정치 이념적 스펙트럼과 공공성 : ‘사분 모델’의 모색

이 글은 공공성 선점을 둘러싼 사회적인 갈등이 일상화되고 있는 가운데, 주로 한국 사회의 현실을 고려하면서 두 가지 문제를 제기하였다. 첫째, ‘공공성의 보편적인 실체라는 것이 실제로 존재할 수 있는가?’ 둘째, ‘어떤 방식으로 공공성의 현실적인 의미에 접근할 것인가?’ 먼저 이 글은 ‘복수(the plural)로서의 공공성’이라는 관점에서, ‘보편적인 공공성’의 존재 가능성을 다소 부정적으로 평가하였다. 여기서는 집단 사이의 갈등이 일상화되고 있는 현실에서, 상호 대립하는 이해 당사자들 대부분이 수긍할 수 있는 공공성의 보편적인 ‘실체’를 추출하는 것은 사실상 불가능하다고 판단하였다. 그러면서 ‘공공성 개념의 다차원성’과 ‘구성적 공공성’을 중심으로, 공공성의 의미화를 둘러싼 개념적인 갈등이 불가피해지는 원인을 구체적으로 살펴보았다. 한편 이 글은 공공성 개념을 구성하는 현실적인 방법으로서, 정치 이념적 스펙트럼에 대응하는 공공성 개념의 스펙트럼을 ‘사분 모델’로 제시하였다. 여기서는 공공성의 현실적인 의미의 차이는 특정 국면 속에서 공공성을 재전유하는 집단들의 이념적인 입장 차이에 의해 발생한다는 판단에 기초하여, ‘정합적 정당화’의 관점에서 보다 포괄 적인 공공성 개념의 공통분모를 모색하였다. 그리고 그 결과를 ‘극좌파-중도 좌파-중도 우파-극우파’라는 정치 이념적 스펙트럼의 ‘보비오 모델’에 대응하는 ‘당파적 공공 성-적극적 공공성-잔여적 공공성-시장주의적 반공공성’라는 공공성 개념의 스펙트럼으로 설정하였다. This study raises two questions below, in a situation that social conflicts over the preoccupancy of publicness occur routinely. First, Is it possible to prove the existence of the universal substance of publicness ? Second, How could we approach effectively the realistic meanings of publicness ? Firstly, this study assumes a critical attitude to the possibility of universal publicness, in view of publicness as the plural . The conceptual multi-dimensionality of publicness and constitutive publicness explain the fact that it is impossible to extract a single truth of publicness from the mutual oppositive groups. Secondly, this study proposes the ideological spectrum of publicness corresponding to Bobbio`s spectrum on political ideology, as a feasible way of constituting the meaning of publicness. This is based on the certain viewpoint that meaning difference of publicness is caused by difference of ideological position of group trying to re-appropriate publicness. And as a result, this study sets up partisan publicness-positive publicness-residual publicness-anti publicness of market fundamentalism as ideological spectrum of publicness.

국민국가 건설기의 주요 과제를 성과적으로 주도한 한국 보수진영은 우리사회의 지배적인 지위를 지속적으로 유지하여 왔다. 그러나 탄핵사태를 계기로 그간 누적된 문제들이 일순간에 분출하면서, 한국 보수진영은 심각한 위기에 직면하였다. 본 연구는 외적인 영향력에 비하여 내적인 정당화의 수준이 상대적으로 낮은 보수진영의 위기와 분화를 한국 보수주의의 이념적 정상화 과정에서의 필수적인 통과의례라고 규정하였다. 그러면서 첫째, 위기의 ‘상황’과 이로 인하여 발생한 내적인 ‘분화’를 중심으로, 보수진영의 복합적인 위기를 구체적으로 살펴보았다. 여기에서는 현 상황을 보수진영의 전면적인 성찰이 요구되는 근본적 수준의 위기라고 평가하면서, 현재의 분화를 이러한 위기에 대한 보수진영의 불가피한 대응이라고 규정하였다. 둘째, 보수진영의 위기를 야기한 핵심적 요인인 한국 보수주의의 특성을 비판적으로 분석하고, 이를 개념적으로 규정하였다. 여기에서는 먼저 기존의 한국 보수주의에 내재된 이념적 특성을 ‘전통적 가치와의 단절’과 ‘이념적 빈곤’으로 정리하였다. 즉 이식적이고 압축적인 근대화의 과정에서 전통과 단절되면서 형성된 한국의 보수주의는 만성적인 이념적 빈곤 상태에 놓이게 되었다는 것이다. 또한 한국 보수주의의 이러한 특성을 ‘위상적 의미’와 ‘상황적 정의’에 기초한 ‘상황의존성’이라는 개념으로 규정하였다. 즉 한국 보수주의는 변화하는 현실 속에서 보수주의의 실체적이고 보편적인 가치를 실현하려는 능동성보다는 현상에 도전하는 주장과 세력을 저지하면서 기존 질서를 방어하려는 수동성을 주로 견지해왔다는 것이다. 마지막으로 본 연구는 상황의존성의 과잉으로 인하여 수구적 성향까지도 일정하게 내포하는 한국 보수주의의 대안적 지향이 될 수 있는 철학적 보수주의의 실체적이고 보편적인 가치들에 주목하면서, 전체적인 논의를 정리하였다. Despite numerous crises, conservatism continually maintained a status of Korea’s dominant political ideology. However with the impeachment in 2017, Korean conservatism faced a serious crisis. This study stipulated crises and differentiation of conservative camp as an inevitable rite of passage in the course of ideologic normalization of conservatism because conservative camp had lower internal justification compared to external influence. And then the study closely looked at conservative camp’s combination of crisis. In this part, the study pointed that the current situation needed comprehensive reflection and fundamental reorganization and further stipulated differentiation of conservative camp as an inescapable countermeasure against current crises. Second, the study critically analyzed and notionally stipulated characteristics of Korean conservatism which caused crisis of conservative camp. In this part, the study defined ideological characteristics inherent in Korean conservatism as ‘severance of traditional value’ and ‘ideologic poverty.’ Also, it stipulated the characteristic as a ‘situation dependence’ based on meaning of position and situational definition. Lastly, the study focused on substantial and universal value of philosophically conservative ideology in seeking for alternative direction point for ideologic normalization of Korean conservatism.

At least until the Park Chung-hee regime settled down, Daegu was a region that led the modern values of Korean society. This study defined the spirit of 2·28 as an ideological asset of Daegu conservative and defined it in a conservative way. In Chapter Ⅱ, the original meaning of conservatism was conceptualized as 'substantial and universal conservatism', and the reactionary tendencies of Daegu conservative were critically reviewed through comparison with this. Then, the conservative semantics of the spirit of 2·28 were constructed. In Chapter Ⅲ, the conservatism of the spirit of 2·28 was established in the context of traditional thought. Here, while pointing out the paradoxical situation of the ideological poverty inherent in Korean conservative, the relevance between the spirit of 2·28 and traditional thought was discussed, focusing on ‘righteousness’, ‘progressiveness’, and ‘commitment to nation.’ In Chapter Ⅳ, ‘conservatism of the spirit of 2·28’ was established in the context of democracy. Here, based on the interrelationship between conservatism and democracy, the specific relationship between 2·28 which advocated the realization of general democracy, and ‘conservative democracy’ was examined. In the conclusion, this study raised a critical view on the reality that 2·28, which played a leading role in realizing modern values in the early period of the nation-state, was exhausting its continuity as a ‘meaningful history.’

20 ~ 400 keV 에너지 대역의 중 에너지 입자 검출기의 신호 처리 연구

경희대학교가 개발중인 중 에너지 입자 검출기(Medium Energy Particle Detector, MEPD)는 한국과학기술원 인공위성연구센터가 개발 중인 차세대 소형 위성 1호(Next Generation Small Satellite-1, NEXTSat-1)의 탑재체중 하나이다. 본 검출기는 20 ~ 400 keV 에너지 대역의 전자, 양성자, 중성 입자를 검출 가능하다. 해당 검출기는 저 에너지 영역 관측에 유리한 실리콘 검출기(Silicon Solid State Detector, SSSD)를 도입하였다. SSSD는 방사선 입자가 입사시 미약한 신호가 발생하고, 이 미약한 신호를 신호 처리 회로를 통해 바꿔준다. 본 탑재체는 SSSD에서 최초 발생하는 미약한 신호를 다루기 때문에 해당 검출기의 효율과 검출기에서 발생하는 신호를 디지털화 시켜주기 위한 신호 처리 회로가 중요하다. Front-end electronics of Medium Energy Particle Detector (MEPD) in the range of 20 ~ 400 keV is developed to detect electrons, protons, and neutral with 6.25 keV resolution. To achieve the desired range and resolutions, MEPD adopts a solid state silicon detector with corresponding stopping power which is energy loss of charged particles due to interaction with matter. The incident particles will produce primitive signals by creating electron-hole pairs those are proportional to the incident energy and subsequently collected by charge sensitive preamplifier. The output of the preamplifier is connected to a unipolar shaping amplifier which produces quasi-Gaussian shape pulse. The MEPD is one of a subset instrument within the Instrument for the Study of Space Strom (ISSS) to measure space storms in the mission orbit of Next Generation Small Satellite-1 (NEXTSat-1) scheduled for launch in 2017.
