        개인정보의 불법제공에 대한 형사적 제재

        Personal proprietary information has more value than tangible goods for the potential consumers in the information society. EU and some other countries in the world has established the legal foundation to protect the personal propriety information. In Korea each type of information is governed by a few specific laws. I reviewed the principles internationally recognized and the legal systems in Korea for the protection of the personal proprietary information. I also conducted research of a few criminal cases which involve the unlawful release of such information. In conclusion, I propose that we have to enact the laws that are generally applied to all the types of information as soon as possible for the effective protection of the personal propriety information. Also we should impose criminal sanctions upon those who unlawfully utilize or transfer such information which is unlawfully released. 정보화 사회에 있어 잠재적 소비자에 대한 각종 개인정보는 재화 이상의 가치를 가지게 된다. 이와 같은 개인정보의 불법적 이용을 막기 위해 유럽연합 등 세계 각국은 법적 규제를 위한 기본원칙을 정립하여 왔고, 우리 나라도 개인정보가 많이 수집 처리되는 각 부문마다 각각의 법률을 제정하여 개인정보 불법이용을 규율하고 있다. 본 고에서는 개인정보를 보호하기 위해 국제적으로 승인된 원칙과 함께 국내법상 개인정보 보호체계를 살펴본 후 개인의 신용정보를 누설한 실제의 수사사례에 현행법률을 적용하는 것에서 나타날 수 있는 문제점을 검토하였다. 앞으로 우리나라의 개인정보 보호체계를 더욱 효율적으로 기능하게 하기 위해서는 정부와 민간의 각 부문에 공통적으로 적용될 수 있는 일반법의 제정을 서둘러야 한다고 본다. 또한, 개인정보의 유출행위에 대하여만 형사처벌을 하고 있는 소극적 태도에서 벗어나 불법유출된 개인정보의 전전유통 및 불법사용에 대하여도 형사처벌을 할 수 있도록 그 규제범위를 더욱 확대해 나가야 할 것이다.

        A large-scale filled experiment for geotextile tubes was conducted at Saemangeum area in Gunsan. Constructability and economic analysis based on the field test observations for geosynthetic tubes are presented in this paper.

        The trending use of Geotubes in Korea has initiated numerous researches and case studies that where performed mostly in field tests. However, there has been no research which analysis the behavior of the geotube deformation through a field size model which exclude external factors. This paper introduces a large scale experimental tank that uses a geotube with properties similar to that of field sizes. The large scale experimental tank will be used to examine the behavior of geotube and reclaimed soil’s interaction and deformation in order to improve the geotube construction technique.

        준설토 주입방법에 의한 비닐튜브체의 퇴적 및 변형 특성

        본 연구에서는 준설토 주입 후 튜브 내부 준설토의 퇴적분포가 튜브 형상에 미치는 영향을 분석하기 위해 준설토 주입실험 결과를 바탕으로 튜브 내 준설토의 퇴적분포와 튜브 거동에 대해 소개하였다. 튜브 내 준설토의 퇴적분포를 관찰하기 위해 투명 비닐소재를 사용하여 튜브를 제작하였고, 이때 튜브의 직경(D)은 0.5m와 0.7m이고 길이(L)는 모두 4.0m이다. 주입형태에 따른 튜브 내 준설토의 퇴적분포 형태를 관찰하기 위해 준설토 주입형태는 I-Type과 T-Type을 적용하였다. 실험은 주입, 침강 및 퇴적 후에 준설토 상부의 물을 배수과정에서 제거하고 슬러리 상태의 시료를 재주입 하는 과정을 반복하여 수행하였고, 주입 및 배수 단계에서 튜브 내 준설토의 퇴적분포와 튜브의 연직 및 수평 거동을 관찰하였다. 주입실험 결과 I-Type 주입의 경우 크레이터 형성에 의한 부유 및 확산퇴적이 동시에 발생되는 분리퇴적에 의해 비균질 거동을 나타내고, T-Type 주입은 확산수평퇴적으로 인하여 퇴적 튜브 내 준설토가 균등하게 분포하는 것으로 나타났으며, 비배수 초기 연직충진비(H/D0)는 0.54~0.64 정도이고 수평변형비(W/D0)는 1.45~1.54로 퇴적고는 준설토 충진에 비례하여 증가하나 수평변형비는 일정하거나 감소하면서 튜브체의 중심은 상향이동 되고 있다. In this study, two different types of dredged fill injection methods are introduced and filling experiments were conducted to analyze the impact of each technique to the distribution and deposition of dredged soil fill and how it influence the final tube shape. Two transparent plastic tubes were fabricated to observe the deposition behavior of the deposited fill material. Both tubes measured 4.0 meters in length (L) and has vinyl tube diameters (D) of 0.5m and 0.7m. T-type and I-type inlet system are also introduced in this paper. The influence of this inlet systems to the distribution and deposition behavior of dredged soil fill inside the vinyl tubes were observed during the experiment. After the sedimentation of the slurry mixture, the water on top of the soil sediments are removed and the slurry mixture was re-injected into the vinyl tube, this process was carried out repeatedly. The shape changes of the vinyl tube, e.g. the changes in both tube height and width, are constantly monitored after each slurry injection and water draining phases. Crater formation was observed in the case of I-Type inlet system and a non-uniform sediment distribution occurred. For the diffusion deposit of soil particles to long distance are minimal shape technique using the T-Type inlet system. Therefore the undrain filling height ratio (H/D0) was found to be around 0.54 to 0.64 and the horizontal strain ratio (W/D0)ranges from 1.45 to 1.54. The filling soil height is proportional to dredged-material filling phases, but, horizontal strain ratio is constant or inversely reduced so that the center of tube body is raised in the upward direction.

        Geotextile Tube technology research was first conducted at the Delft Institute in the Netherlands in the 1970s, it was applied for the first time in Brazil in the 1980s. In recent years, faced with emerging environmental issues under extraction of riprap and under the condition that riprap materials can’t be easily be obtained, geotextile tubes method are applied as an alternative solution. (Kim et al, 2014) Both domestic and abroad, the construction of geotextile tubes is presently increasing, particularly applied as facilities like temporary dike and coastal erosion control structures. However, there is still a few research conducted on the permeability of geotextile tubes filled with dredged material. Under this background, the purpose of this study is to analyze the permeability of geotextile tubes filled dredged soil depending on the seepage pressure.

        In this study a cone penetration test on a dredged soil filled geosynthetic tube was performed after the tube attained its final height. The cone penetration was carried at different point locations along the length of the geosynthetic tube under submerged and dry conditions. It was found that the bearing capacity of the soil inside the tube is low when the geotextile tube is submerged in water. The bearing capacity of the tube structure is increased when water is drained.

      • 실대형 토목섬유 튜브의 2차원 거동 연구

        In this study, the optimal shape of a custom-made polypropylene (PP) woven geotextile tube filled with landfill dredged sedment was investigated. An observation on the deformation behavior of the geotextile tube during filling and after dewatering was thoroughly conducted. A T-shaped inlet (patend application number: 10-2013-0090597) developed for this specific experiment was used to deliver the pumped dredged soil to fill the geotextile tube until tube height is equivalent to 50% it’s theoretical diameter. the changes in the gedtextile width and height measurement during and after slurry filling were constantly monitored and recorded. Measurements were conducted using special measuring staff on the outer shell of the geotextile tube. the effective tube height reduction at each measurement point on the geotextile tube ranges from 3,2% to 32% two days after the final slurry injection. In addition, geotextile strain varies depending on the amount of accumulated soil in the cross-section. Maximum strain occurs at the branch point with maximum cross-sectional area, however, the top and bottom geotextile sections shows minimal strain reading.

        From September 1987 to September 1988, modified cecoileal reservoir were created in 5 patients with bladder cancer (4 cases) and incorrectable vesicovaginal fistula(a case). The results were as follows ; 1. In original Indiana continent reservoi, plication or tapering of the terminal ileal segment along with the ileocecal vave provided the continence mechanism and the tubular configuration of the cecum was disrupted with either an ileal patch or sigmoid patch or it was reconfigurated in a Heineke-Mikulicz type of closure to avoid bolus contraction. 2. Authors invented a new modified procedure to simplify the surgical techniques and shorten the operating time. An importang modification included an isoloation of narrow strip of mesentery for 6 색 8cm along the terminal ileum to allow adequate ileal intussusception by modified Hendren's intussusception technique and an fixation to ensure continence. 3. Tunneled ureteral inplantation along the tenia of the cecum provided the antireflux mechanism. 4. Patient performed self-catheterization every 3. 7 hours, total 5 to 7 times in a day, without difficulty. 5. Follow up examination with excretory urograms showed no upper urinary tract obstruction. Retrogade reservoirgrams showed no reflux and interviews revealed satisfactory contenence in all cases. Authors conclude that the modified Indiana continent urinary reservoir is a more safe and simple procedure compared to other types of continent urinary reservoir (Kock pouch and Indiana pouch).
