교통계획에 관한 기본법은 없으나 도시교통정비촉진법(‘86년 이하 ‘도정법’) 대도시권광역교통관리에관한특별법(‘97년, 이하 ‘대광법’) 및 교통체계효율화법(’99년 이하 ‘효율화법’)이 제정됨으로 해서 우리나라 법정 교통계획의 위계는 국가교통계획, 광역교통계획, 자치교통계획의 3단계 틀을 정립하게 되었다. 그러나 교통계획이 기본적으로 법제화는 되었으나 고시된 계획의 법적 구속력이 미약하여 계획과 예산의 괴리 현상이 발생하고, 투자적기를 상실하는 등 교통상 여러가지 부작용을 초래하게 되었다. 대표적인 사례가 교통시설의 공급부족에 따른 교통혼잡이라 하겠는데 이로 인해 물류비 증가나 혼잡비용 증가 등 많은 사회적 비용을 지불하게 된 것이다.

공론화위원회 모델의 방향성: 대입제도개편 공론화위원회를 중심으로

This article attempts to reconsider the theory and practice of deliberative democracy in Korea by analyzing the case of ‘the Mini-Public on the College Admission System’ held in 2018. Based on the concept of ‘democratic innovation’, which enunciates a necessity of strengthening a civic bond between representative politics and civil society, the analysis proceeds by assessing the aforementioned Mini-Public case on the standards of inclusiveness, popular control, considered judgment, transparency, efficiency, and transferability. The case was certainly a contribution to ‘democratic innovation’ for revealing the citizens’ potential to resolve complex policy issues and form a deliberative culture as well as a civic bond through the process of deliberation. Nevertheless, as the deliberation was mainly conducted within the mini-public, it failed to draw much attention from the civil society and representative politics, limiting the sphere of deliberation. Therefore, this article suggests to redesign the mini-public process, expanding the boundary of participation and thus broadening the public communication. Through such change, the Korean mini-public model will be able to become a worthwhile resource in finding ways to reinforce the viability of ‘democratic innovation’ and its practices. 이 연구는 2018년에 실시된 ‘2022학년도 대입제도개편 공론화위원회’를 평가하고 이를 기반으로 공론화위원회 모델이 한국사회에서 시민들의 정치참여 제도로서 지속성을 갖기 위해서는 어떠한 변화와 방향성을 모색해야 하는지를 제언한다. 현대민주주의의 위기를 극복하기 위해서는 시민의 역할을 확대해 제도정치와 시민사회 간의 연계를 강화해야 함을 주장하는 ‘민주적 혁신’ 이론을 바탕으로, 본 연구는 대입제도개편 공론화위원회를 포괄성·의사결정의 민주성·숙의성·투명성·정치적 효능감·활용가능성의 측면에서 평가한다. 대입제도개편 공론화위원회는 일반 시민들도 학습과 숙의를 통해 복잡한 정책 이슈에 대해 결론을 제시하고, 그 과정에서 건설적인 숙의문화와 시민 상호간 신뢰를 구축할 수 있음을 제시했다는 점에서 의의를 갖는다. 그러나 공론화위원회가 내부의 숙의를 확보하는 데에 집중함에 따라 외부의 시민사회 및 대의제의 의견이 소외되고, 그 결과 공론화위원회에서의 논의가 전체 공중으로 확장되지 못했다는 점은 아쉬움으로 남는다. 공론화위원회 모델이 장기적으로 한국의 민주주의에 기여하기 위해서는 공론화위원회가 대의제와 시민사회의 융화 및 협력을 강화할 수 있도록 가능성을 모색해야 한다.

The future precious metal/stone industry is an industry which will creat added value by processing raw materials through highly advanced skill production technology. In general the precious metal/stone used as a raw material is a sensitive goods with appealing power. And the precious metal/stone industry is to desion, produce and sell the goods which stirs up the customers' strong desire to buy. Since it is a labor-Intensive industry which requires highly advance processing skill, it has a good employment effect. The goods require sophisticated prision, so a skilled maneuver is required to process the raw material. Therefore this article is to analyze the definition and present state of the precious metal/stone industry and to study the necessity of industrial training on commission basis as well as development of training course. This is to cultivate the skillful manpower and to provide re-training course in order to develop industrial art training. program as well as to contribute to the development of technical training level through a promotion of cooperative relations between industry and academe.

裡里 貴金屬 寶石團地 精密鑄造 技法改善에 關한 硏究 : 不良發生 原因分析 및 豫防對策을 中心으로

精密鑄造 技法은 60年代부터 우리나라의 一部 貴金屬業界에 導入되어 使用되어 오다가 70年代중반, 裡里에 貴金屬團地가 設置되면서 부터 大量生産을 爲한 製作技法으로 活用되어 왔다. 精密鑄造의 作業은 대략 9段階로 나누어져 있으며 이러한 作業의 工程은 必然的으로 연결되어져 있어, 매 作業 段階別 作業의 미흡함은 鑄造後 製品의 不良決果로 나타나는 特徵을 지니고 있다. 그러므로 不良製品 發生原因은 어느 한곳에 있지않고 9作業段階에 散在되고 있으며 主要作業工程의 不良發生原因은 다음과 같다. In the middle of 70S, after jewelry estate established in Iri, the method for mass production has been used. beam of composite structure composed of the RC structure in the end part and steel structure in thecentral part were investigated during cyclic loading, in order to evaluate strength, stifness, and deformational capacity. The parameters used in this study include the amount of reinforced steel bar between the steel beam and RC structure and the existence of the sticking plate. Test results showed that all specimens had stabilized hysteresis loops. Likewise, the specimens with sticking plate had higher load-carrying capacity compared with the one without it. In addition, the stifness of the composite structure was higher than the steel structure. All specimens also showed good rotational capacity. 본 연구에서는 단부 철근콘트리트구조와 중앙부 철골구조로 이루어진 복합구조 보를 대상으로 내력 및 강성 , 변형능력을 평가하기 위해 반복재하 실험을 행하였다 . 주된 실험변수는 철근콘크리트와 철골보의 이종구조 이음부부의 응력전달을 위해 철골보에 접합되는 철근의 개수와 단부 콘크리트를 구속하여 강성을 상승시킬 목적으로 설치되는 부착판의 설치유무이다 . 실험결과 모든 실험체가 방추형의 이력 거동을 나타내며 안정된 거동을 하였으며 , 내력에 있어서는 부착판 설치 실험체의 경우가 기본형 실험체 보다 높게 나타났다 . 또한, 강성에 있어서도 단부에 부착판을 설치한 실험체가 설치하지 않은 실험체에 비하여 보다 높게 나타났으며 , 모든 실험체가 최대 내력시의 부재각이 0.03rad..
