Foreground Extraction in Thermal Videos Based on Selective Histogram Bins

Foreground extraction is the most significant step in thermal imaging based surveillance systems. This step needs to be efficient in terms of time and memory consumption in order for the system to provide real time results but usually this efficiency reciprocates with the accurateness of the ROI detection. In this study, novel selective histogram bins based two background & foreground separation approaches for thermal videos processing have been proposed which exploit the temporal-consistency property of the thermal images in a given environment and can save over 80% memory than their simplest counterpart temporal median filtering. 열화상 영상기반 감시 시스템에서 전경추출은 매우 중요한 단계이다. 전경추출단계는 계산시간과 메모리 사용측면에서 시스템의 실시간 처리가 매우 효율적이어야 한다. 그러나 이러한 효율성은 ROI 탐지의 정확도와 매우 연관되어 있다. 본 논문에서 열화상 비디오 처리를 위하여 새로운 히스토그램 빈에 기반하여 배경과 전경을 분리하기 위한 두 가지 방법을 제시하는데, 이는 임의의 주어진 환경에서 열화상영상의 시간상에서 일관성을 갖는 다는 점과, 이러한 성질이, 간단한 시간축 메디안 필터링에 비하여 80%이상의 메모리를 절감할 수 있다.

인텔리전트 피그 항법 시스템의 정확도 향상에 관한 연구

최근 과밀화되는 도심지역에서 지하 시설물의 사고 우려에 대한 국민의 불안감이 증대되고 있다. 노후화되어가는 지하 매설 배관의 건전성 관리는 국민의 안전과 생명 보호를 위해 필수적이다. 매설 배관 건전성 관리의 핵심인 ILI(In-Line Inspection) 기술은 노후 배관의 손상 부위에 대한 정밀/장거리 탐측과 평가를 가능하게 하며, 인텔리전트 피그(Intelligent PIG)를 활용하여 이루어진다. 인텔리전트 피그는 동체 전후단의 가스차압에 의해 배관 내부를 주행하며 주요 센서시스템의 데이터를 실시간으로 취득/저장한다. 센서시스템은 배관의 기계적 결함 측정시스템, 모재 손상(부식, Gouge, Crack 등)을 측정하는 NDE(Non-Destructive Evaluation) 센서시스템, 그리고 매설 배관의 디지털 지도 제작을 위한 관성 항법 시스템(Inertial Navigation System)으로 구성된다. 지하시설물 관리의 중요성을 고려할 때 인텔리전트 피그를 이용한 관성 항법 시스템의 위치추정 정확도 향상은 매우 절실하다. 인텔리전트 피그의 관성 항법시스템은 관성측정장치(Inertial Measurement Unit)와 Odometer를 이용한 속도계, 피그가 통과한 시간과 위치좌표를 제공하는 TBMS(Time Based Marker System)로 구성된다. TBMS는 인텔리전트 피그와 시간동기를 유지하며 배관 직상부 지표면에 설치된다. TBMS가 설치된 지점을 AGM(Above Ground Marker)이라고 한다. 관성 항법 시스템은 IMU출력, Odometer 속도 데이터, AGM 위치 데이터를 확장칼만필터(Extended Kalman Filter)로 융합하는 방식으로 동작한다. 관성 측정 장치의 가속도와 각속도를 이용하여 피그 위치/자세를 Prediction하고, Odometer의 속도와 AGM 위치 데이터로 Correction을 수행한다. 일반적으로 Odometer는 원주방향으로 3개가 탑재되는데, 곡관을 통과할 때 Odometer가 접f하는 위치에 따라 측정 거리가 달라진다. 또한, 직관/용접부에서는 Odometer의 Slip 등에 의해 주행거리 측정오차가 발생한다. 본 연구에서는, 이러한 Odometer 측정오차가 피그 주행 속도벡터와 Odometer 거리측정 벡터의 차이 및 Odometer의 Slip에 의해 발생됨을 설명하고, 직관과 곡관에서 속도 보정을 통해 항법 정확도를 향상시키는 방법에 대해 논의한다. 직관에서는 3개의 Odometer 측정값 중 최댓값을 활용하고, 곡관에서는 곡관 형상과 해당 시각의 피그 자세(Roll 각도)를 고려하여 실제 주행거리와 가장 근접한 Odometer 측정치를 선택적으로 계산에 사용하는 방식이다. 본 보정 기법을 실제 피깅 구간(30”, 35km)에 적용한 결과, 항법 RMS(Root Mean Square) 오차가 기존 대비 21% 감소함을 정량적으로 확인하였다. 이를 통해 정밀 위치기반 배관 건전성 관리로 타공사에 의한 갑작스런 누출사고 방지에 기여할 수 있으며, 배관 건전성 관련 정보가 연계된 지리 정보 시스템의 품질 제고가 가능하다. 또한, 본 기술을 더욱 발전시켜 다른 지하 시설물에도 적용하여 안전관리품질 향상에 기여하고자 한다.

수출입신고 DATA를 통한 국내 수출기업의 무역대금결제방식 결정요인에 관한 실태 분석

Based on the Korea Customs Service export/import declaration data, This study aims systematically analyzed the trends in export payment methods and selected various determinants that may affect the decision on export payment methods through prior research . And this study aim to analyze trends in payment methods and draw implications. As a result of analyzing the trends in export payment methods by region, country, product, and transportation method, which are considered factors that can affect the export payment method, it was confirmed that various payment methods are being used for each determining factor. Based on the above analysis results, this study proposed three countermeasures: raises awareness of the diversity of export payment methods, establishes a trade information system to select the optimal export payment method, and seeking systematic risk management measures to respond to changes in export payment methods 본 연구에서는 관세청 수출입신고 데이터를 바탕으로 그동안의 수출결제방식의 변화 추이에 대한 체계적인 분석과 수출결제방식 결정에 영향을 줄 수 있는 다양한 결정요인에 대해 선행연구를 통해 선정하고이에 대해 결정요인별로 수출결제방식의 추이를 분석하고 시사점을 도출하고자 한다. 수출결제방식에 영향을 줄 수 있는 요소라 여겨지는 지역 및 국가별, 품목별, 운송수단별 수출결제방식의 추이를 분석해 본 결과 결정요인별로 다양한 결제방식이 사용되고 있음도 확인할 수 있었다. 이상과 같은 분석결과를 토대로 하여 본 연구에서는 최적의 수출결제방식의 도출을 위해 우선적으로수출결제방식의 다양성에 대한 인식 제고, 최적의 수출결제방식의 선정을 위한 무역정보시스템 구축, 수출결제방식의 추이 변화에 대응하는 체계적 리스크 관리방안 모색이라는 세 가지 대응방안을 제시하였다.

4차 산업혁명에 대응하는 무역교육을 위한 학회의 역할 제고 방안

Trade combined with the 4th industrial revolution technologies such as AI, big data, and blockchain is undergoing a transition from traditional trade to digital trade. In particular, COVID-19 has further accelerated the development of digital technology, resulting in many changes in trade products and trade methods. It is not easy to achieve 2 trillion dollars in Korea's trade scale, which has been stagnant in the midst of such changes in the trade environment. Therefore, it is necessary to nurture trade manpower who can preemptively respond to changes in the domestic and global trade environment, such as the transition to digital trade and the expansion of service trade for high added value of exports. Specifically, it is necessary to nurture trade manpower who can recognize not only trade practices based on trade knowledge, but also ideas and innovative technologies suitable for the era of the 4th industrial revolution, and create overseas markets through networks Therefore, this study intends to propose a new paradigm of trade practice education for nurturing trade manpower who can respond to changes in the domestic and foreign trade environment and the spread of the 4th industrial revolution technology at the present time. To this end, we intend to redefine the trade manpower and necessary competencies to respond to changes in the current trade environment. In addition, based on this, concrete measures were presented along with the necessity of enhancing the role of trade-related societies in seeking a new paradigm for trade practice education.

관세사의 사회적 책임과 윤리의식 제고 방안에 관한 연구

전 세계적으로 발생한 COVID 19로 인한 팬데믹과 러-우 전쟁으로 인한 물가 상승, 그리고 미-중 무역분쟁으로 인한 보호무역 우려 등은 전 세계의 지속가능한 발전이라는 목표에 의문을 제기하고 있다. 이로인해 최근 기업 경영과 국가 정책의 주요 트랜드로 자리잡고 있는 ESG의 적극적인 도입과 실천의 필요성을 부각시키고 있다. 또한 글로벌 대기업에 물품 및 서비스를 공급하는 수출기업의 경우 공급망 실사 등에 대비하는 공급망 내 인권, 환경, 사회적 책임 등의 ESG 요건을 충족해야만 거래가 가능하기 때문에 이에 대한 철저한 준비가 필요하다. 따라서 무역 핵심 관계자로서의 관세사의 역할을 고려할 때 기업의 수출활동의 공급망에서 관계자로서 조력하고 있는 관세사의 ESG 활동은 해당 수출기업의 ESG 실천에 긍정적인 영향을 줄 수 있다. 본 연구에서는 관세사의 ESG 실천에 있어서 K-ESG 가이드라인에서 제시하는사회 분야의 동반성장과 지역사회 항목을 중심으로 관세사의 사회적 책임과 윤리의식 제고를 검토하고자한다. 이를 위해 본 연구는 ESG 시대에 대응하는 관세사의 사회적 책임과 윤리의식 관련한 현황과 이에따른 문제점을 분석하고, 이의 제고 방안을 사회적 책임과 윤리의식으로 구분하여 제안하고자 한다. The global pandemic caused by COVID 19, inflation due to the Russia-Ukraine war, and protectionist concerns caused by the US-China trade dispute are raising questions about the goal of sustainable development around the world. This highlights the need for active introduction and practice of ESG, which has recently become a major trend in corporate management and national policy. In addition, export companies that supply goods and services to global companies must meet ESG requirements such as human rights, environment, and social responsibility within the supply chain to prepare for due diligence on the supply chain, so thorough preparation is necessary. Therefore, considering the role of Certified Customs Attorneys as a key player in trade, the ESG activities of Certified Customs Attorneys assisting as related parties in the supply chain of a company's export activities are likely to have a positive impact on the ESG practice of the exporting company. In this study, in the ESG practice of Certified Customs Attorneys, the K-ESG guideline aims to review the social responsibility and ethical awareness of Certified Customs Attorneys, focusing on the mutual growth and community items in the social field. To this end, this study analyzes the current status and problems related to social responsibility and ethical awareness of Certified Customs Attorneys in response to the ESG era, and proposes ways to improve them by dividing them into social responsibility and ethical awareness.
