본 연구는 신용등급 변경 전 내부자의 거래행태를 조사하고 내부자거래와 신용등급 변경에 대한 장단기 주가 반응의 관계를 분석하였다. 2004년부터 2014년까지 11년 동안 871건의 신용등급 변경을 대상으로 조사한 결과 신용등급이 다구간 하락하거나 투자등급에서 투기등급으로 하락하는 경우 내부자는 자기회사 주식을 강하게 매도하는 경향을 보였다. 이는 신용등급 다구간 하락 및 투기등급으로의 하락과 같은 부정적 기업 사건 전에 내부자가 내부정보를 이용하여 자기회사의 주식을 매도할 가능성이 높다는 것을 시사하는 것이다. 또한 신용등급이 하락하는 경우 내부자가 매도하는 표본은 매수하는 표본보다 장단기 주가가 더 크게 하락하는 것으로 나타났다. 반면 내부자거래는 신용등급 상승에 대한 장단기 주가 반응에는 영향을 미치지 않아 신용등급 상승과 하락 간 비대칭 효과가 존재하였다. 이러한 실증분석 결과는 내부자가 주가 하락으로 인한 손실을 회피하고자 신용등급 하락 전 자기회사 주식을 매도할 가능성이 높다는 증거를 제시하는 것으로 신용등급 다구간 하락 및 투기등급으로의 하락과 같은 부정적 기업 사건과 관련된 내부자거래에 대해서는 보다 강력한 규제 정책이 마련될 필요가 있음을 시사한다. This paper investigates insider trading before credit rating change announcements and examines the relationship between insider trading and stock price reactions to credit rating changes. Analyzing 871 credit rating changes in Korea from 2004 to 2014, we find that insiders tend to sell their shares more strongly for multiple-notch downgrades and downgrades from investment to speculative grades. This suggests that corporate insiders are likely to sell their shares using private information before negative corporate events such as multiple-notch downgrades and downgrades from investment to speculative grades. In addition, in the case of credit rating downgrades, stock prices show differential reactions according to insiders" prior trading behaviors. Insider trading, however, has no effect on stock prices for credit rating upgrades. The findings provide evidence that insiders are likely to sell their stocks before multiple-notch rating downgrades and downgrades from investment to speculative grades in order to avoid losses due to stock price decline. This suggests that insider transactions related to negative corporate events need to be strongly regulated.

전력, 가스, 상하수도, 고속전철 등 국가에서 관리하는 중요핵심기반시설은 대부분 SCADA(Supervisory Control and Data Acquisition) 시스템으로 관리, 운영되고 있다. 최근 이러한 시설들이 사이버 테러 및 해킹, 바이러스 등 에 의하여 원격 조작 및 통제되는 경우 심각한 위험에 빠질 수 있다. 따라서, 중요핵심기반시설에 대한 종합적인 정보보호 관리기법을 수립해야 할 시점에 이르게 되었다. 본 논문에서는 자산, 위협/취약성, 위험도 계산 등의 위험분석 프로세스를 기반으로 정보보호대책(기밀성, 무결성, 가용성) 및 장애처리를 포함한 보안관리 기법을 제안하고자 한다. 이를 위하여 미국, 일본 등 중요핵심기반시설에 대한 정보보호 관리 현황을 알아본다. Most of the national critical key infrastructure, such as power, piped gas and water supply facilities, or the high-speed railroad, is run on the SCADA system. Recently, concerns have been raised about the possibility of these facilities being attacked by cyber terrorists, hacking, or viruses. Thus, it is time to adopt the relevant security management techniques. This paper attempts to propose such security management techniques, including information protection measures and troubleshooting, based on a risk analysis process concerning assets, threats/vulnerability, and hazards, and to examine the security management status of critical key infrastructure in the U.S. and Japan.
