연구목적: 이 연구는 국제화와 정보통신기술 발달로 점차 확대되고 있는 대학의 온라인 국제 협력 학습(COIL)의 수행 사례를 그 설계와 실행과정을 중심으로 탐구하기 위하여 수행되었다. 미국 M대학과 일본 I대학의 COIL 사례를 교수자에게 필요한 여러 종류의 지식(기술, 교수법, 내용 지식)을 설명하는 TPACK 모형으로 분석하여 교수학습적 성과와 한계를 제시하고자 하였다. 연구방법: 연구자는 미국과 일본 대학의 COIL 프로젝트에 공동설계자로서 참여하여, 참여 학생들과의 교수학습 과정의 상호작용과 심층면담을 통해 COIL의 설계 및 실행과정에 대한 자료를 수집하였다. 이를 TPACK 모형을 바탕으로 한 질적 분석 방법으로 분석하였다. 연구결과: 서로 다른 문화의 학생들이 함께 학습하는 COIL의 특성으로 인해 교수자는 모든 학습자에 적용되는 최적의 공통 학습 내용을, 다양한 학습자에게 효율적인 교수 방법으로, 온라인 국제 학습을 위한 최선의 기술을 활용하여 교육해야 한다. 이와 더불어 포용적인 COIL 활동의 수행을 위해 교수자는 학습자의 문화적 차이에 대한 지식을 갖추어야 한다. 학술적 기여: 이 연구는 COIL의 교수-학습적 성과와 한계를 분석하고 더 의미 있는 COIL의 설계와 실행을 위한 제안을 담고 있다. 이를 통하여 COIL의 설계 및 실행과정에 대한 고등교육 교수자와 학습자의 이해를 넓히고 국내 적용 가능성을 탐구하였다는 것에 의의가 있다. This study explored a case of Collaborative Online International Learning (COIL) project conducted between University M in the USA and University I in Japan. To examine the design and implementation of COIL as teaching and learning processes, this study applied the TPACK model explaining teachers’knowledge on contents, pedagogy, and technology to the case. The model was expanded in this study by adding cultural knowledge to capture cultural differences of learners. The findings showed that instructors of COIL were expected to have knowledge of learning contents, pedagogical strategies, and technology suitable for their COIL experiences. Recognizing the differences in learners’ cultural backgrounds was also important for a more inclusive COIL environment. Practical suggestions for improvement of COIL design and implementation were included.

한국 고등교육 국제화 정책 분석 : 유학생 유치 및 관리 정책의 변화와 개선 방향

이 연구의 목적은 2000년대 초반부터 본격적으로 추진된 한국 정부의 유학생 유치․관리 정책의 전개 양상을 살펴보고 한국의 상황에 맞는 유학생 정책의 발전 방향을 제시하는 데 있다. 연구 문제는 2001년부터 2011년까지 추진된 한국 정부의 유학생 정책이 무엇이며, 그 시행 결과는 어떠하였고, 미래 유학생 정책의 발전 방향을 모색하는 것으로 구성했다. 연구 방법으로는 문헌 분석을 활용했으며, 주요 문헌은 교육부 유학생 정책 보고서, 고등교육통계, 출입국 통계연보 등이다. 연구 결과, 2001년부터 2011년까지 추진된 한국의 유학생 정책은 2001-2007년에 추진된 유학생의 양적 확대 정책과 2008년 이후 본격화된 유학생의 질적 관리 정책으로 나눌 수 있다. 유학생 정책의 시행에 따라 국내 유학생 유치 현황도 크게 변화하였다. 양적 확대 시기에 한국의 유학생 수는 8배 이상의 폭발적인 증가를 보였으며, 이 증가의 이면에는 중국 및 아시아 지역 출신 유학생의 폭발적인 유입이 있었다. 이러한 증가에 비하여 유학생에 대한 체계적 지원과 관리과 부족하여 유학생 불법체류, 반한 감정, 졸업 후 취업 기회 부족 등의 문제가 발생했다, 유학생과 관련된 사회적 문제가 대두됨에 따라 한국 정부는 기존의 정책 방향을 변경하여 유학생의 검증과 질적 관리를 강화하는 정책을 시행했다. 결론에서는 향후 유학생 유치 및 관리 정책 수립 시에는 정책의 영향력과 예상 결과를 충분히 검토하고, 양적 확대와 질적 관리라는 두 목표의 조화를 이루고, 국제 사회에서 한국의 위치를 명확히 파악하여 차별화된 경쟁력을 갖출 수 있도록 정책적으로 지원해야 함을 제안하였다. This study is designed to analyse the international students policies of Korean higher education from 2001 to 2011. This period could be divided into two categories according to the purposes of policies implemented: the quantitative expansion period and the qualitative supervision period. During the quantitative expansion period (from 2001 to 2007), the Korean government started a policy to attract more international students to Korea for internationalization of higher education. After the implementation of attracting policies, rapid growth in the number of international students in Korea has been seen within a decade. In the qualitative supervision period (from 2008 to 2011), the Korean policies for internationalizing higher education were changed to strengthen the control over education programs for international students. It was because of the uprising social problems related to international students in Korea due to the lack of proper supervision systems for them. Most of these matters originated from internationalization policies focusing only on quantitative expansion rather than on qualitative management. After the implementation of policies to intensify the control over international students, the influx of international students to Korea reduced gradually. On the basis of the findings of this study, this study concludes with several suggestions for improvement of the Korean internationalization policies.

본 연구의 목적은 공과대학 학부생이 프로젝트 기반 학습 활동을 통해 어떠한 학습효과를 얻으며, 어떠한 학습경험을 하는지를 탐구하는 것이다. 이를 위하여 국내 소규모 4년제 A대학 1학년 학부생들을 대상으로 8개월 동안 사례 연구를 수행하였다. 1학기와 2학기 동안의 프로젝트 기반 학습 수업 현황, 강의평가 결과, 초점 집단 면담 자료를 종합하여 학부생들의 프로젝트 수업 활동과 학습경험을 양적 및 질적으로 분석하였다. 주요 분석 결과는 다음과 같다. 첫째, 학생들은 프로젝트 기반 학습 활동을 통해 ‘실제적 경험학습’, ‘프로젝트 비율 축소 필요성 인식’, ‘자기 주도적 학습 설계’와 같이 학습 효과를 인식하였다. 둘째, 학생들은 프로젝트 기반 학습을 통해 동료와 협업하며 팀 플레이어로서 공동의 목표를 위해 노력하는 경험을 했으며, 프로젝트기반 학습의 한계를 스스로 극복하여 학습 목표를 달성하는 능동적인 학습자로 성장했다. 이러한 연구 결과를 바탕으로 공학 분야 프로젝트 기반 학습 실행과 연구 발전을 위한 제언을 제시하였다. The purpose of this study is to investigate the learning experiences of engineering undergraduates through Project-Based Learning (PBL) activities. The study was conducted over an 8-month period with 1st-year undergraduate students (N=84) at A University, a small-sized 4-year university, in South Korea in 2022. Through a comprehensive analysis of PBL activity status, course evaluations for the first and second semesters, and data from focus group interviews (N=12), the students' PBL activities and learning experiences were analyzed quantitatively and qualitatively. The key findings are as follows. First, students experienced "hands-on experiential learning”, recognized the need for "reducing the project workload”, and engaged in "self-directed learning design” through PBL activities. Second, students learned how to be a good team player by collaborating with colleagues and how to accomplish their learning goals as active learners in various project tasks.
