건설 프로젝트 기획단계의 타당성분류체계 (FBS) 적용 방안

오늘날 건설 사업은 대형화, 복잡화되고 있으며 새로운 공법 개발과 과학적 관리기법인 건설사업관리(CM)를 통하여 공기단축, 비용절감 및, 품질향상을 추구하고 있다. 건설 프로젝트의 라이프 사이클은 기획 - 설계 - 시공 - 유지관리 - 해체의 순으로 진행되며, 프로젝트 전반적 사항을 계획하고 관리하는 기획 단계의 역할은 매우 중요하다. 이러한 기획단계 중 타당성분석은 사업의 시행여부를 결정하기 위한 중요한 의사결정 도구로서, 체계적이고 면밀한 분석을 통해 결과를 산출하는 것이 요구된다. 본 연구에서는 건설 프로젝트 기획단계에서의 합리적 의사결정을 위한 타당성분석의 개선방안으로서 타당성분류체계 구축방안을 제안하였다. Construction project is a big industry in which, a large amount of money and considerable time is invested. Planning phase of the construction projects is important, because various crucial decisions like: organizing scope, budget estimate, resource allocation etc. are taken in this period. The planning process has to be well supported by a detailed feasibility analysis. Feasibility analysis provides the fundamental information about the possibility of successful or unsuccessful situation of a project prior to its execution. This paper has focused to find out an improved feasibility analysis process for the construction projects, which could be implemented successfully. From the analysis of various existing methods of feasibility analysis, it is found that Feasibility Breakdown Structure (FBS) is an effective analysis process and technique. It is a useful tool to forecast associated construction risks as well as it supports effective decision-making process.
임대형 민자사업(BTL) 적격성 조사의 정성적 VFM 평가항목 설정 및 중요도 분석

PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.
FLIP as an Anti-Cancer Therapeutic Target

Suppression of apoptosis is one of the hallmarks of carcinogenesis. Tumor cells endure apoptotic pressure by overexpressing several antiapoptotic proteins, and FLICE inhibitory protein (FLIP) is one of the important antiapoptotic proteins that have been shown to be overexpressed in various primary tumor cells. FLIP has two death-effector domains in tandem, mimicking the prodomain of procaspase-8. It is recruited to Fadd in death-inducing signaling complex, thereby preventing the activation of procaspase-8. To date, three isoforms of human cytosolic FLIP (c-FLIP) and six viral homologs (v-FLIP) have been identified. Recently, the crystal structure of v-FLIP MC159 was determined for the first time as an atomic-detail FLIP structure, which revealed that two death effector domains are packed tightly against each other mainly through conserved hydrophobic interactions. The overexpression of c-FLIP in tumor cells has been shown to be the determinant of the tumor’s resistance to death ligands such as FasL and TRAIL. It has also been shown that the down- regulation of c-FLIP results in sensitizing resistant tumor cells. Therefore, the agents directly targeting c-FLIP at mRNA and protein levels are expected to be developed in near future and tested for the potential as a new class of anti-cancer drugs.
Dual roles of FLIP in controlling caspase-8 and their implications on cell death and survival

Cellular FLIP (cFLIP; cellular FLICE inhibitory protein) is a key regulator of caspase-8 activity, and its viral homolog (vFLIP)is found in various viruses. cFLIP inhibits the caspase-8 activation in death-inducing signaling complex (DISC) when itsexpression level is high as in cancer cells. In contrast, cFLIP can also activate the caspase-8 in its lower expression leveland in lymphocyte in particular which results in the activation of NF-κB transcription factor. Recent biochemical studies onDISC has proposed that DED proteins in DISC, that are FADD, procaspase-8 & cFLIP, utilize two hydrophobic faces of theirDEDs for establishing DED-DED network for DISC assembly. Regarding the NF-κB activation, the crystal structure of K13-vFLIP showed that two grooves in the N-terminal DED in FLIP are the sites where dimeric IKKγ binds. FLIP is associatedwith various cancers seemingly through the dual functions of inhibiting apoptosis and promoting proliferation, so it wouldan attractive anti-cancer therapeutic target at either mRNA or protein level.
Utilization of Contradiction for Creating Design Alternatives in Construction Value Engineering

The design review in a Value Engineering (VE) workshop generates ideas for alternative construction designs that, if adopted,would improve the function of the original design. Each alternative conceived during idea generation will usually carry somebeneficial and some adverse effects that must be traded off against each other when deciding whether or not to adopt the design. Theobjective of this paper is to investigate the characteristics of contradiction in idea creation, and use them to create better designalternatives in construction VE. An Idea Breakdown Structure (IBS) is applied as the principle of problem solving. A contradictiontable is then set up to overcome contradictions in construction design. A case study shows that balanced contradiction produces betteralternatives in construction VE.
Selection and Management Factor Analysis of Urban Infrastructure for U-City Construction

U-City (Ubiquitous City) projects are being actively pursued, where ubiquitous technology is applied to large-scale new city development. U-City is all about creating a ubiquitous environment which, on the basis of Information Technology (IT)infrastructure, is combined with construction technology to make our lives easier and more comfortable. More recently, the concept of a U-Eco City (Ubiquitous Eco-friendly City) is widely discussed to incorporate the notion of a ‘green city’ into the U-City concept, with relevant research efforts also underway. In accordance with this tendency, this paper sets the criteria for selecting the key infrastructure required to build an effective U-City and conducts expert surveys and a Delphi analysis. For roadway facilities on which the highest priority is known to be placed, this paper analyzes their required VE-based functions and extracts management factors. The AHP technique is employed to analyze the relative importance of the nine core management factors which are required to build the U-City in roadway facilities. Among these key factors, ‘Establishment of a Ubiquitous System’ is shown to be of the greatest importance, followed by ‘Analysis of an Automation System’, ‘Establishment of Factor Technology’ and ‘Ideation of an Eco-Friendly City’. Formulating U-City establishment plans on the basis of high-priority management factors will enable the effective construction of roadway facilities. Hence, this paper sets work standards for individual management factors and proposes development guidelines.

Creating ideas is that value engineering of construction projects play an important role to suggest a new proposal. For this reason, an approach to method to accomplish creating ideas effectively is demanded, but doesn't play a role as facilitation. This study, analyzes and suggests the way to bring about effective results of many ideas. The method is to compare and analyze the effectiveness applied to a design VE case study and then suggest the result, which provides the base to carry out creating ideas effectively. 품질기능전개(QFD) 기법을 적용한 건설프로젝트 설계VE 준비단계 업무 개선 및 체계화

The importance of design value engineering in construction projects recently is rising, which deal about in reduction of cost and improvement of quality. Especially, From half of this year 2005, It is predicted that the value engineering is necessary to be carried out in the projects having project cost more than 10 billion won. In increasing importance of value engineering, we require a way by which we accomplish value engineering systemically and effectively though it is not common in domestic situation.So, this case study shows a way in carrying out value engineering effectively. As the way is to apply QFD(Quality Function Deployment) in pre-study work of design value engineering, this is expected to contribute as function analysis and reflect the requirement of users or owners.
