유네스코 세계자연유산의 성공적인 관리와 운영체계 : 『이집트 Wadi Al-Hitan』의 사례

유네스코(UNESCO: United Nations Educational, Scientific, and Cultural Organization) 세계유산 가운데 자연유산이 차지하는 비율이 전체 지정건수의 1/3에도 못 미치며 이에 대한 큰 이유는 세계적으로 가장 탁월한 가치 즉, 과학적 혹은 보존적 관점에서 보존할 필요성이 있는 빼어난 보편적 가치(OUV: Outstanding Universal Value)를 지니고 있어야만 유네스코 세계 자연유산으로 인정받기 때문이다. 한편 지금까지 지정된 180건의 세계자연유산 중 9건만이 화석과 관련된 자연유산이다. 이 연구 에서는 이 9건의 화석관련 세계자연유산의 특징을 분석하고, 그들이 가진 장점을 비교하여, 우리나라가 현재 추진하고 있는 한국 백악기 공룡해안(KCDC: Korean Cretaceous Dinosaur Coast)의 등재 준비에 기초 자료를 제공하고자 한다. 이 연구에서는 지난 2005년에 지정된 이집트의 Wadi Al-Hitan을 직접 방문하여, 현장을 조사하고 담당직원들과의 인터뷰 를 통해 얻어진 자료를 정리하였다. Wadi Al-Hitan의 성공적인 관리와 운영체계는 세 가지 요인으로 요약할 수 있다. 첫째, 연구와 모니터링을 위한 시스템 운영이고 둘째, 관련 전문가 채용과 훈련, 그리고 마지막으로 자연친화적인 보존기법 적용과 장기 발전계획에 따른 실행이다. 향후 우리나라가 추진하는 세계자연유산 후보지역들이 성공적으로 등재되고 관리되기 위해서는 우리가 가진 장점을 최대한 부각하여 신청서 제출 이전부터 세계자연보전연맹(IUCN: International Union for Conservation of Nature) 등 국제전문가들로부터 OUV를 인정받고, 연구와 관리를 담당하는 전문가를 정식직원으로 고용하여 준비과정에서 부터 참여해야 하며, 등재 이후의 관리와 운영에도 만전을 기해야 한다. 특히, 우리나라가 보유한 유일한 세계자연유산인‘제주 화산섬과 용암동굴’의 2007년 최종 등재까지의 준비과정에서도 경험했듯이 한 지역이 세계유산으로 지정되기까지는 여러 분야의 전문가들의 참여와 각 부처의 적극적인 노력이 이상적으로 조화를 이뤄야 한다. The number of World Natural Heritage Sites is smaller than that of World Cultural Heritage Sites. As of 2010, the total number of natural sites was 180, which is less than 1/3 of all cultural sites. The reason why the number of natural sites is smaller can be attributed to the evaluating criteria of OUV(outstanding universal value). Only 9 fossil related sites were designated as World Heritage Sites among 180 Natural Sites. This study compares their OUVs including the academic value and characteristics of the 9 World Heritage Sites to provide data and reference for KCDC(Korean Cretaceous Dinosaur Coast) to apply as a World Natural Heritage Site. This study was carried out to obtain information and data on the Wadi Al-Hitan of Egypt which was designated as a World Natural Heritage Site. The study includes field investigation for whale fossils, interviews of site paleontologists and staff, and inspections of facilities. Three factors can likely be attributed to its successful management and operating system. First, there is a system for comprehensive research and a monitoring plan. Secondly, experts have been recruited and hired and professional training for staff members has been done properly. Finally, the Wadi Al-Hitan has developed local resources with specialized techniques for conservation and construction design, which matched well with whale fossils and the environment at the site. The Wadi Al-Hitan put a master plan into practice and achieved goals for action plans. To designate a future World Natural Heritage Site in Korea, it is important to be recognized by international experts including IUCN specialists as the best in one’s field with OUV. Full-time regular-status employees for a research position are necessary from the preparation stage for the UNESCO World Heritage Site. Local government and related organizations must do their best to control monitoring plans and to improve academic value after the UNESCO World Heritage Site designation. As we experienced during the designation process of Jeju Volcanic Island and Lava Tubes as the first Korean World Natural Heritage Site, participation by various scholars and specialists need to be in harmony with active endeavors from local governments and NGOs.

The study was designed to analyze the curatorial professional resources of natural history museums in Korea and propose a plan on how to develop human resources including younger generation of experts to be working on the future National Museum of Natural History. Many academic associations and expert groups in the field have been making multilateral efforts along with research-based studies about how to best establish a National Museum of Natural History in the past 20 years. The Korean Earth Science Society was a premier organization which has been working closely on the establishment of natural history museums and science museums through a number of academic studies and projects more than any other academic associations. This study recommends that the future National Museum of Natural History needs highly-trained specialists of museums. Therefore, the Korean Earth Science Society has to offer multiple courses that produce specialists in various fields of museums through education and training. 본 연구는 우리나라에 있는 자연사박물관 전문 인력들에 대한 현황을 분석하여, 향후 건립될 국립자연사박물관에서 근무할 전문 인력들을 어떻게 양성해야 하는 지에 대한 제안을 하고자 한다. 지난 20여 년 간 여러 학술단체와 전문가 그룹의 국립자연사박물관 건립을 위한 다각적인 노력은 지속적으로 이루어져왔다. 그 중에서도 한국지구과학회는 자연사박물관과 과학관에 관한 여러 논문 발표를 통해 활발한 논의와 연구를 수행해오고 있다. 향후 건립될 국립자연사박물관은 숙련된 전문인력들을 필요로 하며, 한국지구과학회에서는 이와 관련된 맞춤형 전문과정을 설치하여 다양한 분야에 맞추어 양성해야 한다.
