『Jung Gam Rok』 is a book based on Feng Shui, that contains prophecy (Do Cham) to give hope and consolation to people when they feel distrust and the future is insecure. There is no clear evidence who wrote it with several nominees. It is considered to be written right before or after 1751 when 『Taek Ri Ji』 was written. There are similar books to Jung Gam Rok, which were written by the nominees or had similar context since the author and the time when it was written are not clear. It says about Do Cham, prophecy that a new world will come after chaos, Feng Shui that reasons, causes and methods you can take to move into a sanctuary, a Theory of Weakend Land that which place will be the capital of a dynasty and when a new dynasty will appear, Movement of the Capital that the capital of a dynasty will or should be moved to which place to strengthen king's power, and Ideology of Residence that there are Ten Places for Sanctuary where people can move to avoiding the chaos of the society.

It is known that genetic algorithm searches the global optimum of structural problems which mostly have many local minimums. In spite of the advantage of the global search which genetic algorithm has the application to structural problems has been limited, for its slow convergence especially near the optimum point. For the genetic algorithm to be applied to structural problems enhanced local search method for genetic algorithm(ELGA) is devised in this study by adopting mathematical programming technique. During the conventional genetic procedure a feasible and usable direction at the best point is found and searching minimum along the direction is performed to enhance the local search. To verify ELGA two mathematical problems which have many local minimums and two structure problems which are 10 and 25 bar truss problem are applied and its accuracy and fast convergency have confirmed
