Nowadays the information and telecommunication rapidly progressing to the computer utilization bring so many changes to the entire field of economics and social life. The society of informationization already comes in front of us, and its influence already range over the entire field of politics, economy, society and culture. It also has influence upon the propulsion of regional development, and this is so-called regional development based upon regional informationization. Therefore the present paper discuss the present and a plan of effective propulsion for the regional informationization in Korea. In Korea, the problem of inter-regional differentials due to the economically oriented development policy becomes a difficult problem. To solve the inter-regional differentials, regional development based on regional informationization in needed. And to following items should be fulfilled at the regional level ; ⅰ)informationization appropriate for intra-regional enterprise activity and administration. ⅱ) informationization guaranteeing regional autonomy and self-regulation ⅲ)systems appropriate for the needs of regional inhabitants. As there is a growing importance of information and telecommunication, information becomes standard of social power. Nowadays the pertinent and rational choice and use of information are essential elements in enhancing people's quality of life and promoting national welfare. Therefore to guarantee the conditions that people in all places access to and use information equally is not only social responsibility but also supreme task in our society.
무선센서 네트워크 계측을 이용한 저수지 및 제방 계측시스템 구축에 관한 기초연구

Conventional monitoring method is used for evaluation of the reservoir and levee at the highest height sections. In recent years, automated measurement technology has been developed, and the measurement results are transmitted, collected and stored in real time into management office. Despite the development of real time monitoring technology, the measurement results are not used directly or indirectly with facility management at real time. Recently, as wireless sensor network measurement technology has been developed based on internet of things, this study proposed a real - time measurement and evaluation system based on wireless sensor network technology in the reservoir structure. As a result of the seepage analysis for the application, it was confirmed that the volumetric water content changes together with the change of the seepage line inside the embankment body according to the change of the water level of the embankment. In other words, the applicability of the measurement system with the volumetric water ratio set as the sensor node was verified. 저수지 및 제방에서의 계측은 가장 높이가 높은 구간을 선정하여 계측기를 매설하고 측정하는 집중계측 방식으로 최근에는 자동화 계측기술이 발달되어 실시간으로 계측결과가 관리사무소로 전달 및 수집, 저장되고 있다. 실시간 계측기술이 발달되었음에도 불구하고 계측결과가 시설물 관리와는 직접적으로 이용되지 못하고 있다. 최근 사물인터넷 기반의 무선 센서 네트워크 계측기술이 발달함에 따라 본 연구에서는 저수지 및 제방 구조물에 무선센서 네트워크 기술을 기반의 실시간 계측 및 평가시스템을 제안하였다. 적용성 평가를 위한 침투해석 결과 저수위 변화에 따라 제체 내부의 침윤선 변화와 함께 토체의 체적함수비가 함께 변화하여 체적함수비를 센서 노드로 설정한 계측시스템의 적용성을 확인하였다.

The vulnerability of domestic reservoirs(dams) to natural disasters is increasing day by day due to natural disasters, such as droughts, storms, and floods resulted from recently increasing climate variability in the Korean Peninsula; frequent inland earthquakes; the safety issues of the domestic reservoirs (dams) (aged 50 years or more); and the increase of the aging population in the rural areas. The efficiency of the emergency response plan has been a constant issue since it was first established in 2005. Therefore, it is necessary to develop an efficient disaster response system and refine it for evacuating the downstream residents and protecting property in the event of reservoir(dam) failures. However, the actual budget reflection and business implementation are very inadequate, and there is lots of room for improvement in the emergency action plan, as it is not considered as an effective system taking account of the local situation and the residents. The purpose of this study is to examine the status of shelter designation and the evacuation time of the elderly, which are two main issues of the current reservoir emergency action plan, and to propose an effective countermeasure through geospatial analysis. 최근 한반도 기후변동성의 증대에 따른 가뭄, 홍수 등 풍수해 관련 자연재난 증가와 50년 이상 된 국내 노후 저수지(댐)의 안전성 검토, 그리고 고령화 인구 증가에 따른 농촌지역의 저수지(댐) 취약성이 날로 증가하고 있는 실정이다. 이러한 저수지(댐) 취약성 대비를 위한 비상대처계획은 2005년도 법제도화 된 이후 저수지(댐) 붕괴시 하류부 주민들의 대피와 재산보호를 위해 효과적인 재해 대응 시스템에 대한 개발과 고도화 필요성이 대두되고 있으나, 실질적인 예산반영과 사업시행은 매우 열악한 실정이며, 또한 비상대처계획의 대응이 지역상황과 주민을 고려한 대응계획이라고 하기 미흡한 부분이 다수 존재한다. 이에 본 연구에서는 현재 운영되는 저수지 비상대처계획의 핵심 대응인 대피소 지정현황과 이에 따른 고령화 인구에 신속대피 여부를 공간 분석을 통해 검토하고 실효성 있는 대응방안 제시를 목적으로 한다.

The exhaust muffler, one of the important parts in the vehicle, is the essential device to reduce engine-induced noise. But it is very difficult to achieve listenable exhaust sound and it takes much time to tune inner structures of mufflers. In order to achieve harmonious exhaust sound quality, it is necessary to comprehend the sound characteristics of various inner structures (tube length, baffle location, etc) inside mufflers. So, this study proposes muffler tuning kit as a practical new method possible to reduce tuning time and test sample numbers. First, we select muffler outer shape and volume as a original base muffler. Second, we design detail components of muffler(case, end plate-front/rear, tubes-inlet/middle/outlet and baffles). The tuning kit is designed to be possible to assemble, dissemble and change any components of different dimensions. Third we make tuning kit based on the preliminary detail design and compared exhaust noise in the engine bench with the original base muffler sample for NVH correlation. As a result, exhaust noise of tuning kit is well matched with that of original base muffler sample. So we are expecting the tuning kit to be used to reduce tuning time and test samples of mufflers when developing new vehicle.
