, 재작업(rework) 등 5개 분야를 대상으로 하였다. 또한 계약방식으로 인한 각종 성과지표의 차이가 통계적 의미를 지니고 있는가를 판단하기 위하여 통계적 기법인 t-test를 이용하여 데이터의 유의성을 분석하였다. Multiple parties-owners, engineering and construction contractors, and suppliers involve the delivery process of capital facility projects in the construction industry, and each party obtains or provides their workforce, material, equipment, or service tied into specific contracts. Considering that construction projects are based on the contracted relationship between the parties and that contract types are one of the significant factors determining project success. it is critical for project stakeholder to select appropriate contract types for successful deliveries of projects. With these considerations, this paper assesses impacts of different contract types on project cost, schedule, safety, change, or rework. Analyzing data from real construction projects, the differences in project performance between two contract types, Cost Reimbursable and Lump Sum are measured and statistically tested to investigate if the differences are significant. For this analysis, performance metrics developed by Benchmarking and Metrics program, the Construction Industry Institute are used.

        Construction Project Risk Management in Singapore: Resources,Effectiveness, Impact, and Understanding

        While previous studies have focused on the need for Project Risk Management (PRM), highlighting its potential benefits,resources invested in PRM have been rarely identified. This study aims to investigate the resource allocation, effectiveness, impact and understanding of construction PRM in Singapore. To achieve the objectives, a questionnaire survey was conducted with professionals and 43 complete questionnaires were returned. The results revealed that higher proportion of costs was invested in PRM than time and labor resources, and that more resources invested would not necessarily lead to a higher level of PRM effectiveness and greater assurance with the achievement of project objectives. Also, the results showed the low-level understanding of PRM in the survey firms and suggested that the overall impact of PRM on project outcomes differed according to levels of understanding. Despite the low-level understanding, all the nine PRM principles and guidelines were significantly agreed. Hence,this study provides a clear picture of PRM in the Singapore construction industry. The findings of this study can help practitioners to better implement PRM and assure the achievement of project outcomes.
