        건설 프로젝트의 잠재적 가치개선 대상 선정 방법론(PVTCM)

        건설공사 VE 활동은 프로젝트 예산절감 및 성능향상 측면에서 핵심도구로 자리매김 하고 있으며, 이를 반영하듯 VE 적용대상이 확대되고 있는 상황이다. 따라서 건설VE의 효과적 활용을 위한 프로세스 및 운용기법에 대한 지속적 연구개발이 요구된다. 그 중 VE 대상 선정 방법은 건설VE 업무에서 핵심적 부분이다. 하지만 이것은 실무적 측면에서 활용성이 낮은 문제점이 있다. 따라서 본 연구에서는 건설 VE 작업의 VE 대상 선정을 위한 새로운 방법(PVTSM)을 개발했다. 첫째, VE 실무자료 분석을 통하여 VE 대상 선정의 실질적 문제점을 분석한다. 둘째, 우수한 VE사례를 분석하여 비용 모델 및 아이디어들 유사성을 기준으로 잠재력이 높은 VE 대상을 추출한다. 셋째, 각 공종별 아이템들에 대하여 친화도 기법을 활용하여 VE 대상항목으로 표준화한다. 본 연구는 위의 절차에 따라 적용된 결과에 대하여 대표적인 객체 선택 방법의 하나인 비용 모델과의 비교 분석을 위해 전문가 인터뷰를 실시했다. 분석 결과 제안방법이 기존방법에 비하여 실무적 측면에서 활용성이 상당히 높은 것으로 나타났다. Construction VE activities has occupies an important position as a key tool of the project in terms of budget and performance improvements. Reflecting this situation, VE application scope is being expanded than before. Thus, construction projects are required the continued research and development for effective use of construction VE. VE target choice method is the central part in the construction VE work. But, this has a problem with low utilization in practical terms. Accordingly, this study was developed the new methodology(PVTCM) for VE target selection of the construction VE work. Its contents are as follows: First, to analyze practical problem for VE target choice method through VE practical data. Second, to extract the high potential VE object based on the cost model and ideas similarity by excellent VE cases analysis. Third, to implement standardized VE object item by using affinity diagram for each construction type items. This research were conducted to experts interviews for comparison analysis with the cost model as one of a representative target selection method. As a result, proposed method were implemented significantly higher performance in terms of practical effectiveness than conventional method.

        Utilization of Contradiction for Creating Design Alternatives in Construction Value Engineering

        The design review in a Value Engineering (VE) workshop generates ideas for alternative construction designs that, if adopted,would improve the function of the original design. Each alternative conceived during idea generation will usually carry somebeneficial and some adverse effects that must be traded off against each other when deciding whether or not to adopt the design. Theobjective of this paper is to investigate the characteristics of contradiction in idea creation, and use them to create better designalternatives in construction VE. An Idea Breakdown Structure (IBS) is applied as the principle of problem solving. A contradictiontable is then set up to overcome contradictions in construction design. A case study shows that balanced contradiction produces betteralternatives in construction VE.

        Selection and Management Factor Analysis of Urban Infrastructure for U-City Construction

        U-City (Ubiquitous City) projects are being actively pursued, where ubiquitous technology is applied to large-scale new city development. U-City is all about creating a ubiquitous environment which, on the basis of Information Technology (IT)infrastructure, is combined with construction technology to make our lives easier and more comfortable. More recently, the concept of a U-Eco City (Ubiquitous Eco-friendly City) is widely discussed to incorporate the notion of a ‘green city’ into the U-City concept, with relevant research efforts also underway. In accordance with this tendency, this paper sets the criteria for selecting the key infrastructure required to build an effective U-City and conducts expert surveys and a Delphi analysis. For roadway facilities on which the highest priority is known to be placed, this paper analyzes their required VE-based functions and extracts management factors. The AHP technique is employed to analyze the relative importance of the nine core management factors which are required to build the U-City in roadway facilities. Among these key factors, ‘Establishment of a Ubiquitous System’ is shown to be of the greatest importance, followed by ‘Analysis of an Automation System’, ‘Establishment of Factor Technology’ and ‘Ideation of an Eco-Friendly City’. Formulating U-City establishment plans on the basis of high-priority management factors will enable the effective construction of roadway facilities. Hence, this paper sets work standards for individual management factors and proposes development guidelines.

        건설VE 아이디어 창조 기법 적용효과 비교분석

        Value Engineering (VE) applied to construction projects is the effective method which reduces input costs and improves their capacity and quality. Creating ideas is that value engineering of construction projects play an important role to suggest a new proposal. For this reason, an approach to method to accomplish creating ideas effectively is demanded, but doesn't play a role as facilitation. This study, analyzes and suggests the way to bring about effective results of many ideas. The method is to compare and analyze the effectiveness applied to a design VE case study and then suggest the result, which provides the base to carry out creating ideas effectively.         공공공사 직접구매 조달품목 재분류 및 성능기준 제안

        중소기업제품 구매를 확대하여 중소기업의 경영안정을 지원하는 취지에 의해 2006년 제정된 "중소기업제품 구매촉진 및 판로 지원에 관한 법률"은 제도의 활성화를 위해 최근까지 거듭되어 개정되었다. 이에 따라 중소기업청장에 의해 지정된 설계품목에 대해 공공공사 직접구매를 의무화하였다. 그러나 120여개에 달하는 직접구매대상 품목으로 인해 품질확보 및 납기지연, 현장 자재 담당 근무자의 업무과중 등 문제가 발생하고 있다. 법의 제정 취지는 최근 정부의 대기업과 중소기업의 동반성장이라는 여건에는 부합하지만 현장에서 위법을 기반으로 근무를 하는 담당자들의 입장과 자재 품질 확보, 적기 공급, 비용상승 등을 유발하는 것으로 나타났다. 본 논문은 "공사용 자재 직접 구매제도"의 문제점 파악 및 검증을 통해 향후 효율적이고 합리적으로 적용이 될 수 있도록 기여하고자 한다. "The Law of purchasing policy for market support of small and medium business" was legislated to support small and medium industry by expanding purchase and revised consistently for the activation. And then the government made the public construction direct purchase compulsory about design items designated by president on small and medium business based on this law. However, secureing quality, tardiness and field material staff's heavy duty were arisen from approximately 120 direct market purchase items. The legislative intent of law is in accord with Win-Win growth between major company and small and medium business. However material staff who works in the field based on this law has difficulties with material securing quality, JIT(Just In Time), cost push. This study reclassified procurement items of "the direct market purchase system" reasonably and then suggested performance criteria for evaluation. The suggested result will contribute to vatalize the direct market purchase system.

        임대형 민자사업(BTL) 적격성 조사의 정성적 VFM 평가항목 설정 및 중요도 분석

        민간투자사업은 민간의 참여를 통해 사회기반시설을 효율적으로 확충하기 위하여 시행되고 있다. 2005년도부터는 기존의 도로, 항만 등을 비롯한 산업기반시설 뿐만 아니라 학교시설, 환경시설 등을 포함한 생활기반시설까지 그 범위가 확대되게 되었다. 따라서 사업의 추진방식도 기존에는 BTO 방식이 주로 이용되었지만 새로이 추가된 민간투자사업에서는 BTL 방식이 도입되게 되었다. BTL 방식은 민간투자 적합 여부를 판단하기 위하여 민간투자 적격성 조사를 실시하며 이는 정량적 VFM과 정성적 VFM으로 구분된다. 본 연구에서는 명확한 결과 도출이 어려운 정성적 VFM의 평가항목을 설정하고 전문가를 대상으로 설문조사를 실시한 후 AHP 기법을 활용하여 상대적 중요도와 가중치를 산정하였다. 이상의 내용은 정량적 VFM과 더불어 정성적 측면의 효율성 및 발생편익을 효과적으로 평가 가능하게 함으로써 BTL 시행여부에 대한 합리적 의사결정을 지원할 것으로 판단된다. PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.

        품질기능전개(QFD) 기법을 적용한 건설프로젝트 설계VE 준비단계 업무 개선 및 체계화

        건설 프로젝트의 설계VE는 비용 절감 및 품질 향상을 위한 주요 수단이며 최근 그 중요성이 부각되고 있다. 특히 올 하반기부터는 건설공사비 100억원 이상 프로젝트까지 VE검토가 확대 적용되어 더욱 더 활성화될 것으로 예측된다. 따라서 설계VE를 체계적이고 효율적으로 수행할 수 있는 방법이 요구되지만 국내에선 아직까지는 이에 미치지 못하고 있다. 따라서 본 연구에서는 설계단계 YE를 효율적으로 실시할 수 있는 방법을 모색하고자 한다. 그 방법은 설계YE 준비단계 업무에 QFB(Quality Function Deployment)를 적용하는 것으로 이는 발주자 요구사항을 체계적으로 반영하고 기능분석을 효과적으로 실시하는데 기여할 것으로 판단된다.
