In this paper, we propose a fast encoding algorithm for scalable video encoding without compromising coding performance. Through analysis on multiple motion estimation processes performed at the enhancement layer, we show redundant motion estimations and suggest the condition under which the redundant ones can efficiently be determined without additional memory. Based on the condition, the redundant motion estimation processes are excluded in the proposed algorithm. Simulation results show that the proposed algorithm is faster than the conventional fast encoding method without performance degradation and additional memory.

In his paper, we propose the graphic-based direction tracking system that be able to detect the current location and direction of the flight object and virtually run the pointing to the flight direction when a small UAV is located in the occlusion area behind buildings or obstacles in the moving surveillance systems. Based on the experimental results about the simulation flight path extracted from the Mission Planner we found the proposed system operates the desired flight mission effectively in tracking.
스케일러블 동영상 부호화 표준에서 움직임 예측 플래그를 위한 효율적인 부호화 방식

In the scalable video coding standard, inter-layer prediction based on the coding information of the base layer was adopted to increase the coding performance. This prediction tool results in new syntax elements called motion_prediction_flag (mPF) and residul_prediction_ flag(rPF), which are carried to notify the motion vector predictor (MVP) and reference block required in the motion compensation of the decoder. In this paper, an efficient coding method for mPF is proposed to enhance coding efficiency of the salable video coding standard. Through an analysis on the transmission of mPF based on the relationship between the MVPs, we discover the conditions where mPF is unnecessary at the decoder and suggest a modified rate-distortion (RD) cost function to make RD optimization more effective. Simulation results show that the proposed method offers BD rate savings of approximately 1.4%, compared with the conventional SVC standard.

In this paper, we propose an efficient memory architecture for coeff_token encoding in H.264/AVC standard. The VLCTs used to encode the coeff_token syntax element are implemented with the memory. In general, the size of memory must be reduced because it affects the cost and operation speed of the system. Based on the analysis for the codewords in VLCTs, new memory architecture is designed in this paper. The proposed memory architecture results in about 24% memory saving, compared to the conventional memory architecture.

본 논문에서는 움직임이 작은 동영상에 효과적인 새로운 움직임 벡터 부호화 알고리듬을 제안한다. 제안 알고리듬에서는 새롭게 정의된 파라메타를 이용하여 동영상의 움직임 정도를 추정한다. 그리고 움직임이 작은 경우에 움직임 벡터차는 기존 부호어들로부터 생성되는 단일 결합 부호어에 의하여 압축된다. 모의 실험 결과는 움직임이 작은 동영상에 대하여 제안 알고리듬이 기존 방식들에 비하여 평균 $15\%$정도의 성능 향상을 보였다. 또한 제안 알고리듬은 새로운 통계치의 계산이나 부가적인 메모리 사용이 요구되지 않는 장점을 지닌다. In this paper, we propose a new efficient motion vector coding algorithm for the video sequence with slow motion. In the proposed algorithm, the amount of motion for a given video sequence is determined by a Skip_rate parameter. The motion difference for slow motion is encoded with a combined codeword which is generated from the conventional codewords. The simulation results show that the proposed algorithm achieves approximately $15\%$ bits gain compared to the conventional methods. Moreover, additional memory and calculations for statistical observation are not required in the proposed algorithm.
