How can one understand recent welfare reform in Korea? This research claims that Korea’s welfare reform since the late 1990s is not explained as a functional response to growing labor market uncertainty or as a democratic shift to a new welfare state. Alternatively, it discusses the issue in the wider context of labor market reregulation designed to embrace more market forces and safeguard likely reform losers. Focus-ing on regulatory changes in the realm of employment protection and income maintenance, this research presents two crucial findings: (1) Together with its wider range of employment security liberalization, cit-izenship- based income maintenance has constituted the Korean way of labor market reregulation, i.e., “counterbalanced marketization.” (2) This reform path is associated with the peculiar policy-making network structures of Korea, which gives leeway for the government to carry out bold reform projects. Comparisons with the Japanese and Taiwanese cases are offered to highlight the characteristic nature of the Korean welfare/labor market reform. Limitations of Korea’s labor market reform are also discussed.

The primary purpose of this study was to explore the effectiveness of learner-centered cooperative learning in enhancing Korean college students’ English proficiency. The study also examined how cooperative learning facilitates Korean EFL learners’ self-efficacy. This study mainly employed a quantitative research method although qualitative research data were also analyzed to provide more in-depth insight into the findings; that is, research data included English proficiency test scores, survey responses, and interview descriptions. The findings of this study revealed that learner-centered cooperative learning was effective in enhancing Korean college students’ English proficiency, but it did not have an influence on the students’ self-efficacy. In addition, Korean college students had very positive attitudes to the learner-centered cooperative learning. The findings are discussed and implications for pedagogy are suggested
The Effect of Extensive Reading on Korean EFL Learners’ Reading Ability

This study investigated the effects of extensive reading (ER) on Korean high school students’ English reading ability. This study also explored how the students perceived ER and ER program activities in school settings. Three high schools that have run different ER programs were recruited for this study. One hundred seventy high school students from the three schools participated in this study. This study mainly employed a quantitative research method; that is, research data included pre- and post-English reading comprehension test scores and survey responses. For the data analysis, a paired-samples t-test, a one-way ANOVA, and a Kruskal-Wallis test were employed. The findings of this study revealed that ER was effective on improving the students’ English reading ability. With respect to school differences, the extensive reading program of E school was statistically significant while the other schools’ ER programs were not. In terms of comparing two different extensive reading programs - an extracurricular-based program and a curriculum-based program - the extracurricular-based extensive reading program was more effective than the curriculum- based extensive reading program in the high school setting. In addition, most of the students showed positive attitudes and motivation toward ER; especially the advanced learners showed the most positive attitudes toward ER followed by the intermediates and beginners. The findings are discussed and implications for pedagogy are suggested.
Development of Outbound Tourism Forecasting Models in Korea

This research analyzes the effects of factors on the demands for outbound to the countries such as Japan, China, the United States of America, Thailand, Philippines, Hong Kong, Singapore and Australia, the countries preferred by many Koreans. The factors for this research are (1) economic variables such as Korea Composite Stock Price Index (KOSPI), which could have influences on outbound tourism and exchange rate and (2) unpredictable events such as diseases, financial crisis and terrors. Regression analysis was used to identify relationship based on the monthly data from January 2001 to December 2010. The results of the analysis show that both exchange rate and KOSPI have impacts on the demands for outbound travel. In the case of travels to the United States of America and Philippines, Korean tourists usually have particular purposes such as studying, visiting relatives, playing golf or honeymoon, thus they are less influenced by the exchange rate. Moreover, Korean tourists tend not to visit particular locations for some time when shock reaction happens. As the demands for outbound travels are different from country to country accompanied by economic variables and shock variables, differentiated measure to should be considered to come close to the target numbers of tourists by switching as well as creating the demands. For further study we plan to build outbound tourism forecasting models using Artificial Neural Networks.
