건설산업 공공조달을 위한 입찰업무 전자처리에 관한 연구

Traditional bidding process and activities in public construction area has many problems in terms of the transparency and fairness of administration. And, it causes many expenses to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, Questionnaire, contentment estimation and IDEF method to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. According to the survey, under present bidding system big problem is inconvenience of conducting process. Nearly all users of current electronic bidding systems were contented. When public institutions are planning new electronic bidding systems, standardization, security, law and bidding system consolidation must be applied. This study proposes an improved bidding system and described the effects through the improvements. 과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 조달업체들에게 딴은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 여러 가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 문헌조사, 설문조사 및 만족도 평가, IDEF 방법론을 통하여 현행 입찰업무의 현황을 파악하고, 향후 구축될 시스템의 개선 방안을 제시하는 것이다. 본 논문의 연구결과 현행 입찰제도 하에서는 업무처리 절차가 불편하다는 지적이 가장 많았고, 현재 운영되고 있는 전자입찰 시스템은 대체적으로 만족하고 있었으며, 향후 진자조달 시스템 구현시 고려해야 할 사항은, 입찰$\cdot$계약 전자처리 표준화, 시스템의 보안, 법, 제도 정비 등이 중요하게 나타났다. 이러한 분석된 요구사항을 반영하여 입찰관리 개선모델을 제안하였고 개선효과를 분석하였다.

IEEE 802.15.4 is the well-established standard enabling wireless connectivities among wireless sensor nodes. However, the wireless sensor networks based on IEEE 802.15.4 are inherently vulnerable to hidden nodes collision because the wireless sensor nodes have very limited communication range and battery life time. In this paper, we propose the advanced method of mitigating hidden nodes collision in IEEE 802.15.4 base wireless sensor networks by clustering sensor nodes according to channel quality information. Moreover, we deal with the problem of resource allocation for each cluster.

Ethanol extract of Panax ginseng generally produced contractile responses in the excised mouse-uterus strip. But in young mouse-uterus Whose musculatures are immature, ginseng produced inhibitory effect. Contractile responses of uterine strips to Panax ginseng were markedly potentiated by treatments of mice with estrogen, progesterone or estrogen-progesterone respectively. Treatment of mice with those hormones did not affect the response of mouse-uterus strip to aecetylcholine, 5-hydroxytryptamine, histamine, epinephrine and norepinephrine.

By fluoroscopic examination of healthy men, it was found that speed of travel of the head of the barium meal along the intestine was faster in the group that ingested ginseng for a month than control gorup. This data suggests that ginseng augments the intestinal movements. The excised strips of human stomach, appendix and uterus reacted to ginseng with spasmic contraction, action site of ginseng was examined. The results indicated that the stimulation of muscle cell by ginseng was achieved by sone other mechanism than the cholinergic, one. Blood pressure, heart rate and electroardiograph Were nat significantly affected by ginsemg ingestion in healthy men.
