지방자치단체의 남북교류협력 활성화를 위한 입법론적 검토

중앙정부만이 통일의 주체가 되는 것은 아니다. 통일에 관한 사무를 국가의 독점적 사무로만 보기는 어려운 것이다. 따라서 정치적 상황에 따라 변동은 있을지라도, 남북의 교류와 통합의 과정에서 지방자치단체의 역할론은 앞으로도 지속적으로 등장할 것이다. 지방자치단체의 남북교류협력을 활성화하기 위해서는 지방자치단체의 역할 강화 및 지속적이고 안정적인 추진 기반의 마련 등이 필요하고, 이를 위한 근거 입법의 제정이 시급하다고 본다. 남북교류협력에서의 지방자치단체의 주체성 인정 문제, 남북교류협력사업을 추진하는 지방자치단체에 대한 중앙정부의 재정 지원, 지방자치단체가 추진하는 협력사업의 특례 규정 마련, 중앙과 지방자치단체, 그리고 지방자치단체 간의 협의체의 설치, 지방자치단체 남북교류협력사무만을 전담하는 조직의 구성 및 전문인력의 운영, 지방자치단체 남북교류협력에 관한 전반적인 사항을 담은 계획의 수립・시행과 이를 위한 별도의 위원회 설치 등을 도입・실현하거나 해결하기 위해서는 독자적인 법률의 제정을 통하는 것이 가장 효율적이거나 근본적일 수 있다. 이에, 본 연구에서는 이러한 사항들을 입법적으로 규율하기 위해 총 22개의 조문으로 구성된 가칭 「지방자치단체 남북교류협력에 관한 법률」 제정안을 제안하였다.

『Hanjungnok』 is not a writing to put down her husband relentlessly in order to excuse her family. Hyegyeonggung wrote 『Hanjungnok』 not based on literature but the truth of the main event in Yeong-jo and Jeong-jo. However, this does not mean that the records of 『Hanjungnok』 should be taken as read. Because all the records are bound to involve a variety of purposes and perspectives of the authors, any record also just tell the truth only partially. But it is not desirable attitude that you do not trust the reality itself of a specific record for historical research. 『Hanjungnok』 is bound volumes composed of different pieces according to writing timing and purpose. The various records of 『Hanjungnok』’s each part make them a very important fact in itself. 「Hanjungnok」 explained that the Crown Prince’s negligence, strange disorder, result in “Imoh hwabyeon(壬午禍變)” and it is the first book including specific symptoms that Jeong-jo also did not know well. Although this is a different recognition from King Jeong-jo, it should be recognized that the book tell the partial truth. The description of crown Prince of the Sa-do does not largely conflict with other side of 『Hanjungnok』. Because each piece has a different purpose of writing on 『Hanjungnok』, it should be read attentively. 『Hanjungnok』, there are important facts in the record identified by the core of power about the main political issues happened across from Yeong-jo to Sun-jo. The characters has been covering key figores such as Yeong-jo, crown prince Sa-do, queen Jeong-sun, Hye-gyeong-gung, Hong-bonghan, Gim-gwiju, Hong-gukyoung, Kim-jongsoo who lead political situation of the day. Hyegyeonggung gave the key information about significant events these people are involved. As the level of information is still high, this contents in 『Hanjungnok』 can not be easily accessed from government published and private published data. The historical value of 『Hanjungnok』 is higher than any other work. It is the share of researchers to reconstruct the whole truth after considering all of them. 『한중록』은 「현륭원지문」과 마찬가지로 각자의 사적인 목적을 성취하기 위하여 아내는 남편을 가차없이 깎아내리고 아들은 아버지를 왜곡되게 미화한, 그리하여 결국 어느 쪽도 믿을 수 없는 편찬물이 결코 아니다. 『한중록』이 허구에 기반하여 사적인 욕망을 자유롭게 표현한 문학 작품이 아님은 두 말할 필요도 없거니와, 『한중록』은 영․정조대 정치사를 이해하기 위하여 반드시 존중되어야 할 1차 사료로서 손색이 없다. 그러나 이것이 『한중록』의 기록들을 액면 그대로 믿어야 한다는 의미는 아니다. 모든 기록에는 저자의 다양한 목적이 개입될 수밖에 없을 뿐더러 그 시각 역시 저자의 처지에 따라 제한될 수밖에 없기 때문에, 그 어떤 기록들도 부분적 진실만 말해 줄 뿐이다. 그러나 그렇다고 하여 특정 기록의 사실성 자체를 신뢰하지 않으려는 태도는 역사 연구를 위하여 바람직하지 않다. 현재 유통되고 있는 『한중록』은 저술 시기와 목적이 다른 여러 편으로 구성된 합본이다. 『한중록』 각 편의 다양한 기록들은 그 자체로 매우 중요한 사실들을 전해준다고 하겠다. 세자의 과실들을 괴질 때문이라고 하고, 정조도 잘 몰랐던 증상들까지 구체적으로 증언한 것은 「한중록」이 처음이다. 이는 정조의 인식과는 다른 것이지만, 부분적 진실을 말하고 있다는 것은 인정해야 한다. 「한중록」을 제외한 『한중록』의 여타 편에서 사도세자에 대한 혜경궁의 서술은 정조의 그것과 크게 충돌하지 않는다. 『한중록』 각 편은 저술의 목적이 다르기 때문에, 이를 유의하면서 읽어야 한다. 『한중록』에는 영조대에서 순조대에 걸쳐 일어난 주요 정치적 사안들에 대하여 권력의 핵심부에서 파악한 중요한 사실들이 기록되어 있다. 등장 인물만 하더라도, 영조, 사도세자, 정조, 정순왕후, 혜경궁, 홍봉한, 김귀주, 홍국영, 김종수 등 당대의 정국을 이끌던 핵심 인물들이 망라되어 있다. 혜경궁은 이들이 개입되어 벌어진 중대한 사건들에 대하여 핵심 정보들을 제공해 주었다. 그 정보의 수준 역시 매우 높아서, 관찬과 사찬 자료에서 손쉽게 접할 수 있는 설명이 아니다. 『한중록』의 사료 가치는 그 어떤 저작들보다도 높다고 하겠다. 이를 종합하여 전체적 진실을 재구성하는 것은 연구자의 몫이다.

확산법에 의한 Bi-2223 초전도상의 제조 및 성장기구에 관한 연구

According to spread volume of B(BiPbCuO) layer, composition ratio and each stage of sintering process, we studied stability of high Tc superconductor phase and generation and growth movement of superconducting phase. The dual layer composed of SrCaCuO and BiPbCuO compound were prepared to develop the Bi-2223 superconductor[108K] through interaction and diffusion during sintering process. The dual layer samples were sintered at 830.deg. C for 0-210 hours. From the result, the optimum conditions were : spread volume(A:B=1:0.6), sintering time(210h) and composition ratio(A:S $r_{2}$C $a_{2}$C $u_{2}$- $O_{x}$, B:B $i_{1.9}$P $b_{0.5}$C $u_{3}$ $O_{y}$) at 830.deg. BEMS데이터를 활용한 국립공원 관리소의 에너지소비 특성 및 에너지 자립화 분석

This study aimed to consider the appropriate use of new & renewable energy sources for energy self-sufficiency of national park offices, by identifying the energy consumption pattern and the operation status of new & renewable energy of the national park office. The main results of this study are as follows. The national park office has a higher demand for hot water supply compared to general offices due to its geographical characteristics, and the demand for air conditioning in summer is relatively small due to the large daily temperature difference. And there was a large difference in the amount of power generation per unit area of solar power facilities depending on the region. The annual energy self-sufficiency rate was about 30% for A-building and about 37% for B-building. Therefore, it is very important to understand the energy demand according to the characteristic of the national park office in order to introduce an appropriate solar power generation facility. In particular, in the case of photovoltaic power generation, which has a time limit for power generation, it is considered that the active use of energy storage devices is necessary. Through the results of this study, it was possible to obtain implications for the introduction rate and efficient operation of new and renewable energy sources.
