심리상담 법제화 방향성: 미국의 전문상담사(LPC)와 인증프로그램(CACREP) 사례를 중심으로

This article examined the Licensed Professional Counselor (LPC) and the Council for Accreditation of Counseling and Related Educational Programs (CACREP), which provides accreditation for counseling programs in the United States to suggest the directions for psychological counseling legislation of Korea. We specifically reviewed the educational and experience requirements for applying the LPC in line with the standards for CACREP-accredited counseling programs. Furthermore, we compared and analyzed the National Competency Standards(NCS) for the category of counseling and the counselors’ competencies emphasized in the CACREP standards. Finally, we contemplated some strategies for formulating standards on high-quality education and systemic training for counseling professionals based on the unique socio-cultural characteristics of Korea to establish the legislation that is currently being discussed. 본 특별호 원고에서는 미국의 전문상담사(LPC: Licensed Professional Counselor) 제도와 이와 연계된 미국의 심리상담 프로그램들을 인증해주는 상담인증프로그램(CACREP: Council for Accreditation of Counseling and Related Educational Programs) 사례를 살펴보아 우리나라의 심리상담 법제화가 어떻게 이루어져야 하는지 방향을 제시하고자 한다. 구체적으로 미국에서 전문상담사(LPC) 면허를 획득하기 위해서 교육 및 수련과정의 표준이 어떻게 되어야 하는지 상담인증프로그램(CACREP)을 중심으로 살펴보고자 한다. 나아가 미국의 CACREP에서 강조하고 있는 직무역량과 우리나라의 심리상담 국가직무능력표준(NCS)의 직무역량을 비교하여 분석하였다. 마지막으로 심리상담 분야의 법제화 방안이 현실화되기 위해서 우리나라에 부합하는 상담인증프로그램 구축에 필요한 노력과 전략에 대해 논의하였다.

Professional School Counselors’ Engagement in Social Justice Activity in the United States

본 연구는 미국의 전문상담교사들을 대상으로 그들의 사회 정의 참여 활동에 대하여 조사하였다. 미국 전문상담교사들의 설문을 통한 결과를 기반으로 사회 정의 상담 개념에 대한 이해를 돕고 실제 현장에서 다양한 사회 정의 활동에 대한 참여도를 알 수 있었다. 이는 한국의 학교 상담에서 학교 교육 상담 분야에 재직 중인 교육자들을 대상으로 사회 정의 프로그램에 대한 제안에 목적을 두고 있다. 2018년 9월부터 12월까지 인터넷으로 이루어진 조사를 통해, 총 63명의 참가자들을 대상으로 인구통계학적 요인(예: 연령, 성별, 인종/민족성, 성적 성향, 학교 상담원 경력 연도)과 교육 요인(즉, 대학원 과정과 이후의 사회정의 옹호 문제에 관한 교육)의 상관관계를 조사하였다. 사회 정의 참여 설문 조사 결과, 전문상담교사의 근본적인 역할인 내담자가 적절한 상담관련 서비스를 제공받을 수 있도록 돕는 것과 내담자들과 관련된 모욕적인 언어에 대한 중재자로써 역할에 대한 기여도가 높은 것으로 나타났다. 또한 학교 상담가의 경력이 많을수록, 그리고 전문가 심화 연수의 참여 횟수가 많을수록 사회 정의 활동에 대한 참여 빈도가 높았다. 이는 전문적상담자들의 사회 정의를 둘러싼 전문적인 개발 훈련에 더 많이 참여할수록 사회 정의 활동에 참여하는 것을 지지할 가능성이 더 높다는 것을 보여준다. This exploratory survey study examined professional school counselors’ social justice engagement as part of their professional activities in the United States through an internet-based survey from September 2018 until December 2018. With 63 participants, the relationship between demographic factors (e.g., age, gender, race/ethnicity, sexual orientation, years of experience as a school counselor) and training factors (i.e., training regarding social justice advocacy issues both during and after graduate school) were examined. In this paper, implications and suggestions for school counselor educators and programs in South Korea are discussed.

The purpose of this study was to explore the work patterns of Korean professional school counselors based on the amount of time spent for each job category and examine its relationships with their work satisfaction. The open survey with 19 school counselors working in Kyung-gi province and two focus group interviews with 10 school counselors recruited from each school level were conducted. 10 job categories (individual counseling & psychological assessment, group counseling, consultation for parents & teachers, preventive & psychological education, case management for crisis students, planning and managing work of Wee Class, supportive work for school-wide projects, professional development, non-counseling related administrative or supportive work, and supervising or managing student work) were derived. And 396 Wee Class school counselors working in the Kyung-gi area participated in the survey. A k-means cluster analysis yielded a five-cluster solution, and each cluster was provided a relevant pattern: (a) job proportion dispersion type; (b) Wee Class management salient type; (c) preventive education salient type; (d) collaborative school service salient type; and (e) individual counseling salient type. Chi-square analysis results showed that preventive education salient type was more frequent at the elementary school level, and Wee Class management salient type was more frequent among the school counselors with less working experience. Also, school counselors belong to the 'preventive education salient' and 'collaborative school service salient' types showed significantly lower job satisfaction than school counselors of the rest of the types. Lastly, based on the study results, implications and suggestions of the job patterns, roles and scope of professional school counselor policies were provided. 본 연구는 전문상담교사들을 대상으로 직무별 할애시간을 기준으로 현재의 직무패턴을 파악하고 이러한 직무패턴과 직무만족도간의 관계를 파악하고자 하였다. 이를 위해 경기 지역에서 근무하는 전문상담교사 1급 자격연수자 19인을 대상으로 주요 직무와 역할 및 업무범위 등을 개방형 설문지를 통하여 파악하였으며, 이 결과를 토대로 초중고 학교급별 전문상담교사 10인을 대상으로 하여 포커스 그룹 인터뷰를 실시하였다. 포커스 그룹 인터뷰 자료를 분석한 결과, 최종 10개의 직무(개인상담 및 심리검사, 집단상담, 학부모 및 교사 자문, 예방 및 심리교육, 위기학생 사례관리 관련 업무, 위(Wee)클래스 운영 및 행정, 위(Wee)클래스가 협조하는 사업, 전문성 향상 활동, 위(Wee)클래스/상담 이외의 사업 운영 및 행정, 생활관리 및 감독) 영역을 도출해 내었다. 다음으로 경기도 지역에서 근무하고 있는 396명의 전문상담교사를 대상으로 직무별 할애시간을 군집 분석한 결과, 직무비율분산유형, 운영행정 현저유형, 심리교육 현저유형, 협조사업 현저유형, 개인상담 현저유형의 총 5개의 직무패턴 군집을 파악할 수 있었다. 학교급별, 경력 집단별 직무패턴 군집 분포를 살펴본 결과, 초등학교급에서 심리교육 현저유형이 더 많이 분포하고, 저경력 집단에서 운영행정 현저유형이 더 많이 분포하는 것으로 나타났다. 또한, 직무패턴 군집별 직무만족도 차이를 살펴본 결과, 심리교육 현저유형과 협조사업 현저유형의 직무만족도 수준이 유의미하게 낮은 점수를 보였다. 이 연구결과를 토대로 전문상담교사의 직무패턴과 역할 및 업무범위에 대한 시사점과 제언과제를 논의를 하였다.
