As ``Forest Carbon Offset Scheme`` of Korea Forest Service was launched in 2011 and 『Act on Management and Improvement of Carbon Sink 』was enacted in 2012, it is expected that applicability of Forest Carbon Offset Credits will be gradually becoming wider in national climate change response activities. Up to now, Korea Forest Service has allowed only forestation projects as carbon offset projects in Forest Carbon Offset Scheme, however, it is obvious that itwill be difficult to secure the sufficient quantity of lands for plantation because Korea already completed the forest greenification on 1987. So it is essential that forest carbon offset projects need to be developed especially in forest management sector using existing forests in order to improve the usefulness of Forest Carbon Offset Credits. Under the practical necessity, this research suggests the methodologies and implementation strategies for forest carbon offset projects in forest management sector through case studies and experts surveys. As the results, this study proposes extension of rotation age, regeneration of tree species, diminution of harvesting volume and thinning as specific project types. This study also proposes the guidances about scenarios for baseline and project, additionality, project period, carbon accounting of harvestedwood products, and buffer credits system. In conclusion, themost important way for the reputable scheme is benchmarking international outstanding schemes, however, at the same time, the scheme needs to reflect the domestic real states of relevant legal systems and forestry circumstances for stability of the scheme.

위성영상 운영은 주문접수, 촬영계획, 영상처리, 영상 배포의 과정으로 구분하며 촬영계획은 주문접수 과정에서 전달된 신규 주문과 이미 진행 중인 주문을 바탕으로 한정된 위성자원을 최대한 활용하여 사용자의 촬영요청을 가능한 적절한 시기에 반영할 수 있도록 위성의 촬영계획을 수립하는 과정으로 위성 자원의 효율적인 활용이라는 취지와 가장 밀접한 관계를 갖는 과정에 해당한다. 촬영계획은 동시에 많은 변수를 고려해야 하기 때문에 연산량도 많은 편이며, 스케줄링을 수행할 때마다 동일한 과정을 반복적으로 수행해야 한다. 본 논문에서는 촬영계획의 효율성을 높이기 위해 촬영계획의 최적화 연구를 수행하였다. 먼저 촬영계획 수행과정과 제약조건을 정리하여 가능한 많이 촬영할 수 있도록 촬영계획 모형을 수립하고 그 모형을 해결하기 위해 휴리스틱 알고리즘을 제안하였다. Satellite operation is divided as user``s request, image collection planning, product generation, distribution. Image collection planning is to make image collection plan of satellite to reflect user``s request in proper time based on NTO (New Task Order) and AO (Archive Order) using limited satellite resources. Image collection planning has high computational cost because of considering several variables simultaneously, is to be performed identical process repeatedly. In this paper, optimization research of image collection planning is performed for efficient planning. First, formulation of image collection planning is made to require satellite image as much as possible and then Heuristic algorithm is suggested for solution of formulation.

2006년에 발사된 다목적실용위성 2호는 다목적실용위성 1호에 비해 공간해상도가 43.5배나 향상되어 영상의 활용도가 높아졌다. 이에 위성영상 상용화 지원을 위하여 다목적실용위성 사용자 지원팀(KOCUST KOMPSAT Customer & User Support Team)을 구성하여 상용화 운영 절차를 정립하고 각 절차에 상응하는 업무를 정의하고 위상영상 상용화 지원시스템을 구축하였다. 현재 영상운영지원팀에서 다양한 수요자에 맞게 지속적으로 위성영상 상용화 지원시스템을 구축 및 개발하고 있다. 본 연구에서는 현재까지 개발된 상용 수요자에 맞는 지원시스템의 구성 및 기능과 이와 관련된 운영업무를 기술하고 향후 개발방향을 논의해보고자 한다. Utilization of KOMPSAT-2 satellite image is growing, because the resolution of KOMPSAT -2 is improved 43.5 times than that of KOMPSAT-1. To support for satellite image commercialization, KOCUST(KOMPSAT Customer & User Support Team) was composed, operation process was established and defined and support system for satellite image Commercialization was constructed. Also the support system constantly is improved for various user. In this paper, organization and function of support system developed so far these days for commercial user and operations related with it were described. In addition, direction of development was discussed.
