It is not difficult that new concept of warfare requires dramatical changes of not only force building structures but also national defense industry structures in near future. We can find a system in recent event that platform oriented industries in U. S. A. demolished or reduced after Gulfwar. A concept known as "information warfare" is rooted in the indisputable fact that information technologies are increasingly important to national security in general and to future warfare specifically which will increasingly by the struggle over information systems. Therefore, those who master the techniques of information warfare will find themselves at an advantage over those who have not: information warfare will relegate other, more traditional and conventional forms of warfare to the side lines. Now, we must accept a new paradigm of warfare which is for information warriors than maneuver warriors. It means that our force building policy have to change dramatically, may be after unification of Korea peninsula, and local defence industry to information defence industry. Information warfare force structure will requite defence industry change from quantitative based to quality based system. So, the MND policy will drive the defence industry changing to the high-tech oriented industry which can concentrated to the information warfare weapon system development rather than platform system only. This kind of changing will increase the dependency of commercially used technology and product to the development process. Function management system will be also shifted to project based management system.

Poorly managed forest stands with low forest stock need to be treated properly for increasing quality of timber resources as well as absorption of carbon dioxide (CO2). As a result of simulating the effect of species conversion projects on CO2 absorption enhancement in poorly stocked forest stands, the conversion from poor to good growth stands has great potential for CO2 absorption. In particular, those management activities can secure more CO2 absorption than the species conversion project registered as an external reduction activity of the national emissions trading scheme in Korea (K-ETS), or the extension of rotation age project in the forest carbon offset program operated by Korea Forest Service. Species conversion in poorly stocked stands can increase the amount of CO2 absorbed from the atmosphere, increasing the economic profit of carbon credit sales with an increase of timber production. To expand the conversion projects in poorly stocked stands over the country, however, it is necessary to develop criteria for deciding the condition of poorly stocked forest stands taking into account the growing stock of trees with their quality as timber resources. Also, it is necessary to establish a business model available in the private sector to promote the conversion of poorly stocked stand as a nationwide project of the government.
특정 대역 에너지를 이용한 한국어 기본 수자 음성의 백동 인식에 관한 연구

기본 모음의 분석을 위한 특징 파라미터로 특정 대역의 에너지의 비를 이용하는 방법을 사용하여 이 파라미터와 영통과률(zero crossing rate;ZCR) 그리고 에너지 파라미터의 논리 조합으로 한국어 기본산자 음성의 인식을 시도하였다. 본 실험을 위해서 음성 신호는 차단 주파수 10KHz의 저역 여파기로 여파되었고 20KHz의 표본화율로 표본화 되어 IBM 370으로 시뮬레이션 되었다. 본 시뮬레이션에서는 리메쯔 교환 알고리즘[l3].[14]에 의해 61차, 120차, 25차, 25차 등 4개의 FIR 디지탈 여파기를 설계하여 사용하였다. 실험 결과 3인의 화자에 대해서 92%의 인식률을 얻었다. Through the use of energy ratio of special bandwidths of basic vowels, recognition of Korean basic spoken digit is performed in logical combination with a zero-crossing rate and an energy parameter. In the experiments for recognition of the digits, the speech signal of spoken digits is filtered by a lowpass filter of which the cutoff frequency is 10KHz, and then sampled at 20KHz of sampling rate, In the speech signal processing, we used four FIR digital filters, and the order of filter lengths is 61, 120, 25, 25respectively. The filters are designed by using Remetz exchange algorithm.[13],[14] As a result, the recognition rate of 92% for the three speakers is obstained.

일반적인 ladder회로의 전달함수를 구성하는 각항들 간의 관계로부터 전달함수의 전달함수의 수학적인 공식을 유도하였다. 이 공식의 성질로부터 단계적인 감절법을 개발하엿으며 관찰에 의해서 전달함수를 구할 수 있는 방법을 제시하였다. A mathematical formula for transfer functions of general multimesh ladder is introduced in terms of series branch impedances and shunt admittances. From the properties of the mathematical formula. a method finding transfer function is developed by reduction methods and the inspection method is also developed.
