보훈 선양사업의 성과와 과제

본 연구는 국가를 위해 희생하거나 공헌하신 분들의 정신을 계승하기 위한 보훈선양 사업에 대하여 사업추진방식 및 예산집행의 효율성을 분석하고 이를 통해 개선점과 발 전방안을 모색하였다. 보훈선양사업의 성과분석 결과, 사업의 적절성에 있어 ‘보훈’ 의 국가적·사회적 의의와 법적 근거를 토대로 그 타당성을 확보하고 있었으며, 사업추 진방식 또한 교육, 홍보, 교재개발 등을 통해 효과적으로 수행하고 있는 것으로 나타났 고, 사업의 성과 또한 참가자수와 만족도 등을 통해 충분히 제시 가능하였다. 보훈선양 사업은 ‘보훈’이라는 국가적·사회적 가치가 전 국민을 대상으로 해야 하며, 나라사 랑정신은 대한민국의 전체 역사에 걸쳐 지속적으로 계승되어 왔다는 점을 감안하 면 지속적으로 확장되어야 할 것이다. 이를 위해 다음과 같은 발전방안을 도출하였 다. 첫째, 일반국민들을 대상으로 나라사랑교육을 점차 확대시킬 것을 권장하며, 학 교교육과 시민사회교육이라는 두 가지 추진방향을 토대로 체계적인 교육체제를 확 립해야 한다. 둘째, 독립운동 역사를 중심으로 보훈관련 역사를 대한민국 전체 역 사를 전반적으로 포함할 수 있도록 영역을 확장해야 한다. 셋째, 지역사회와 함께 함으로써 자연스럽게 보훈문화를 정착시킬 수 있도록 기존 사업을 보완해야 한다. 넷째, 위탁사업의 시너지 효과를 위해 위탁사업을 수행하는 다양한 보훈 관련 민간 단체들에 대한 역할 분담과 협력체제 구축이 필요하다.

보훈보상행정 효율화 방안에 대한 연구 -공상군인 재해보상을 중심으로-

‘Bohun’, the meaning and philosophy of the ministry responsible for National Meritorious Persons, such as Korean independent movement activists, veterans and sacrificed advocaters for democratization of Korea. The idea of Bohun, or Merit Reward, is that the contributions and sacrifices of heroes should always be recognized as a model of noble patriotism. Because of their actions, adequate benefits are to be provided in order to maintain and ensure an honorable life for them and their bereaved families. To realize this formidable vision, the Ministry of Patriots & Veterans Affairs(MPVA), focuses on providing national meritorious persons with the benefits which they deserve. The MPVA is to provide the respect and gratitude of our nation to those who have served and made great contributions to the country with the finest benefits and services. The MPVA considers compensation for national meritorious persons and their bereaved families as appropriate to honor their contributions to the state, and provides pensions, allowances, and lump-sum payments. In this study, A veteran who was killed or who was disabled during military training or in the performance of duty is targeting. The focus of this study is to analyze the effective management of the compensation for national meritorious persons, especially between 'Military Pension' and 'Bohun Compensation' in terms of the benefits for accidents. 최근 특수직역 재해보상제도와 보훈보상제도간 중복조정 방식에 대한 논의가 진행되고 있다. 이러한 논의는 군인연금 수혜대상 국가유공자와 보훈보상급여금과의 중복조정 문제에 집중되고 있으며, 특히 과잉보장 문제가 존재하는지, 존재한다면 어떤 수준으로 조정을 강화할 것인지 더 나아가 중복조정에 따른 제도간 역할분담 관계를 어떻게 설정할 것인지 등에 대해 논란이 되고 있다. 본 연구는 중복수급 현황 등을 분석한 결과, 현행 중복조정 방식은 과소보장이나 과잉보장문제 보다는 국가재원에서 전적으로 지출되고 있는 국가보훈보상 지급의 효율성 문제가 가장 우려되고 제도간 역할분담에서의 합의 불균형이 내재되어 있다는 점에 중점을 두고 있다. 따라서 감액률을 어떻게 조정할 것인가의 문제 보다는 한정된 재원을 어떤 방식으로 지원하는 것이 국가보훈 목적에 적합한 방식일 것인가 하는 점이 중요한 것임을 주장한다. 현재 우리나라에서도 특수직역 재해보상제도와 보훈보상간 중복급여에 대한 중복조정 규정이 존재하고, 외국의 사례에서도 보훈보상제도에 있어서 각 급여간 중복조정을 하지 않는 경우는 거의 없었다. 이러한 관점에서 중장기적으로 보훈보상 관련 체계의 재조정 필요성이 있다. 이런 판단에서 군인연금 재해보상과 국가보훈 재해보상을 하나의 창구에서 통합적으로 관리하는 방안 등을 제시한다. 군인연금 재해보상 대상자와 국가보훈 재해보상 대상자가 동일한 국가유공자이고 모두 국가재원으로 지원되기 때문에 군인연금 재해보상과 국가보훈 재해보상을 통합해서 국가보훈처에서 일괄적으로 관리 · 집행한다면 국가보훈 재해보상 대상선정, 보상수준, 관리효율화, 중복문제, 국가보훈체계 수립 등 종합적인 방면에서 큰 시각을 가지고 총체적이고 발전적인 정책을 수립하는데 유리할 것으로 판단한다.

보훈기념사업회 지원 및 위상 정립 방안

국방부에서 시행하고 있는 군 상담관 제도에 대해 상담이론을 적용하여 검토하였다. 야전부대 간부 및 병사 600명을 대상으로 군 상담관 제도에 대한 설문조사를 실시하였다. 본 연구는 군 상담관 제도에 대한 설문조사 자료 분석 결과와 외국군 적용 사례를 분석하여 우리 군의 군 상담관 제도에 대한 활성화 방안을 제시하였다. 연구결과를 종합하면 첫째, 일 · 이등병에 대한 체계적이며 지속적인 상담관리가 필요하다. 둘째, 제대별 도움배려장병 2~3%는 국 상담관에 의한 체계적인 관리가 보장되어야 한다. 셋째, 부대생활 부적응 장병에 대한 군 상담관의 집중 관리가 필요하다. 넷째, 야전부대에서 군 상담관의 역힐이 병사들의 군 생활에 도움이 되지 않는다는 일부 의견에 주목히여야 한다. 다섯째, 군 상담관의 역힐이 부대지휘에 도움이 되어야 한다. 군에서 요구하고 있는 군 상담관의 역할은 제대별로 복무부적응 장병을 식별하여 관련사항을 지휘관에게 보고하고, 도움배려장병을 상담히여 관리한다. 앞으로 군 복무부적응 장병을 조기에 식별하여 적옹시키고 자살사고를 예빙히는 데 군 상담관의 역할이 중요하며 대대급까지 확대 적용할 수 있도록 발전되어야 할 것이다. The Bohun Memorial Association is playing a role as a policy partner for the development of Bohun in order to promote national politics and foster the patriotic spirit of the people, following the maintenance of martyrdom and patriotism. This study sought institutional measures for the Bohun Memorial Association to strengthen its social role through Bohun promotion activities based on the sacrifices and contributions of independent and national merit, to realize the image of a person of merit respected and trusted by the people, and to play a role as a leading force in the spread of Bohun culture through promotion of promotion projects tailored to the characteristics of each group and social contribution activities.

구조방정식 모형을 이용한 도심쇠퇴 현상의 영향요인에 관한 연구

본 연구는 우리나라 대도시 도심지역에서 진행되고 있는 도심쇠퇴 현상을 중요한 당면과제로 인식하고, 이에 대한 실증분석을 통하여 도심쇠퇴의 영향요인을 분석함으로써 도심쇠퇴 문제의 해결을 위한 정책적 시사점을 도출하고자 하였다. 이를 위해 대도시 도심지역의 쇠퇴에 영향을 미치는 요인을 탐색하고, 가설적 인과관계를 구조방정식 모형을 통해 실증적으로 분석하였다. 그 결과 도심쇠퇴에 영향을 미치는 요인으로서 물리환경적 요인, 도시경제적 요인, 사회문화적 요인을 도출하였으며, 이러한 요인들은 도심쇠퇴에 유의미한 영향을 미치는 것으로 나타났다. 특히, 도심쇠퇴의 영향요인들 중 물리환경적 요인 즉, 물리적 공간의 이전과 쇠퇴에 의하여 도심쇠퇴가 발생하기도 하지만, 본 연구의 결과 도심의 사회문화적, 도시경제적 쇠퇴요인이 더욱 심하게 영향을 미치는 것으로 나타났다. 즉, 도시공간은 물리환경적 요인, 도시경제적 요인, 사회문화적 요인 등 다양한 요인에 의하여 변화하고 있으므로, 도심쇠퇴를 물리적 공간 중심으로 인식하기보다는 사회, 경제, 문화 등 다차원적 공간으로 이해하고, 도심쇠퇴의 대처방안에 있어서도 다양한 접근이 모색되어야 할 것이다. This study was performed to analyze the influential factors of urban center decline, which has been troubled in Koreas metropolises, through case analysis and to derive politic suggestion. In line with these objects, the influential factors of urban center decline were researched and hypothetic relation was analyzed by using a structural equation model. As the result, it was known that physical and environmental factor, economic factor, and social and cultural factor have significantly had influence on the urban center decline. In particular, the influences of economic, social and cultural factor were more remarkable in this study though urban center decline is influenced by physical and environmental factor, that is, the transfer of physical space. Specifically, urban space should be regarded as a multi-dimensional space mixed with social, economic and cultural factors because it is being continuously changed by such factors. Likewise, its countermeasure should be researched in such an aspect.

민ㆍ관 중심주체들의 시각에서 바라본 지방 대도시 도심재생사업 평가

This study was carried out with a critical mind that how the main bodies of the private and governmental organizations evaluated the urban regeneration works now under way for the Gwangju Metropolitan City where the degeneration of the inner city is worsening. I would like to examine the urban regeneration program on the level of its importance and project-worthiness from the viewpoint of the main bodies of the private and governmental organizations, that is, private business owners and government officials, and present my opinion on several policy plans for the urban regeneration they suggested. Regarding urban regeneration of big cities which has been referred to as a political issue and election pledge so far, the main body of the private and governmental organizations commonly recognized the importance of the urban regeneration but negatively evaluated about its project-worthiness. However, there were differences of viewpoints among the main bodies in their problem awareness and solution of the city problem. The main bodies seem to have consensus on the necessity for the urban, regeneration in which the private and governmental organizations jointly participate. Therefore, a detailed plan should be presented about proper role-sharing through serious elaboration and the partnership with the members of the community about the degeneration of the urban center, renewed from the current way of urban regeneration program. In addition, the weight of the physical environment-revitalization should be diversified to make the best of the functions and characteristics of the urban center and I think it is desirable to practice the urban regeneration program which reflects the culture and sentiment of the region.

대도시행정의 차등적 분권화와 행정특례에 관한 연구 - 일본의 차등분권과 정령지정도시의 발전사례를 중심으로 -

The recent provincial administration environments have responded to special administrative demands of large cities caused by urbanization. In order to provide better quality public services, the importance of reforming the inconsistencies of administrative policies and a new administrative system recognizing the speciality of metropolitan areas have been emphasized. Due to the recognition of this problem, the debate on 「differential decentralization」 have been magnified. Currently in Korea, the differential decentralization talked about for metropolitan administrations are modeled after designated cities in Japan. Therefore, this research is an observation of Japan's cases which recognizes the current special cases for metropolitan areas. And the objective of this is to provide a suggestion that will be fair in policy and legitimate in operation for the discussion of allowing special case cities in Korea.

국가보훈의 제도적 상징성에 관한 연구

The patriots and veterans affair is a high level systematic national function creating psychological foundation for cultivating the spirit of love toward the country by the people and the steady growth of nation through special contribution and value of sacrifice for the community. Accordingly, this study has search for plans to consolidate the symbolic functions of patriots and veterans affairs policy on systematic dimension through the ideological values contained in the patriots and veterans affairs such as independence, defending country and democracy, etc. First, the patriots and veterans memorial event must be sublimated into symbolic festival·ceremony that can inspire the spirit of love toward the country and sense of pride by the people. Second, the patriots and veterans enhancement facility must consolidate the symbolism as the space of memory and experience being an important window for spreading patriots and veterans affairs culture. Third, the functions and roles of patriots and veterans affairs must establish a basis of policy to expand·develop the symbolic functions of patriots and veterans affairs based on national unity by cultivating the spirit of love toward the country.

6.25 참전 유공자의 생활실태 및 복지수요에 대한 조사 연구

본 연구는 6.25 참전 유공자에 대한 전반적인 생활실태 및 복지수요를 과학적으로 파악함으로써 참전 유공자의 현실과 욕구를 반영한 지원정책 수립에 정책적 시사점 도출을 목적으로 하고 있다. 이를 위해 6.25 참전 유공자들의 삶이 어떠하고, 무엇을 원하는지에 대한 정확한 실태 파악을 통해 적절한 예우와 보상을 통한 삶의 질을 향상시킬 수 있는 정책적 시사점을 도출하였다. 첫째, 최근 경제상황 악화로 상대적으로 취약한 여건에 있는 고령, 저소득 참전 유공자의 생활안정 대책을 위해 사회안전망 구축이 절실하다. 둘째, 참전유공자의 고령화와 노인성 질환 등 거동상태 불편에 따른 근접 진료체제 구축과 의료서비스 향상이 필요하다. 셋째, 고령 참전 유공자를 위해서는 보훈처와 참전 관련단체와의 긴밀한 협조 등을 통해 노년기 삶의 질을 높여줄 수 있는 복지정보연결망 지원책이 필요하다. 넷째, 국립묘지를 참배만을 위한 곳이 아니라 민족수난의 참상과 영령들의 국난극복 정신을 일깨워 그 교훈을 후손들에게 전해주는 실증적 교육의 장으로 승화해야 한다.

CIPP 평가모형을 적용한 제대군인전직지원교육의 효과성 연구

본 연구는 군이라고 하는 특수한 근무환경에서 장기간 복무하고 제대하는 제대군인이 전역을 맞이하면서 겪게 될 급격한 환경변화에 대하여 원활한 사회적응을 목적으로 하는 전직지원교육과정을 대상으로 교육만족도 영향요인과 교육효과성을 검증하였다. 이를 위해 전직기본교육의 참여과정에서 지각하는 인식수준을 CIPP 평가모형을 활용하여 상황(C: context), 투입(I: input), 과정(P: process), 산출(P: product) 영역으로 나누어 분석하고, 이를 바탕으로 교육과정별로 실제 교육생이 교육에 대해 느끼는 만족도 영향요인과 교육효과성을 검증하였다. 이를 통해 제대군인 전직지원교육의 제도적 개선을 위한 정책적 시사점을 제시하였다.
