건전성 감독에 있어 규제 당국의 책임 범위에 관한 연구

Financial transactions have a great impact on the economy as well as on the life of the people. The purpose of financial supervision spans from protecting the investors (or financial consumers) and industry structures to preventing the threats to the national economy. The victims of 2013 Dong-yang Group incident argue that financial supervision is inadequate. Dong-yang Group sold high-risk CP and bond to general investors based on money trust. In the capital market, what is the relationship between the failure in investor protection and supervision responsibilities? This is due to the severe level of information asymmetry among the different stakeholders involved in financial transactions. Information asymmetry is the cause of the market failure from a microscopic perspective. However, it is difficult to determine what to control and how much to control. This research examines the legal boundary of regulatory authorities intended to reduce the issues of reverse selection and moral hazard in capital market. In Korea, FSC is the “visible hand” in the financial supervision system which is in charge of the supervision and management. Traditionally, countries in favor of market economies argue that the government should take the responsibility of supervision. In this debate, it is important to discuss the responsibilities as well as the rationale for those responsibilities. 주지하다시피 금융거래는 경제에 미치는 영향이 크고 국민 생활과도 관련이 깊기 때문에 우리나라는 금융위원회와 금융감독원이 투자자(금융소비자) 보호에 나서고 있다. 거시건전성 감독에는 시스템 전체적인 시각에서 리스크를 관리함으로써 금융불안정이 경제위기로 파급되는 것을 방지하는 정책이 주된 내용이고, 미시건전성 정책은 개별 금융회사의 부실방지에 중점을 둔다. 지난 2013년에 동양그룹 사태가 발생하였는데, 부실 계열 회사채와 리스크가 높은 CP를 일반투자자에게 판매한 결과로 다수의 피해가 발생한 것이다. 우리 자본시장에서 투자자에 대한 보호 실패는 감독책임과 어떤 연관이 있을까? 이것은 거래 과정에서 당사자들 간에 정보의 격차가 발생하기 때문인데, 미시적 시장실패의 원인이 정보의 비대칭에 있다고 보면 법에서 어떤 것을 통제하고, 어느 정도로 규제할지는 시장경제체제를 취하는 국가에서는 매우 중요한 문제라 할 수 있다. 본 논문은 우리나라 금융시장에서 발생하는 역선택과 도덕적 해이로 인해 발생하는 신용문제를 놓고, 이를 감독・규제하는 감독기관의 책임 범위와 한계에 대하여 다루고 있다.

플라스틱 재료의 표면에 나타나는 건축적 표현 특성에 관한 연구 - 텍스처와 표면 효과의 관계를 중심으로 -

Exterior surfaces of buildings stand out due to the physical properties of architectural materials. Recently, the effect delivered by material properties is becoming more important as social needs to architecture are moving from visual-centric experience to tactile and sensory experience. In this regard, the scope of representing the sensory space has also been widened. Moreover, plastic materials are being recreated by 20th century’s high-tech materials and reborn by a variety of processing and process-related methods. It enhances various functions of plastic materials and gives unique characteristics to building surfaces so that it can embody complex design patterns. In this study, we analyzed the application methods of plastic and compared its using patterns in the surface of contemporary architecture. In the contemporary architecture, the plastic used for building surfaces enables a new ways of expression by a unique processing method which is different from previous way utilizing traditional materials. As a result, the range of surface material selection is expanding when new materials are applied to construction. This research aims to understand the relationship between the performance of the new materials on the surface and the expressive properties of the surface, focusing on the various functions of the new material. And also, this study focused on the aesthetic representation of the new plastic materials to study the sensory expression observed in the building surfaces by classifying the use of new building materials. As a conclusion, the study defines new expressions and sensational effects of the aesthetic effect of the new material.

1919년 4월 4일 익산군 솜리(이리) 장터에서 있었던 ‘대한독립만 세’ 운동은 3.1운동의 하나로서 전국적으로도 매우 격렬했던 만세운동 들 가운데 하나였다. 이 운동의 특징은 첫째, 오랫동안 준비되어 온 필연적 운동으로써 이 운동의 중심에는 남전교회의 설립정신이 반영되 었다. 둘째, 평신도 중심의 운동으로써 다른 지역 만세운동과는 분명히 구분된다. 셋째, 일제의 억압과 착취에 대한 민족저항운동으로써 기독 교 저항운동이자 농민 저항운동이었다. 익산 4.4 만세운동의 선교적 의미는 네비우스 선교정책의 열매로써 익산지역의 교회설립과정과 선교역사에서 찾아 볼 수 있다. 또한 당시 5일마다 서는 ‘장터’가 복음이 선포되고 실천되는 ‘토착화’(Indigenization)선교의 현장이었다. ‘장 터’는 선교사들이 서민들의 병을 고쳐주고, 그리스도인들은 쪽 복음을 전하던 곳이었으며, 독립 만세운동이 가장 많이 일어났던 장소였다. 마지막으로 독특한 지리적 특징을 가진 전북은 한국 토속종교의 본산으 로써 종교간 대화의 선교와 만세운동의 사회적 책임의 선교가 이루어진 곳이다. This paper aims at studying the characters and missional meaning of Iksan independence movement on April 4, 1919. There was an independence movement in Somri market in Iksan on April 4, 1919. It was one of the fiercest independence movements in colonial Korea against Japan’s invasion. This movement has three characters. First, it was a movement which is very meaningful to the history of Christianity and its mission. It did not happen spontaneously, but it was inevitably designed by NamJeon Church. Second, it was a layman movement, for those who were killed, injured, arrested and judged were lay Christians. Third, it was a national resistance movement which fought against the political oppression, economical exploitation and social discrimination. Also it was a farmers’ and Christians’ resistance movement.

최근 이러닝이 활발하게 이루어지고 다변화 하면서도 한지공예의 한 부분인 지승공예의 이러닝 콘텐츠는 찾아보기가 쉽지 않다는 것을 인식하였다. 본 연구에서는 전통의 맥을 잇는 지승공예의 이러닝 콘텐츠 설계를 위한 학습자 설문조사를 하여 학습자의 요구를 분석하고 이러닝 콘텐츠 설계의 필요성을 제시 하는데 목적이 있다.
