지방정부 ESG 경영 도입 및 적용을 위한 기초 연구:ESG와 지속가능성, 만족도 인과성 분석

이 논문은 지방정부 ESG 행정에 대한 지속가능성을 검토하고 주민 만족도를 평가하여 정책적 시사점을 제시하려고 하였다. 이를 위해 ESG 경영과 행정 도입의 필요성과 환경(E), 사회(S), 거버넌스(G)의 구성항목을 검토하였다. 그리고 ESG 행정 활동이 지자체의 지속가능성과 주민만족에 어떤 영향을 미치는지를 규명하였다. 지역주민과 공무원을 대상으로 설문조사 방법을 활용하였고, 다양한 분석을 통해 ESG 행정에 미치는 영향요인과 시사점을 발견하였다. 첫째, 지방정부 ESG 활동에서 환경과 사회, 거버넌스 이슈 중에서 환경(E) 분야는 기후 위기, 에너지 온실가스(미세먼지) 등 지역주민과의 실생활과 밀접하게 연관되어 있어 다른 이슈들보다 주민들의 관심이 집중되었다. 둘째, 사회(S) 분야는 지역의 삶의 질(QOL) 여건과 관계가 크다. 인구문제, 쇠퇴, 지역소멸, 인간관계 등 어려움을 겪고 있는 이슈이다. 지자체마다 인구, 출산, 소멸 문제를 해결할 수 있으면 그만큼 만족도는 높아지게 된다. 셋째, 거버넌스(G) 이슈가 사회(S) 이슈보다 높게 분석되었는데, 이는 지방정부의 민원 대응 행정과 주민참여 사업들이 많아지고 있음에 기인한다. 그리고 지자체장은 민원에 대응하며 이를 처리하기 위하여 많은 시간을 할애하는 것으로 나타났다. 후 지방정부의 ESG 행정 활동을 강화하기 위해서는 거버넌스 구축 및 운영에 관한 구체적인 가이드 라인을 마련하고, 지속적인 성과 점검을 제도화할 필요가 있다. This paper attempted to present policy implications by reviewing the sustainability of local government ESG administration and evaluating resident satisfaction. To this end, the necessity of introducing ESG management and administration and the components of environment(E), society(S), and governance(G) were reviewed. In addition, we investigated how ESG administrative activities affect local governments' sustainability and residents' satisfaction. A survey method was used targeting local residents and public officials, and influential factors and implications for ESG administration were discovered through various analyses. First, among environmental, social, and governance issues in local government ESG activities, the environment(E) field is closely related to the daily lives of local residents, such as climate crisis, energy, and greenhouse gases (fine dust), so it receives more attention from residents than other issues. I was focused. Second, the social(S) field has a strong relationship with local quality of life(QOL) conditions. Issues that are causing difficulties include population issues, decline, regional extinction, and human relations. If each local government can solve population, birth, and extinction problems, satisfaction will increase accordingly. Third, governance(G) issues were analyzed more highly than social(S) issues, which is due to the increase in local governments' civil complaint response administration and resident participation projects. It was also found that local government heads spend a lot of time responding to and processing civil complaints. In order to strengthen local governments' ESG administrative activities, it is necessary to establish specific guidelines for governance establishment and operation and institutionalize continuous performance inspection.

DEA-Malmquist Productivity Index를 이용한 지방공기업의 유형별 성과분석

이 논문은 지방공기업, 즉 직영, 간접1(공사), 간접2(공단), 주식회사(제3섹터) 4개유형별로 DEA와 Malmquist 생산성 지수를 활용하여 효율성을 평가하였다. 연구결과, 첫째, 우리나라 지방 준정부기관의 외형적인 성장은 이룩하였지만, 적자 및 부채비율이 증가하고 방만하게 운영되므로 구체적인 성과평가를 통해 전략적인 관리가 필요하다. 둘째, DEA분석에서는 지방공기업 유형 중 유형4(주식회사)의 효율성이 높은 것으로 나타났고, 3유형(간접2, 공단)의 효율성은 낮게 평가되었다. 셋째, Malmquist 생산성 지수를 이용하여 보면 기술적 효율성 측면은 지방공기업 유형2, 3이 높았고, 기술변화를 설명하는 효율성은 유형1과 유형4가 높은 것으로 나타났다. 넷째, 지방공기업은 기술적 효율성과 기술변화를 통해 효율성을 개선해야 한다는 점이다.

지방상수도 공기업의 경영성과 분석

본 연구는 지방상수도 공기업의 경영성과에 대해 효율성 및 생산성 관점에서 측정·효과를 검증하여 시사점을 제공하고자 하였다. 이를 위해 DEA-Malmquist를 이용한 지방상수도 공기업의 시계열별 효율성 변화과정과 기술변화를 파악하였다. 여기서 선정한 평가지표로 투입요소는 영업비용과 영업외비용이고, 산출지표는 영업수익, 상수도 보급률, 시설이용률, 안정성비율 등이다. DEA 효율성 분석에서 효율성이 높은 지방상수도는 4개로 28.8%, 1이하의 낮은 효율성을 보인 지방상수도는 10개, 71.4%로 나타났다. Malmquist 생산성변화는 총요소생산성이 2010년부터 2014년까지 5년 동안 연평균 26.3% 감소하였다. 시(市)보다 군(郡)지역의 생산성이 높은 것은 기술변화 요인에 기인하지만 인구 20만 명 이상이 그 이하지역보다 생산성이 높은데, 이는 기술적 효율성, 즉 규모의 효율성 때문이다. 본 분석의 결과는 향후 경영평가를 준비하는 지방상수도 공기업에 정책 자료로 활용될 수 있다.

스마트행정 구현을 위한 소통평가시스템 구축과 적용: 지방의회-주민간의 소통을 중심으로

The purpose of this paper is to construct a communication evaluation index and system for implementing communication administration in the smart administration era and apply it to local council performance evaluation in order to obtain implications. The communication evaluation system is constructed from the viewpoint of communication attitude, foundation, effort, and performance (feedback). Communication between residents and the local council is verified by questionnaire survey. The results of this study are as follows: First, the attitude and foundation for the local council's communications are well established, but they are not excellent in terms of communication effort and performance. Second, it is necessary to strengthen communication efforts for resident participation as well as for solving complaints. Third, communication performance and feedback should be strengthened and positively reflected in budget activities and enactment of ordinances. Facilitating communication requires contacting and engaging frequently with residents, introducing a communication evaluation system, strengthening online communication through social network services (SNS), and ongoing monitoring. 이 글은 스마트행정시대 소통행정을 구현하기 위한 공공부문의 소통평가지표 및 시스템을 구축하고 이를 지방의회 성과평가에 적용하여 시사점을 얻기 위한 것이다. 소통평가시스템은 소통마인드-기반-노력-성과(피드백) 관점에서 구축하였고, 의회-주민간의 소통에 대해 질문조사를 통해 의정활동, 주민만족 등과 관련하여 효과를 검증하였다. 연구결과를 제시하면 첫째, 지방의회의 소통태도 및 기반은 잘 마련되어 있으나 소통노력과 성과 면에서는 우수하지 못하다. 둘째, 주민참여 및 민원해결을 위한 소통노력을 강화해야 할 것으로 판단된다. 셋째, 소통성과와 피드백을 강화하고, 이를 조례제정 및 예산심의활동에 적극 반영하여야 한다. 결국 의회-주민간의 소통요인이 강화되고, 지역주민과 소통을 강화할 때 의정 성과 및 만족도는 높아질 것이다. 소통원활화를 위해서는 빈번한 주민접촉 및 참여, 소통평가제도 도입, SNS를 통한 온라인 소통 강화, 의정창구와 의정모니터를 개설하고 활용할 필요가 있다. 또한 구축된 소통평가시스템은 지속적으로 개선해 나가야 하며, 실무적 관점에서 현실성을 고려한 지속적인 지표개발이 필요하다.

유권자의 후보자 선택의 영향요인

This paper analyze voter behavior in the local election, and to find the influential factors which effect the voter's decision. For these, the paper examine the main results of the May 31, 2006, Local Election. Especially, the paper shows that the system side use data analysis and the behavior side use questionnaire method. Following my research candidate's choice model, personal contact with ordinary people is most important, also, the image of local election and candidate are important factors for voters. In voter decision, the policy factor is most important, the next important factors are personality and party factor. In conclusion, this local election study shows that voting behavior and decision variables among voters are a important factors of a candidate's election model. If everything goes well, this study provides policy orientation that local elections of Korea will be developed in the future.

지역사회경찰활동에 대한 평가와 영향요인

본 연구에서는 지역사회경찰활동에 대한 경찰과 주민(공무원, 지역주민, 경찰전공 학생)의 인식차이를 조사하고, 지역사회경찰활동의 만족도를 증진시키기 위한 영향요인은 무엇인지를 규명하고자 하였다. 지역사회경찰활동에 대한 평가에서는 경찰에 비해 지역주민들의 만족도가 낮았으며 특히 경찰활동과 관련하여 보다 이상적일 수 있는 경찰전공 학생들의 평가가 가장 저조하게 나타났다. 또한 지역사회경찰활동의 만족도에 영향을 미치는 요인으로는 모든 집단에서 경찰규모의 중요성이 강조되었다. 이러한 분석 결과에 대한 논의와 함께 성공적인 지역사회경찰활동을 위한 정책적 시사점도 함께 제시하였다. This study purposed to examine the perceptual difference between police officers and private citizens(civil servants, residents, and police science majoring students) about community policing in their areas and find out its influence factors. Police officers evaluated more positively about their community-related activities. But, the citizens rated them rather negatively and the level of satisfaction was below the average. All the groups who were subjects of this study pointed out the importance of police resources as influencing the level of satisfaction about community policing implemented in their areas.The reasons of these findings were discussed and some policy suggestions as to improvement of current community policing were offered.

지방의회와 지방정치발전 요인에 관한 연구

본 연구는 한국의 영호남지역의 4개(대구․경북․광주․부산) 광역지방의회를 대상으로 지방의회 의정요인 및 정당요인을 평가하고, 이들 요인이 지방정치 활성화에 어떠한영향을 미치는지를 규명하고자 한다. 또한 지방정치 활성화 방안으로 지방정당 및 의회거버넌스 구축에 초점을 두고자 하는데, 지방정당 차원에서는 지방정당의 실효성을 검토해 보고 이를 허용 및 설립을 위한 법적·제도적 방안을 모색한다. 지방의회 차원에서는지방의회의 기능과 역할을 조명해보고, 주민만족 및 참여, 협력네트워크 구축을 위한 의정거버넌스 구축방안을 제시한다. 연구대상 지역은 한국에서 그 어느 지역보다 정당색이짙은 영호남지역의 지방의회를 선택하였고, 연구방법은 지역주민의 의견을 직접 조사하여 평가하는 서베이(survey) 방법을 선택하였다. 본 연구를 통해 한국의 지방정치를 한단계 발전(upgrade)시키는데 중요한 시사점을 제공할 수 있을 것이다.
