        해독사물탕(解毒四物湯)이 피부 접촉성 과민반응에 미치는 영향(影響)

        Objectives : Haedoksamul-tang (HSTE), a water extract from a mixture of Phellodendri Cortex, Coptidis, Scutellariae Radix, Gardeniae Fructus, Angelica acutiloba Radix, Cnidii Rhizoma, Paeoniae Radix, Rehmanniae Radix, has been traditionally used for allergic skin diseases such as atopic dermatitis and contact dermatitis in oriental countries. However, little is known about the effects of aqueous extract of HSTE on trimellitic anhydride (TMA)-induced contact hypersensitivity (CHS) in a mouse model. Methods : In this study, we investigate the pharmacological effects of HSTE on TMA-induced CHS in Balb/c mice. Contact hypersensitivity was induced in mice by topically sensitizing and challenging with TMA in flank skin and ears during oral administration (for 17 days) and topical treatment (30 min before challenge) with HSTE. We examined the effects of HSTE on IgE and IgG1 levels, inflammatory parameters in ear tissues, CD4<sup>+</sup>/CD8<sup>+</sup> ratio, cytokine and chemokine production in sera, tissues, and immune cells from TMA-sensitized mice.Results : Oral and topical administration with HSTE reduced, in a dose dependent manner, thickness and leukocyte infiltration of ear tissues and IgE levels in serum from mice sensitized with TMA. In addition, auricula lymph node cells isolated from TMA-sensitized mice significantly elevated the expression ratio of CD4<sup>+</sup>/CD8<sup>+</sup> as well as increased the production of IL-4, IL-5, IL-13 and IFN-γ by ex vivo stimulation with antibodies against CD3 and CD28, and these inflammatory indexes, except for IFN-γ, were significantly suppressed by orally and topically administration of HSTE. Furthermore, stimulation of auricula lymph node cells from TMA-sensitized mice with antibodies against CD3 and CD28 increased the production of MCP-1/CCL2 and MIP-1α/CCL3, and these effects were inhibited in a dose-dependent manner in cells from mice treated with HSTE. Conclusions : These results suggest that HSTE can be used for treating contact hypersensitivity by inhibiting leukocyte infiltration as well as production of serum IgE and chemokine/Th2 cytokine in an animal model.

        동의보감(東醫寶鑑) 중(中) 행인(杏仁)이 주약(主藥)으로 배오(配伍)된 방제(方劑)의 활용(活用)에 대한 고찰(考察)

        This report describes 61 studies related to the use of Semen Armeniacae Amarum main blended prescriptions from Donguibogam. The following conclusions were reached through investigations on the prescriptions that use Semen Armeniacae Amarum as a key ingredient. Semen Armeniacae Amarum blended prescriptions are utilized for 16 therapeutic purposes, for example, in symptoms of cough, excrements, wind, and pediatrics. In particular, 52.46% of the prescriptions appear in the chapter of cough, and 9.84% of those appear in the chapter of excrements. Prescriptions that utilize Semen Armeniacae Amarum as the main ingredient are used in the treatment of cough, asthma, lung disease, and constipation, and they are also used for treating 15 different types of diseases. Semen Armeniacae Amarum is used in pathogenic factors such as wind, wind with cold, and wind with moisture, in pathologies related to lung and digestive systems, and in those related to weakness, extravasated blood, and alcoholic drink-food. The actual amount of Semen Armeniacae Amarum blended has ranged at a wide variety of amounts from 5 pun to 5 don. 47.62% of the prescriptions used 1 don. When Semen Armeniacae Amarum is combined with base prescriptions such as Samyotang, Banhaenghwan, ljintang, etc and Herba Ephedrae, Rhizoma Pinelliae, and Pericarpium Citri Reticulatae, it ceases cough and asthma. In addition, when Semen Armeniacae Amarum is combined with Fructus Ponciri Seu Aurantii and Fructus Cannabis, it brings a relief in constipation.

        AI 스피커 음성정보의 합리적 규제 방안에 대한 연구

        AI 스피커는 활용성 측면에서 다양한 사회적 편익 창출이 가능하다. 그러나 현재 음성정보는 바이오정보 수단별 식별성 및 프라이버시 침해 위험성의 차이를 고려하지 않은 포괄적인 규제를 적용하고 있으며, 이로 인해 국내외사업자간 역차별 문제도 발생하고 있다. 음성정보는 다른 바이오정보에 비해 낮은 식별성 및 프라이버시 침해 위험성을 갖고 있음에도 불구하고 지문, 홍채 등과 같은 바이오정보 수단과 같은 수준의 규제를 받고 있어, AI 스피커 산업 활성화 및 이용자 편익 증진에 제약이 있다. 특히 ‘원본정보 파기 원칙’과 ‘별도 동의 원칙’과 같은 현행 음성정보 규제 기준은 보호법익의 침해를 야기하고 있어, 규제 기준과 보호법익이 조화를 이루는 합리적 규제 방안이 필요한 시점이다. 합리적인 규제 방안으로는 ‘사후철회권 보장’ 및 ‘기업 주도 자율규제’를 제시할 수 있다. 낮은 식별성 및 프라이버시 침해 위험성을 갖는 음성정보의 경우, ‘원본 파기 원칙’ 및 ‘별도 동의 원칙’을 없애는 대신 사후철회권(opt-out)을 보장하는 방식으로 규제 개선이 필요하다. 더불어 법령(hard law) 형태 보다는 기술 발전 상황에 유연하게 대응할 수 있는 자율규제(soft law)의 우선 적용을 통해, 기업과 이용자 간 상호 신뢰를 구축하고 국내외 사업자간 역차별 문제를 해소할 수 있다. AI speakers can create various social benefits in the aspects of usefulness. However, current regulation on voice data is too comprehensive to consider identifiability differences among biometrics and different level of risk of privacy breach and it possibly causes reverse discrimination between domestic and foreign business operators. Since voice data is subject to the same regulations with other types of biometrics such as fingerprint and iris although it has lower identifiability and less risk of privacy breach, it is limited to promote AI speaker industry and enhance user benefits. In particular, as the rule of disposal of original data and the rule of additional consent specified in the current regulation on voice data can cause conflicts among the benefit and protection of other laws and regulations, a reasonable regulation approach is needed to ensure the benefit and protection of the law. As a reasonable regulation approach, the right to opt-out and self-regulation are suggested in this article. In case of voice data that has lower personal identifiability and less risk of privacy breach, it is necessary to deregulate by guaranteeing the right to opt-out rather than abrogating the rule of disposal of original data and the rule of additional consent. Furthermore, business operators and users can build mutual trust and reverse discrimination between domestic and foreign business operators can be solved if we at first apply self-regulation, a type of soft law flexible towards the development of technology, rather than hard law.

        IEC Pub. 60068 기후적 환경시험 규격의 개정 전,후 비교

        Revised were cold, dry heat, and damp heat, cyclic(12h+12h cycle) tests of IEC Pub. 60068 climatic environmental test standards in 2007, but as of today the revision of the corresponding KS has not been followed yet. The revised test standards are compared with the prerevision ones in terms of the types of tests and test severities. This study shows the difference between the prerevision and the postrevision standards, which will provide the latest information to the industries and be helpful in revising the KS.

        개정 전자서명법의 한계와 법제도 개선방안

        2020년 전자서명법이 개정되면서, 1999년 전자서명법 제정 이래로 20년 넘게 공인 의 자리를 지켜왔던 공인인증서 제도가 폐지되었다. 전자서명법의 개정으로 민간분야 뿐 아니라 공공분야에서도 다양한 인증수단 도입이 확산되는 등 인증 시장 활성화가 예측된다. 그러나 전자서명법 개정에도 불구하고, 전자서명인증제도가 공인인증기관 및 본인확인기관에 맞춰 설계된 탓에 실지명의 확인, 분야별 인증제도의 파편화 등 여전히 신규 인증사업자들의 시장진입을 가로막는 진입장벽이 존재한다. 이를 해소하기 위하여 인정사업자의 실지명의 확인 권한 부여 확대, 실명확인 방안 현실화, 전자서명인증 및 심사 체계 일원화 등 전자서명인증제도의 개선이 필요하다. 제도 개선을 통해 시장 내 인증사업자들이 공정하게 경쟁할 수 있는 환경이 조성되고, 결과적으로는 산업경쟁력 제고 및 국민의 선택권 보장 이라는 전자서명법 개정 취지가 달성될 수 있을 것으로 기대된다. With the revision of the Digital Signature Act in 2020, the authorized certificate system which has been kept its place as “public official” for more than 20 years since the enactment of the Digital Signature Act in 1999 was abolished. The revision of the Digital Signature Act is expected to stimulate the certification market by the widespread of the introduction of various certification methods in the public sector as well as the private sector. Despite the revision of the Act, however, there still exist barriers such identification of actual name, fragmentation in sectoral certificate system, etc. which prevent new business operators from entering the market because the electronic signature certification system is designed in accordance with the accredited certification body and the identification body. To solve the problem, it is necessary to improve the digital signature certificate system by expanding the authorization of qualified certification operator to identify the actual name, updating the policy on actual name verification, and unifying the digital signature certificate and examination systems. This will create the fair competitive environment for certificate business operators in market and eventually will achieve the purpose of the revised Act which is to improve the industrial competitiveness and guarantee the people’s right of choice.

        동의보감(東醫寶鑑) 중(中) 형개(荊芥)가 주약(主藥)으로 배오(配伍)된 방제(方劑)의 활용(活用)에 대한 고찰(考察)

        This report describes 86 prescriptions related to the use of Herba Schizonepetae main blended from Dongeuibogam. The following conclusions were drawn through investigations on the prescriptions that use Herba Schizonepetae as a key component. Prescriptions that Herba Schizonepetae was taken as a monarch drug are utilized for22 therapeutic purposes, for example, eye disease, abscess disease, head and tooth, and woman disease. In particular, 16.3% of prescriptions appear in the chapter of eye. Prescriptions that utilize Herba Schizonepetae as the main component are used in the treatment of eye, abscess and woman disease, head disease, tooth disease and they are also used for treating 56 different types of disease. Herba Schizonepetae is used in pathogenic factors such as wind and used in pathology related to the liver and stomach system. The dosage of Herba Schizonepetae is 1pun 3li(about 0.49g) to 4don(about 14g), however 5pun 3li(about 1.99g)~1don(about 3.75g) has been taken the most for clinical application. Bangpungtang and Saenglyosamultang are the most useful base prescriptions which use the Herba Schizonepetae as the main ingredient.

        새로운 거리 가중치와 지역적 패턴을 고려한 적응적 선형보간법

        영상 보간은 영상 처리 분야에서 전통적으로 많이 연구되어 왔고 널리 사용되고 있다. 그에 따라 다양한 보간 능력과 계산 복잡도를 갖는 보간법들이 많이 시도되고 있다. 이 논문에서는 기존의 선형 보간법을 위한 새로운 거리 가중치 개념과 보간되는 값의 상하, 좌우 지역적 패턴을 고려하여 반영하는 적응적 선형 보간법(New Adaptive Linear Interpolation : NAL Interpolation)을 제안한다. 새로운 거리 가중치는 기존의 거리에 선형적으로 비례하는 가중치의 개념에서 벗어나 가까운 화소에 더욱 더 영향을 많이 받는 특성을 이용하여 거리 가중치를 2차, 3차 다항식으로 개선한 것이다. 또한 NAL 보간법은 보간되는 화소의 상하, 좌우 패턴을 고려하는 선형 보간법으로 MF(magnification factor)의 변화에 따라 보다 선명한 이미지를 쉽게 얻기 위해서 보간하기 전 MF에 따라 패턴을 반영하는 정도를 결정하는 패턴 가중치를 이용한다. 실험 결과에서 제안된 보간법은 계산 복잡도 면에서 기존의 bicubic 보간법 보다 훨씬 간단할 뿐만 아니라 더 좋은 PSNR(peak signal-to-noise ratio)를 갖고 보다 선명한 화질의 영상으로 보간하였다. Image interpolation has been widely used and studied in the various fields of image processing. There are many approaches of varying complexity and robustness. In this paper, a new distance weight is proposed for the conventional linear interpolation. In comparison with the conventional linear weight, the new distance weight uses a quadratic or cubic polynomial equation to reflect that the interpolated value should be influenced more by the value of closer pixels in an input image. In this paper, the new adaptive linear (NAL) interpolation, which considers patterns near the interpolated value, is also proposed. This algorithm requires a pattern weight, which is used to determine the ratio of reflection on local patterns, to obtain an interpolated image that exhibits better quality at various magnification factors (MF). In the computer simulation, not only did the NAL interpolation exhibit much lower computational complexity than conventional bicubic interpolation, it also improved peak signal-to-noise ratios (PSNR).

        This report describes 46 studies related to prescriptions which are mainly used Semen Arecae from Dongeuibogam. The following conclusions were reached through investigations on the prescriptions that use Semen Arecae as a main component. 19.6% of a malaria, 17.4% of an evacuation problem, recorded the largest number of clinical frequency of the prescriptions in therapeutic use when Semen Arecae was taken as a main component in prescriptions Prescriptions that utilize Semen Arecae as the main ingredient are used in the treatment of a malaria, an evacuation problem and a malignant dermatosis. they are also used for treating 11 different types of diseases. The prescriptions are compounded with Semen Arecae as a main component which can be applied to an affection by wind-cold, a heat(fire) syndrome, a cold-stroke, a phlegm-retention syndrome, a constipation induced by apoplexy, a stagnation of vital energy, an asthenia of the spleen and the stomach, a convulsion caused by improper diet, a parasitic infestation and a traumatic disease. The dosage of Semen Arecae is 2.5pun(nearly 0.94g) to 3don(nearly 11.25g), however 1don(nearly 3.75g) has been taken the most for clinical application. When Semen Arecae is combined with basic prescriptions such as Ijintang and Bulium, it applies symptoms of malaria. In addition, when Semen Arecae is combined with basic prescriptions such as Daemainhwan, Soseungkitang and Samatang, it utilizes an evacuation problem.

        다계층 멀티미디어 스트리밍을 위한 의미기반 패킷 스케줄링

        계층적 압축 기법을 지원하는 스트리밍 시스템 응용은 제한된 네트워크 자원의 효과적인 활용과 사용자가 느끼는 화질을 최대로 해야 한다. 이를 위해서는 적절한 전송 계층의 선택 및 패킷 인터벌 결정이 이루어져야 한다. 본 논문에서는 계층이 갖는 화질의 영향력을 바탕으로 패킷 인터벌 결정 및 계층 선택 알고리즘 SAPS를 제시한다. 인터-프레임 압축 기법을 사용하는 비디오 스트리밍 시스템에서 패킷 손실의 감소만으로는 재생 화질의 향상을 이룰 수 없고, 재생 화질에 높은 영향력을 가진 패킷의 복원율이 높아질 때, 비로소 재생 화질이 향상된다. SAPS는 패킷의 의존성 그래프를 바탕으로 전송 계층을 결정하며, 이렇게 결정된 전송 계층은 사용자가 느끼는 서비스의 품질을 최대로 만든다. 또한, 선택된 계층에 대한 패킷의 인터벌 조절을 통해 계층 선택에 의한 효과가 유지되도록 한다. 실험을 통해 SAPS 알고리즘이 사용자가 느끼는 서비스 품질의 향상뿐만 아니라, 네트워크 자원 활용도 효과적으로 이루고 있음을 보여준다. In scalable streaming application, there are two important knobs to tune to effectively exploit the underlying network resource and to maximize the user perceivable quality of service(QoS): layer selection and packet scheduling. In this work, we propose Semantics Aware Packet Scheduling(SAPS) algorithm to address these issues. Using packet dependency graph, SAPS algorithm selects a layer to maximize QoS. We aim at minimizing distortion in selecting layers. In inter-frame coded video streaming, minimizing packet loss does not imply maximizing QoS. In determining the packet transmission schedule, we exploit the fact that significance of each packet loss is different dependent upon its frame type and the position within group of picture(GOP). In SAPS algorithm, each packet is assigned a weight called QoS Impact Factor. Transmission schedule is derived based upon weighted smoothing. In simulation experiment, we observed that QoS actually improves when packet loss becomes worse. The simulation results show that the SAPS not only maximizes user perceivable QoS but also minimizes resource requirements.
