체포제도는 수사 초기단계에서 죄를 범하였다고 의심할 만한 상당한 이유가 있는 피의자를 구속에 선행하여 수사관서 등 일정한 장소에 인치(引致)하여 단기간에 걸쳐 신체의 자유를 제한하는 제도이다. 체포영장 제도는 구속영장 이외에 피의자를 체포하는 경우에 법관에 의한 감독과 통제를 통하여 수사의 필요성과 인권보장의 조화를 기하기 위한 것으로 인정된다. 소방사범의 체포영장은 집행과정에서 피의자 인권침해의 소지가 있고, 집행과정에서 전문성이 떨어지는 등의 문제점이 지적되고 있다. 따라서 본 연구는 위험물안전관리법을 위반한 사건과 소방시설설치유지및안전관리에관한법률을 위반한 사건에 대한 소방사범 체포영장 집행 사례분석을 통해 나타난 문제점을 바탕으로 개선방안을 도출하는데 목적이 있다. 연구의 결과, 전문수사인력과 체포장구를 확보하고 광역 특별사법경찰관제를 도입하여 소방사범처리에 특별사법경찰관의 직무역량을 강화시켜야 할 것이다. An arrest system is the act of depriving a person of his or her liberty in a certain place like an investigation office for a short period of time, before imprisoning the suspect. An arrest warrant system, besides a imprison warrant, is recognized as the need of an investigation and guarantee of human rights through supervision and controled by a judge. During the implementation process of a fire-criminal arrest warrant, issues such as the infringement of a suspect’s human rights and lack of professionalism are being indicated. Therefore, the purpose of this study is to suggest improvement on fire-safety measures based on the drawbacks indicated by the analysis of fire-criminal arrest warrant execution for non-licensed hazardous material storage and handling. The result of the study shows that by securing an expert investigation force and arrest equipment, and introducing the metropolitan special judicial police system, the job capability of the special judicial police needs to be reinforced when dealing with fire-criminals.

Lowest bidding is one of the bidding methods in which the party that bids at the lowest price is determined as the successful bidder. Although it was adopted for the purpose of strengthening and restructuring the construction industry while easing the regulations related to delivering public construction projects, the abolition of the lowest bidding system is under discussion as it is pointed out to be one of the major causes for deteriorating construction companies’ profitability. In order to overcome the limitations of inadequate reliability and representativeness of previous studies, this study has collected and analyzed numerous execution statements for public construction projects in order to understand the present condition related to whether a reasonable construction cost that is necessary for carrying out constructions is secured for the lowest bidding and what the problems are in execution of public construction projects. The average working budget ratio of projects ordered by lowest bidding was calculated at 104.8% through analysis of the execution statements for the public construction projects. In addition, this study analyzed the trend of change of working budget ratio in terms of contract amount, public owner types, and evaluation ranking of the contractor's construction capability.
유비쿼터스 컴퓨팅 환경을 위한 실내 위치 추적 시스템의 설계

본 논문은 실내 환경에서 이동객체의 실시간 추적 알고리즘을 제안한다. 제안하는 시스템은 기존에 사용되던 삼각측량 기법과 DCM(Database Correlation Method) 기법을 통해 각각의 위치 데이터를 생성한 후, 그 중 이동객체와 더 근사한 위치 데이터를 실시간으로 선택한다. 또한 Kalman Filter를 사용하여 선택된 위치 데이터를 보정하여 시스템에 적용하므로 이동 객체의 위치 정확도를 향상시켰다. 기존에 연구된 Kalman Filter는 과거의 정보를 이용하여 현재의 위치를 추정해 내는 시스템의 특성상 안정화 되는 시간까지 불확실한 위치 데이터를 가지게 된다. 하지만 제안하는 위치 추적 시스템은 기존의 Kalman Filter를 그대로 적용하지 않고, 더 효율적인 방안을 제시한 후 적용함으로 더 정확한 위치 추적을 가능케 한다. This paper propose a realtime tracking algorithm of mobile object in indoor environment. this proposed system selects location data closer to mobile objects in real time that are results of Triangulation method and DCM(Database Correlation Method) method. Also, this system applies adjusted location data selected by using Kalman filter, and in result it improved location accuracy of transfer object. Be studied in existing the Kalman filter have unstable location data until its settlement because of it extracts current values by using the past the information. However, proposed location tracking system don`t apply existent Kalman filter to this system and it permits precisional tracking location by uses more effective methods.
환자의 고통 이해를 위한 의학과 4학년들의 위내시경 검사 체험

Purpose: Senior medical students agreed to undergo gastrofibroscopy testing in the same manner as patients would in order to assess if the experience affects their understanding of patients discomfort and their recommendation of this test. Methods: 27 senior medical students rotating through family medicine underwent gastrofiberscopy. The level of discomfort experienced by these students was evaluated by using the Visual Analogue Scale (VAS). Each student s recommendation of gastrofibroscopy or upper gastrointestinal series to asymptomatic and symptomatic adults with upper GI complaint was recorded. And we assessed the need of patient experience for recommendation of gastrofibroscopy. Results: Before having experienced a gastrofibroscopy, 21 students recommended gastrofibroscopy (21 cases, 77.8%) and 6 recommended upper gastrointestinal series (6 cases, 22.2%) as screening tests in asymptomatic adults. After having had a gastrofibroscopy, gastrofibroscopy was recommended in 16 cases (59.3%) and the upper gastrointestinal series in 11 (40.7%), again in asymptomatic adults. However in symptomatic adults, there was no change. The degree of discomfort after having had a gastroscopy was less than they thought (5 cases, 18.5%), the same (5 cases, 18.5%), and more than they thought (17 cases, 63.0%), 25 (92.5%) students thought experiencing gastrofibroscopy would help them explain the procedure to patients in the future. 26 (96.3%) students expressed that doctors who recommend gastrofibroscopies should experience having the test so that they can better empatize and understand patients discomfort. Conclusion: Senior medical students experience being a patient is a significant learning opportunity for understanding the patient discomfort. This experience will help doctors understand patient s discomfort.

In recent decades, the precast prestressed concrete segmental method of bridge construction has been increasingly popular. Increased speed of erection, improved aesthetics, and mitigation of traffic disturbances are among the factors which have made precast segmental construction chosen in many recent bridge projects. Shear behavior and ultimate behaviors of shear key joints are critical problem in the design of precast prestressed concrete segment bridges. An experimental program was conducted to study the shear behavior and ultimate behavior of joints in precast PC bridges. From the results of this test, we can obtained the guideline of design and analysis of the joints in precast PC bridges.
