In the past, R&D were promoted, focusing on projects that support the creation of science and technology knowledge. However, recent societal problem-solving research and development projects are attracting attention as a new type of R&D. This R&D project focuses on solving problems faced by society. Because it will be developed under a different philosophy from the existing business, its goal, planning process, promotion system, commercialization, evaluation method of this R&D project is different from conventional technology acquired R&D. However, since domestic experiences of these R&D projects are not sufficient, it is expected that they will continue to keep themselves in place after trial and error for some time in the future. Social problem-solving R&D projects are a priority, and there are several problems to be solved in order to securely and reliably establish in Korea as a new type of innovative R&D. First of all, it is necessary to clarify the concept and purpose of social problem-solving R&D. The concept and purpose must be clear so that social problem-solving R&D project can be distinguished from other R&D project. It is desirable that this social problem-solving R&D project is a R&D project to solve real problems occurring in citizen s daily life. This includes areas related to the daily lives of all citizens and areas of specific socially vulnerable groups. These divisions have the meaningm, relating to who sets the initiative innovators. Furthermore, it is necessary to legally enforce legislation concerning social problem-solving R&D projects, particularly the part that should be promoted mainly by the government. Secondly, a scheme must be established to strengthen collaboration among participants in R&D. Despite the fact that it is often possible to solve the social problem if more than one government ministry has to be involved, cooperation between ministries or agencies is not properly done in reality. Therefore, it is necessary to develop a legislation in a direction that enables integral R&D. Thirdly, the role of government-sponsored research institute as the leading entity of social problem-solving R&D must be strengthened. In order to succeed the social problem-solving R&D led by him, it must be a shift in recognition that the social problem-solving research project is also an important task of the government-sponsored research institute.
통계적 메타분석을 응용한 미래기술개발로드맵 도출에 관한 연구

본 연구에서는 정보통신 시장의 급격한 변화를 감지하고 경제 및 사회적 미래예측을 통하여 고객의 니즈에 부합하는 미래기술을 발굴하기 위한 방법으로 통계적 메타분석(meta analysis)을 응용하여 미래기술예측을 실시하였다. 특히 미래기술개발을 위한 주요 핵심트렌드를 기술, 고객니즈 차원에서 검토하고, 도출된 동인과 장애요인을 기반으로 하여 통계적 메타 분석을 응용하여 미래기술을 예측하였으며, 정보통신(information and communication technology, ICT)분야에서 메타 분석을 이용하여 예측 가능한 미래기술을 도출하여 미래기술개발 로드맵을 구축하였다. As the information and communications market goes more uncertain, foresight activities becomes more important. A number of foresight activities, such as trend analysis, have been used to predict customer needs. However previous studies tend to lack objectivity and systematization. In this study, we suggest a meta analysis methodology which combines both top-down and bottom-up approach in order to systematize the analysis process. Secondly, we applied this approach to ref market to identify essential future technologies. Based on the result from the meta analysis, we have constructed the future technology roadmap.
