The lateral soil movement in soft grounds undergoing improvement with application of vertical drains is analyzed on the basis of monitoring data at three fields, in which fifty six monitoring sites are located. Based on the investigations, the criterions are suggested to predict the lateral soil movement. In order to predict the lateral soil movement in the improved soft grounds by using the dimensionless parameter R suggested by Marche & Chapuis (1974), it is desirable that the maximum lateral displacement in the soft ground below the toe of embankment should be applied to calculate R instead of the lateral displacement at the toe of embankment. The lateral soil movement may increase rapidly, if the safety factor of slope is less than 1.4 in case of high ratio of H/B (Thickness of soft ground/Embankment width) such as 1.15 or is less than 1.2 in case of low ratio of H/B such as 0.05. Also, the graph suggested by Tschebotarioff (1973), which illustrates the relationship between the maximum height of embankments and the undrained shear strength of soft grounds, can be applied to the evaluation for the possibility of the lateral soil movement due to embankments on soft grounds.

This paper presents the concept and design of novel microgrid configured to the building augmented wind turbines/photovoltiac generating system for urban area applications. This goals is to operates as a smart grid that optimally utilizes the building based urban infrastructure to provide cost-effective, highly efficient, and reliable wind/solar electric power production, distribution, storage, and utilization.

This study, based on the overview of evolution of China Affordable Housing (Jingjishiyongfang), evaluates the sustainability of AH supply policy with respect to its land supply, financial resources, and the coordination of invested interest. This study find that Beijing AH supply policy during the last decade can be characterized as bursting demand and decreasing supply, which can be attributed to the dual role of local government as land donor for AH on one hand, manager of ESH policy on the other hand. Full scale commercialization of urban land launched since 2002 made the opportunity cost of administrative allotment of the urban land for AH higher than ever before leading to the negative attitude toward land supply for AH construction. Based on this result, this study put forward the following implications with reference to Korea: 1) affordability of commercial housing crucial as a prescondition to the stable operation of housing subsidies policy for low income households; 2) combination of land banking and welfare housing that guarantee the sustainability of housing subsidy policy; 3) comparative independence of land banking and development agency with reference to local interests; 4) importance of democaracy that makes public agency or local government responsible for supply of AH. 이 연구는 베이징시를 사례로 하여 중국의 대표적 보장성 주택 정책인 경제적 용방 정책을 지속가능성의 관점에서 토지공급, 재원확보, 공급주체들의 이해관계의 측면으로 나누어 그 변천과정을 살펴보고 정책을 평가한다. 이 연구는 지난 10년간의 베이징시 경제적용방은 폭발적인 수요와 대조적으로 공급부족을 보이고 있으며, 그 원인은 지방정부가 실질적 토지소유자로서 경제적용방 공급체계의 일주체이자 관리자로서의 이중 역할을 하고 있으며, 경제적용방의 건설이 지방정부의 이해에 반하기 때문에 공급이 지속적으로 감소했음을 제시한다. 토지 상품화의 심화과정이 토지무상배분을 핵심으로 하는 경제적용방 용지공급의 기회비용을 상승시켜 지방정부가 경제적용방 정책에 대한 소극적 태도를 갖게 한다. 이러한 결과에 근거하여 이 연구는 일반주택가격의 안정화가 보장성 주택 활성화의 전제라는 점, 토지비축 및 개발기능과 보장성 주택공급기능의 결합을 통해 지속가능성을 확보해야 할 필요성, 그리고 토지비축주체의 지방이익집단으로부터의 상대적 독립성의 필요성, 지방정부를 보장성 주택 공급에 적극적이게 만드는 민주주의의 중요성을 한국 주택정책에의 함의로서 제시한다.
소형풍력발전이 포함된 빌딩하이브리드에너지시스템 모델링 새로운 운전모드연구

This paper proposes a fundamental study of building hybrid energy system modeling and a new conceptual operation mode including a small scale wind turbine. Each Microsources is modeled by the Matlab/Simulink and SimPowerSystem. Detailed models and new conceptual operational mode of hybrid energy system are also presented.
