시각장애인의 웹접근성 향상을 위한 장애인차별금지법 개선 방안

본 연구는 장애인차별금지법에서 명시하고 있는 정보접근권, 그 중에서도 가장 핵심을 이루고 있는 웹접근성이, 시각장애인이 안마사 외에도 직업적 다양성을 개진해 나가는데 있어서 어떤 함의를 제시해 주는지에 대해 비판적으로 검토하였다. 이를 통해 직업적 다양성을 확보할 수 있는 기초기제로서의 웹접근성 향상을 위한 입법상의 보완점을 제언하였다. This study examined some implications affected from that right to information access, among them that make up the core Web accessibility stipulated the Disability Discrimination Act that excepted visually impaired masseur, in addition to the professional diversity in present. Through that sought policy suggestions about direction of legislation and revision for improving Web accessibility for achievable professional diversity as a basic mechanism.

성인지적 관점의 지역사회 여성장애인 디지털정보격차 현황과 역량강화기반 정보화교육 지원 방안

본 연구는 성인지적 관점을 기반으로 여성장애인의 역량강화를 위한 지역사회 중심의 정보화교육 지원방안을 고찰하였다. 첫째 과학기술정보통신부가 조사한 2018년도 '디지털정보격차 실태조사'를 활용하여 남성장애인과 여성장애인의 디지털정보격차의 현황을 파악하여 문제를 제기하였으며 둘째, 여성장애인 정보화격차 해소를 위한 법적 근거로서, 여성장애인을 위한 정보화교육지원 관련법을 제시하였다. 마지막으로 여성장애인이 이용할 수 있는 정보화교육지원 현황을 바탕으로 여성장애인종합지원센터 설치, 장애유형을 고려한 방문교육, 학습능력을 고려한 맞춤형 정보화 교육 개발 및 지원, 정보화 관련 지역사회 자원발굴 등 지역사회 중심의 역량강화 기반 여성장애인 정보화 교육 지원 방안을 제시 하였다. This study examined community-centered informatization education support measures for empowerment of women with disabilities based on gender perspective.First, the 'Digital Information Gap Survey' conducted by the Ministry of Science and ICT used the 2018 'Digital Information Gap Survey' to find out the current status of the digital information gap between male and female handicapped people. The law on information education support for women with disabilities is presented.Lastly, based on the current status of informatization education support available to women with disabilities, centered on local communities, such as establishing a comprehensive women's disability support center, visiting education considering disability types, developing and supporting customized informatization education considering learning ability, and discovering community resources related to informatization. In this paper, we propose a plan to support informatization education for women with disabilities based on capacity building.

지표면 화학작용제 비접촉 탐지를 위한 단자외선 라만분광법 연구

Short-range detection of chemical agents deposited on ground surface using a standoff Raman system employing a pulsed laser at 248 nm is described. Mounted in a vehicle such as an NBC reconnaissance vehicle, the system is protected against toxic chemicals. As most chemicals including chemical warfare agents have unique Raman spectra, the spectra can be used for detecting toxic chemicals contaminated on the ground. This article describes the design of the Raman spectroscopic system and its performance on several chemicals contaminated on asphalt, concrete, sand, etc.

열분해 질량분석법을 이용한 생물학 물질의 특성 연구(II)

Pyrolysis-mass spectrometry has been used to characterize the 17 biological materials including bacteria and proteins. In this study, an in situ thermal-hydrolysis methylation(THM) procedure using tetramethylammonium hydroxide(TMAH) was employed. The biological materials are ionized using chemical ionization(CI) method with ethanol by ion trap mass spectrometer(ITMS), which attached with our own made pyrolyzer module, and then their pyrolysis mass spectra were obtained. The major distinct characteristic peaks were selected from all the range of mass spectra, and analyzed using principal component analysis(PCA) method to assess the classification/identification possibility of biological materials.

Pyrolysis-mass spectrometry, incorporating an in situ thermal hydrolysis and methylation(THM) step, has been used to study biological materials for bacteria, toxin and virus. Newly developed pyrolyzer was used to decompose biological materials, and tetramethylammonium hydroxide(TMAH) was used as a methylation reagent. Chemical ionization(CI) using ethanol and ion trap mass spectrometer(ITMS) were used to ionize and analyze of pyrolysis components, respectively. Analytical characteristics of bacteria (including spore), virus and toxin were analyzed. Also acquisition and interpretation of mass spectra as biomarkers for classification/identification of biological material s were explained.

발달장애청소년의 지역사회적응을 위한 컴퓨터교육의 의의와 개선방안 -전환기교육 시점에서-

발달장애청소년은 지적기능과 적응행동에 현저히 제한이 있기 때문에 이들이 고등학교 졸업 후 지역사회의 한 구성원으로서 독립적으로 살아가기 위해서는 개인의 다양성 및 환경적인 차이를 고려한 지속적인 교육이 병행되어야 한다. 컴퓨터교육은 '교육의 평등과 보편성의 확대'라는 측면에서 지역사회적응에 있어 유용한 도구로 활용될 수 있다. 특히, 전환기교육과정으로서의 컴퓨터교육은 성인사회에서 독립적이고 일상적인 삶을 지속하는데 있어 실질적 도움이 된다. 따라서 이 논문은 1)발달장애청소년의 지역사회 적응과 전환기 교육 2) 발달장애청소년을 위한 컴퓨터교육의 중요성과 의의 3)발달장애청소년을 위한 컴퓨터교육의 현황을 살펴보았으며, 이를 통해 발달장애인을 위한 컴퓨터교육의 개선방안을 제시하였다. The youth with developmental disorders have substantial limitations in intellectual capacities and adaptive behaviors. For them to live independently as members of the local society after they graduate from high school, a continuous education in consideration of individual and environmental differences should be accompanied. The computer education can be a useful tool in their integration into the local society by 'Expansion of universality and the equality of education'. Particularly, the computer education as a transitional educational process can be of practical help for them to sustain independent and daily lives in the adult world. In this regard, this writing reviews 1) the integration into the local society of the youth with developmental disorders and the transitional education, 2) the significance and meaning of computer education for the youth with developmental disorders, and 3) the status of computer education for the youth with developmental disorders to present improvements for the computer education of the youth with development disorders.

영월지역 토양중 PFA로부터 기인된 잠재적 독성원소의 분포

Fly ashes have been deposited around Youngwol power plant until electrostatic precipitator was installed in 1981. Fresh fly ash samples from electrostatic precipitator and weathered fly ash from ash disposal site were collected from Youngwol power plant, along with 65 soil samples of nearby area to look into the influence of PFA deposit on the soils in surrounding area. In chemistry, EPA does not contain high level of toxic elements and there is no notable concentration of toxic elements in soil near power plant. Total concentrations of Co, Cr, Cu, V, and Zn are 13 ppm, 89 ppm, 73 ppm, 157 ppm and 57 ppm in PFA. Concentrations of theses elements in ash-rich soils are 15 ppm, 78 ppm, 60 ppm, 133 ppm and 68 ppm, and those in ash-poor soils are 19 ppm, 70 ppm, 38 ppm, 91 ppm and 97 ppm. But these metal elements are highly concentrated in magnetic fractions of EPA (Co, 129 ppm; Cr, 217 ppm; Cu, 210 ppm; V, 197 ppm; Zn 90 ppm). Considering the process of long-term weathering of PFA, potentially toxic substances from the ash could be leached into soils and groundwater.

The purpose of this study is to inquire into the persuasive method of a memorial to the throne through rhetorical analysis. <Kan-Pye-Bi-So> is the Sun-Hyo Son(孫舜孝)'s memorial to King Sungjong(成宗) which opposed deposal of a queen. A memorial to the throne which criticized the fault of a king and urged straightforward politics can be regarded as a kind of persuasion text as its goal is persuasion itself. Hence rhetorical analysis investigating persuasion technique can show characteristics of a genre more clearly. This study is focused on the way of persuasion in the memorial and its contribution to persuasion process. The results are classified into rational persuasion method and sensuous persuasion method. This study shows that <Kan-Pye-Bi-So> made use of sensuous persuasion which used periphrastic and polite expression, appealed to the king's emotion, and distinguished writer's good will and sincerity and rational persuasion which utilized historical cases and the teaching of the saints or the scripture.

지적장애인의 자립생활 패러다임에 따른 지역사회통합 방안 연구

지적장애는 지적능력과 개념적, 사회적, 실질적 적응기술에서 상당히 제한이 나타나는 장애이기 때문에 자녀의 장애를 수용(인정)하면서부터 언제까지 부양자의 역할을 수행해야하는지 막연한 불안감과 과중한 책임감을 동시에 느낀다. 이러한 주부양자의 돌봄 부담을 이해하고, 이를 경감시킬 수 있는 사회복지 서비스들이 더욱 더 강화되어야 한다는 필요성에 대해서는 전반적인 사회적 동의를 얻고 있지만 서비스 범위 및 실천 현장과의 연계성 부분은 계속해서 풀어 나가야 할 과제라 할 수 있다. 이를 위해서 선행되어야 할 과제는 첫째, 장애자녀를 돌보는 주부양자의 어려움을 이해하고 둘째, 지적장애인에게 적합한 지역사회 기반의 자립생활 지원 서비스 방안이 제시되어야 한다. 특히 자립생활지원은 지적장애인이 지역사회에 적응할 수 있는 가장 직접적인 연관성을 가지고 있기 때문에 그 만큼 지역사회 통합의 중요한 주제가 된다. 본 연구는 장애의 특성상 장애유형에서도 자신의 권리를 옹호하는데 지적 한계를 지니고 있는 지적장애인의 자립생활에 초점을 맞추고, 지적장애인의 지역사회통합을 이루는데 있어 필요한 지역사회자립방안을 모색하고자 한다. Intellectual disability is a type of disability involving severe limitations in intellectual capability and conceptual, social, and practical adaptation skills. From the time they accept their child’s disability, parents get to face both their anxiety and heavy responsibility about how long they will have to play roles as a supporter. It is socially agreed in general that it is needed to understand those mothers’ caregiving burden and reinforce social welfare services more to reduce it; however, it is still urgent to solve pending issues about the range of the services and connection with the field of practice. There are some of the tasks to be done for it; firstly, it is necessary to understand difficulties that the main supporter of disabled children gets to face, and secondly, it is needed to make plans to provide the intellectually disabled with righteous community-based independent life supporting services. Particularly, support for independent life is the most directly related with the community adaptation of the intellectually disabled, so it is a crucial matter in community integration. This study is going to focus on the independent life of the intellectually disabled who are intellectually limited in defending their own rights in terms of their disability characteristics and types and also devise plans to help the intellectually disabled to adapt themselves to their community which is essential for community integration.
